What is the 100% State Government Divyangjan Term Loan Yojana?

100% State Government Divyangjan Term Loan Yojana is a self-employment loan scheme of the Gujarat State Divyangjan Finance and Development Corporation, which works under the Social Justice and Empowerment Department of the Government of Gujarat. The name is literal: the entire loan corpus comes from the Gujarat state government, with no share drawn from a central corporation.

The corporation exists because ordinary commercial credit rarely reaches a person with a disability who wants to run a small business. A bank asks for security, a credit history and a margin contribution that a first-time self-employed applicant with a disability often cannot produce. The corporation lends instead, at a concessional rate and on softer security terms, and recovers the money in monthly instalments.

According to the Social Justice and Empowerment Department's e-Samaj Kalyan portal, the corporation lists this scheme in two separate application rounds, described as Primary Level and Secondary Level, and each round is shown with its own open or closed status. Alongside it the corporation runs the Divyangjan Swavalamban Yojana term loan, which is routed through the National Handicapped Finance and Development Corporation, and a separate GSHFDC loan window. The three are different products with different funding sources, so apply under the one that is actually open.

The scheme is often searched for in Gujarati as the divyangjan term loan yojana or the 100 taka rajya sarkar divyang loan. All of these refer to the same state-funded product described here.

Who is eligible for the Divyangjan Term Loan Yojana?

You can apply if:

  • You are a native resident of Gujarat, evidenced by a residence document such as an electricity bill, ration card, election card, rent agreement or licence.
  • You hold a disability certificate showing 40% or more disability, issued by the competent medical authority. According to the myScheme entry maintained by the Government of India for this scheme, 40% is the qualifying threshold.
  • You are proposing a productive, income-generating activity. A retail shop, a repair or service unit, a small manufacturing or processing unit, a tailoring or handicraft unit, a dairy or allied activity, or a vehicle used to earn a living.
  • You have a bank account in your own name that can receive the disbursement and carry the repayment instalments.
  • You can produce the income certificate and any surety or guarantor documents the corporation asks for at the sanction stage.

You cannot apply if:

  • Your disability certificate shows less than 40% disability.
  • You are not a resident of Gujarat. The corporation lends within the state only.
  • You want the money for consumption, repaying an existing private debt, or buying land or a house. This is a term loan for a business activity, not a personal or housing loan.
  • You or a family member are already in default on an earlier loan from the corporation. The application form asks explicitly whether the applicant or a family member has taken a loan from this corporation, a bank or any other institution, and what is still outstanding.
  • The application window you are applying under is closed. A Secondary Level application cannot be filed while only the Primary Level window is open.

Where an income ceiling applies to the specific activity, the corporation verifies it from the annual family income certificate issued by the Mamlatdar or Taluka Development Officer. The ceiling is revised from time to time, so confirm the current figure on the scheme's page on e-Samaj Kalyan before you apply rather than relying on an older circular.

What documents are required?

Document Mandatory Notes
Disability certificate (40% or more) Yes From the competent medical authority, the core eligibility document
Aadhaar card Yes Identity, and for seeding the bank account
Proof of residence Yes Electricity bill, licence, rent agreement, election card or ration card
Annual family income certificate Yes From the Mamlatdar or Taluka Development Officer
Bank passbook copy or cancelled cheque Yes For disbursement and instalment recovery
Ration card No Both the name page and the number page are usually asked for
Election card No Supporting identity and residence proof
Undertaking and guarantor documents Yes Signed at the sanction stage
Quotation or project estimate Yes Written estimate for the machinery, stock or vehicle proposed

Scan each document as a clear PDF or JPG before you start the online form. The e-Samaj Kalyan portal enforces a size limit per upload, and a blurred photograph of a certificate is one of the most common reasons an application is sent back.

How to apply for the Divyangjan Term Loan Yojana online

  1. Open the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in and select Gujarat State Divyangjan Finance and Development Corporation from the list of corporations on the home page.
  2. Check the status column against 100% State Govt Divyangjan Term Loan Yojana, Primary Level and Secondary Level. Apply only under the level shown as "Open".
  3. Register as a new user if you have not applied before. Use your own mobile number and email, because the application number and all status messages are sent there.
  4. Log in and open the scheme's application form. Fill in your personal details, type and percentage of disability, family details, annual family income, the proposed business activity, the loan amount sought, details of any existing loan, and your bank name, branch, IFSC code and account number.
  5. Upload the scanned documents against each row in the document list, then review the whole form. Once you confirm the application it cannot be edited.
  6. Submit the form and save or print the application number shown on the acknowledgement screen.
  7. Print the completed application, sign it, attach self-attested copies of every uploaded document, and submit the set to your District Social Defence Office.
  8. Attend the verification or interview call if the district office asks for one, and complete the loan agreement and guarantor formalities after sanction.

