Alternate Agriculture System for Sustainability (HADP Project 16)
Jammu and Kashmir state government scheme
Alternate Agriculture System for Sustainability is HADP Project 16 of the Jammu and Kashmir Agriculture Production Department. It builds 100 organic clusters of 20 hectares each across 4,000 hectares, funds 50 low-cost vermicompost units at Rs 0.50 lakh per unit, five commercial vermicompost units per district, and 20 organic startup grants. Farmers register on hadp.jk.gov.in.
What is the Alternate Agriculture System for Sustainability?
Alternate Agriculture System for Sustainability is Project 16 of the all-round Agriculture Development Programme (HADP), the 29-project package cleared by the Apex Committee and run by the Agriculture Production Department, Government of Jammu and Kashmir. HADP is often written locally as the "all-round Agriculture Development Program" and its farmer-facing portal is branded Kisan Sathi.
According to the HADP implementation guidelines, Project 16 exists to move parts of Jammu and Kashmir towards organic and low-input farming. The Union Territory already has large tracts, particularly in the higher reaches, where chemical fertiliser use is minimal by default. Project 16 identifies those tracts, formalises them as organic clusters, and builds the missing input base: chiefly on-farm compost, so that farmers there can produce certified organic output instead of merely low-input output.
The project has five working parts: selection of areas and clusters, technology demonstrations, an incubation and startup grant, incentivisation of beneficiaries through vermicompost units, and capacity building with knowledge partners.
Which areas are selected under HADP Project 16?
Areas where the usage of chemicals and fertilisers is already minimal are identified through a joint survey by the Department of Agriculture and SKUAST-Kashmir and SKUAST-Jammu. From these areas:
- 100 clusters are identified in total.
- 5 clusters per district are marked for organic cultivation.
- 1 cluster equals 20 hectares.
- The pilot therefore covers 4,000 hectares across Jammu and Kashmir.
This cluster boundary matters more than anything else in the scheme, because the incentives โ the vermicompost units in particular: are released only inside the established clusters.
Who is eligible under HADP Project 16?
You can be covered if:
- Your land falls inside one of the 100 identified organic clusters and is recorded in your name or held on a valid lease.
- You are a cattle owner seeking a commercial vermicompost unit; the guidelines give preference to a beneficiary having 10 or more cattle, since a 20-pit unit needs continuous dung input.
- You are a farmer in a cluster willing to host a demonstration of 5 kanals under the supervision of SKUAST scientists.
- You are an entrepreneur or student with an innovative idea in organic agriculture and are willing to pitch it at a SKUAST incubation centre.
You cannot apply if:
- Your land lies outside the identified clusters. The incentivisation component is explicitly limited to established clusters, so a farmer in a non-cluster village is not eligible for a subsidised vermicompost unit under this project, though other HADP projects may still cover them.
- You have already built the unit before departmental sanction and verification. Expenditure incurred before approval is not eligible.
- You cannot produce a revenue record or a registered lease for the site.
- You are seeking a cash grant with no physical asset. Project 16 is an asset-and-input scheme, not an income-support scheme, so there is no monthly or annual cash payment to individuals.
How much assistance does HADP Project 16 give?
| Component | Scale | Assistance |
|---|---|---|
| Low-cost vermicompost unit (3 pits) | 50 units in selected clusters | Rs 0.50 lakh per unit |
| Commercial vermicompost unit (20 pits) | 5 per district | Met from centrally sponsored schemes |
| On-farm technology demonstration | 20 per district, 5 kanals each | Critical inputs supplied free |
| Incubation and startup grant | 20 ideas, 10 Jammu and 10 Kashmir | Grant fixed by novelty of the project, 12-month incubation |
The pit dimensions are fixed in the guidelines: 10 feet length, 3 feet width and 2.5 feet depth. A commercial unit has 20 such pits covered with galvanised tin on an angular iron shed, and comes with vermiculture, canvas sheet and silpaulin polythene. A low-cost unit has 3 pits with the same vermiculture, canvas sheet and silpaulin polythene but no shed.
The demonstration component covers critical inputs only, vermicompost, biofertilisers, microbial consortiums, trichoderma, pheromones and other technologies recommended by scientific institutions. High-value crops and niche crops such as saffron, black zeera and rajmash are preferred for these plots.
What documents are required?

| Bank passbook | Yes | Subsidy is released by DBT |
| Livestock ownership proof | No | Gives preference for a commercial unit |
| Purchase bills for material | No | Produced at physical verification |
| Concept note or pitch deck | No | Only for the incubation and startup route |
How to apply for HADP Project 16
- Register as a farmer on the HADP Kisan Sathi portal at hadp.jk.gov.in. Use your Aadhaar number and an active mobile number; the portal lists the 29 HADP projects and the schemes under each.
- Check whether your village falls in an identified organic cluster. Ask the Agriculture Extension Officer of your block, or the Chief Agriculture Officer of your district, for the cluster list drawn up in the joint survey with SKUAST.
