State Marriage Assistance Scheme (SMAS) for Poor Girls, Jammu and Kashmir
Jammu and Kashmir state government scheme
The State Marriage Assistance Scheme pays a one-time grant of Rs 75,000 to a marriageable girl from an AAY ration card family in Jammu and Kashmir, and Rs 50,000 to a girl from a PHH ration card family. Applications go to the District Social Welfare Officer at least one month before the marriage date, and money is paid by DBT.
What is the State Marriage Assistance Scheme in Jammu and Kashmir?
The State Marriage Assistance Scheme, commonly written as SMAS and often referred to locally simply as the marriage assistance scheme for poor girls, is a social assistance scheme run by the Social Welfare Department, Government of Jammu and Kashmir. It pays a one-time cash grant to a girl of marriageable age from a very poor household so that the cost of her wedding does not push the family into debt.
The scheme has an unusual origin. According to the Directorate of Social Welfare, Jammu, the State Marriage Assistance Scheme was launched on the directions of the Hon'ble High Court in the case of Mohd Amin Beigh versus State and others. The Government approved it through Cabinet decision No. 164/13/2015 dated 2 December 2015 and gave it effect through Government Order No. 248-SW of 2015 dated 8 December 2015. In that first version each identified poor girl received Rs 25,000 plus the cost of 5 grams of gold.
The scheme was rebuilt from the ground up in 2022. Government Order No. 49-JK(SWD) of 2022 dated 22 March 2022 restructured the scheme, dropped the gold component, replaced the old survey-list method of identification with a clear ration-card test, and fixed a single cash benefit of Rs 50,000 payable before the marriage. The restructured version is the one in force today, as amended twice during 2025.
What changed in 2025
- Government Order No. 95-JK(SWD) of 2025, dated 3 April 2025 raised the assistance from Rs 50,000 to Rs 75,000 for girls of AAY ration card holder families, with effect from 1 April 2025. The same order expressly kept the amount at Rs 50,000 for girls of PHH ration card holder families.
- Government Order No. 245-JK(SWD) of 2025, dated 27 October 2025 relaxed the minimum qualification bar of 8th class pass or equivalent up to 31 March 2028, also with effect from 1 April 2025, and laid down a procedure for reviving applications that had been rejected only because of that bar.
Who is eligible for the State Marriage Assistance Scheme?
A girl can claim SMAS if:
- She is of legally marriageable age. The restructured guidelines use the phrase "legally marriageable age" rather than a fixed number, and the 2015 version of the scheme required the girl to be above 18 years.
- Her family holds an AAY (Antyodaya Anna Yojana) ration card or a PHH (Priority Households) ration card. This is the core eligibility test in the restructured scheme.
- She is unmarried at the time of application and applies at least one month before her wedding date.
- She has not already drawn a marriage benefit for the same purpose under any other UT or centrally sponsored scheme.
- She holds a bank account in her own name for the DBT transfer.
A girl cannot apply, or is not eligible, if:
- Her family holds neither an AAY nor a PHH ration card. Families outside these two ration categories fall outside the scheme entirely, however modest their means.
- She has already received the benefit once. The guidelines state that the benefit can be availed only once under the scheme.
- She has already availed financial assistance for the same purpose under another UT or centrally sponsored scheme. The guidelines single out the Ladli Beti Scheme and make it a mandatory duty of the DSWO to check for this overlap before the case moves forward.
- The marriage has already taken place and no application was made in advance. The scheme is built around payment before the wedding, and the Deputy Commissioners are required to move cases fortnightly precisely so that the money reaches the girl in time.
On education, the position is time-bound rather than absolute. The normal rule is that the beneficiary girl must be 8th class pass or equivalent. Because school dropout rates among AAY and PHH families made that bar exclude the very girls the scheme was written for, the requirement has been suspended until 31 March 2028. From 1 April 2028 an 8th class certificate becomes compulsory again. The 2022 guidelines also direct each Deputy Commissioner to get a survey of school dropout girls from PHH and AAY families conducted through the Chief Education Officer, and to motivate them into formal or informal schooling so that they are not deprived of SMAS assistance later.
