Development of Seed and Seed Multiplication Chain in PPP Mode (HADP Project 1)
Jammu and Kashmir state government scheme
Development of Seed and Seed Multiplication Chain in PPP Mode is Project 1 of Jammu and Kashmir's Holistic Agriculture Development Programme, a 29-project Rs 5,013 crore package. Farmers and firms can register as Certified Seed Producers or Seed Producer Organisations and claim back-ended subsidy on seed processing units and polyhouses through the Kisan Sathi portal.
What is HADP Project 1 on seed and seed multiplication?
Development of Seed and Seed Multiplication Chain in PPP Mode is the first of the 29 projects cleared by the Apex Committee under the all-round Agriculture Development Programme (HADP) of the Agriculture Production Department, Government of Jammu and Kashmir. HADP carries an outlay of Rs 5,013 crore over five years and was dedicated to the nation on 7 March 2024.
The project exists because Jammu and Kashmir has historically imported a large share of its quality seed. HADP Project 1 answers that by building every link of the chain inside the union territory: breeder and foundation seed from the department and the two farm universities, certified seed from registered private growers, processing and branding at seed market hubs, and storage at community seed banks.
What the project does, according to the HADP implementation guidelines
- A one-time revolving fund is given to the State Agricultural Universities and the Department of Agriculture, Jammu and Kashmir, to produce breeder and foundation seed and complete the multiplication chain.
- Certified Seed Producers (CSPs), farmers and agripreneurs in PPP mode: are created as per the Indian Seed Certification Working Manual 2021.
- Seed Producing Organisations (SPOs); private seed companies and bodies such as NSC, the State Seeds Corporation and FPOs; are brought in through MoUs executed with the department.
- Seed market hubs, meaning seed processing units with labelling, branding and e-marketing, are established under Sub Mission on Seed and Planting Material (SMSP) norms read with the Digital Agriculture Mission.
- In-situ conservation and community seed banks, four conservation sites identified with SKUAST, and a community seed bank at every block under the Seed Village Programme.
- Capacity development: training run by the Department of Agriculture with SKUAST under ATMA guidelines.
Who is eligible for HADP Project 1?
You can register or claim assistance if:
- You are a resident of Jammu and Kashmir with cultivable land, held on ownership or on a registered lease, on which a seed crop can be raised.
- You are willing to have the seed crop inspected and certified by the Seed Certification Agency. Incentivised rates are paid only after certification.
- You are an organisation — a private seed company, FPO, cooperative, SHG or society, willing to execute an MoU with the Agriculture Production Department for certified seed production in PPP mode.
- You can meet the beneficiary share on capital items such as a seed processing unit or polyhouse, from own funds or from a bank loan.
You cannot apply, or are not eligible, if:
- You have already availed the same benefit under another scheme or programme. HADP rules bar duplication of activities outright.
- You are not a resident of Jammu and Kashmir; HADP is a union territory CAPEX programme and does not extend outside it.
- You want a credit-linked case processed offline. The HADP overview states plainly that no offline credit-linked case shall be accepted; the head of department sponsors the case to the bank branch only through Kisan Sathi.
- Your seed crop fails certification. Incentivised rates under this project are tied to certification, not to sowing.
Note also that the revolving fund, the in-situ conservation sites and the community seed banks are institutional components. An individual farmer cannot apply for a personal cash benefit against those heads; they are executed by the department, SKUAST and block-level institutions.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | For Kisan Sathi registration and DBT |
| Land record (fard/girdawari) | Yes | Proof of the land used for seed production or the unit site |
| Bank passbook | Yes | Subsidy is back-ended through DBT or into the loan account |
| Detailed Project Report | Yes | For seed processing units and polyhouses; use the portal's DPR Generator |
| PAN card | No | Required by banks for credit-linked cases |
| Registration certificate | No | For SPOs: company, FPO, cooperative or society papers |
How to apply for HADP Project 1
- Open the Kisan Sathi portal at hadp.jk.gov.in and select Register to create an applicant account using your mobile number and Aadhaar details.
- Log in and open Project 1 to Development of Seed and Seed Multiplication Chain in PPP Mode, then pick the activity you want: Registration of CSP (Individual), Registration of CSP (Organisational), Establishment of Seed Processing Unit, or Establishment of Polyhouses.
- Fill the application form with your land details, proposed seed crop and variety, and the capacity of the unit you intend to build.
- Use the portal's DPR Generator to prepare the project report where the activity is a capital unit, and upload it with your Aadhaar, land record and bank passbook.
- Submit the form and note the application reference number shown on screen.
- If you need bank credit, the head of department sponsors your case electronically to your bank branch. The bank may ask for extra documents or a revised DPR under RBI norms.
- Complete the physical work, then wait for the departmental committee's verification visit. Subsidy is released back-ended after the committee reports satisfactory progress.