- Apply against the vermicompost component in the portal, or submit a written application at the block Agriculture Extension office if the online component window is not open. Attach your Aadhaar, revenue record and bank passbook.
- Wait for site inspection. Departmental officers verify the site, the water source and, for commercial units, the number of cattle you own.
- Build the unit to the prescribed dimensions after sanction, keeping every bill for the pits, tin, angular iron, canvas and polythene.
- Call for physical verification once the unit is complete, and submit the invoices. The subsidy is released through DBT into your bank account.
For the incubation and startup grant, the route is different: watch for the call for ideas issued by the incubation centres of SKUAST-Kashmir and SKUAST-Jammu, submit your concept, and appear for competitive pitching. Ten selected incubatees per division go through 12 months of incubation.
How to check your application status
Track the application on the HADP Kisan Sathi portal at hadp.jk.gov.in using the registration number generated when you applied. For offline applications, the block Agriculture Extension Officer maintains the district register of beneficiaries against the annual target, and the Chief Agriculture Officer of the district is the next escalation point. The Agriculture Production Department requires beneficiary lists with geo-tagged photographs to be uploaded to departmental websites, so your name should appear in the published list once the unit is verified.
Why applications get rejected, and how to fix it
- Land outside a notified cluster. The most common reason. Ask for the cluster list first; if your village is not covered, look at other HADP components that are not cluster-bound.
- Land record not in the applicant's name. Get the mutation completed or produce a registered lease before applying.
- Unit built before sanction. Expenditure incurred before approval is not reimbursed. Wait for the sanction letter.
- Pit dimensions not matching the specification. Verification teams measure the pits; a unit built to the wrong size can be rejected outright.
- Bank account not Aadhaar-seeded, which blocks the DBT release even after the unit passes verification.
- District target exhausted. With only 50 low-cost units in the whole pilot, the component is small. Applying early in the financial year matters.

Frequently asked questions
How much subsidy does HADP Project 16 give for a vermicompost unit?
A low-cost vermicompost unit is funded at Rs 0.50 lakh per unit, and the implementation guidelines provide for 50 such units in the selected clusters. A commercial vermicompost unit, five per district, is a larger 20-pit structure whose expenditure is met from centrally sponsored schemes rather than from the HADP head.
What is the difference between a low-cost and a commercial vermicompost unit?
A low-cost unit has 3 pits and a commercial unit has 20 pits, each pit measuring 10 feet in length, 3 feet in width and 2.5 feet in depth. The commercial unit is additionally covered with galvanised tin on an angular iron shed. Both are supplied with vermiculture, canvas sheet and silpaulin polythene.
Who gets preference for a commercial vermicompost unit under HADP Project 16?
Preference goes to a beneficiary owning 10 or more cattle, because the unit needs a steady supply of farmyard manure. The guidelines say five commercial units per district will be established in the identified clusters.
How many organic clusters does HADP Project 16 create in Jammu and Kashmir?
The project creates 100 clusters, 5 in each district, with one cluster measuring 20 hectares. That covers 4,000 hectares on a pilot basis in areas where the use of chemical fertiliser is already minimal.
Can an agri-startup get money under HADP Project 16?
Yes. Twenty innovative ideas in organic agriculture, 10 from Jammu and 10 from Kashmir, are selected by competitive pitching at the incubation centres of SKUAST-Jammu and SKUAST-Kashmir. Incubation runs for 12 months and the startup grant is fixed in proportion to the novelty of the project.
Who cannot apply under HADP Project 16?
Farmers outside the 100 identified clusters are not eligible for the incentivisation component, because the guidelines restrict it to established clusters. Land not recorded in the applicant's name, and units built before departmental sanction, are also not eligible.
Where are the on-farm demonstrations under HADP Project 16 conducted?
SKUAST-Jammu and SKUAST-Kashmir lay out 20 on-farm trials in every district in participatory mode, each demonstration measuring 5 kanals. Expenditure covers critical inputs such as vermicompost, biofertilisers, microbial consortia, trichoderma and pheromone traps, and high-value or niche crops are preferred.
Which department runs HADP Project 16?
The Agriculture Production Department of the Government of Jammu and Kashmir runs it, with the Department of Agriculture handling cluster identification and beneficiary incentives, and SKUAST-Jammu and SKUAST-Kashmir handling demonstrations, incubation and capacity building.
Is there any fee to apply under HADP Project 16?
No. Registration on the HADP Kisan Sathi portal is free, and no agent can charge you for adding your name to a HADP beneficiary list. No departmental officer will ever ask for an OTP sent to your mobile.
Whom do I contact for a complaint about HADP Project 16?
The Agriculture Production and Farmers Welfare Department can be reached at 0191-2505201 (Jammu, email devagri-jk@jk.gov.in) or 0194-2310265 (Kashmir). The HADP portal at hadp.jk.gov.in also carries a grievance section.
