What is the Design Scheme under the MSME Innovative Scheme?

The Design Scheme is one of three components of the MSME Innovative Scheme run by the Ministry of Micro, Small and Medium Enterprises. (The other two components are Incubation and Intellectual Property Rights.) The Design component provides financial support so that a manufacturing MSME can engage professional design expertise, a design consultant firm or an academic design institution: to develop a new, market-ready product or to improve the design, usability and branding of an existing one.

The MSME Innovative Scheme was launched as a combined package with three components under one umbrella: Incubation, which supports the development of new ideas into commercial products; Design, the component described here, which brings professional design into small manufacturing; and Intellectual Property Rights (IPR), which helps MSMEs protect patents, trademarks, designs and geographical indications. An enterprise chooses the component that fits its need — a firm with a workable idea but a poor product design applies under the Design component, while a firm needing to file a patent uses the IPR component. Who is eligible for the Design Scheme?

You can apply if:

• You are a manufacturing MSME with a valid Udyam Registration.
• You can co-fund the balance of the project cost after the government share.
• Your proposal is a genuine design intervention on a product, with a design consultant or institution engaged.

You cannot apply if:

• You are an individual or student seeking a personal grant with no MSME involvement, the enterprise design grant is for registered MSMEs, and the student window requires the project to be done for an MSME.
• Your enterprise is not registered on the Udyam portal.
• The proposal is not a design project (for example, it is a pure marketing or civil works expense).

How much benefit does the Design Scheme provide?

• Design project (enterprise): The Government of India contributes 75% of the cost for micro enterprises and 60% for small and medium enterprises, on projects up to a ceiling of Rs 40 lakh. The enterprise pays the balance.
• Student design project: The scheme reimburses 75% of expenses up to Rs 1.5 lakh for a final-year student project carried out for an MSME.

How to apply for the Design Scheme

1. Ensure your enterprise has a valid Udyam Registration.
2. Identify a design consultant firm or design/technical institution to carry out the design work, or a student team for a student project.
3. Prepare a design project proposal with scope, deliverables and an itemised cost estimate.
4. Register and log in on the MSME Innovative portal at innovative.msme.gov.in and file the application online under the Design component.
5. Upload the Udyam certificate, proposal, consultant details, financial documents and bank details.
6. The implementing agency evaluates the proposal; on approval, the government share is released as per the cost-sharing pattern.
