What is the Incubation Scheme?

Incubation Scheme is one of three components of the MSME Innovative scheme of the Ministry of Micro, Small and Medium Enterprises, the other two being the Design component and the Intellectual Property Rights (IPR) component. According to the MSME Innovative guidelines, the Incubation component supports the journey of an innovative idea from the stage of conceptualisation to commercialisation through recognised Host Institutes (HIs) that act as Business Incubators (BIs).

The scheme does not hand money to individual inventors. Instead, it recognises eligible institutions as Host Institutes, approves the ideas of incubatees submitted through those Host Institutes, and provides the Host Institute with funds to nurture the ideas and to buy plant and machinery. This is the single most misunderstood feature of the scheme: the applicant of record is the Host Institute, and financial assistance is released to it, not to the innovator.

According to the guidelines, the Incubation component provides:

• Up to Rs 15 lakh per idea to a Host Institute for developing and nurturing an approved idea.
• Up to Rs 1 crore to a Host Institute for plant and machinery, covering capital and maintenance expenditure.

Who is eligible for the Incubation Scheme?

Who can apply (as a Host Institute):

Institutions can register as a Host Institute and act as a Business Incubator, including:

• Technical colleges, universities and other professional colleges or institutes
• R&D institutes
• NGOs involved in incubation activities
• MSME Development Institutes (MSME-DIs) and Technology Centres
• Any institute or organisation of the Central or State Government

Registration is done on the MIS portal of the DC-MSME website, innovative.msme.gov.in. All earlier approved Host Institutes continue as HIs.

Who benefits (as an incubatee):

MSMEs, students and other innovators with an idea can have it nurtured, but only by routing it through a Host Institute. The Host Institute invites ideas, evaluates them, and uploads the shortlisted ones.

Who cannot apply:

• An individual innovator or MSME cannot apply directly for a personal grant or draw funds in their own name — the idea must go through a Host Institute.
• Ideas that are incomplete or submitted with incoherent information are liable for rejection at the screening stage.

How ideas are evaluated

Once a Host Institute uploads a shortlisted idea, it passes through several stages set out in the guidelines:

• Stage 1 – Host Institute level: the HI gets ideas evaluated by its own experts before uploading only the shortlisted ones.
• Stage 2 – First-stage screening: a Project Management Unit (PMU) checks that the idea meets the obligatory conditions; incomplete ideas are rejected.
• Stage 3 – Domain Expert Selection Committee (DESC): ideas are grouped into five sector verticals (agriculture and agro-processing; healthcare and life sciences; power and renewables; services, education and design; and a miscellaneous vertical) and evaluated by experts from industry, academia and government.
• Final approval is given by a Project Approval and Monitoring Committee in the Ministry of MSME.

How to apply for the Incubation Scheme

1. Institutions: register as a Host Institute (HI) on the MIS portal at innovative.msme.gov.in by submitting your institution's details for approval.
2. Innovators/MSMEs: approach a recognised Host Institute with your innovative idea. Do not attempt to apply directly to the Ministry.
3. The Host Institute evaluates the idea with its experts and uploads the shortlisted idea on the portal.
4. The idea passes first-stage screening, DESC evaluation and final approval by the Ministry of MSME.
5. On approval, the Ministry releases funds to the Host Institute: up to Rs 15 lakh per idea for nurturing, and up to Rs 1 crore for plant and machinery, and the HI files a Utilisation Certificate.

How much benefit does the scheme provide?

The scheme provides up to Rs 15 lakh per idea to a Host Institute for nurturing an approved idea. The cost-sharing depends on who the incubatee is:

• For an MSME incubatee, the Ministry of MSME contributes 85% up to Rs 15 lakh and the incubatee bears the remaining 15%.
• For a student idea, the entire cost is borne by the Ministry of MSME up to Rs 15 lakh, and the student pays nothing.

Separately, a Host Institute can receive up to Rs 1 crore for plant and machinery to cover capital and maintenance expenditure, with the exact amount decided on the merits of the proposal.

