Small Business assistance in Gujarat for socially and educationally backward class (SEBC) applicants is handled by the Gujarat Backward Classes Development Corporation (GBCDC), a corporation of the Social Justice and Empowerment Department, Government of Gujarat. In Gujarati the corporation is Gujarat Pachhat Varg Vikas Nigam. Its purpose is to put working capital in the hands of people from backward classes at a rate cheaper than the market, so that a small trade. A shop, a workshop, a service business, a vehicle used for hire, can be started or expanded without falling into private moneylending.
The corporation approaches small business finance from two directions:
- Its own low-interest loan schemes. GBCDC publishes five economic upliftment schemes: Term Loan (mudati dhiran), New Swarnima Yojana, Micro Finance (laghustariya dhiran), Mahila Samruddhi Yojana and Swayam Saksham Yojana. These are the direct lending route, funded largely through the national backward classes finance corporation with a state share.
- Interest subsidy on a bank loan. Where the applicant borrows from a bank rather than the corporation, GBCDC pays part of the interest for three years. This is the route the corporation's online portal is currently pushing.
The interest subsidy figures are published clearly, and are the most useful numbers a reader can plan around.
How much money does the scheme give?
According to the corporation's online application system, the interest subsidy on a bank loan works as follows:

For the corporation's direct small business loans, the interest rate is not fixed permanently. The portal states that the rate applicable to any corporation loan scheme is the rate decided by the government from time to time, and the loan ceilings for the individual small business schemes are not published on the corporation's public pages. Ask your district office for the current ceiling and rate before you plan a purchase — do not assume figures published for a different Gujarat corporation apply here.
Who is eligible, and who is not eligible?
An applicant can be considered if:
- The applicant belongs to a socially and educationally backward class (SEBC) of Gujarat, certified by a competent authority. GBCDC publishes the list of castes it serves on its website.
- The applicant is a resident of Gujarat.
- The applicant's family income is within the ceiling the corporation applies to that scheme. For the corporation's education loan the published ceiling is Rs 5,00,000 a year; for the business schemes, confirm the current figure at the district office.
- The applicant can provide two guarantors below 60 years of age and a charge on immovable property worth one and a half times the loan.
- The applicant intends to run the business themselves.
An applicant is not eligible if:
- The applicant is not SEBC. A Scheduled Caste applicant should approach the Gujarat Scheduled Caste Development Corporation, a nomadic or denotified caste applicant the Gujarat Nomadic and Denotified Tribes Development Corporation, and an unreserved-class applicant the Gujarat Unreserved Educational and Economic Development Corporation.
- The applicant has an existing corporation loan, or an unpaid balance. The corporation states in terms that such applicants should not apply again.
- The applicant cannot furnish security; no guarantors, or no immovable property on which a charge can be entered.
- An old online application was made but loan documentation was never submitted. Those applications stand un-sanctioned, and the applicant must apply afresh.

After in-principle sanction, for loan documentation:
- Self surety deed in the applicant's name on Rs 50 stamp paper, notarised, with Aadhaar, ration card and property proof.
- Demand promissory note with a Re 1 revenue stamp, signed across the stamp.
- Undertaking or assurance letter on Rs 300 adhesive stamp, notarised.
- Hypothecation and loan agreement on Rs 300 adhesive stamp, notarised, signed on every page by the applicant and both guarantors.
- Guarantors' surety deeds on Rs 50 stamp paper each, notarised, with their Aadhaar, ration cards and property proof. Neither guarantor may be over 60.
- Consent for charge on jointly held or a guarantor's property, on Rs 50 stamp paper, notarised.
- Ten signed CTS cheques plus a photocopy of the bank passbook.
- Charge (bojo) entry on immovable property in the corporation's name. Where the property is village land, the charge goes on the 7/12 and 8-A through the mamlatdar (e-Dhara) and a Form 6 rights record copy is produced; in a city survey or municipal area it goes on the property card through the City Survey Superintendent; in a municipal corporation area with a registered deed, through the sub-registrar with an index copy.
How to apply for a GBCDC small business loan
- Check that the portal window is open. GBCDC opens the online system by notice. The corporation opened online applications for the interest subsidy scheme from 27 July 2026 and states it will keep them open until applications reach the year's target.
- Go to gbcdconline.gujarat.gov.in and choose Apply Online, picking the right scheme: self-employment interest subsidy, vehicle-purchase interest subsidy, or the corporation's own loan scheme.
- Fill in the application using your own mobile number, which the corporation requires you to keep active, because every update is sent by SMS. Your application number is also your confirmation number.
- Upload the photograph and signature through Upload Photo, then the documents through Upload Document.
- Confirm the application. Until you complete Confirm Application, the corporation does not treat the application as received. Print the confirmed copy through Print Application.
- Submit the printed application with original documents at your district office, the District Deputy Director (Developing Castes) or Social Welfare Officer for your district.
- Complete loan documentation after in-principle sanction, the notarised deeds, the promissory note, the cheques and the charge on property listed above.
- Repay on schedule. Instalments can be paid online through the corporation's payment link on the portal, or at the district office.
How do you check the status of the application?
The portal carries Know App Status to see the stage of your file, and Know App No to retrieve your application or confirmation number if you have lost it. A Purtata page handles compliance where the corporation has asked for a missing document. For anything the portal does not answer, the corporation's administrative helpline is 079-23257559, open 10:30 am to 2:00 pm and 3:00 pm to 6:00 pm on working days, and the corporation says explicitly that this line handles questions about schemes, about how and where to obtain a document, and about administrative matters.
Why are applications rejected, and how do you fix them?
- Application never confirmed. Go back and complete Confirm Application; an unconfirmed application is invisible to the corporation.
- Loan documentation never filed. Old applications where the documents were not produced are treated as not sanctioned. Apply afresh rather than chase the old one.
- Guarantor over 60, or without property proof. Choose guarantors who meet the age limit and can produce a document, property card or index.
- Charge not entered correctly. The corporation requires immovable property worth one and a half times the loan with a charge entered in its name through the correct authority for that property's location.
- Caste or income certificate stale or mismatched. Obtain fresh certificates with the name spelt exactly as on the Aadhaar card.
- A previous corporation loan outstanding. Clear it before applying again.