How much does the State Marriage Assistance Scheme pay?
| Ration card category of the family | One-time assistance | Effective from |
|---|---|---|
| AAY (Antyodaya Anna Yojana) | Rs 75,000 | 1 April 2025 |
| PHH (Priority Households) | Rs 50,000 | Unchanged since 22 March 2022 |
The grant is a single one-time payment, not an instalment series and not a recurring benefit. Money is released by the Social Welfare Department through DBT mode straight into the individual bank account of the beneficiary girl. The guidelines are explicit that the assistance must reach her before the marriage, which is why the one-month advance filing rule exists and why sanction lists are moved fortnightly rather than at the end of a quarter.
For context, the benefit has now tripled from the Rs 25,000 cash component of the 2015 scheme, and the AAY rate has risen by 50 per cent in a single revision.
What documents are required for SMAS in Jammu and Kashmir?
| Document | Mandatory | Notes |

| Proof of age or date of birth certificate | Yes | To confirm legally marriageable age |
| Marriage card or proof of the proposed marriage | Yes | Fixes the wedding date against which the one-month rule is applied |
| Aadhaar card | Yes | Identification and bank seeding |
| Bank account in the girl's own name | Yes | DBT is made to the beneficiary, not to a parent |
| Education qualification certificate, 8th pass or equivalent | Relaxed until 31.03.2028 | Compulsory again from 1 April 2028 |
How to apply for the State Marriage Assistance Scheme
- Confirm the ration card category of the household. Check whether the family card is AAY or PHH, because the entire claim rests on this and it also decides whether the sanction will be Rs 75,000 or Rs 50,000.
- Open a bank account in the girl's own name if she does not already have one, and get it seeded with her Aadhaar number. The transfer is made to her individual account.
- Assemble the document set listed above: ration card, date of birth proof, marriage card, Aadhaar, bank details, and the education certificate if available.
- Submit the application to the District Social Welfare Officer of your district at least one month before the date of marriage. Under the restructured guidelines the receipt of applications is to be in online mode, so ask the DSWO office for the current online submission link before assuming a paper filing is acceptable.
- Sit through DSWO verification. The District Social Welfare Officer verifies the girl's marital status and age, checks the documents, and confirms that she has not drawn a benefit for the same purpose under any other scheme, in particular the Ladli Beti Scheme.
- Wait for the Deputy Commissioner's sanction. The DSWO places the case before the Deputy Commissioner with recommendations, and the DC sanctions the assistance after determining eligibility and satisfying himself or herself about the genuineness of the case.
- Receive the money by DBT before the wedding. DC offices submit sanction lists to the Social Welfare Department on a fortnightly basis, and the department releases the amount through DBT mode.
How to use the offline route opened by the October 2025 order
Government Order 245-JK(SWD) of 2025 created a narrow offline channel for girls caught by the education bar before it was relaxed. Two situations are covered.
- Applications already rejected on the qualification bar. Where the marriage was solemnised on or after 1 April 2025, the DSWO must personally ensure that the case is reviewed against all other conditions of the scheme. Only applications rejected solely on the qualification bar, between 1 April 2025 and the date of the order, qualify for this review.
- Girls who never applied because of the bar. Where the marriage was solemnised from 1 April 2025 until the issue of the relaxation order, and the girl did not apply because she believed she was barred, the application is accepted offline through the Tehsil Social Welfare Officer, District Social Welfare Officer or Deputy Commissioner of the district. The officer certifies that the marriage was solemnised on or after 1 April 2025 and that the applicant could not apply because of the qualification bar. After due inquiry the Deputy Commissioner approves the case and sends it to the administrative department for payment.
The same order also gave a 35-day breathing window after its issue: marriages solemnised within that window could also be submitted offline.
Why SMAS applications get rejected
- No AAY or PHH ration card in the family, which is the commonest reason and cannot be cured by any amount of documentation.
- Application filed late, less than one month before the marriage or after the marriage has already taken place.
- Duplicate benefit, where the girl or the family has already drawn marriage assistance under Ladli Beti or another UT or central scheme.
