What is HADP Project 4 on agricultural marketing?

Strengthening Agri-Marketing System in UT of J&K is the fourth of the 29 projects cleared under the all-round Agriculture Development Programme (HADP) by the Agriculture Production Department, Government of Jammu and Kashmir. HADP runs for five years with an outlay of Rs 5,013 crore.

Jammu and Kashmir's marketing problem is specific and well documented: apple, pear, cherry, saffron and vegetables are produced in short, intense harvest windows on difficult terrain, and the union territory has never had enough cold chain, grading capacity or organised aggregation to hold produce back from a glutted market. HADP Project 4 is the response, and the Directorate of Horticulture, Planning and Marketing, J&K is the lead implementing agency.

What the project covers, per the HADP implementation guidelines

  • Market reforms, implemented by the Directorate of Horticulture, Planning and Marketing after approval by the Executive Council.
  • Infrastructure development: CA stores, grading lines, mini cold stores, reefer vans and pick-up vans, all under MIDH and NHB guidelines, with FPOs and cooperative groups preferred in beneficiary identification.
  • Portable grading lines, given to Rural Business and Service Hubs, FPOs, SHGs and post-harvest entrepreneurs, with unemployed educated technical youth named as a preferred category.
  • Composting units at potential mandis, built in the public sector with the engineering wing and possibly operated in PPP mode.
  • Creation of new mandis, by the Directorate with the district DDC offices.
  • Niche product marketing FPOs, formed and handheld with SKUAST-K and SKUAST-J.
  • Branding through two Agri-Business Centres (ABCs) set up with the two farm universities.
  • Rural Business and Service Hubs (RBSHs), promoted district by district, with FPOs, SHGs, cooperative societies and agriculture, horticulture and allied graduates preferred.
  • Market intelligence, operated by SKUAST-Kashmir as a permanent scheme with annual equal instalments.
  • Digital marketing, possibly in PPP mode.

Who is eligible for HADP Project 4?

You can seek assistance if:

  • You are a resident of Jammu and Kashmir and intend to build or run a post-harvest facility, CA store, cold store, grading line, reefer van or a Rural Business and Service Hub.
  • You are an FPO, SHG or cooperative society. These are explicitly preferred in beneficiary identification for the infrastructure components.
  • You are an agriculture, horticulture or allied graduate, or unemployed educated technical youth, seeking a portable grading line or an RBSH.
  • You are already in the business of post-harvest service management and can demonstrate it.
  • You hold clear title or a registered lease over the site, and can raise the beneficiary share, for an RBSH that is Rs 15 lakh, raisable as a bank loan under the Agriculture Infrastructure Fund with interest subvention.

You cannot apply, or are not eligible, if:

  • You are seeking a new mandi, a composting unit at a mandi, an ABC branding centre or the market intelligence cell. These are institutional components executed by the Directorate of Horticulture, Planning and Marketing and are not open to individual applications.
  • You have already availed the same asset under MIDH, NHB, AIF or another scheme, HADP bars duplication of activities.
  • You are not resident in Jammu and Kashmir.
  • You want a credit-linked case handled offline. No offline credit-linked HADP case is accepted.

How to apply for HADP Project 4

  1. Register on the Kisan Sathi portal at hadp.jk.gov.in using your mobile number and Aadhaar details.
  2. Log in and open Project 4 to Strengthening Agri-Marketing System in UT of J&K.
  3. Select the form you need: CA/Cold stores, HiTech/portable grading lines, FPO, Reefer Vans/Pick-up Vans, or Creation of Rural Business and Service Hubs (RBSHs).
  4. Prepare a Detailed Project Report using the portal's DPR Generator, giving capacity, site, machinery, cost and the means of financing.
  5. Upload the DPR along with Aadhaar, site papers, bank passbook and, where you are claiming preference, your degree or FPO registration certificate.
  6. Submit and record the application reference number.
  7. Where credit is needed, the head of department sponsors the case electronically to your bank branch; the bank may seek additional documents or a revised DPR under RBI norms.
  8. Build the facility and let the departmental committee verify it. Subsidy is released back-ended — by DBT if unfinanced, or into the loan account with a three-year lock-in if financed.