Because this is an institution-routed scheme rather than a personal benefit, an innovator's practical first step is to find and approach an approved Host Institute near them.

How to check your application status

Because the Incubation Scheme is institution-routed, an individual innovator has no personal login or application number to track on innovative.msme.gov.in. Status tracking works differently depending on who you are:

• If you are the incubatee (student or MSME): you do not have portal access. Your point of contact is the Host Institute you submitted your idea to, not the Ministry. Ask the Host Institute's nodal officer or incubation cell directly which stage your idea is at: still under internal HI evaluation, uploaded and awaiting first-stage screening, with the Domain Expert Selection Committee (DESC), or awaiting final Project Approval and Monitoring Committee sign-off.
• If you are the Host Institute: log in to the MIS portal at innovative.msme.gov.in with your registered HI credentials to see the status of every idea you have uploaded, including which sector vertical it has been assigned to and whether it has cleared first-stage screening or DESC review.
• For fund disbursal status after approval: the Host Institute should check with its own bank account and the DC-MSME office it falls under, since release of the Rs 15 lakh (or plant and machinery) tranche is tied to submission of documentation such as the Utilisation Certificate for any prior tranche.
• By phone: either an incubatee or a Host Institute can call the MSME CHAMPIONS helpline on 1800-111-955 and quote the idea title, Host Institute name, and approximate submission date, since there is no separate application-ID based tracking number issued to individual incubatees.
• No SMS or email auto-tracking: the scheme does not run an SMS-based status alert system for incubatees; updates come from the Host Institute or the helpline, not automatically.

If a Host Institute has not heard back after an idea has been uploaded for several weeks, following up with the concerned MSME Development Institute (MSME-DI) in its jurisdiction is usually faster than waiting on the portal alone.

Common reasons for rejection

• Idea submitted directly to the Ministry instead of through a Host Institute. The scheme structurally rejects any idea that does not arrive via a recognised HI. Fix: identify and approach an approved Host Institute first; do not attempt to email or upload directly to DC-MSME.
• Incomplete or incoherent idea write-up at first-stage screening. The Project Management Unit rejects proposals that lack a clear problem statement, technical approach, or expected outcome. Fix: work with the Host Institute's own experts during Stage 1 evaluation to tighten the proposal before it is uploaded, since HIs are expected to filter out weak ideas before submission.
• Idea does not fit any of the five sector verticals cleanly. Proposals that are too vague to be assigned to agriculture and agro-processing, healthcare and life sciences, power and renewables, services/education/design, or the miscellaneous vertical can struggle to find a matching Domain Expert Selection Committee. Fix: frame the idea's domain and application area explicitly in the write-up.
• Applying institution does not meet Host Institute eligibility. A body that is not a technical college, university, R&D institute, MSME-DI, Technology Centre, NGO engaged in incubation, or a Central/State government institution cannot register as an HI, so any idea routed through it is invalid from the start. Fix: verify the institution's eligibility category before submitting an idea through it.
• Idea is not genuinely novel or is a duplicate of an already-funded concept. The DESC evaluates on the innovative content of the idea; a proposal that is a minor variant of existing products or a previously supported idea is likely to be turned down. Fix: check the idea's originality and, where possible, note how it differs from existing solutions in the market or from ideas already nurtured by the same Host Institute.
• Missing Udyam Registration where required. For an incubatee that is already an operating MSME (not a student), absence of Udyam Registration at the documentation stage can hold up or disqualify the proposal, since the cost-sharing terms for MSME incubatees depend on that status being verified. Fix: existing MSMEs should have Udyam Registration in place before the idea is submitted.
• Host Institute fails to file a Utilisation Certificate for an earlier tranche. Since funds flow to the HI and not the individual, a Host Institute with pending or unsatisfactory utilisation reporting from a previous grant can find fresh disbursals, including for new incubatees under it, delayed or refused. Fix: Host Institutes should clear outstanding Utilisation Certificates promptly after any earlier release of funds.
