What is HADP Project 3 on vegetables and exotic vegetables?

Promotion of Vegetables and Exotic Vegetables under Open and Hi-Tech Protected Cultivation is the third of the 29 projects cleared under the all-round Agriculture Development Programme (HADP) by the Agriculture Production Department, Government of Jammu and Kashmir. HADP carries an outlay of Rs 5,013 crore over five years and covers agriculture, horticulture, livestock and allied sectors through a single online window.

Jammu and Kashmir has an unusual advantage in vegetables: its temperate summer lets it supply the plains exactly when plains production collapses in the heat. The constraint has never been demand. It has been the short growing window, the lack of protected structures that would stretch that window at both ends, and the near-absence of local production of exotic vegetables that hotels and urban retail otherwise fly in from outside.

HADP Project 3 addresses all three. It funds five components, each governed by the norms of a parent central mission:

  • Promotion of exotic and high value crops, MIDH guidelines.
  • Infrastructure development and hi-tech greenhouses, MIDH guidelines, with FPOs, SHGs, Joint Liability Groups and cooperatives given preference.
  • Polyhouses, MIDH guidelines, with the same group preference.
  • Drip irrigation and micro-irrigation, PMKSY (Pradhan Mantri Krishi Sinchayee Yojana) guidelines, again with group preference.
  • Exotic and high value crop seed: SMSP (Sub Mission on Seed and Planting Material) guidelines, with group preference.

On the Kisan Sathi portal the project is broken into three application forms: open field vegetable production, hi-tech protected cultivation of vegetable crops, and low cost protected cultivation of vegetable crops.

Who is eligible for HADP Project 3?

You can seek assistance if:

  • You are a resident of Jammu and Kashmir cultivating vegetables, or intending to start, on land you own or hold on registered lease.
  • You have an assured water source for the plot, which matters particularly for the drip and micro-irrigation component under PMKSY norms.
  • You are an FPO, SHG, Joint Liability Group or cooperative. These are given explicit preference for greenhouses, polyhouses, drip systems and exotic seed.
  • You can meet the beneficiary share of the unit cost, from own funds or from a bank loan sponsored through the portal.

You cannot apply, or are not eligible, if:

  • You have already availed the same activity under MIDH, PMKSY, RKVY or any other scheme. HADP explicitly bars duplication of activities.
  • You are not resident in Jammu and Kashmir.
  • You cannot show clear title or a registered lease over the plot on which the structure is to be erected. A polyhouse is a fixed asset and the department will not release subsidy on disputed land.
  • You want a credit-linked case processed offline. The HADP overview states that no offline credit-linked case shall be accepted; the head of department sponsors cases to banks only through Kisan Sathi.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Kisan Sathi registration and DBT
Land record (fard/girdawari) Yes Title or registered lease over the plot
Bank passbook Yes Back-ended subsidy credit
Detailed Project Report No Required for hi-tech greenhouses and credit-linked cases
Water source proof No For drip and micro-irrigation components
FPO/SHG registration No For group applications
PAN card No Required by banks on credit-linked cases

How to apply for HADP Project 3

  1. Open the Kisan Sathi portal at hadp.jk.gov.in and click Register to create an applicant account with your mobile number and Aadhaar details.
  2. Log in and select Project 3 — Promotion of Vegetables / Exotic Vegetables under Open and Hi-Tech Protected Cultivation.
  3. Choose the right form for what you intend to build or grow: Open Field Vegetable Production, Low Cost Protected Cultivation of Vegetable Crops, or Hi-Tech Protected Cultivation of Vegetable Crops.
  4. Enter the plot details, the proposed structure size in square metres, the crops planned, and whether you also want drip irrigation.
  5. Prepare a DPR using the portal's DPR Generator if the activity is a hi-tech greenhouse or if you need credit, and upload it with your Aadhaar, land record and bank passbook.
  6. Submit the application and note the reference number displayed.
  7. If credit is required, your case is sponsored electronically by the head of department to your bank branch; the bank may seek further documents under RBI norms.
  8. Erect the structure, then let the departmental committee inspect it. Subsidy is released back-ended by DBT after a satisfactory verification report.