How to apply offline or with help
- Visit your nearest Kisan Khidmat Ghar (KKG). More than 2,000 of these single-window, IT-enabled centres operate across the panchayat network of Jammu and Kashmir.
- Ask the KKG operator to create your Kisan Sathi profile and file the application on your behalf.
- Alternatively, approach your Chief Agriculture Officer or the Zonal Agriculture Officer for the district, who can guide you through CSP registration and the certification process.
Remember that even when a KKG or an officer helps you, the application itself is filed online. Credit-linked HADP cases are never accepted on paper.
How much money does HADP Project 1 provide?
HADP Project 1 does not publish a single flat cash amount. The implementation guidelines say assistance follows the norms of the parent central missions:
- Seed processing units and seed market hubs follow SMSP norms read with the Digital Agriculture Mission.
- Incentivised rates to CSPs and SPOs are paid from the CAPEX budget as detailed in the project's rolling plan, and only after the Seed Certification Agency certifies the seed.
- Training follows ATMA norms.
Across HADP as a whole, subsidy is back-ended in every case. For credit-linked units the repayment period is up to eight years, five years for loans below Rs 2 lakh, with a three-year lock-in on the subsidy.
How do I check my application status?
- Log in to hadp.jk.gov.in with the mobile number you registered.
- Open the applicant dashboard, where each application shows its current stage; submitted, under verification, sponsored to bank, sanctioned or released.
- For a subsidy that has been sanctioned but not credited, check that your bank account is Aadhaar-seeded and active, because DBT fails on a dormant account.
Why HADP applications get rejected
- Duplication. The applicant has already taken the same activity under another scheme. This is the single most common ground for rejection.
- Land record mismatch between the fard and the Aadhaar name.
- No DPR or a weak DPR for a capital unit such as a seed processing plant.
- Seed crop not certified, which removes the basis for the incentivised rate.
- Bank rejection of the credit component, where collateral or repayment capacity does not meet RBI norms.
- Work not started within the timeline, so the verification committee cannot report progress and the back-ended subsidy cannot be released.
Where do I raise a complaint?
- Use the Grievance link on hadp.jk.gov.in to lodge a complaint against a pending or rejected HADP application, and Grievance Status to track it.
- Contact the Agriculture Production Department at 0191-2505201 (Jammu) or by email at devagri-jk@jk.gov.in.
- Escalate an unresolved case through the district's Chief Agriculture Officer or the Mission Directorate, HADP.
No agent or consultant is authorised to charge you for "getting your HADP application approved". Registration on Kisan Sathi is free, and Kisan Khidmat Ghars are set up precisely so that farmers do not need a middleman.

Frequently asked questions
What is HADP Project 1 on seed and seed multiplication?
HADP Project 1 builds a complete seed multiplication chain in Jammu and Kashmir in public-private-partnership mode, from breeder and foundation seed produced by the department and SKUAST to certified seed grown by registered private producers. It is one of 29 projects approved under the Rs 5,013 crore Holistic Agriculture Development Programme.
Who can register as a Certified Seed Producer under HADP?
Any farmer or agripreneur in Jammu and Kashmir can register as a Certified Seed Producer (CSP), individually or as an organisation. The implementation guidelines state that CSPs are created as per the Indian Seed Certification Working Manual 2021, and incentivised rates are paid after the seed crop is certified by the Seed Certification Agency.
How is the subsidy paid under HADP Project 1?
Subsidy is back-ended in every case. Where no bank credit is involved it is released through DBT after the department confirms substantial physical progress; where the unit is credit-linked, the subsidy is credited to the loan account with a three-year lock-in period.
Can I apply for more than one HADP activity?
Yes. HADP rules allow an applicant to apply for more than one activity within a project and across different projects, provided there is no duplication — anyone who has already taken the same benefit under another scheme or programme is not eligible for it again under HADP.
Where do I apply for the seed processing unit or polyhouse?
Applications are filed online on the Kisan Sathi portal at hadp.jk.gov.in under Project 1, which carries four separate forms — CSP registration (individual), CSP registration (organisational), seed processing unit and polyhouse. No offline credit-linked HADP case is accepted.
What is a Seed Producer Organisation under this project?
A Seed Producer Organisation (SPO) is a private seed company or body such as NSC, the State Seeds Corporation or an FPO that signs an MoU with the Agriculture Production Department to produce certified seed in PPP mode. SPOs are paid incentivised rates from the CAPEX budget after certification.
What are community seed banks under HADP Project 1?
Community seed banks are village-level seed stores to be set up at every block under the Seed Village Programme guidelines, alongside four in-situ conservation sites identified jointly by the Department of Agriculture and SKUAST across the Jammu and Kashmir divisions.
