What is a trade licence in Gujarat?

A trade licence in Gujarat is the permission your municipal corporation or nagarpalika gives you to run a shop, office, hotel, workshop or commercial establishment inside its limits. Gujarat does not brand the document as a "trade licence". On eNagar, the state's common municipal services portal at enagar.gujarat.gov.in, the service sits under the License group and is called Shops and Establishment registration.

eNagar is run by the Gujarat Urban Development Mission under the Urban Development and Urban Housing Department, with its office at Karmyogi Bhavan, Sector 10/A, Gandhinagar. One eNagar login covers participating municipal corporations, Ahmedabad, Surat, Vadodara, Rajkot, Bhavnagar, Jamnagar, Junagadh, Gandhinagar and the rest, plus the nagarpalikas, so the process is the same portal wherever your shop is in urban Gujarat.

The certificate matters well beyond the municipal inspector. Banks ask for it before opening a current account in the trade name. Landlords in commercial complexes ask for it. It is routinely produced alongside GST registration, and food businesses need it in addition to; not instead of. An FSSAI licence.

Who needs a Gujarat Shops and Establishment registration?

You need to apply if:

  • You run a shop, retail outlet, showroom, godown or storeroom inside a Gujarat municipal corporation or nagarpalika area.
  • You run a commercial establishment, an office, a consultancy, a coaching class, a clinic's commercial arm, an agency, a travel desk or a software firm.
  • You run a hotel, restaurant, eating house, bakery, tea stall or catering unit, which additionally needs an FSSAI licence.
  • You run a workshop, service centre or small manufacturing unit inside the ULB limits.
  • You are a firm, company, trust, society or co-operative operating a commercial premises, not only a sole proprietor.

You cannot apply on eNagar if:

  • Your premises lies outside every urban local body, in a gram panchayat area. Panchayat trades are licensed by the panchayat and the Panchayats, Rural Housing and Rural Development Department, not by eNagar.
  • You are a street vendor or hawker with no fixed shop. eNagar has a separate service, Apply Issuance of Hawkers License, for exactly that case, and the Shops and Establishment service is not the right one for you.
  • You are applying for something eNagar treats as a different approval: building permission, a fire NOC, a health licence for a specific hazardous trade, or a signboard permission. Those are separate applications even though they may involve the same shop.
  • You want a licence for a premises you do not legally occupy. Without a rent agreement, ownership document or a valid property record for the address, the ULB has nothing to attach the licence to.

What documents are required?

Document Mandatory Notes
Owner's identity proof (Aadhaar / PAN / voter ID) Yes Must match the name typed on eNagar
Premises proof; rent agreement or ownership document Yes The licence is tied to a municipal address
Property tax receipt of the shop Sometimes To confirm the tenement number
Passport-size photograph Yes Scanned upload
Photograph of the shop front with signboard Sometimes Asked for by several corporations
Partnership deed / MOA / society certificate For non-proprietors Firms, companies, trusts, co-operatives
GST registration certificate If registered Establishes trade name and business type
Employee list with joining dates If you employ staff Employment strength drives the fee category

Scan every page as a clear PDF or JPEG inside the size limit shown on the upload box. An illegible rent agreement is the commonest cause of an eNagar file being sent back for clarification.

How to apply for a trade licence in Gujarat online

  1. Open enagar.gujarat.gov.in and register as a citizen with your mobile number and email. Verify the OTP and set a password. One registration covers every eNagar service, including property tax and water connections, not just licensing.
  2. Select your municipality. The corporation or nagarpalika in whose limits your shop stands. eNagar routes the file to that ULB, and picking the wrong one means starting again.
  3. Open the License group and choose "New Shops and Establishment Application". Do not pick Modify, Renewal, Duplicate or Cancellation; those four are for establishments already on the register.
  4. Fill the application. The trade name, the nature of business, the full shop address with tenement number, the date the business started, the owner's or partners' details, and the number of employees.
  5. Upload the documents into their labelled slots — identity proof, premises proof, photograph, and the constitution document if you are a firm or company.
  6. Pay the fee on the eNagar payment screen. eNagar accepts debit card, credit card, net banking, mobile banking and UPI, and states that most of these carry zero transaction charge. Save the receipt.
  7. Note the application number on the acknowledgement. Every later step, tracking, clarification, download, needs it.
  8. Answer any query raised by the ULB. A municipal inspector may visit the shop or call to confirm the address and the nature of trade.
  9. Download the certificate from your eNagar account once the status shows it is issued, then display it at the shop. The certificate is meant to be visible on the premises, not filed away.

How to apply offline at the municipal office

  1. Visit the civic centre or ward office of your municipal corporation or the nagarpalika office in a smaller town.
  2. Ask for the Shops and Establishment registration form and fill it in, or hand your papers to the counter operator, who enters the same eNagar application for you.
  3. Attach self-attested photocopies of the identity proof, the rent agreement or ownership document and the photographs, and carry the originals.
  4. Pay the fee at the counter and take a printed receipt. Never pay without one.
  5. Collect the acknowledgement with the application number and track the file on eNagar with it.

