Gujarat state government scheme

Quick answer

This Gujarat scheme gives fishermen holding a Kisan Credit Card an interest subvention of 4 percent on short-term working capital loans, provided the loan is repaid on time. The Commissioner of Fisheries administers it, and a fisher applies through the bank that issued the Kisan Credit Card.

What is the 4 percent interest subvention for fishermen in Gujarat?

This scheme is a state interest subvention run by the Commissioner of Fisheries, Department of Agriculture, Farmers Welfare and Co-operation, Government of Gujarat. It reduces the interest a fisher pays on a short-term Kisan Credit Card loan by 4 percent, on condition that the loan is repaid on time.

Fisheries were brought inside the Kisan Credit Card system so that fishers could get institutional working capital on the same terms as crop farmers. A fisher's working capital needs are real and recurring; diesel for a trawler, ice, nets, bait, seed and feed for a pond, wages for crew, and before the KCC reached the sector most of that money came from traders and moneylenders at rates no fishing season can carry. The Kisan Credit Card gives a revolving short-term limit at a regulated rate, and the state's 4 percent subvention pushes the effective cost down further for a fisher who repays within the due date.

Two things follow from that design and they matter more than anything else on this page. First, the benefit attaches to a loan account, not to a person; without a Kisan Credit Card there is nothing for the subvention to apply to. Second, timely repayment is the condition; a loan that slips past the due date loses the concession for that cycle.

Who is eligible for the fisheries interest subvention?

You can apply if:

  • You are a fisher, fish farmer or fisheries worker in Gujarat and fishing or aquaculture is your occupation.
  • You hold, or are eligible to hold, a Kisan Credit Card for fisheries from a commercial bank, regional rural bank or district co-operative bank.
  • You can establish your occupation, through a biometric fisher card, membership of a fisheries co-operative society, a boat registration or fishing licence for marine capture, or a lease or licence for the pond or tank for inland culture.
  • Your loan account is in your own name and is seeded with your Aadhaar number.
  • You repay the short-term loan on or before the due date.

You cannot apply if:

  • You have no Kisan Credit Card and no KCC loan account. There is no standalone cash benefit under this scheme.
  • You cannot show that fishing or fish farming is your occupation; a trader who buys and sells fish without operating a fishing or culture unit is not the intended beneficiary.
  • Your loan account is overdue, restructured for default, or classified as a non-performing asset. Subvention for prompt repayment is not payable on a defaulted account.
  • You are claiming on a term loan for a boat, engine or pond construction rather than a short-term working capital loan. Interest subvention on the KCC applies to the short-term crop or activity loan component.
  • You are not a resident of Gujarat, or the loan account is with a branch outside the state's scheme coverage.

How much is the benefit worth?

The subvention is 4 percent of interest on the short-term Kisan Credit Card loan, applied within the limit the bank has sanctioned. The rupee value therefore depends on your own limit and how long you keep the money drawn. A fisher running a Rs 1,00,000 KCC limit fully drawn for a year saves in the order of Rs 4,000 of interest; a smaller or shorter drawdown saves proportionately less. Nothing is paid as a lump sum, the concession appears as reduced interest debited to, or a credit passed into, the loan account.

Because the subvention is settled through the banking system after the repayment is confirmed, it usually appears at the end of the loan cycle rather than at drawdown. Check your loan statement, not your savings passbook, when verifying whether it has been applied.

What documents do I need?

Document Mandatory Notes
Kisan Credit Card / KCC loan account Yes The account the subvention is applied to
Fisher identity proof Yes Biometric fisher card, co-operative membership or District Fisheries Office certificate
Aadhaar card Yes Identity and account seeding
Bank passbook Yes Linked account with the lending branch
Boat registration or fishing licence No For marine capture fishers
Pond or tank lease / licence No For inland fish farmers
Record of timely repayment Yes Taken from the bank's own records

How to apply for the 4 percent interest subvention

  1. Obtain your fisher identity proof — a biometric fisher card, a fisheries co-operative society membership certificate, or a certificate from the District Fisheries Office stating that fishing or fish farming is your occupation.
  2. Approach a bank branch: commercial bank, regional rural bank or district co-operative bank, and apply for a Kisan Credit Card for fisheries, attaching Aadhaar, the fisher identity proof and either the boat registration or the pond lease.
  3. Get the short-term working capital limit sanctioned, sign the loan documents and note the loan account number, the sanctioned limit and the due date for repayment.
  4. Ask the branch in writing to flag the account for the Gujarat fisheries interest subvention, and keep a copy of that request. This is the step fishers most often skip.
  5. Repay the loan on or before the due date. Prompt repayment is the condition on which the subvention is paid.
  6. Check the loan account statement after the cycle closes to confirm that the 4 percent concession has been applied, and take up any shortfall with the branch manager immediately.

