What is Uniform Assistance for Scheduled Tribe Students?

Uniform Assistance for Scheduled Tribe Students is one of the oldest running education schemes in Gujarat. Started in 1973 and implemented by the Tribal Development Department, Government of Gujarat, it pays for three pairs of school uniform for every Scheduled Tribe child in Classes 1 to 8.

The department describes the purpose in plain terms: uniform assistance is given as economic support and motivation for education, to promote primary education across Gujarat's tribal belt. Gujarat has 14 tribal districts, and the department reports that 14.75% of the state budget is directed to tribal development. The uniform scheme is one of its innovative schemes in the education group, alongside Vidya Sadhna Yojana, Samras Hostels, Ashramshalas, Adarsh Nivasi Shalas and the state's own Pre-Matric Scholarship.

The scale is not small. In 2019-20 the department reports uniforms were provided to about 12.16 lakh students across all districts of Gujarat.

How much is paid. Two official figures are in circulation, and an honest guide has to say so:

• The Tribal Development Department's own scheme page describes assistance of Rs 600 per annum for three pairs of uniform, with 2019-20 as the reference year for its coverage numbers.
• The national myScheme portal, which draws on the Government of Gujarat's scheme text and was last updated on 1 July 2026, describes Rs 900 being provided to each eligible student for three pairs of school uniforms.

The likely explanation is a revision of the rate since the department page was last refreshed. Rs 900 is the figure this guide leads with, but any family should confirm the operative amount for the current academic year with the school before relying on it.

A second discrepancy worth naming: myScheme attributes the scheme to the Social Justice and Empowerment Department, whereas the scheme sits on the Tribal Development Department's own site as one of its schemes. In Gujarat both departments run parallel welfare schemes for different categories: Social Justice and Empowerment for Scheduled Castes, backward classes, minorities and persons with disabilities; Tribal Development for Scheduled Tribes. For a Scheduled Tribe student, the Tribal Development Department is the department that owns this scheme.

Who is eligible for the ST uniform assistance?

A student can receive the assistance if:

• The student belongs to the Scheduled Tribe category and holds a caste certificate from the competent authority.
• The student is studying in Class 1 to Class 8 (Standard I to VIII).
• The student is enrolled in a government or government-aided primary school.
• The student belongs to the State of Gujarat.

There is no income limit. The Tribal Development Department states this explicitly — "All Scheduled Tribes students studying in standard I-VIII (No income limit)". A tribal family's earnings do not affect the claim, which makes this one of the few Gujarat welfare schemes with no means test at all.

A student cannot apply, or is not eligible, if:

• The student is not from a Scheduled Tribe community. Scheduled Caste, OBC and general-category students are not covered by this scheme, though the Social Justice and Empowerment Department runs separate assistance for some of those groups.
• The student is in Class 9 or above, or in pre-primary. The scheme stops at Standard VIII.
• The student attends a fully private, unaided school. Only government and government-aided primary schools are covered.
• The student studies outside Gujarat.
• The claim is a duplicate for the same child in the same academic year.

What documents are needed?

Parents should get the caste certificate made once, early, and keep certified copies. The same certificate serves this scheme, the Pre-Matric and Post-Matric Scholarships, hostel admission and Vidya Sadhna Yojana, and delays in obtaining it are the most common reason a tribal family misses a whole year's benefits across several schemes at once.

How to apply for uniform assistance for ST students

1. Obtain the Scheduled Tribe caste certificate for the child from the Mamlatdar or other competent authority, if the family does not already hold one.
2. Give the school a copy of the caste certificate, the student's Aadhaar and the bank account details of the student or guardian at the start of the academic year. Schools compile the list of eligible Scheduled Tribe students in Classes 1 to 8 and forward it through the education and tribal development machinery.
3. For the online route, register on the Digital Gujarat portal using "Click to register", then log in.
4. After logging in, select the relevant department, then choose the uniform assistance service, and fill in the student's personal, school, caste and bank details.
5. Upload the documents, or import them directly from DigiLocker, review every entry, and submit the application.
6. Note the application number from the acknowledgement and use it to follow the claim with the school and the district office.

How is the money paid?

The assistance is an annual benefit for one academic year. Historically the Tribal Development Department describes uniforms being distributed to students in kind, and its 2019-20 figure of 12.16 lakh students refers to uniforms given. The current scheme text describes a cash amount of Rs 900 provided to buy three pairs, which reaches a bank account by Direct Benefit Transfer. Districts have run both models, so the practical answer for any given year comes from the school.

Where the benefit is paid in cash, the account must be Aadhaar-seeded and active. A dormant minor's account, or a mismatch between the child's name on the school register, the Aadhaar and the bank record, is the usual reason a credit fails after sanction.

What usually goes wrong?

• No caste certificate, or one issued in a spelling that differs from the school register. Get it corrected rather than re-applying with the mismatch.
• Private school enrolment. Families sometimes discover only at claim stage that their school is unaided and therefore outside the scheme.
• Child moved schools mid-year, and neither school forwarded the name.
• Wrong or inactive bank account, or an account not in the student's or guardian's name.
• Duplicate entry for one child from two schools after a transfer.

Start with the head teacher, who holds the school's forwarding list. Escalate to the Taluka Development Officer / Taluka Social Welfare officer, then to the District Tribal Development or Social Welfare office. Because this is an annual, school-mediated benefit rather than a one-time registration, a missed year is generally not recoverable later, raising the issue during the same academic year matters.
