What is the Trekking in Coastal Area for Scheduled Caste scheme?

Trekking in Coastal Area for Scheduled Caste is a youth development programme of the Sports, Youth and Cultural Activities Department, Government of Gujarat, delivered through the Commissionerate of Youth Services and Cultural Activities. The programme selects 100 Scheduled Caste youth every year and takes them on a 10-day guided trek along Gujarat's coastline, the region locally called Sagarkantha.

The purpose stated for the programme is threefold: to let Scheduled Caste youth experience the culture of the Sagarkantha belt at first hand, to build an understanding of marine resources and coastal industries, and to draw young people into ocean development and conservation activities. Gujarat has the longest coastline of any Indian state, and a large share of its fisheries, salt, port and shipbreaking economy sits along it: most inland youth never see any of it.

The benefit is deliberately non-monetary. Participants are not paid; they receive a fully organised trek, with guides, route planning, camp arrangements and orientation sessions, at government cost.

Who is eligible for the coastal trekking programme?

You can join the programme if:

• You belong to the Scheduled Caste category and hold a caste certificate from a competent Gujarat authority.
• You reside in Gujarat.
• You are between 15 and 35 years of age on the date of application.
• You are physically fit enough for a 10-day trek and, if a minor, have a parent's or guardian's consent.

You are not eligible if:

• You do not belong to the Scheduled Caste category. The programme is reserved, and general, OBC and ST applicants cannot apply under this particular scheme.
• You are under 15 or over 35 years old.
• You are not a resident of Gujarat.

The programme carries no income restriction, no educational qualification requirement and no professional background condition. A daily-wage worker, a college student and a small shopkeeper are equally eligible so long as the caste, residence and age tests are met.

What documents are required?

Carry originals to the district office when you submit the form. Officers usually verify the caste certificate and age proof against the originals and return them the same day.

How to apply for the coastal trekking programme

1. Visit the district youth officer at the office of Youth Services and Cultural Activities in your district, or the Commissionerate of Youth Services and Cultural Activities at Gandhinagar, and ask for the prescribed application form for the coastal trekking programme. The form is free.
2. Fill the form with your name, date of birth, caste, full address, mobile number and the name of a parent or guardian.
3. Attach self-attested copies of your Aadhaar card, Scheduled Caste certificate, age proof and residence proof, and paste a passport-size photograph where indicated.
4. Submit the completed form at the district youth office within the dates notified for that year's camp, and obtain a receiving stamp on your copy.
5. Wait for the selection intimation. Because only 100 places are available statewide, districts forward a shortlist and the final list is drawn up centrally.
6. On selection, report on the notified date with your original documents, personal kit and, if you are under 18, your guardian's written consent.

There is no online application facility for this programme. Any website offering to file it online for a fee is not an official channel.

Selection is made from the applications received across districts, against the annual limit of 100 participants. Because the programme is small and statewide, districts typically nominate a handful of candidates each, and preference in practice goes to applicants who have not attended a departmental camp before.

The camp itself runs for 10 days and is guided throughout. The published description of the programme centres it on three activities: experiencing Sagarkantha's culture, learning about marine resources and coastal industries, and taking part in ocean development and conservation work. Detailed day-wise itineraries are issued to selected participants and vary from year to year with the stretch of coast chosen, so intending applicants should ask the district youth office for the current year's route and reporting point rather than rely on an older schedule.

Why applications get rejected, and how to avoid it

• Caste certificate missing or issued outside Gujarat. Get a Scheduled Caste certificate from your own mamlatdar or the competent revenue authority in Gujarat before applying.
• Age outside 15 to 35. Check your age against the date of application, not the camp date.
• Form submitted after the notified date. The window each year is short, so register your interest with the district youth office in advance.
• Incomplete form. A missing mobile number or an unsigned declaration is enough to set a file aside when there are more applicants than the 100 places.
• No guardian consent for a minor. Applicants aged 15 to 17 need it.
• Simple oversubscription. Not being selected in one year is not a disqualification; applying again the following year is normal.

How to prepare if you are selected

Selection is only the start. A 10-day coastal trek is a walking programme, so selected participants should arrive with broken-in shoes, not new ones, and should have done some walking in the weeks before the camp. Gujarat's coast is hot and exposed for most of the year, which makes a wide-brimmed hat, a refillable water bottle, full-sleeved cotton clothing and sunscreen more useful than any technical gear.

Carry your original Aadhaar card and caste certificate to the reporting point, because organisers verify against originals. Take any regular medicines in sufficient quantity for the full 10 days with a copy of the prescription, and tell the camp leader on day one about any medical condition. Participants under 18 should carry their guardian's written consent. Ask the district youth office for the reporting point, the reporting time and the exact kit list for that year's camp. The route changes from year to year, and so does the list.

What this programme is not

Two misunderstandings come up repeatedly. First, this is not a cash scheme. No stipend, scholarship or travel allowance is paid to participants under it; the benefit is the organised camp itself. Applicants looking for financial support should ask the Social Justice and Empowerment Department about its Scheduled Caste scholarship and assistance schemes instead.

Second, this is not an adventure sports certification course. The programme is an exposure and orientation camp built around culture, marine resources and conservation, and it does not issue a mountaineering or water-sports qualification. The Sports, Youth and Cultural Activities Department runs a separate scheme that reimburses part of the cost of formal adventure sports training and expeditions, and the district youth officer can explain which of the two fits what you want.