How to apply with offline help

  1. Go to a Kisan Khidmat Ghar in your area and ask the operator to file the application on Kisan Sathi for you.
  2. For cold chain and grading proposals, meet the Chief Horticulture Officer or the district officer of the Directorate of Horticulture, Planning and Marketing before filing, so the capacity you propose matches the cluster's actual arrivals.
  3. FPOs should approach their Cluster Based Business Organisation for help with the DPR before submitting.

How much assistance does HADP Project 4 provide?

  • Rural Business and Service Hubs to 50 per cent from UT CAPEX and 50 per cent, fixed at Rs 15 lakh, from the beneficiary, who may raise it through a bank under the Agriculture Infrastructure Fund and receive interest subvention.
  • CA stores, mini cold stores, grading lines, reefer and pick-up vans; as per MIDH and NHB norms, with the level of assistance for portable grading lines fixed in the project budget.
  • Composting units, new mandis, ABCs and market intelligence to 100 per cent in the public sector.

Across HADP, subsidy is back-ended only. Credit-linked cases carry a three-year lock-in, a repayment period of up to eight years, and five years for loans below Rs 2 lakh. Collateral is as per RBI directions or the norms of the dovetailed credit scheme.

How do I check my application status?

  1. Log in at hadp.jk.gov.in with your registered mobile number.
  2. The applicant dashboard shows each application's stage, submitted, under verification, sponsored to bank, sanctioned or released.
  3. For a sanctioned but uncredited amount, first confirm the bank account is active and Aadhaar-seeded.

Why marketing infrastructure applications get rejected

  • Duplication. The same cold store or grading line already funded under MIDH, NHB or AIF.
  • Weak or generic DPR, especially where the projected throughput does not match the cluster's production.
  • Site not in the applicant's name or held on an unregistered lease.
  • Bank refusal on the credit component, since CA stores and RBSHs carry high unit costs and collateral requirements.
  • Applying for an institutional component such as a new mandi, which no individual can be sanctioned.
  • Work not completed to the approved specification at the time of verification, blocking the back-ended release.

Where do I raise a complaint?

  • Lodge it through the Grievance section of hadp.jk.gov.in and track it under Grievance Status.
  • Contact the Agriculture Production Department at 0191-2505201 (Jammu) or devagri-jk@jk.gov.in.
  • Escalate through the Directorate of Horticulture, Planning and Marketing or the Mission Directorate, HADP.

Registration and application on Kisan Sathi are free of charge. Private consultants may be hired to write a DPR, but no one can charge you for the sanction itself.

Frequently asked questions

What does HADP Project 4 fund?

HADP Project 4 funds the marketing side of Jammu and Kashmir agriculture — CA and cold stores, hi-tech and portable grading lines, mini cold stores, reefer and pick-up vans, composting units at mandis, new mandis, niche product marketing FPOs, branding centres, Rural Business and Service Hubs, market intelligence and digital marketing.

How much do I have to contribute for a Rural Business and Service Hub?

The implementation guidelines state a 50:50 split for RBSHs, with the beneficiary share fixed at Rs 15 lakh against a 50 per cent UT CAPEX share. The beneficiary may raise that share as a bank loan under the Agriculture Infrastructure Fund and get interest subvention on it.

Which forms are open under Project 4 on Kisan Sathi?

Five forms are listed — CA and cold stores, hi-tech and portable grading lines, FPO, reefer and pick-up vans, and creation of Rural Business and Service Hubs. All are filed at hadp.jk.gov.in.

Who gets preference for a portable grading line?

Rural Business and Service Hubs, FPOs, SHGs and entrepreneurs already in post-harvest service management get preference, and unemployed educated technical youth are specifically named as a preferred category in the HADP guidelines.

Which department implements HADP Project 4?

The Directorate of Horticulture, Planning and Marketing, J&K is the implementing agency for most components, working with the Directorate of Horticulture, the district DDC offices, SKUAST-Kashmir and SKUAST-Jammu.

Can an individual apply to build a new mandi?

No. Creation of new mandis, composting units at mandis, the two Agri-Business Centres for branding and the market intelligence cell are institutional components executed by the Directorate of Horticulture, Planning and Marketing. Individuals are not eligible to apply for these.

When is the subsidy released?

Subsidy is back-ended in every HADP case. It is released by DBT after the department confirms substantial physical progress, or credited to the loan account with a three-year lock-in where the project is credit-linked.