The offline counter is the same eNagar workflow with an operator typing for you, so the documents and the fee are identical either way.

How do I check my application status?

Log in to eNagar with the same credentials and open your application list; the status shows whether the file is with the ULB for scrutiny, awaiting a site check, or ready for download. eNagar also offers Quick Pay for Shops and Establishment fees, which is useful when a renewal demand is raised but you do not want to log in.

If the file has not moved, email ulbhelpdesk-enagar@gujarat.gov.in with the application number, or use the individual municipality's contact details that eNagar publishes on its Contact Us page. Escalate to the Municipal Commissioner's public grievance cell in a corporation, or the Chief Officer in a nagarpalika.

How long is it valid, and how do I renew it?

The registration is time-bound, not permanent, eNagar carries a separate "Renewal of Shops and Establishment Registration" service precisely because the certificate expires. Read the validity date printed on your own certificate, because the term granted differs between urban local bodies, and start the renewal on eNagar before that date rather than after it. A lapsed certificate is treated as no certificate at all during an inspection.

Three other eNagar services cover the rest of a licence's life:

  • Modify, when the trade name, ownership, address or nature of business changes.
  • Duplicate Certificate: when the original is lost or damaged.
  • Cancellation: when you close the business. Cancel it; do not simply stop renewing, or the demand keeps running against the tenement.

Why do trade licence applications get rejected in Gujarat?

  • Address mismatch between the rent agreement, the property tax record and the address typed into eNagar.
  • No valid occupancy document for the premises, or a rent agreement that has expired.
  • Wrong municipality selected on eNagar, so the file lands with a ULB that has no jurisdiction over the shop.
  • Wrong service chosen, a renewal filed as a new application, or a hawker applying under Shops and Establishment.
  • Residential premises used for a commercial trade without the change of use the building rules require.
  • Blurred or incomplete uploads, particularly multi-page rent agreements uploaded as a single unreadable image.
  • Constitution document missing for a partnership firm or a private limited company applying in the firm's name.

What should it cost, and what should you refuse to pay?

A Gujarat trade licence costs only the fee eNagar displays on its own payment screen for your municipality, plus the notified counter charge if you apply through a civic centre. Both are printed and both come with a receipt. Fees are set by each urban local body and vary with the category and size of the establishment, so ask your ULB for its schedule rather than trusting a number quoted by a third party.

Agents who promise a "same-day trade licence" in Ahmedabad or Surat for a few thousand rupees are selling a queue that does not exist. eNagar has no paid priority route. Register yourself, the portal takes a few minutes: or use the municipal counter and keep the receipt. Never share your eNagar password or your Aadhaar OTP with an agent; no municipal officer needs either to issue your certificate.

Frequently asked questions

What is a trade licence called in Gujarat?

Gujarat issues it as a Shops and Establishment registration, applied for on the eNagar portal under the "License" service group. There is no separate document called a "trade licence" on eNagar — the Shops and Establishment certificate issued by your municipal corporation or nagarpalika is the document banks, GST officers and landlords mean when they ask for one.

Which website do I use to apply in Gujarat?

Apply on eNagar at enagar.gujarat.gov.in, the common municipal services portal run by the Gujarat Urban Development Mission under the Urban Development and Urban Housing Department. eNagar covers every participating municipal corporation and nagarpalika in the state through one login.

What are the five Shops and Establishment services on eNagar?

eNagar lists New Shops and Establishment Application, Modify Shops and Establishment Registration, Renewal of Shops and Establishment Registration, Apply for Duplicate Certificate, and Cancellation of Registration of Shops and Establishment. A separate Quick Pay option lets you pay Shops and Establishment fees without logging in.

How much does the licence cost?

Only the fee the eNagar payment screen shows for your municipality, which varies by urban local body and by the size and category of the establishment. eNagar accepts debit card, credit card, net banking, mobile banking and UPI, and states that most of these carry zero transaction charge. Confirm the exact slab with your ULB before you apply.

Can I apply for a hawker licence on the same portal?

Yes, eNagar carries "Apply Issuance of Hawkers License" as a separate service under the same License group, for street vendors rather than fixed shops. Choose the hawker service if you trade from a cart or a designated vending zone, not the Shops and Establishment service.

Do I have to renew the registration?

Yes, eNagar carries a dedicated "Renewal of Shops and Establishment Registration" service, so the registration is time-bound rather than permanent. Check the validity date printed on your certificate and renew through eNagar before it lapses rather than after.

What if I change my shop address or trade name?

Use the "Modify Shops and Establishment Registration" service on eNagar rather than applying afresh. Continuing to trade on a certificate that shows a different address or a different owner is the most common reason a municipal inspector raises an objection.

Whom do I contact if the eNagar application is stuck?

Email the eNagar ULB helpdesk at ulbhelpdesk-enagar@gujarat.gov.in with your application number. The helpdesk sits at Karmyogi Bhavan, Block-1, Ground Floor, Sector 10/A, Gandhinagar 382010, and eNagar also publishes contact details for each individual municipality on its Contact Us page.
