What is the Gujarat coach incentive scheme?

Scheme for Providing Incentives to Coaches of Athletes who have Won Competitions at the National and International Levels is a state scheme of the Sports, Youth and Cultural Activities Department, Government of Gujarat. The scheme recognises that a medal at a national championship or an international event is rarely the work of the athlete alone, and it puts a defined cash value on the coach's contribution.

The core benefit is simple. When an athlete from Gujarat wins a national or international competition and the state sanctions a cash award to that athlete, the coach who trained the athlete becomes eligible for up to 10 per cent of that prize money, subject to a ceiling of Rs 10 lakh. The incentive is a one-time payment tied to a specific result, not a salary or a recurring allowance.

The scheme sits inside the wider framework of the Gujarat Sports Policy 2022-27, announced by the state government on 12 March 2022. That policy set out a chain of support running from Khel Maha Kumbh at the village level, through District Level Sports Schools and the Swami Vivekananda Centres of Excellence, up to the Shaktidoot scheme for elite athletes preparing for international events. Coach incentives are the part of that chain that keeps qualified trainers inside the government system instead of losing them to private academies or to other states.

Gujarat's cash awards to athletes have historically been among the largest in the country, the state has announced awards of Rs 5 crore, Rs 3 crore and Rs 2 crore for Olympic gold, silver and bronze medallists. The 10 per cent link is what makes the Rs 10 lakh ceiling meaningful: without the cap, a percentage of an Olympic award would run far higher.

Who is eligible for the coach incentive?

A coach qualifies if all of the following hold:

• The coach is domiciled in the State of Gujarat.
• The coach trained an athlete or player who won a competition at the national or international level.
• The coach is engaged by the Sports Department of the State Government, either on a permanent basis or on a contract.
• The coach has trained at least five players, not just the single medallist.

A coach is not eligible in these situations:

• The coach has no engagement with the state Sports Department. A purely private academy coach, a school PT teacher with no departmental sports appointment, or a personal trainer hired by the athlete's family cannot apply.
• The coach is domiciled outside Gujarat, even if the athlete represented Gujarat.
• The athlete participated but did not win. Participation alone does not create a claim, because the incentive is calculated from the winner's cash award.
• The coach trained fewer than five players.
• No state cash award was sanctioned to the athlete for that result, in which case there is no base amount to take 10 per cent of.

Athletes themselves are also not eligible under this particular scheme. Athlete cash awards, scholarships and training support in Gujarat run through separate routes such as the Khel Maha Kumbh prize structure, the Shaktidoot scheme and the Swami Vivekananda Centre of Excellence, each with its own conditions.

What documents are required?

Keep both the original and a self-attested photocopy of every document. The verifying officer at the district sports office signs the copy against the original at the counter.

How to apply for the Gujarat coach incentive

1. Register as a coach on the Sports Authority of Gujarat portal at sportsauthority.gujarat.gov.in, using the coach registration form linked from the home page. Registration creates the record the department later matches your claim against.
2. Wait for the athlete's result and award to be formalised. Obtain a copy of the federation result certificate and the government order sanctioning the cash award to the athlete you trained.
3. Collect the eligibility documents — Gujarat domicile certificate, your departmental appointment or contract letter, and the coaching record showing at least five trained players.
4. Obtain and fill the incentive claim form from the District Sports Officer or the Sports Authority of Gujarat office covering your district. State the athlete's name, the event, the date and place of the competition, the medal won, and the cash award sanctioned.
5. Submit the form with self-attested copies at the district sports office and collect a dated acknowledgement or inward number. Do not leave the counter without one, it is the only proof that the claim was filed.
6. Respond to verification. The office cross-checks your engagement with the department, the athlete's result and the award sanction. Answer any query in writing within the time given in the notice.
7. Track the sanction through the district sports office using the inward number, and confirm the credit in the bank account you submitted.

How is the incentive amount calculated?

The calculation has two steps. First, the department identifies the cash award sanctioned to the athlete for the qualifying result. Second, it applies up to 10 per cent of that figure as the coach's incentive, and then applies the Rs 10 lakh ceiling.

Two practical consequences follow. A coach whose athlete won a modest national title receives a modest incentive, because the base award is small. A coach whose athlete won a major international medal hits the Rs 10 lakh ceiling, and any further increase in the athlete's award does not raise the coach's incentive.

Where more than one coach contributed to the same athlete's preparation, the department decides the apportionment during verification. Attach the training centre's records if you were part of a coaching panel, because that is the evidence the department uses to divide a single claim.

Why coach incentive claims get rejected

• No departmental engagement on record. This is the most common reason. The appointment or contract letter must be current and traceable in departmental records.
• Fewer than five trained players documented. Coaches often train enough athletes but hold no written record. Maintain a signed attendance register at the training centre.
• Result certificate from an unrecognised body. Only results from recognised national or international federations are accepted.
• No sanctioned cash award for the athlete. With no base amount, the percentage cannot be worked out.
• Domicile certificate missing or expired.
• Bank account name mismatch. The account must be in the coach's own name; joint or family accounts cause the transfer to fail.
• Duplicate claim for the same result. One qualifying result supports one incentive, apportioned if there is a coaching panel.

The scheme has no fixed annual application window. Claims arise as and when an athlete wins and the state award is sanctioned, so the practical timeline is set by the sports calendar, not by a departmental deadline. File as soon as the award sanction order is available rather than waiting, because sanctioning and payment run against the financial year and a late claim can slip into the next year's budget cycle.
