What is Vahli Dikri Yojana?

Vahli Dikri Yojana is a girl-child incentive scheme of the Women and Child Development Department, Government of Gujarat, launched on 2 August 2019. The name is often transliterated as Vahali Dikri Yojana or written in Gujarati as વ્હાલી દીકરી યોજના, meaning "beloved daughter scheme".

Vahli Dikri Yojana pays a total of Rs 1,10,000 per eligible girl child, in three instalments tied to education milestones rather than to a single lump sum. According to the Gujarat Women and Child Development Department, the scheme has three stated objectives: raising the sex ratio at birth, cutting the school dropout rate among girls, and preventing child marriage by attaching the largest payment to the daughter's 18th birthday.

The scheme is funded entirely by the Government of Gujarat. It is delivered through the Integrated Child Development Services network, which means the Anganwadi worker in the village or urban ward is the first point of contact, and the district Women and Child Development officer is the sanctioning authority.

Who is eligible for Vahli Dikri Yojana?

A girl child qualifies if:

  • She was born on or after 2 August 2019, the date the scheme came into force. Girls born even a day earlier are outside the scheme.
  • Her parents are residents of Gujarat.
  • The combined annual family income is Rs 2,00,000 or less. The same ceiling applies to rural and urban families; there is no separate urban limit.
  • Her mother was at least 18 years old at the time of the birth, and the parents' marriage complied with the Prohibition of Child Marriage Act, 2006.
  • She falls within the first three living children of the couple. All daughters inside that limit are covered, so a family with two eligible daughters can receive the benefit twice.

Who cannot apply:

  • Families whose annual income exceeds Rs 2,00,000, regardless of category.
  • Families whose daughter was born before 2 August 2019. The scheme is not retrospective.
  • Cases where the mother was below 18 at the time of the birth.
  • Families not resident in Gujarat, even if the birth was registered in the state.
  • Applications made more than one year after the date of birth. This is a time bar, not a discretionary rejection.

How much money does Vahli Dikri Yojana pay and when?

Vahli Dikri Yojana pays Rs 1,10,000 in three stage-linked instalments:

The third instalment of Rs 1,00,000 is the heart of the scheme. It is released at age 18 for higher education or for marriage expenses, and it is withheld if the girl is married before 18. That condition is the scheme's main lever against child marriage.

Because the first payment only arrives at Class 1 admission, families should not expect any money in the year they apply. The one-year application window exists to register the child, not to trigger an immediate transfer. All instalments are paid by Direct Benefit Transfer into the bank account recorded in the application, so keeping that account active and Aadhaar-seeded for the next 18 years matters more than any other single administrative step.

Applicants should carry originals and one self-attested photocopy set. The Anganwadi worker verifies the originals and returns them.

How to apply for Vahli Dikri Yojana

  1. Collect the application form from your nearest Anganwadi centre, or from the District Women and Child Development office. The form is also available at taluka-level ICDS offices.
  2. Assemble the documents listed above. The income certificate from the Mamlatdar's office usually takes the longest, so start with it.
  3. Fill in the form with the girl's name and date of birth exactly as they appear on the birth certificate, the parents' Aadhaar numbers, and the bank account number and IFSC code.
  4. Attach the affidavit declaring the number of living children in the family and that no other application has been filed for the same child.
  5. Submit the completed set at the same Anganwadi centre or at the district Women and Child Development office, within one year of the girl's birth.
  6. Take an acknowledgement with the date of submission. The district office normally completes verification in about 15 days.
  7. Track the case through the Anganwadi worker or the district office. The department processes sanctions on its emahilakalyan.gujarat.gov.in portal, and staff there can confirm the status of a registered case.

There is no self-service online application form open to the public. Any website offering to "register you online for Vahli Dikri" for a fee is not connected to the Gujarat government.

Vahli Dikri Yojana has no public status-tracking page. The practical routes are:

  1. Ask the Anganwadi worker who forwarded your file, she holds the register number.
  2. Visit the District Women and Child Development office with your acknowledgement slip and quote the date of submission.
  3. Call the Directorate of Women and Child Development, Gandhinagar on 079-23257942.

Keep the acknowledgement safe for the full 18-year life of the case. When the Class 1 instalment is due, the same acknowledgement is what links the school admission record to the sanctioned file.

Why Vahli Dikri Yojana applications get rejected

  • Application filed after the child's first birthday. This is the commonest cause and there is no appeal against the time bar.
  • Income certificate showing more than Rs 2,00,000 a year for the family.
  • Date of birth before 2 August 2019.
  • Mother below 18 years at the time of the birth, or no marriage certificate to establish it.
  • Name mismatch between the birth certificate, Aadhaar and the bank account.
  • Fourth or later child in the family, outside the three-child limit.
  • Bank account closed or dormant when an instalment is released, which stalls the DBT rather than cancelling the sanction. Update the account details at the district office and the payment is re-issued.

Most rejections are document problems, not eligibility problems. If your file is returned, correct the specific document named in the rejection note and resubmit through the same Anganwadi centre; provided the child is still under one year old.
