Farm Mechanization and Automation (HADP Project 9)
Jammu and Kashmir state government scheme
Farm Mechanization and Automation is Project 9 of Jammu and Kashmir's Rs 5,013 crore Holistic Agriculture Development Programme. Farmers, FPOs, SHGs and cooperatives can claim subsidy on individual farm machinery, on Custom Hiring Centres and on Farm Machinery Banks under SMAM norms, through three separate application forms on the Kisan Sathi portal at hadp.jk.gov.in.
What is HADP Project 9 on farm mechanisation?
Farm Mechanization and Automation, listed in the implementation guidelines as Farm Mechanization for Resource Use Efficiency in Hill Agriculture, is the ninth of the 29 projects cleared under the all-round Agriculture Development Programme (HADP) of the Agriculture Production Department, Government of Jammu and Kashmir. HADP carries an outlay of Rs 5,013 crore over five years.
The problem this project addresses is structural. Jammu and Kashmir's average holding is small and often terraced, fragmented across slopes where full-size tractors cannot work. Buying a machine outright rarely pays for a farmer with a few kanals. The result has been chronic dependence on hired labour at peak sowing and harvest, precisely when labour is scarcest and dearest.
HADP Project 9 answers this in two ways at once. It subsidises machinery for individual farmers who can justify ownership, and it funds shared ownership models, Custom Hiring Centres and Farm Machinery Banks, so that farmers with small holdings can rent hill-suitable equipment instead of buying it.
The components, per the HADP implementation guidelines
| Component | Governing guidelines |
|---|---|
| Improved mechanisation level and farm power | SMAM |
| Infrastructure development, machinery, implements and equipment | SMAM |
| Custom Hiring Centres | SMAM, with FPO/SHG/JLG/cooperative preference |
| Farm Machinery Banks | SMAM, with FPO/SHG/JLG/cooperative preference |
| AI and precision centres | Digital Agriculture Mission, with group preference |
| Capacity building | RKVY |
Who is eligible for HADP Project 9?
You can seek assistance if:
- You are a resident cultivator of Jammu and Kashmir with land recorded in your name or held on registered lease.
- You want an individual machine or implement suited to your holding: power tiller, rotavator, seed drill, thresher, sprayer, weeder or similar.
- You are an FPO, SHG, Joint Liability Group or cooperative proposing a Custom Hiring Centre or a Farm Machinery Bank. These groups are given explicit preference under the guidelines.
- You are an SC, ST, small, marginal or woman farmer, SMAM norms provide a higher rate of assistance for these categories.
- You can meet the beneficiary share, from your own funds or from a bank loan sponsored through the portal.
You cannot apply, or are not eligible, if:
- You have already availed the same machine or unit under SMAM, RKVY or any other scheme. HADP prohibits duplication of activities in plain terms.
- You are not resident in Jammu and Kashmir.
- You buy a machine that is not of an approved specification or not from an approved manufacturer or dealer, in which case the invoice will not be accepted against the cost norm.
- You want a credit-linked case handled offline. The HADP overview states that no offline credit-linked case shall be accepted; the head of department sponsors cases to the bank only through Kisan Sathi.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Kisan Sathi registration and DBT |
| Land record (fard/girdawari) | Yes | Establishes cultivator status and holding size |
| Bank passbook | Yes | Back-ended subsidy credit |
| Quotation or invoice | Yes | Checked against the approved specification and cost norm |
| Detailed Project Report | No | For CHCs, Farm Machinery Banks and credit-linked cases |
| FPO/SHG/cooperative registration | No | For group applications and preference |
| Caste certificate | No | For the higher SC/ST rate under SMAM norms |
How to apply for HADP Project 9
- Register on the Kisan Sathi portal at hadp.jk.gov.in using your mobile number and Aadhaar details.
- Log in and open Project 9 — Farm Mechanization and Automation.
- Select the right form: Application for availing Farm Machinery if you are an individual farmer, Application for Establishment of Custom Hiring Center, or Application for Establishment of Farm Machinery Banks.
- Enter your holding size, the machine or the mix of machines proposed, and the village and block where they will operate.
- Attach a quotation from an approved dealer for each machine, and for a CHC or Farm Machinery Bank prepare a DPR using the portal's DPR Generator setting out the machinery mix, expected hiring days and revenue.
- Upload Aadhaar, land record, bank passbook and the caste certificate if you are claiming the higher rate, then submit and note the reference number.
- If credit is required, the case is sponsored electronically to your bank branch; the bank may seek additional documents or a revised DPR under RBI norms.