How to apply with offline help

  1. Visit your nearest Kisan Khidmat Ghar, the panchayat-level single-window centre set up under HADP. Over 2,000 of these operate across Jammu and Kashmir.
  2. Ask the operator to create your Kisan Sathi account and file the vegetable or protected-cultivation form for you.
  3. Speak to the Zonal Agriculture Officer first if you are unsure whether your area is suitable for a hi-tech greenhouse, snow load, aspect and water availability all decide the right structure in Kashmir valley conditions.

How much assistance is available?

Assistance under HADP Project 3 is not a single flat rate. It follows the cost norms and percentage shares of the parent mission:

  • Hi-tech greenhouses and polyhouses: MIDH cost norms per square metre, with the assisted area capped as fixed in the year's action plan.
  • Drip and micro-irrigation: PMKSY (Per Drop More Crop) norms, which carry a higher share for small and marginal farmers.
  • Exotic and high-value seed; SMSP norms.

Two HADP-wide rules always apply. Subsidy is back-ended only, released after verified progress. And on credit-linked cases the subsidy sits in the loan account with a three-year lock-in, repayment running up to eight years, or five years for loans under Rs 2 lakh.

How do I check my application status?

  1. Log in at hadp.jk.gov.in with your registered mobile number.
  2. Open the applicant dashboard, which shows each application at its current stage; submitted, under verification, sponsored to bank, sanctioned or released.
  3. Where a sanction shows but no money has arrived, verify that your bank account is active and Aadhaar-seeded.

Why protected cultivation applications get rejected

  • Duplication. A polyhouse or drip system already availed under MIDH or PMKSY.
  • Disputed or unrecorded land, or a name mismatch between fard and Aadhaar.
  • No assured water source for the drip irrigation component.
  • Structure not erected to specification, so the inspecting committee cannot certify it. Polyhouse dimensions and materials must match the approved design.
  • Bank rejection of the credit component on a hi-tech greenhouse, which carries a large unit cost.
  • Incomplete DPR for hi-tech structures.

Where do I raise a complaint?

  • Use the Grievance link on hadp.jk.gov.in, then track it under Grievance Status.
  • Call the Agriculture Production Department at 0191-2505201 (Jammu) or write to devagri-jk@jk.gov.in.
  • Escalate through your district's Chief Agriculture Officer or the Mission Directorate, HADP.

Kisan Sathi registration is free, and the Kisan Khidmat Ghar network exists so that no grower needs to pay an agent to file a HADP application.

Frequently asked questions

What does HADP Project 3 cover?

HADP Project 3 covers vegetable and exotic vegetable production in Jammu and Kashmir under both open field and protected cultivation, funding hi-tech greenhouses, polyhouses, drip and micro-irrigation, and seed of exotic and high-value crops. It is one of 29 projects under the Rs 5,013 crore Holistic Agriculture Development Programme.

Which forms are available under HADP Project 3?

Three forms are listed on the Kisan Sathi portal — open field vegetable production, hi-tech protected cultivation of vegetable crops, and low cost protected cultivation of vegetable crops. You choose the one that matches the structure or crop you plan.

Who gets preference for polyhouses under HADP?

Farmer Producer Organisations, Self Help Groups, Joint Liability Groups and cooperatives are given preference for hi-tech greenhouses, polyhouses, drip irrigation and exotic seed, as stated in the HADP implementation guidelines. Individual growers remain eligible.

Which norms decide how much subsidy I get on a polyhouse?

MIDH (Mission for Integrated Development of Horticulture) norms decide assistance on greenhouses and polyhouses, PMKSY norms apply to drip and micro-irrigation, and SMSP norms apply to exotic and high-value crop seed.

Is the subsidy paid before or after I build the structure?

After. HADP subsidy is back-ended in every case — it is released by DBT only after the departmental committee verifies substantial physical progress, or into the loan account with a three-year lock-in where the case is credit-linked.

Can I apply for a polyhouse and drip irrigation together?

Yes. HADP rules allow an applicant to apply for more than one activity in a project, provided the same benefit has not already been availed elsewhere. Duplication of an activity is not permitted.

What are exotic vegetables under this project?

Exotic vegetables are high-value crops not traditionally grown in Jammu and Kashmir but suited to its temperate climate, such as broccoli, lettuce, coloured capsicum, celery, cherry tomato and zucchini, grown mostly under protected structures for premium urban and hotel markets.
