Promotion of Oilseeds (HADP Project 11)
Jammu and Kashmir state government scheme
Promotion of Oilseeds is Project 11 of Jammu and Kashmir's Rs 5,013 crore Holistic Agriculture Development Programme. Farmers get seed at Rs 4,000 to Rs 8,000 per quintal or 50 per cent of cost, cluster demonstrations at Rs 3,000 to Rs 5,000 per hectare, 50 per cent on machinery up to Rs 75,000, and 50 per cent on oil mills up to Rs 1.20 lakh, applied for on hadp.jk.gov.in.
What is HADP Project 11 on oilseeds?
Promotion of Oilseeds is the eleventh of the 29 projects cleared under the all-round Agriculture Development Programme (HADP), the Rs 5,013 crore five-year package of the Agriculture Production Department, Government of Jammu and Kashmir. Its components follow the National Mission on Edible Oils and NFSM guidelines, with mechanisation under SMAM, irrigation under PMKSY and training under ATMA.
Jammu and Kashmir imports most of the edible oil it consumes, while rapeseed and mustard, sarson: sit naturally in the rabi slot after paddy across the Jammu plains and parts of the valley. Sesamum and linseed fit the rainfed belts. Project 11 works on every constraint at once: seed of recent varieties, demonstration of the full package, soil amendments, machinery, irrigation for the critical flowering stage, and local crushing so that the value stays with the grower.
What are the rates under HADP Project 11?

Who is eligible for HADP Project 11?
You can seek assistance if:
- You are a resident of Jammu and Kashmir growing rapeseed and mustard, sesamum or linseed, with land recorded in your name or held on lease.
- You want machinery, a bore well, a sprinkler or rain gun, an oil mill or an extractor, and can meet the balance of the cost.
- You are an FPO; extractor units for edible oil processing and value addition are provided to FPOs, and branding and marketing runs through multi-commodity FPOs.
- You are a seed multiplier producing foundation or certified seed of a variety less than 10 years old, on a departmental farm or under the Seed Village Programme.
You cannot apply, or are not eligible, if:
- You have already availed the same activity under the National Mission on Edible Oils, NFSM, SMAM, PMKSY or another scheme. HADP bars duplication.
- You want more than one demonstration, or a demonstration on more than one hectare per crop, the ceiling is fixed.
- You are seeking the research, Tilhan Mela, leaflet or exhibition budgets as a personal benefit. These are institutional, run by the department, KVKs and SKUAST.
- You are not resident in Jammu and Kashmir.
- You want a credit-linked case handled offline; no offline credit-linked HADP case is accepted.
How to apply for HADP Project 11
- Register on the Kisan Sathi portal at hadp.jk.gov.in using your mobile number and Aadhaar details.
- Log in and open Project 11 to Promotion of Oilseeds.
- Choose the form you need: Farm Machinery & Equipments, Irrigation Infrastructure, Oil Mills with filter press, or Extractor Oil Seed.
- Enter your holding details, the crop grown, and the machine or unit proposed, attaching a quotation where the activity is a purchase.
- Upload Aadhaar, land record and bank passbook, and a DPR from the portal's DPR Generator for oil mills and extractors.
- Submit and note the reference number.
- Buy and install the machine or complete the bore well, then let the department verify it. Payment is made by DBT, back-ended after verification.
How do I get seed, minikits and demonstrations?
- Approach your block agriculture office or the extension functionary for your area. Seed is supplied through the department's own outlets and dealers by extension functionaries, not through a portal form.
- Ask to be included in a cluster demonstration. These are organised in contiguous 10-hectare blocks, so neighbours need to apply together.
- Ask your KVK about front line demonstrations, which the KVK organises directly on farmers' fields using varieties less than 10 years old.
- Collect minikits free of cost from the extension functionary: 2 kg of rapeseed and mustard seed or 1 kg of sesamum per farmer.
Why oilseed applications get rejected
- Duplication of a machine or unit already availed under NFSM, SMAM or PMKSY.
- Variety older than 10 years in a seed or demonstration claim.
- Demonstration area above one hectare, or a second demonstration in the same crop.
- No assured aquifer at the proposed bore well site, or a site not in the tail-end or border area the component targets.
- Machine bought before sanction, or an invoice that does not match the approved specification.
- Bank refusal on the credit component of an oil mill or extractor.
Where do I raise a complaint?
- Use the Grievance link on hadp.jk.gov.in, then track it under Grievance Status.
- Contact the Agriculture Production Department at 0191-2505201 (Jammu) or devagri-jk@jk.gov.in.
- Escalate through your Chief Agriculture Officer or the Mission Directorate, HADP.
Minikits under this project are free and demonstrations are subsidised. No extension functionary or dealer is entitled to charge a farmer for them.

Frequently asked questions
How much seed subsidy do oilseed growers get in J&K?
Rapeseed and mustard high yielding variety seed carries Rs 4,000 per quintal or 50 per cent of cost, hybrid rapeseed and mustard carries Rs 8,000 per quintal or 50 per cent, and sesamum carries Rs 8,000 per quintal or 50 per cent — whichever is less in each case.
What is given under cluster demonstrations?
Cluster demonstrations pay Rs 5,000 per hectare for rapeseed and mustard with beekeeping, Rs 3,000 per hectare for sesamum and Rs 3,000 per hectare for linseed, covering 50 per cent of the cost of critical inputs, in contiguous blocks of 10 hectares.
Is there a beekeeping component in the oilseeds project?
Yes. Farmers growing rapeseed and mustard get Rs 2,000 per hectare towards hiring bee colonies from beekeepers, since bee pollination raises mustard yields and gives beekeepers a spring nectar flow at the same time.
What machinery assistance is available under Project 11?
Rotavators, power weeders, seed drills, multi-crop planters, multi-crop threshers and groundnut diggers carry 50 per cent of cost up to Rs 75,000 per unit, and power operated spray pumps carry 50 per cent up to Rs 10,000 per unit, paid by DBT on a machine of the farmer's own choice.
What irrigation support does the project provide?
A deep bore well carries 50 per cent of cost up to Rs 2.00 lakh per unit on a pro-rata basis, and a sprinkler or rain gun system carries 55 per cent of the indicative cost up to Rs 0.374 lakh per unit under PMKSY norms. Bore wells are installed at tail-end and border areas and integrated with rain guns.
What is available for oil processing?
An oil mill with filter press carries 50 per cent of cost up to Rs 1.20 lakh per unit and an oilseed extractor carries 50 per cent up to Rs 1.50 lakh per unit. Extractor units are provided to FPOs for processing and value addition of edible oils.
Who cannot claim under HADP Project 11?
Anyone who has already availed the same activity under the National Mission on Edible Oils, NFSM or another scheme is not eligible, since HADP bars duplication. Front line demonstrations are organised by KVKs, and research, melas, leaflets and exhibitions are institutional components.
