What is HADP Project 12 on Farmer Producer Organisations?

Formulation of 300 FPOs is the twelfth of the 29 projects cleared under the all-round Agriculture Development Programme (HADP), the Rs 5,013 crore five-year package of the Agriculture Production Department, Government of Jammu and Kashmir. It adopts the guidelines of the Central Sector Scheme for Formation and Promotion of 10,000 FPOs.

The rationale is simple arithmetic. Jammu and Kashmir's holdings are small and scattered, so an individual grower has no bargaining power at the mandi, cannot finance a cold store, cannot meet a buyer's volume commitment and cannot bear the cost of certification. Aggregating three hundred to a thousand such farmers into a registered producer company changes all four positions at once. HADP therefore treats FPO formation as its own project rather than as a by-product of other schemes.

What the project budgets, per the HADP implementation guidelines

Particular Purpose Pattern Cost per FPO Cost for 300 FPOs
CBBO Handholding support 100% Rs 0.25 lakh Rs 75.00 lakh
FPO Management cost 100% Rs 0.18 lakh Rs 54.00 lakh
Equity share Matching share 50% ; Rs 12.00 lakh
Implementing department Monitoring and evaluation (MIS) , Rs 0.005 lakh Rs 1.50 lakh
Grand total Rs 0.435 lakh Rs 142.50 lakh

In rupee terms, HADP contributes about Rs 43,500 per FPO, Rs 25,000 for the Cluster Based Business Organisation that forms and handholds the group, Rs 18,000 towards the FPO's own management cost, Rs 500 for MIS-based monitoring, and a 50 per cent matching contribution to equity.

Why FPO status matters across the rest of HADP

Project 12 is worth reading alongside the other 28 projects, because FPO status is the single most useful credential an applicant can hold under HADP:

  • Project 3 gives FPOs, SHGs, JLGs and cooperatives preference for hi-tech greenhouses, polyhouses, drip irrigation and exotic seed.
  • Project 4 prefers FPOs and cooperative groups for CA stores, cold stores, grading lines and reefer vans, and separately funds niche product marketing FPOs with SKUAST-Kashmir and SKUAST-Jammu.
  • Project 9 prefers FPOs and groups for Custom Hiring Centres and Farm Machinery Banks.
  • Project 10 prefers FPOs and Self Help Groups for almost every private-sector mushroom component.
  • Project 11 provides oilseed extractor units to FPOs and routes edible oil branding and marketing through multi-commodity FPOs.
  • Project 15 federates producer groups in rainfed areas into FPOs, with about 10,000 to 15,000 farmers in each such institution.
  • Project 5 builds two FPO parks, one in each division, with at least 100 farmers apiece.

Who is eligible under HADP Project 12?

You can be covered if:

  • You are part of a group of cultivating farmers resident in Jammu and Kashmir willing to form a producer company, cooperative or other producer institution.
  • Your group can identify a common commodity or cluster: apple, saffron, vegetables, millets, oilseeds, honey, mushroom or a niche crop, around which the business will be built.
  • Members are willing to subscribe equity themselves, since the programme's equity support is a 50 per cent matching share, not a standalone grant.
  • Your group is willing to work with the CBBO appointed to handhold it and to maintain the records the MIS requires.

You cannot apply, or are not eligible, if:

  • You are an individual seeking a personal cash benefit. The unit of assistance under this project is the organisation, and an individual is not eligible for equity or management cost support in their own name.
  • Your group has already availed the same formation support under the Central Sector Scheme for 10,000 FPOs or another programme. HADP bars duplication of activities.
  • Your members are not resident cultivators of Jammu and Kashmir.
  • The group exists only on paper without genuine member participation, which the CBBO's mobilisation process and the MIS monitoring are designed to catch.

How to apply for HADP Project 12

  1. Gather a group of farmers in one cluster who grow a common commodity and agree on the business idea — aggregation, input supply, grading, processing or marketing.
  2. Register on the Kisan Sathi portal at hadp.jk.gov.in with the promoter's mobile number and Aadhaar details.
  3. Log in and open Project 12 to Formulation of 300 FPOs, then select Application for FPO Registration.
  4. Enter the proposed FPO's name, cluster, commodity, district and block, and the list of founding members with their land details.
  5. Upload the members' Aadhaar and land records, and any incorporation papers you already have.
  6. Submit and note the application reference number.
  7. Work with the CBBO assigned to your group on incorporation, the board, the business plan and the equity mobilisation. CBBO cost is met fully from programme funds.
  8. Open the FPO's bank account after incorporation, and use the registered FPO to apply for infrastructure under other HADP projects, where FPOs get preference.

