What is the PM-USP Special Scholarship Scheme for J&K and Ladakh?

PM-USP Special Scholarship Scheme for Jammu & Kashmir and Ladakh: universally known as PMSSS; is a Government of India scholarship that pays for students domiciled in Jammu and Kashmir or Ladakh to complete a degree or diploma at an institution outside the two union territories. It is a scheme of the Ministry of Education and is implemented by the All India Council for Technical Education (AICTE), which runs the dedicated portal at aicte-jk-scholarship-gov.in. It now sits under the Prime Minister's Uchchatar Shiksha Protsahan (PM-USP) umbrella of higher-education scholarships, which is why the official name on the portal reads "PM-USP SSSJKL".

PMSSS was created to solve a specific problem. Jammu and Kashmir has more Class 12 pass-outs each year than it has seats in professional and general degree colleges within the union territory, and families who could send a child to study in Delhi, Pune, Bengaluru or Chennai often could not afford the fees and the cost of living together. PMSSS answers both halves of that: it reimburses the academic fee to the institution and pays the student an annual maintenance allowance for hostel, food, books and travel.

Two features distinguish PMSSS from an ordinary scholarship:

  • It is tied to studying outside J&K and Ladakh. The scholarship is not available for a course taken at a college inside the union territories.
  • It includes its own admission process. PMSSS does not simply reimburse a student who has independently secured a seat. AICTE runs a counselling and seat allocation cycle on the portal, registration, document verification, choice filling, and then allocation of a seat at a participating institution outside the union territories.

The scheme covers general degree streams, engineering and technology, and medical and other professional courses, with a separate stream for diploma holders. The number of slots and the fee and maintenance ceilings for each category are notified in the PM-USP advertisement issued for that academic year, which the portal publishes alongside the calendar of events; students should read the current year's advertisement for the exact figures rather than rely on an older one, since the caps are revised.

Who is eligible for PMSSS?

You can apply if:

  • You are domiciled in Jammu and Kashmir or in Ladakh and hold a domicile certificate.
  • You have passed Class 12 (HSC) from a recognised board; JKBOSE, CBSE or another — or hold a diploma, and are applying in the corresponding stream.
  • Your annual family income falls within the scheme's slab, the upper boundary declared on the registration portal being Rs 8,00,000.
  • You intend to study at an institution outside Jammu and Kashmir and Ladakh through the scheme's counselling process.
  • You have a bank account in your own name for Direct Benefit Transfer of the maintenance allowance.
  • Where the course requires it, you have registered for the relevant entrance examination, CUET for undergraduate general streams, JEE for engineering, NEET for medical.

Who cannot apply:

  • Students not domiciled in Jammu and Kashmir or Ladakh are not eligible; this is the defining condition of the scheme.
  • Students already availing any other scholarship, including any scheme administered through the National Scholarship Portal, are not eligible. The portal warns that a student found holding two scholarships forfeits the benefit and faces further action.
  • Students who wish to study within Jammu and Kashmir or Ladakh cannot use PMSSS for that course.
  • Students whose family income exceeds the declared slab ceiling are not eligible for the scholarship benefit.
  • Students who miss the registration window for the year cannot be accommodated later. The cycle is calendar-driven and closes on the notified date.
  • Students who do not appear for document verification in the notified window are dropped from the counselling, even if their registration was complete.

What documents are required for PMSSS?

The verification counter checks a compact set: the domicile certificate for J&K or Ladakh, the Class 10 marksheet and certificate, the Class 12 or diploma marksheet, a family income certificate, Aadhaar, bank account details in the student's own name, and a photograph and signature matching the ones uploaded at registration.

Students from JKBOSE need to use the prefix codes published on the portal when entering their roll number, otherwise the result fetch fails. Keep clear scans, since blurred uploads are the most common cause of a document being marked deficient and sent to the re-verification window that the portal opens after the main verification.

How to apply for PMSSS online

PMSSS runs entirely online. The sequence below follows the calendar of events the portal publishes each cycle.

  1. Register on aicte-jk-scholarship-gov.in within the notified registration window, entering your personal details, domicile union territory, family income slab and your CUET, NEET or JEE registration status.
  2. Complete and submit the application, uploading the domicile certificate, Class 10 and Class 12 or diploma marksheets, income certificate, Aadhaar, photograph and signature. Submission has its own deadline, separate from registration opening.
  3. Attend document verification in the window notified for your stream. The portal runs separate verification windows for HSC and diploma candidates, and opens a short re-verification window afterwards for candidates whose documents were found deficient.
  4. Check the provisional merit list when the portal publishes it for your stream, and raise any objection within the time allowed.
  5. Fill your choices during choice-filling counselling, listing the institutions and courses you want in order of preference. This is the step students most often under-prepare for: research the institutions on the list before the window opens, because it is short.
  6. Wait for the seat allocation result, then accept the allotted seat and report to the allotted institution within the reporting window.
  7. Complete the bank mandate so the maintenance allowance can be credited by Direct Benefit Transfer to your own account.