- Bank account not in the girl's own name, which blocks the DBT credit.
- Age not established, where the date of birth proof does not clearly show legally marriageable age.
- No proof of the marriage date, leaving the DSWO unable to apply the one-month rule.
If a case is rejected on the education certificate alone, that rejection is now reviewable under the October 2025 order for marriages on or after 1 April 2025.
Who decides the case, and how the file moves
The scheme runs through the district administration rather than a central call centre. The District Social Welfare Officer is the receiving and verifying authority. The Deputy Commissioner is the sanctioning authority under the restructured guidelines. Sanction lists go from every DC office to the Social Welfare Department on a fortnightly basis, and the department makes the DBT release. In the original 2015 design the sanction was made by a District Level Committee chaired by the District Development Commissioner with the District Social Welfare Officer as Member Secretary, alongside the ICDS Programme Officer and a gazetted lady officer of the district; the 2022 restructuring moved the sanction to the Deputy Commissioner directly.

Frequently asked questions
How much money does the State Marriage Assistance Scheme give in Jammu and Kashmir?
Rs 75,000 as a one-time grant if the girl belongs to an AAY ration card holder family, and Rs 50,000 if she belongs to a PHH ration card holder family. Government Order 95-JK(SWD) of 2025 dated 3 April 2025 raised the AAY figure from Rs 50,000 to Rs 75,000 with effect from 1 April 2025, while deliberately leaving the PHH figure at Rs 50,000.
When should the application be submitted?
At least one month before the date of marriage. The restructured guidelines state plainly that the financial assistance has to be paid before the marriage, so a case filed after the wedding has already taken place has no basis in the guidelines. Deputy Commissioners submit verified cases to the Social Welfare Department on a fortnightly basis to keep the money moving.
Is the 8th class pass condition still enforced?
No, not until 31 March 2028. Government Order 245-JK(SWD) of 2025 dated 27 October 2025 relaxed the minimum qualification bar of 8th class pass or equivalent up to 31 March 2028, and made the relaxation effective from 1 April 2025. From 1 April 2028 onwards the beneficiary girl must compulsorily produce an 8th class pass certificate.
Who is not eligible for the State Marriage Assistance Scheme?
A girl whose family holds neither an AAY nor a PHH ration card is not eligible, because the restructured guidelines define the target group by those two ration card categories alone. A girl who has already drawn a marriage benefit under another UT or centrally sponsored scheme, and in particular under the Ladli Beti Scheme, also cannot apply, and no girl can draw the benefit twice.
Where does the application go?
To the District Social Welfare Officer of the district concerned. The DSWO verifies age and marital status, checks that no duplicate benefit has been drawn, and places the case before the Deputy Commissioner with recommendations. The Deputy Commissioner sanctions the assistance after satisfying himself or herself about the genuineness of the case.
My application was rejected only because of the qualification bar. Can it be revived?
Yes, if the marriage was solemnised on or after 1 April 2025. Annexure B to Government Order 245-JK(SWD) of 2025 directs the DSWO to personally review every case rejected solely on the qualification bar between 1 April 2025 and the date of that order, and to reconsider it against all other scheme conditions.
How is the money paid?
Through Direct Benefit Transfer into the individual bank account of the beneficiary girl. Government Order 49-JK(SWD) of 2022 specifies DBT mode and requires the receipt of applications as well as the transfer of assistance to be in online mode, with the Social Welfare Department releasing the sanctioned amount.
How do I check the status of my SMAS application?
Follow up with the District Social Welfare Officer where you filed the application, since the DSWO verifies age and marital status before placing the case before the Deputy Commissioner, who is the sanctioning authority. Sanction lists move from the DC office to the Social Welfare Department fortnightly, and the DBT release follows from there.
Does the scheme still give 5 grams of gold?
No. The original 2015 version of the scheme paid Rs 25,000 plus the cost of 5 grams of gold, but the restructuring in March 2022 replaced that package with a single cash grant, now Rs 75,000 for AAY families and Rs 50,000 for PHH families.