How to apply offline

  1. Visit the District Social Defence Office in your district headquarters and ask for the Divyangjan Finance and Development Corporation counter.
  2. Collect the scheme application form, or carry the form downloaded from the corporation's page on e-Samaj Kalyan.
  3. Fill in the form, attach the disability certificate, residence proof, income certificate, Aadhaar, bank passbook copy and the quotation for the proposed activity, and submit it at the counter.
  4. Collect the inward acknowledgement with the date and inward number. This is what you quote when you follow up.

Even where you start offline, the district office generally enters the case into e-Samaj Kalyan, so an application number is eventually generated. Ask for it.

How to check your application status

  1. Log in to esamajkalyan.gujarat.gov.in with the credentials you registered with.
  2. Open Your Application Status and enter the application number.
  3. The screen shows the stage — submitted, under scrutiny at the district office, recommended, sanctioned, or rejected with a reason.
  4. If the status has not moved for several weeks, contact the District Social Defence Office with your application number rather than filing a second application. Duplicate applications are rejected.

Disbursement happens after sanction and after the loan agreement and guarantor paperwork are complete. The amount is credited to the bank account recorded in the application, so a closed, dormant or wrongly typed account number is the commonest reason a sanctioned loan does not arrive.

Common reasons applications are rejected

  • Disability below 40%, or a certificate issued by an authority that is not the notified competent medical authority.
  • Residence not established because the uploaded document is in a parent's or spouse's name with nothing linking the applicant to it.
  • Income certificate missing or expired. Income certificates have a validity period; an old one is treated as not filed.
  • Bank details mismatched, the name on the passbook not matching the name on Aadhaar, or an IFSC code typed for the wrong branch.
  • No quotation or a vague activity description. "Business" is not an activity; "grocery shop with stock of Rs X" is.
  • Existing default on a previous corporation or bank loan disclosed in the form or found at verification.
  • Applying under a closed window, most often filing under Secondary Level when only the Primary Level round is open.

Most of these are curable. Fix the document and reapply in the next window rather than arguing the same file through.

Key dates and windows

The corporation does not run this scheme all year. Each scheme year it opens a Primary Level window, and, when funds or slots remain, a Secondary Level window later. Both are shown with an explicit open or closed status on the corporation's listing on e-Samaj Kalyan. The practical rule is to check that listing at the start of the financial year and again after the state budget is passed, and to keep your disability certificate, income certificate and bank documents ready so you can file inside the window rather than after it.

Where to raise a grievance

  • District Social Defence Office of your district, the first point for any question about scrutiny, verification or a rejection reason.
  • Gujarat State Divyangjan Finance and Development Corporation, Social Justice and Empowerment Department, Gandhinagar, for sanction and disbursement disputes.
  • Social Justice and Empowerment Department, Government of Gujarat, at sje.gujarat.gov.in, which publishes the corporation's contact details and officer list.
  • e-Samaj Kalyan technical support, linked from the portal footer, for login, upload and portal error problems.

Applying is free at every stage. If anyone offers to "get your loan sanctioned" for a commission, that is not part of the scheme.

Frequently asked questions

Who can get a loan under the 100% State Government Divyangjan Term Loan Yojana?

A native resident of Gujarat who holds a disability certificate showing 40% or more disability can apply. The loan is meant for a productive self-employment activity — a shop, a service unit, a small manufacturing unit or a vehicle used for earning — not for personal spending.

Which department runs this scheme?

The Gujarat State Divyangjan Finance and Development Corporation, under the Social Justice and Empowerment Department of the Government of Gujarat, runs the scheme. Applications are handled through the department's e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in.

What does "100% State Government" mean in the scheme name?

It means the loan funds come entirely from the Gujarat state budget, with no central corporation share. The corporation's other product, the Divyangjan Swavalamban Yojana term loan, is funded through the National Handicapped Finance and Development Corporation instead.

Is the money a grant or does it have to be repaid?

It is a loan and must be repaid. Term loans from the corporation are recovered in monthly instalments over a fixed repayment period at a concessional rate of interest fixed by the corporation for each scheme.

What is the difference between the Primary Level and Secondary Level applications?

Primary Level is the first application window for a scheme year and Secondary Level is a follow-on window opened when funds or slots remain. The corporation's listing on e-Samaj Kalyan shows each level separately as "Open" or "Close", so check which one is accepting applications before you start.

Is there any fee to apply?

No. Registering and applying on e-Samaj Kalyan is free. No agent can charge you for getting your name added to the beneficiary list, and no officer will ask for your OTP or portal password.

Where do I submit the printed application?

To the District Social Defence Office of your district, which is the field office of the Social Justice and Empowerment Department. Carry the signed printout of the online application along with the original documents for verification.

What happens if my disability is less than 40%?

You are not eligible for this scheme. A disability certificate showing 40% or more is the threshold used across the Gujarat State Divyangjan Finance and Development Corporation's loan products.
