What is a trade licence in Jammu and Kashmir, and who issues it?

A trade licence in Jammu and Kashmir is permission from the urban local body for a named person to carry on a named trade at a named premises, and in practice it comes bundled with trade tax. The recurring municipal levy on that trade. The granting authority is the municipal corporation, municipal council or municipal committee covering the address, under the Union Territory's Housing and Urban Development Department.

Jammu and Kashmir has two municipal corporations, Srinagar and Jammu, and a large number of municipal councils and committees for the smaller towns. There is no single Union Territory-wide trade licence portal covering all of them, which is the practical fact most applicants need first: you deal with your own municipal body.

Srinagar is the most digitised. Srinagar Municipal Corporation runs a dedicated trade tax portal at smctradetax.jk.gov.in, which SMC describes as the place to pay trade tax, view tax details and download payment receipts online. The portal carries a "Register New Trade" route for a business registering for the first time, a "Pay Tax" route through citizen login for existing traders, and a separate departmental login for SMC officials.

Srinagar also runs a separate vending licence route on the Jansugam services platform at jansugam.jk.gov.in, for street vending rather than fixed premises. Jansugam is a ServicePlus-based e-service platform, and its own documentation classes trade licences as a regulatory service, meaning the municipal officer exercises judgement on the grant, unlike a birth certificate which is issued as of right.

Who can and who cannot apply?

You can apply for a Jammu and Kashmir trade registration if you carry on, or intend to carry on, a trade at a premises inside a municipal corporation, council or committee area, and you can document that premises. Individuals, partnership firms and companies are all eligible. There is no income limit, no caste criterion and no age bar. This is a regulatory permission and a tax registration attached to premises, not a welfare benefit, so the eligibility tests behind J&K's income and category certificates do not apply here.

You cannot apply on Srinagar's portal for a premises outside Srinagar Municipal Corporation's limits. A business in Jammu, Anantnag, Baramulla or any other town is not eligible there and must approach its own municipal body. A premises in a rural panchayat area is also not eligible for a municipal trade registration at all; ask the halqa panchayat which permission applies before paying anything.

Street vendors without fixed premises are not eligible for the fixed-premises trade registration; in Srinagar the vending licence on jansugam.jk.gov.in is the route that fits them.

What documents are required?

The J&K trade registration file is built around identity, the premises and the municipal dues position of that premises:

  • Identity proof of the person the registration will be in.
  • Proof of the trade premises, ownership papers, or a rent or lease agreement with the owner's no-objection.
  • A working mobile number for the citizen login on the portal.
  • Proof of constitution, partnership deed or incorporation certificate, for a firm or company.
  • FSSAI registration or licence for any food-handling trade.
  • The latest municipal dues or property tax receipt for the premises.
  • The payment receipt downloaded from the portal, or the stamped counter receipt.

Keep originals at the shop. Municipal staff may inspect the premises, and producing the tenancy papers on the first visit is what shortens the file most.

How to apply for a trade licence in Srinagar online

  1. Open smctradetax.jk.gov.in. This is Srinagar Municipal Corporation's own trade tax portal, reachable from the SMC website at smcsrinagar.jk.gov.in.
  2. Choose "Register New Trade" if the business has never been registered with SMC. Existing traders instead use the citizen login and the "Pay Tax" route.
  3. Enter the trade and premises details — the applicant's name exactly as on the identity document, the complete shop address with the ward, and the trade category. The category is what drives the trade tax assessment, so it must match what the business actually does.
  4. Complete the citizen login registration with a mobile number you hold, since the registration details and receipts come back through it.
  5. Pay the assessed trade tax and fee on the portal, and download the payment receipt. The portal provides receipt downloads specifically so you have proof.
  6. Attend the SMC inspection if one is scheduled, with the originals available at the shop.
  7. Keep the registration current by returning to the "Pay Tax" route each period, rather than letting arrears build against the premises.

How to apply offline at your municipal body

  1. Go to the office of the municipal corporation, council or committee covering the premises. For Srinagar this is SMC at Karan Nagar, Srinagar.
  2. Ask at the trade tax or licensing section for the trade registration application and submit it with the document set and originals.
  3. Pay the assessed amount at the counter and collect a stamped receipt carrying the registration or file number: never leave without one.
  4. Follow up on the same number, or on SMC's published numbers 0194-2474499 and 0194-2470465, and collect the licence when granted.

How do you check the status of a J&K trade registration?