- Buy and install the machinery after sanction, then let the departmental committee physically verify it. Subsidy is released back-ended through DBT, or into the loan account with a three-year lock-in.
How to apply with offline help
- Visit a Kisan Khidmat Ghar in your panchayat and ask the operator to file the mechanisation form on Kisan Sathi for you.
- Speak to your block agriculture officer before choosing a machine. Hill agriculture in Jammu and Kashmir needs compact, low-horsepower equipment that can work terraces; a machine bought for plains conditions will underperform regardless of the subsidy.
- Small farmers who cannot justify ownership should ask the block office to be linked to an existing Custom Hiring Centre rather than apply for a machine.
How much assistance is available?
HADP Project 9 does not publish its own rate card; it applies SMAM (Sub Mission on Agricultural Mechanization) norms, which fix an indicative cost for each machine and a percentage of assistance that differs by category, with a higher share for SC, ST, small, marginal and women farmers. The applicable rate for your machine is shown against the activity on the Kisan Sathi form when the window opens. AI and precision centres follow Digital Agriculture Mission norms, and training follows RKVY norms.
Two HADP-wide rules apply regardless of the machine:
- Subsidy is back-ended only, released after the department verifies the purchase and installation.
- Credit-linked cases carry a three-year lock-in, with a repayment period of up to eight years, and five years for loans below Rs 2 lakh.
How do I check my application status?
- Log in at hadp.jk.gov.in with your registered mobile number.
- The applicant dashboard shows each application's stage; submitted, under verification, sponsored to bank, sanctioned or released.
- If a sanction shows but no money has arrived, confirm your bank account is active and Aadhaar-seeded, because DBT fails on dormant accounts.
Why mechanisation applications get rejected
- Duplication, the same machine already availed under SMAM or another scheme, which is the commonest ground for rejection.
- Machine outside the approved specification, or bought from a dealer not on the approved list.
- Purchase before sanction, where the invoice date precedes the approval.
- Holding size mismatch; asking for equipment plainly disproportionate to the recorded land.
- Weak CHC business plan, where the projected hiring days do not support the machinery mix proposed.
- Bank refusal of the credit component on a high-value tractor or harvester.
Where do I raise a complaint?
- Use the Grievance link on hadp.jk.gov.in and track it under Grievance Status.
- Contact the Agriculture Production Department at 0191-2505201 (Jammu) or devagri-jk@jk.gov.in.
- Escalate through your district's Chief Agriculture Officer or the Mission Directorate, HADP.
Registration and application on Kisan Sathi are free. No dealer or agent is authorised to charge a fee for "arranging" a subsidised machine, and any dealer demanding a payment beyond the invoice should be reported through the grievance route.

Frequently asked questions
What does HADP Project 9 fund?
HADP Project 9 funds farm mechanisation in Jammu and Kashmir — individual machinery and implements, Custom Hiring Centres, Farm Machinery Banks, AI and precision agriculture centres, and capacity building. It is one of 29 projects under the Rs 5,013 crore Holistic Agriculture Development Programme.
Which forms are open under Project 9 on Kisan Sathi?
Three forms are listed — establishment of a Custom Hiring Centre, establishment of a Farm Machinery Bank, and availing farm machinery as an individual. All are filed online at hadp.jk.gov.in.
Which guidelines decide the subsidy rate?
SMAM (Sub Mission on Agricultural Mechanization) guidelines decide assistance on machinery, infrastructure, Custom Hiring Centres and Farm Machinery Banks. AI and precision centres follow Digital Agriculture Mission guidelines, and capacity building follows RKVY guidelines.
Who gets preference for a Custom Hiring Centre?
Farmer Producer Organisations, Self Help Groups, Joint Liability Groups and cooperatives are given preference for Custom Hiring Centres, Farm Machinery Banks and AI and precision centres, as stated in the HADP implementation guidelines.
Can I buy the machine before the subsidy is sanctioned?
Subsidy under HADP is back-ended in every case, so the beneficiary effectively pays first and is reimbursed after verification. Buying before sanction is risky, because an unsanctioned purchase or a machine outside the approved specification will not be reimbursed.
Is a Custom Hiring Centre only for tractors?
No. A Custom Hiring Centre holds a mix of machinery suited to the local cropping pattern — power tillers, rotavators, seed drills, threshers, sprayers, harvesters and post-harvest equipment — and rents them to farmers whose holdings are too small to justify ownership.
Who cannot apply under HADP Project 9?
Anyone who has already availed the same machine or unit under SMAM, RKVY or another scheme is not eligible, since HADP bars duplication of activities. Applicants from outside Jammu and Kashmir are also not covered, and no offline credit-linked case is accepted.
