Incubation Scheme (MSME Innovative)

What is the Incubation Scheme?

Incubation Scheme is one of three components of the MSME Innovative scheme of the Ministry of Micro, Small and Medium Enterprises, the other two being the Design component and the Intellectual Property Rights (IPR) component. According to the MSME Innovative guidelines, the Incubation component supports the journey of an innovative idea from the stage of conceptualisation to commercialisation through recognised Host Institutes (HIs) that act as Business Incubators (BIs).

The scheme does not hand money to individual inventors. Instead, it recognises eligible institutions as Host Institutes, approves the ideas of incubatees submitted through those Host Institutes, and provides the Host Institute with funds to nurture the ideas and to buy plant and machinery. This is the single most misunderstood feature of the scheme: the applicant of record is the Host Institute, and financial assistance is released to it, not to the innovator.

According to the guidelines, the Incubation component provides:

• Up to Rs 15 lakh per idea to a Host Institute for developing and nurturing an approved idea.
• Up to Rs 1 crore to a Host Institute for plant and machinery, covering capital and maintenance expenditure.

Who is eligible for the Incubation Scheme?

Who can apply (as a Host Institute):

Institutions can register as a Host Institute and act as a Business Incubator, including:

• Technical colleges, universities and other professional colleges or institutes
• R&D institutes
• NGOs involved in incubation activities
• MSME Development Institutes (MSME-DIs) and Technology Centres
• Any institute or organisation of the Central or State Government

Registration is done on the MIS portal of the DC-MSME website, innovative.msme.gov.in. All earlier approved Host Institutes continue as HIs.

Who benefits (as an incubatee):

MSMEs, students and other innovators with an idea can have it nurtured, but only by routing it through a Host Institute. The Host Institute invites ideas, evaluates them, and uploads the shortlisted ones.

Who cannot apply:

• An individual innovator or MSME cannot apply directly for a personal grant or draw funds in their own name — the idea must go through a Host Institute.
• Ideas that are incomplete or submitted with incoherent information are liable for rejection at the screening stage.

How ideas are evaluated

Once a Host Institute uploads a shortlisted idea, it passes through several stages set out in the guidelines:

• Stage 1 – Host Institute level: the HI gets ideas evaluated by its own experts before uploading only the shortlisted ones.
• Stage 2 – First-stage screening: a Project Management Unit (PMU) checks that the idea meets the obligatory conditions; incomplete ideas are rejected.
• Stage 3 – Domain Expert Selection Committee (DESC): ideas are grouped into five sector verticals (agriculture and agro-processing; healthcare and life sciences; power and renewables; services, education and design; and a miscellaneous vertical) and evaluated by experts from industry, academia and government.
• Final approval is given by a Project Approval and Monitoring Committee in the Ministry of MSME.

How to apply for the Incubation Scheme

1. Institutions: register as a Host Institute (HI) on the MIS portal at innovative.msme.gov.in by submitting your institution's details for approval.
2. Innovators/MSMEs: approach a recognised Host Institute with your innovative idea. Do not attempt to apply directly to the Ministry.
3. The Host Institute evaluates the idea with its experts and uploads the shortlisted idea on the portal.
4. The idea passes first-stage screening, DESC evaluation and final approval by the Ministry of MSME.
5. On approval, the Ministry releases funds to the Host Institute: up to Rs 15 lakh per idea for nurturing, and up to Rs 1 crore for plant and machinery, and the HI files a Utilisation Certificate.

How much benefit does the scheme provide?

The scheme provides up to Rs 15 lakh per idea to a Host Institute for nurturing an approved idea. The cost-sharing depends on who the incubatee is:

• For an MSME incubatee, the Ministry of MSME contributes 85% up to Rs 15 lakh and the incubatee bears the remaining 15%.
• For a student idea, the entire cost is borne by the Ministry of MSME up to Rs 15 lakh, and the student pays nothing.

Separately, a Host Institute can receive up to Rs 1 crore for plant and machinery to cover capital and maintenance expenditure, with the exact amount decided on the merits of the proposal.
