The Design Scheme is one of three components of the MSME Innovative Scheme run by the Ministry of Micro, Small and Medium Enterprises. How much benefit does the Design Scheme provide?

• Design project (enterprise): The Government of India contributes 75% of the cost for micro enterprises and 60% for small and medium enterprises, on projects up to a ceiling of Rs 40 lakh. The enterprise pays the balance.
• Student design project: The scheme reimburses 75% of expenses up to Rs 1.5 lakh for a final-year student project carried out for an MSME.

1. Ensure your enterprise has a valid Udyam Registration.
2. Identify a design consultant firm or design/technical institution to carry out the design work, or a student team for a student project.
3. Prepare a design project proposal with scope, deliverables and an itemised cost estimate.
4. Register and log in on the MSME Innovative portal at innovative.msme.gov.in and file the application online under the Design component.
5. Upload the Udyam certificate, proposal, consultant details, financial documents and bank details.
6. The implementing agency evaluates the proposal; on approval, the government share is released as per the cost-sharing pattern.

How to check your application status

1. Go to innovative.msme.gov.in and log in with the same credentials used to file the application.
2. Open the applicant dashboard, which lists every proposal you have submitted under the Design component along with its current stage (submitted, under evaluation by the implementing agency, approved, or rejected).
3. Click into the specific application to see the evaluator's remarks, if any have been posted, and any request for additional documents or clarification.
4. If the dashboard shows no movement for an extended period, use the portal's contact form to ask the implementing agency for an update, quoting your application reference number.
5. Once a proposal is approved, the same dashboard is where the release of the government's cost-sharing amount against milestones or completion is tracked, so check it again after the design work is delivered and the claim is submitted.

Common reasons for rejection

• Enterprise not registered on Udyam, or registration mismatch. The Design Scheme is open only to manufacturing MSMEs with a valid Udyam Registration; an application filed with an expired, cancelled, or mismatched Udyam number is rejected outright. Fix: confirm the Udyam certificate is current and the enterprise name and category on it match the application before submitting.
• Proposal is not a genuine design intervention. Evaluators reject proposals where the claimed "design" cost is actually marketing collateral, civil works, machinery purchase, or general branding spend unrelated to product form, usability, or packaging. Fix: frame the proposal strictly around a design deliverable, product form and ergonomics, usability improvement, packaging or brand identity tied to a specific product, and say so explicitly in the scope document.
• No qualified design consultant or institution named. A proposal submitted without a named design firm or academic design institution, or with a consultant whose credentials are not documented, does not meet the scheme's requirement that the work be carried out by a professional design partner. Fix: finalise and attach the consultant's or institution's credentials before filing rather than after.
• Cost estimate is vague or unsupported. Applications with a single lump-sum figure and no itemised breakdown of design deliverables and costs are harder for the implementing agency to evaluate and are commonly sent back or rejected. Fix: itemise the proposal, scope, deliverables, and cost head by head, so the requested government share can be verified against a project ceiling of Rs 40 lakh.
• Enterprise cannot demonstrate co-funding capacity. Since the government pays only 75% (micro) or 60% (small and medium) of the project cost, an applicant that cannot show it can fund the remaining share through its financial documents may be turned down. Fix: attach financial documents that clearly establish both the enterprise category and the ability to cover the balance.
• Student project not linked to an actual MSME. For the student design window, a proposal that is a general academic project without a specific participating MSME and its product problem does not qualify for the reimbursement. Fix: name the partner MSME and the specific product or process the student project addresses.
• Incomplete or missing bank details. Even an approved proposal can stall at the disbursement stage if the bank account details on file do not match the applicant enterprise. Fix: submit bank details in the enterprise's own name and verify them before the claim stage.