Students who need help with any of these steps can use the facilitation centres that the portal notifies for the Jammu, Kashmir and Ladakh divisions each cycle.

How do I check my PMSSS application and allotment status?

Log in to your account on aicte-jk-scholarship-gov.in. The dashboard shows the state of your registration, whether your documents have been verified or marked deficient, your position on the provisional merit list, your submitted choices, and: once published, your seat allocation.

Watch the notices section on the portal homepage as closely as your dashboard. AICTE publishes extensions, revised calendars, revised college lists and delay notices there. In the 2026-27 cycle, for instance, the portal announced that the seat allocation result was delayed for technical reasons until 11 August 2026, and separately issued instructions for University of Delhi mid-entry admissions and a revised list of nursing colleges for 2026-27.

Why do PMSSS applications fail?

  • Missing the registration or submission deadline. The 2026-27 cycle closed registration and application submission on 27 July 2026 after a final extension, and there is no route in after that.
  • Not attending document verification, or uploading unreadable scans and then missing the re-verification window.
  • Holding another scholarship. The portal explicitly disqualifies students already benefiting from any other scheme, including National Scholarship Portal schemes.
  • Domicile certificate not produced or issued in a form the verification counter does not accept.
  • Income certificate inconsistent with the slab declared at registration.
  • Roll number entered without the correct JKBOSE prefix code, so the board result cannot be fetched.
  • Choice filling left incomplete or done casually, which results in either no allocation or an allocation the student does not want and will not report to.
  • Not reporting to the allotted institution within the reporting window, which forfeits the seat.

Where do I get help with PMSSS?

  • PMSSS helpline: 011-2958-1333 and 011-2958-1338. The portal lists these as operating 10 am to 9 pm Monday to Friday, with additional hours notified from time to time.
  • Technical support: helpdesk1@aicte-india.org, for portal errors, upload failures and login problems.
  • Divisional facilitation centres in Jammu, Kashmir and Ladakh, whose list is published on the portal for each cycle, for in-person help with registration and choice filling.
  • The allotted institution's PMSSS nodal officer, once you have reported, for questions about fee reimbursement and the maintenance allowance credit.

Frequently asked questions

Who can apply for the PMSSS scholarship for J&K and Ladakh?

Students domiciled in Jammu and Kashmir or Ladakh who have passed Class 12 or a diploma and intend to pursue further study at an institution outside the two union territories can apply. Domicile is the fundamental requirement, and the scheme exists specifically to fund study outside J&K and Ladakh.

What is the family income limit for PMSSS?

The scheme's income slabs on the registration portal run from zero up to Rs 8,00,000, with a separate slab for Rs 8,00,001 and above, so annual family income up to Rs 8,00,000 is the operative ceiling for the scholarship benefit. Income is declared at registration and proved by an income certificate at document verification.

Can I take PMSSS along with another scholarship?

No. The PMSSS portal states plainly that students already availing the benefit of any other scholarship scheme, including any scheme on the National Scholarship Portal, are not eligible, and that holding two scholarships leads to forfeiture of the benefit and further action.

Can I use PMSSS to study inside Jammu and Kashmir?

No. PMSSS funds study at institutions outside Jammu and Kashmir and Ladakh. A student who wants to remain at a college inside the union territory should look at the state's own scholarship schemes and the National Scholarship Portal instead.

Is PMSSS an online or offline application?

PMSSS is entirely online at aicte-jk-scholarship-gov.in — registration, document upload, choice filling and seat allocation all happen on the portal. Facilitation centres are notified each year in the Jammu, Kashmir and Ladakh divisions for students who need help with the online steps.

What were the 2026-27 PMSSS dates?

For 2026-27, registration and application submission closed on 27 July 2026 after a final extension, HSC choice filling counselling ran to 3 August 2026, diploma choice filling ran from 24 July to 3 August 2026, and the portal notified that the seat allocation result was delayed for technical reasons until 11 August 2026.

Do I need to have taken CUET, NEET or JEE for PMSSS?

The registration form asks you to declare your CUET, NEET and JEE registration status, and that determines which categories of seats you can be considered for. A medical seat under the scheme requires the relevant medical entrance qualification, exactly as any other medical admission would.

Where do I get help if the PMSSS portal is not working?

Call the PMSSS helpline on 011-2958-1333 or 011-2958-1338, which the portal lists as operating from 10 am to 9 pm Monday to Friday, or write to helpdesk1@aicte-india.org for technical problems. Divisional facilitation centres are also notified each cycle.
