What is Coir Vikas Yojana?
Coir Vikas Yojana (CVY) is a central sector scheme implemented by the Coir Board under the Ministry of Micro, Small and Medium Enterprises. Coir Vikas Yojana bundles several long-running Coir Board programmes; skill training, women's self-employment, worker welfare insurance, production infrastructure subsidy, and domestic and export market promotion, into a single umbrella scheme for India's coir industry.
The coir industry is concentrated in the coconut-growing states, with Kerala, Tamil Nadu, Karnataka, Andhra Pradesh and Odisha accounting for most production. Coir Vikas Yojana targets the two weakest points in that value chain: artisans who spin yarn on low-productivity manual equipment, and small units that cannot finance mechanisation on their own.

- You are a rural woman artisan in a coir-fibre producing region and are willing to complete the Coir Board's training programme, this is the route to the Mahila Coir Yojana ratt subsidy.
- You are a coir worker employed in spinning, defibring, weaving or coir product manufacture. This covers you for the welfare insurance component.
- You are an entrepreneur, coir cooperative society or existing coir unit setting up or modernising a defibring, spinning or coir product unit, this is the route to the production infrastructure subsidy.
- You are an existing coir exporter or manufacturer seeking market promotion and exhibition support.
You cannot apply if:
- You have no link to the coir sector. Coir Vikas Yojana is sector-specific; general small-business applicants are not eligible.
- You want the Mahila Coir Yojana ratt subsidy without completing the Coir Board training. The subsidy is released only after training is completed.
- You are seeking a cash grant or loan for personal use: Coir Vikas Yojana funds equipment, training and market activity, not personal expenditure.
- You are applying for a credit-linked project loan subsidy; that is Coir Udyami Yojana, a separate Coir Board scheme, not CVY.

- Receive the sanctioned subsidy by transfer to your bank account, and retain the equipment for the lock-in period specified in the sanction letter.
How much benefit does Coir Vikas Yojana provide?
- Mahila Coir Yojana: 75% subsidy on the cost of motorised ratts, motorised traditional ratts and other coir processing equipment for trained women artisans, plus a stipend during the training period, published by the Coir Board at Rs 1,000 per month.
- Development of Production Infrastructure: 25% of the cost of equipment and infrastructure, subject to a maximum of Rs 6 lakh for a defibring unit, Rs 4 lakh for an automatic spinning unit and Rs 5 lakh for other coir units.
- Welfare measures: Group Personal Accident Insurance cover for coir workers, with the premium substantially borne by the Board.

How is Coir Vikas Yojana different from Coir Udyami Yojana?
Coir Vikas Yojana and Coir Udyami Yojana are two separate Coir Board schemes and applicants regularly confuse them.
- Coir Vikas Yojana provides direct subsidy on equipment, free training, worker insurance and market support. There is no bank loan involved in the Mahila Coir Yojana or infrastructure subsidy route.
- Coir Udyami Yojana, formerly the REMOT scheme, is a credit-linked subsidy scheme for setting up any type of coir unit, with an admissible project cost of up to Rs 10 lakh plus working capital, where working capital cannot exceed 25% of the project cost. It requires a bank sanction.
An entrepreneur setting up a new unit with borrowed capital normally uses Coir Udyami Yojana; an artisan or an existing unit buying machinery uses Coir Vikas Yojana.