How to check whether the subvention has been credited

  1. Collect the loan account statement for the completed cycle from your branch, or view it in the bank's net banking or mobile app.
  2. Compare the interest debited with the contracted rate on your sanction letter. A 4 percent gap, or an explicit subvention credit line, means it has been applied.
  3. If the statement shows the full contracted rate, ask the branch to confirm whether the account was flagged under the scheme and whether the repayment was recorded within the due date.
  4. If the branch cannot resolve it, write to the District Fisheries Office quoting the loan account number, the bank branch and the repayment date.

Common reasons the benefit is not received

  • No Kisan Credit Card. Many fishers assume the subvention is a separate payout and never open the account it depends on.
  • Account not flagged under the scheme at the branch, so the subvention was never claimed on your behalf.
  • Repayment after the due date, even by a few days, which forfeits the concession for that cycle.
  • Fisher status not certified, so the bank treated the loan as an ordinary advance rather than a fisheries KCC.
  • Aadhaar not seeded to the loan account, breaking the settlement trail.
  • Claim made on a term loan for a boat or pond rather than the short-term limit.

Each of these is fixable before the next cycle. Get the certification, get the account flagged, and diarise the due date.

Key dates

There is no annual application deadline for the subvention itself. It follows the Kisan Credit Card loan cycle, so the date that matters to you personally is the repayment due date on your own sanction letter. Fishers should also watch the fishing ban period on the Gujarat coast when planning repayment, since income stops during the ban and a due date falling inside it is the classic cause of a missed repayment and a lost subvention. Discuss the repayment date with your branch at sanction rather than after.

Where to get help

  • Your lending bank branch. The first and most effective point of contact, because the subvention passes through the bank's system.
  • District Fisheries Office in your district, for fisher certification, KCC facilitation camps and scheme queries.
  • Commissioner of Fisheries, Gujarat, 3rd Floor, Block No. 10, Jivraj Mehta Bhavan, Gandhinagar. The department publishes branch-wise and district office contacts on cof.gujarat.gov.in.
  • Department of Agriculture, Farmers Welfare and Co-operation, Government of Gujarat, at agri.gujarat.gov.in.

No agent can arrange this subvention for you and none is needed. The whole benefit is delivered inside your bank loan account.

Frequently asked questions

What does this Gujarat fisheries interest subvention actually give?

It gives a 4 percent interest subvention on a short-term Kisan Credit Card loan taken by a fisher in Gujarat, credited when the loan is repaid on time. The subvention reduces the effective interest the fisher bears; it is not a cash grant and it is not paid on an overdue loan.

Who administers the scheme?

The Commissioner of Fisheries, under the Department of Agriculture, Farmers Welfare and Co-operation, Government of Gujarat, administers it, while the lending bank applies the subvention to the loan account.

Do I apply on a portal?

No. There is no separate citizen application portal for the subvention. You apply for the Kisan Credit Card at your bank branch, and the subvention is applied to that account by the bank. Approach the District Fisheries Office only for the fisher certification the bank asks for.

What happens if I repay the loan late?

The subvention is forfeited for that cycle. Interest subvention schemes on the Kisan Credit Card are structured as a reward for prompt repayment, so a loan that goes past the due date carries the bank's full contracted rate.

Can an inland fish farmer get the benefit, or only a sea-going fisher?

Both. The Kisan Credit Card for fisheries covers marine capture fishers, inland fishers and fish farmers, so a pond-based aquaculture operator with a valid lease is within scope alongside boat owners and crew.

How do I get a Kisan Credit Card as a fisher in the first place?

Apply at any commercial bank, regional rural bank or district co-operative bank branch with your Aadhaar, fisher identity proof and either the boat registration or the pond lease. The District Fisheries Office runs facilitation camps for this and can certify your fisher status.

Is there any fee?

No fee is charged for the subvention itself. The bank may levy its normal documentation or processing charges on the Kisan Credit Card, which are separate from the scheme.

Where do I complain if the subvention is not credited?

Take it up first with the branch manager of the lending bank, because the credit is passed through the bank's system, and in parallel inform the District Fisheries Office and the Commissioner of Fisheries in Gandhinagar.
