What is the Swayam Saksham Scheme?

Swayam Saksham Scheme is a self-employment loan scheme run by Gujarat Gopalak Vikas Nigam, a development corporation under the Social Justice and Empowerment Department, Government of Gujarat. The Nigam exists specifically for the state's pastoral communities, the Rabari and Bharwad castes, which are listed among Gujarat's socially and educationally backward classes.

Swayam Saksham, sometimes written locally as Swayam Saksham Yojana, targets a narrow but important gap. A young person from these communities may finish a vocational course, a nursing diploma, a laboratory technician certificate, a law degree, an ITI trade, and then have no capital to open a practice of their own. Bank credit at commercial rates is expensive, and the family typically has no collateral beyond livestock. Swayam Saksham lends at a fixed 6% per year and asks the beneficiary to put in only 5% of the project cost.

Key features

  • Loan of up to 95% of project cost, capped at Rs 5,00,000.
  • 6% annual interest, well below commercial unsecured lending rates.
  • 5% own contribution from the beneficiary, which is the margin money.
  • Restricted to Rabari and Bharwad applicants aged 18 to 35.
  • Applications are taken online only, at ggdconline.gujarat.gov.in.

The purpose stated by the Nigam is to instil self-reliance among youth who have already invested in vocational education or training, so that the qualification converts into an independent livelihood rather than low-paid employment.

Who is eligible for the Swayam Saksham Scheme?

You can apply if:

  • You belong to the Rabari or Bharwad caste, within the socially and educationally backward classes of Gujarat, and can produce a caste certificate from a competent authority.
  • You are a resident of Gujarat.
  • You are aged between 18 and 35 years on the date of application.
  • Your annual family income does not exceed Rs 3,00,000, evidenced by an income certificate.
  • You have completed a vocational education or training qualification relevant to the venture you want to finance.
  • You have a bank account in your own name for disbursement and repayment.
  • You can put in the 5% own contribution towards project cost.

You cannot apply; or will be found not eligible, if:

  • You belong to any caste other than Rabari or Bharwad. Gujarat Gopalak Vikas Nigam does not serve other communities; SEBC applicants outside these two castes should look at the Gujarat Backward Class Development Corporation instead.
  • You are below 18 or above 35 years of age.
  • Your family income is above Rs 3,00,000 a year.
  • You or a member of your family has an outstanding loan or overdue instalment with Gujarat Gopalak Vikas Nigam. The Nigam's portal notice states plainly that applicants with a previous loan or unpaid dues should not apply.
  • You have no vocational qualification to support the proposed activity. The qualification is the basis of the scheme, not an optional extra.
  • You apply more than once for the same scheme. One application per eligible person per scheme is the rule across all Nigam schemes.

How much money does Swayam Saksham provide?

Swayam Saksham finances 95% of the project cost the Nigam approves, subject to an absolute ceiling of Rs 5,00,000. On a project appraised at Rs 5,00,000, that means a loan of up to Rs 4,75,000 with Rs 25,000 coming from the applicant. On a smaller project — say a Rs 2,00,000 laboratory setup, the loan would be Rs 1,90,000 and the own contribution Rs 10,000.

Interest is 6% per annum. Repayment is made in instalments to Gujarat Gopalak Vikas Nigam, and the Nigam operates an online instalment payment facility on the same portal used for applications, so borrowers in rural Banaskantha or Kutch do not have to travel to Gandhinagar to pay.

What documents are required for the Swayam Saksham Scheme?

Document Mandatory Notes
Caste certificate (Rabari / Bharwad) Yes From the competent Gujarat authority
Income certificate Yes Family income up to Rs 3,00,000 a year
Age proof Yes Birth certificate or school leaving certificate, 18-35 years
Aadhaar card Yes Identity verification
Vocational education / training certificate Yes Must relate to the proposed venture
Bank passbook Yes First page with account number and IFSC
Ration card No Residence and family proof

Previous loan details No Only if an earlier Nigam loan exists

Keep every document as a clear scanned copy. The Nigam portal rejects blurred uploads at the document-verification stage, and a rejected upload sends the whole application back a step.

How to apply for the Swayam Saksham Scheme

  1. Open the Gujarat Gopalak Vikas Nigam portal at ggdconline.gujarat.gov.in and check the notice board for whether the Swayam Saksham application window is currently open.
  2. Register with your own active mobile number. The Nigam insists on this because every status update and verification message goes to that number, and verify the OTP.
  3. Log in and select Swayam Saksham Scheme, then click Apply Online.
  4. Fill the application form section by section: personal details, caste and income details, educational and vocational qualification, the proposed project and its cost, and your bank account details.
  5. Upload your photograph and then each supporting document in the prescribed format.
  6. Use the preview option to check every field, complete the captcha and press Confirm Application. An application that is filled but never confirmed is not considered submitted.
  7. Save or print the Application ID shown on the acknowledgement. You need it for every status check and every query afterwards.
  8. Attend the district-level verification when called, carrying the original caste, income, age and qualification certificates.

How to apply offline or get help in person

  1. Visit the Gujarat Gopalak Vikas Nigam office at Block 7, 3rd Floor, Dr Jivraj Mehta Bhavan, Gandhinagar or your district Nigam office.
  2. Ask the officer to help you complete the online form. The Nigam does not accept applications submitted on paper after the online window closes, so an in-person visit is for assistance and verification, not a separate route.
  3. Carry all original certificates so verification can be completed in one trip.

How do I check my Swayam Saksham application status?

Log in to ggdconline.gujarat.gov.in with the mobile number you registered and open the application status option, entering your Application ID. The portal shows which stage the file has reached; submitted, under scrutiny, verified, sanctioned or rejected. If the status has not moved for several weeks, call 079-23256494 during office hours with the Application ID ready.

Why Swayam Saksham applications get rejected

  • Application not confirmed. The most common failure: the form is filled and documents uploaded, but the final Confirm Application step is skipped.
  • Caste certificate does not match. The certificate must specifically record Rabari or Bharwad.
  • Income above Rs 3,00,000. An income certificate issued for a different purpose, or an older certificate, is a frequent cause of mismatch.
  • Age outside 18-35 on the application date.
  • Outstanding Nigam dues in the applicant's name or the family's.
  • Vocational qualification unrelated to the proposed activity.
  • Illegible uploads of the caste, income or bank documents.
  • Applying after the window closed. Nigam schemes open in dated windows and late offline submissions are not entertained.

Most rejections are curable. Obtain a fresh certificate, keep the Application ID and re-apply when the next window opens.

When can I apply for Swayam Saksham?

Gujarat Gopalak Vikas Nigam opens its schemes in dated application windows published on ggdconline.gujarat.gov.in rather than keeping them open all year. The portal has run windows of roughly a month for its direct-finance schemes. Because the window changes each year and applications are capped by the annual target, the practical advice is to register on the portal early and watch the notice board, rather than assume the scheme is always open.

Where do I complain about a Swayam Saksham problem?

  • Gujarat Gopalak Vikas Nigam helpline: 079-23256494, on government working days from 10:30 am to 2:00 pm and 2:30 pm to 6:10 pm.
  • Office: Block 7, 3rd Floor, Dr Jivraj Mehta Bhavan, Gandhinagar.
  • Parent department: Social Justice and Empowerment Department, Block 5, 8th Floor, Sachivalaya, Gandhinagar: sje.gujarat.gov.in.

There is no application fee for Swayam Saksham. No agent can secure a sanction for you, and no Nigam officer will ask for your OTP or a payment to process a file.
