What is Swayam Saksham Yojana?

Swayam Saksham Yojana is a self-employment loan scheme of the Gujarat Thakor and Koli Vikas Nigam (GTKVN), a development corporation under the Social Justice and Empowerment Department, Government of Gujarat. The name translates roughly as the "self-capable scheme", and its target group is specific: professionally qualified but unemployed young people of the Thakor and Koli communities who want to set up in practice or in business on their own.

According to the Nigam's published scheme page, Swayam Saksham Yojana provides a loan of up to Rs 10,00,000, financing 90 per cent of the project cost, with the beneficiary contributing the remaining 10 per cent from their own resources.

The scheme exists because of a particular gap. The Thakor and Koli communities together form one of Gujarat's largest population blocks, and a growing number of their young people now finish professional degrees: in medicine, engineering, law, architecture, accountancy and hospitality. What many of them lack is start-up capital. A newly qualified doctor needs a clinic, equipment and a year of running costs before fees start covering expenses; a young architect or chartered accountant needs premises, software and staff. Commercial lenders are wary of a first-generation professional with no collateral and no trading history. Swayam Saksham Yojana is the state's answer to that specific bottleneck.

Swayam Saksham Yojana sits alongside four other GTKVN economic-upliftment schemes, New Swarnima Yojana and Mahila Samriddhi Yojana for women, the Micro Finance scheme for self-help group members, and the general Term Loan (mudti loan). Swayam Saksham is the highest-value of the set, precisely because it is aimed at professional practice rather than small trade.

Who is eligible for Swayam Saksham Yojana?

You can apply if:

  • You belong to the Thakor or Koli community as recognised in Gujarat, and hold a caste certificate to that effect.
  • You are between 18 and 35 years of age at the time of application.
  • You hold a higher professional qualification. The Nigam names medicine, architecture, engineering (including software, hardware and automobile streams), law, chartered accountancy, hotel management and recognised craft trades.
  • Your family's annual income does not exceed Rs 3,00,000.
  • You have the experience or skill appropriate to the trade or practice you propose to set up.
  • You can furnish suitable security or a guarantor acceptable to the Nigam.
  • You can put up the 10 per cent own contribution to the project cost.

You are not eligible, and cannot apply, if:

  • You are over 35 or under 18 at the date of application. The age band is applied strictly.
  • Your family income exceeds Rs 3,00,000 a year.
  • You do not belong to the Thakor or Koli community. Applicants from other categories should approach the corporation that serves their community. The Gujarat Scheduled Caste Development Corporation, the Gujarat Backward Classes Development Corporation or the Gujarat Minorities Finance and Development Corporation.
  • You hold no qualifying professional qualification. A general graduate without a professional degree or recognised trade qualification does not fit this scheme, and should look at the Nigam's ordinary Term Loan instead.
  • You cannot provide security or a guarantor. This is a lending scheme, not a grant, and an application without acceptable security will not be sanctioned.
  • You have a loan already outstanding or pending with the corporation. The Nigam's application guidelines bar re-application while a previous loan is pending.
  • Another member of your family has already applied under the same scheme. Only one application per family per scheme is entertained.

Understand clearly what this scheme is: a subsidised loan that must be repaid, with interest, in 60 instalments. It is not a subsidy or a grant, and default carries recovery consequences.

The project report is the document that decides the outcome. A district GTKVN office assessing a Rs 10 lakh proposal wants to see the equipment list, the premises cost, the monthly running expenses and a realistic revenue projection that shows the 60 instalments can be paid.

How to apply for Swayam Saksham Yojana

  1. Check that the window is open. Visit gtkdconline.gujarat.gov.in and look at the announcements on the home page. GTKVN opens its direct-finance schemes for defined periods each year and applications are only accepted while a window is running.
  2. Register on the portal using your own mobile number, and keep that number active. The Nigam's guidelines are explicit that the applicant's own number must be used, because every notification about the application goes to it.
  3. Choose "Apply Now" from the portal menu, then select Swayam Saksham Yojana and your category.
  4. Fill in the application form: personal details, caste, age, professional qualification, family income, the proposed business and its location, the project cost, and your bank account details.
  5. Upload the documents; caste certificate, qualification certificate, age proof, income certificate, Aadhaar, project report, address proof, bank passbook and guarantor papers — along with a passport photograph.
  6. Review every entry and submit. The Nigam's guidelines require the applicant to complete the full sequence: online application, then upload of photograph and documents, then confirmation. An unconfirmed application is not processed.
  7. Note the application ID or reference number displayed on submission, and keep a printout.
  8. Attend the district GTKVN office when called for document verification and guarantor scrutiny. Carry the originals of everything uploaded.
  9. Sign the loan agreement after sanction, and arrange your 10 per cent own contribution before disbursement.

Applications are accepted online only. The district office assists and verifies, but it cannot accept a paper application in place of a portal entry.

How do I check my application status?

  1. Log in to gtkdconline.gujarat.gov.in with the mobile number used to apply.
  2. Open the application status section and enter your application ID.
  3. The stage will show as submitted, under scrutiny at the district office, recommended, sanctioned, or disbursed.

The same portal is used for loan repayment once the loan is disbursed, so borrowers should retain their login credentials for the whole repayment period.

Why applications get rejected, and how to fix them

  • Age outside 18 to 35. Not curable. Applicants above 35 should look at the Nigam's other economic-upliftment schemes.
  • Income certificate above Rs 3,00,000. The ceiling is firm. A stale certificate should be replaced with a current one from the Mamlatdar.
  • No acceptable guarantor or security. The most common reason a technically eligible application fails. Line up the guarantor and their property papers before applying, not after.
  • Weak or missing project report. A one-page note will not support a Rs 10 lakh sanction. Provide costed figures.
  • Existing loan outstanding with the corporation. Clear or close the earlier loan first.
  • Second application from the same family. Only one per family per scheme.
  • Mobile number not the applicant's own. Notices go astray and the file stalls. Use your own number.
  • Application saved but never confirmed. Complete the confirmation step before the window closes.

Key dates and the annual cycle

GTKVN does not run this scheme on a permanently open basis. The corporation announces scheme-wise application windows each year on gtkdconline.gujarat.gov.in, for example, its direct-finance window for one recent cycle ran from 28 August to 27 September. Because windows can be as short as four to five weeks, the practical approach is to assemble the caste certificate, income certificate, qualification papers, project report and guarantor documents in advance, then file as soon as the window opens.

Sanction and disbursement follow after district-level scrutiny, so a successful applicant should plan on some months between filing and drawing the money, and should not commit to premises or equipment purchases before sanction.