How to apply with offline help

  1. Visit a Kisan Khidmat Ghar in your panchayat with the group's details and ask the operator to file the FPO registration form on Kisan Sathi.
  2. Approach the Chief Agriculture Officer of your district, who can put your group in touch with a CBBO already working in the area.
  3. Existing SHGs and cooperative societies should ask whether federating into an FPO is a better route than starting from scratch, since members are already organised.

How do I check the application status?

  1. Log in to hadp.jk.gov.in with the promoter's registered mobile number.
  2. The applicant dashboard shows the FPO application's stage, submitted, under verification, allotted to a CBBO, or registered.
  3. After incorporation, track the FPO's own applications under other HADP projects from the same dashboard.

Why FPO applications get rejected or stall

  • Too few genuine members, or members who cannot show land records in the proposed cluster.
  • No common commodity, so no viable business plan can be built.
  • Duplication, formation support already taken under the Central Sector Scheme for 10,000 FPOs.
  • Equity not mobilised, which blocks the 50 per cent matching share.
  • Incomplete incorporation, the FPO must actually register before management cost and equity support can flow.
  • Records not maintained for MIS monitoring, which the department uses to track each of the 300 FPOs.

Where do I raise a complaint?

  • Use the Grievance link on hadp.jk.gov.in and track it under Grievance Status.
  • Contact the Agriculture Production Department at 0191-2505201 (Jammu) or devagri-jk@jk.gov.in.
  • Escalate through the Chief Agriculture Officer of your district or the Mission Directorate, HADP.

CBBO support under this project is fully funded by the programme. No consultant is entitled to charge a farmer group for forming an FPO under HADP.

Documents required

Aadhaar cards of members
Every founding member needs Aadhaar, and the promoter filing on Kisan Sathi registers with theirs.
Land records of member farmers
Establishes that members are cultivators in the proposed FPO's cluster.
Bank account of the FPO
Opened after incorporation; equity share and management cost support are routed to it.
Incorporation documentsoptional
Memorandum and articles, or cooperative society registration, filed as the FPO is formed with CBBO support.
Business planoptional
The CBBO helps prepare it; it is essential once the FPO seeks credit or infrastructure under other HADP projects.

Frequently asked questions

How many FPOs does HADP Project 12 create?

HADP Project 12 provides for the formation of 300 Farmer Producer Organisations across Jammu and Kashmir, at a total programme cost of Rs 142.50 lakh, following the guidelines of the Central Sector Scheme for Formation and Promotion of 10,000 FPOs.

What does HADP pay per FPO?

HADP budgets Rs 43,500 per FPO — Rs 25,000 for CBBO handholding support at 100 per cent, Rs 18,000 for FPO management cost at 100 per cent, and Rs 500 per FPO towards monitoring and evaluation through MIS, alongside a 50 per cent matching equity share.

What is a CBBO?

A Cluster Based Business Organisation is the agency appointed to form and handhold an FPO — it mobilises farmers, helps with registration, builds the business plan and trains the board. Under HADP the CBBO cost is met fully from programme funds.

Who can form an FPO under this project?

Groups of cultivating farmers in Jammu and Kashmir can come together to form an FPO or producer company, apply through the FPO Registration form on the Kisan Sathi portal, and be taken up for CBBO handholding.

Why should farmers join an FPO under HADP?

Across HADP projects, FPOs, SHGs, Joint Liability Groups and cooperatives are given explicit preference in beneficiary selection — for polyhouses, cold stores, grading lines, Custom Hiring Centres, mushroom units and oilseed extractors. Being a registered FPO improves access to those components.

Can an individual farmer apply under Project 12?

An individual cannot be sanctioned an FPO benefit alone; the unit of assistance is the organisation. An individual farmer promotes or joins a group, which then registers. Individuals are not eligible for the equity or management cost support in their own name.

Is the equity share a grant?

The equity share support is shown at a 50 per cent matching pattern, meaning programme funds match what the members themselves contribute as equity. It is not a grant paid independently of member contribution.