For Srinagar, log in to smctradetax.jk.gov.in with the citizen account used to register, where SMC provides the facility to view tax details and download payment receipts. That view is also the practical status check. A registration that shows an assessment and a paid receipt is live.

For any other municipal body, the licensing or trade tax section of that office is the place to ask, because there is no common Union Territory-wide status tracker for this service. SMC additionally publishes the email commissioner-smc@jk.gov.in for matters that the counter has not resolved.

Why do trade licence applications get held up in Jammu and Kashmir?

  • The premises falls outside the municipal body applied to, a very common error given how many councils and committees the UT has.
  • The premises is in a rural panchayat area, where the municipal route does not apply.
  • The trade category declared does not match the business actually run, so the trade tax assessment is wrong.
  • Municipal dues or trade tax arrears are outstanding against the premises.
  • The rent or lease document is expired or carries no owner's no-objection.
  • A food business applied without FSSAI registration.
  • A street vendor applied for a fixed-premises registration instead of the vending licence.

What does it cost, and what about agents?

Jammu and Kashmir's municipal bodies set the trade tax and licence fee by the trade and the premises, and the amount the portal assesses for your own registration, or the amount printed on the municipal counter receipt, is the entire government charge. Nothing further is payable to any clerk, inspector or facilitator.

Because the Srinagar portal lets you download your own payment receipts, you always have documentary proof of what SMC actually charged. Keep it. Agents who promise a trade licence "arranged" for a lump sum are selling a queue position that does not exist. The file reaches the same municipal officer whoever brings it. If anyone demands money beyond the assessed amount, take it to the Commissioner of Srinagar Municipal Corporation on 0194-2474499 or commissioner-smc@jk.gov.in, or to the equivalent head of your own municipal council or committee.

Documents required

Proof of identity of the applicant
A government photo identity document in the name of the person the licence will be registered to. The trade registration is in a named person's name.
Proof of the trade premises
Ownership documents, or the rent or lease agreement with the owner's no-objection, for the exact shop or business address. The registration attaches to that premises.
Mobile number for the citizen login
The Srinagar trade tax portal works on a citizen login. The registered number carries the trade registration details and the payment receipts.
Proof of constitution of the businessoptional
Partnership deed, certificate of incorporation or equivalent, where a firm or company registers the trade rather than an individual.
FSSAI registration or licenceoptional
Required for any trade handling food — bakeries, restaurants, wazwan caterers, grocery. FSSAI is a separate central regulator and the municipal licence does not replace it.
Property tax or municipal dues receipt for the premisesoptional
Municipal bodies commonly check that the premises is clear of municipal dues before granting or renewing a trade registration.
Payment receipt downloaded from the portal
The Srinagar trade tax portal lets you view tax details and download payment receipts online. Keep the receipt — it is proof of what the municipality actually charged.

Frequently asked questions

Who issues a trade licence in Jammu and Kashmir?

The urban local body — the municipal corporation, municipal council or municipal committee covering the premises — grants it, under the Housing and Urban Development Department of the Union Territory. What is the Srinagar Municipal Corporation contact number?

Srinagar Municipal Corporation publishes +91-194-2474499 and 0194-2470465, with the email commissioner-smc@jk.gov.in, and its office at Karan Nagar, Srinagar. Use these for anything about a trade registration already filed.

Is a street vending licence the same as a trade licence in J&K?

No — they are separate permissions. Srinagar Municipal Corporation routes its vending licence through the Jansugam services platform at jansugam.jk.gov.in, while trade registration for a shop premises runs through smctradetax.jk.gov.in. A street vendor without fixed premises needs the vending licence, not the trade registration.

What does a trade licence cost in Jammu and Kashmir?

The municipal body sets the trade tax and licence fee by the trade and the premises rather than one Union Territory-wide amount, and the portal shows the exact figure for your own registration. Pay only what the portal or the municipal counter receipt shows.

What if my business is not in Srinagar?

Apply to the municipal corporation, council or committee covering your own town — Jammu Municipal Corporation for Jammu, and the local council or committee elsewhere. The Srinagar trade tax portal covers Srinagar Municipal Corporation's area only.

Is a trade licence the same as a Shops and Establishments registration?

No — the municipal trade registration is permission to run the trade at that premises, while shops and establishments registration is a labour-side registration about employment conditions. A food business needs FSSAI on top of both.

Does the trade registration have to be renewed?

Yes — trade tax is a recurring municipal levy, which is why the Srinagar portal's main citizen function is "Pay Tax" with downloadable receipts rather than a one-time registration. Keep the registration current or the arrears accumulate against the premises.
