Roadmap for Poultry Development in J&K (HADP Project 25)
Jammu and Kashmir state government scheme
The Roadmap for Poultry Development in J&K is HADP Project 25 of the Animal Husbandry Department, Government of Jammu and Kashmir. It gives subsidy on 6 kinds of poultry unit, from broiler parent stock cum hatchery to feed plants and free-range farms, with 20 per cent of benefits targeted at SC and ST and 10 per cent at women. Apply to the Chief Animal Husbandry Officer.
What is the Roadmap for Poultry Development in J&K?
The Roadmap for Poultry Development in J&K is Project 25 of the all-round Agriculture Development Programme (HADP) of the Agriculture Production Department, Government of Jammu and Kashmir. It is implemented through the Animal Husbandry Department, Jammu and Kashmir, and monitored by a committee constituted by the Administrative Department for the purpose.
Jammu and Kashmir imports the overwhelming majority of the poultry meat and eggs it consumes, along with day-old chicks and compound feed. Project 25's design follows from that: rather than subsidising only end-stage broiler sheds, it funds the missing upstream links, parent stock, hatcheries, feed manufacturing and mother units, so that a local chick and feed supply chain exists before grow-out capacity expands.
What does HADP Project 25 support?
Incentives and subsidy are available for six components:
- Establishment of Broiler Parent stock cum Hatchery with in-house feed manufacturing, the top of the chain, producing hatching eggs and day-old chicks locally instead of importing them.
- Commercial Layer farms with in-house feed manufacturing, for table egg production, with feed made on site to control the largest input cost.
- Poultry Feed manufacturing plants, standalone compound feed units.
- Mother units with Parent stock, Hatchery and Nursery Rearing for producing chicks for backyard; brooding chicks to about four weeks so that rural and backyard rearers receive robust birds rather than fragile day-olds.
- Horti-Poultry / Free range poultry Farms — birds reared under orchards, which suits Jammu and Kashmir's large apple and stone-fruit area and gives a second income from the same land.
- R&D for breed development, feed formulation and health packages; routed through the two agricultural universities rather than to individuals.
The component-wise details of benefits and subsidy available are provided in the project DPR, and are not published as a rate card in the implementation guidelines. Ask the Chief Animal Husbandry Officer of your district for the current component rates before you budget your project, and do not rely on figures quoted by third-party websites.
Who is eligible for HADP Project 25?
You can apply if:
- You are an individual, a group of individuals, a poultry farm unit holder, an SHG, a poultry cooperative or a Farmer Producer Organisation.
- You are registered with the Animal Husbandry Department as per the provisions in vogue. Registration is a precondition, not a formality completed afterwards.
- You own the land on which the farm will be established.
- You can submit a brief business plan indicating the site of installation, the purpose, and the supply chain, along with all required documents.
- You will take insurance from a company registered with IRDAI. The Animal Husbandry Department bears no responsibility for settlement of claims or any dispute with the insurer.
Under the guidelines, efforts will be made to cover 20 per cent SC and ST beneficiaries and 10 per cent women beneficiaries.
You cannot apply if:
- You do not own the land for the proposed farm. Ownership is required for establishing the units, so leased or family-held land not recorded in your name will not clear scrutiny.
- You are not registered with the Animal Husbandry Department.
- You cannot produce a business plan showing the site, the purpose and the supply chain. The guidelines require this to be enclosed with the application.
- You are an individual seeking the R&D component. That route is limited to the two universities, whose concerned departments submit DPRs evaluated by a Joint Committee of the Directors of Research of SKUAST-Jammu and SKUAST-Kashmir and the Directors of Animal Husbandry Jammu and Kashmir.
- Funds for the year are exhausted, since assistance runs first-come-first-served subject to availability of funds.
How to apply for HADP Project 25
- Register your poultry unit with the Animal Husbandry Department first, and register as a farmer on the HADP Kisan Sathi portal at hadp.jk.gov.in.
- Write a brief business plan stating the exact site of installation, the component you are applying under, the purpose of the unit, and the supply chain, where your chicks, feed and market will come from and go to.
- Submit the application through the Chief Animal Husbandry Officer (CAHO) of your district, enclosing all required documents and the business plan. The CAHO is the designated receiving officer under the guidelines.
- Await scrutiny. The CAHO scrutinises the case and submits eligible beneficiaries to the respective Directorate of Animal Husbandry for approval.
- If you need a bank loan, the CAHO forwards the approved estimates along with a copy of your application to the bank. The bank sanctions under RBI guidelines, and after receiving the bank's NOC the CAHO submits the case to the Directorate for approval.
- Take insurance from an IRDAI-registered insurer for the unit and the birds.
- Establish the unit and call for verification, then receive the incentive or subsidy through DBT into your account.
Standard operating procedure and checklist
The guidelines direct the Director Animal Husbandry Jammu and Kashmir to draft a uniform SOP for beneficiaries, which is to include a checklist and all procedures involved in applying under the different components of the scheme. Ask the CAHO or the Directorate for the current SOP before you file; it is the single document that tells you what the district office will actually check.
The Directorate is also required to submit the list of beneficiaries of newly established units, along with beneficiary-wise and month-wise physical and financial achievements, to the Administrative Department, and to upload the same details on the official website of the Animal Husbandry Department Jammu and Kashmir on a regular basis. That published list is how you confirm your sanction independently of the district office.
Monitoring structure
Project 25 is monitored through a defined chain. The Agriculture Production Department sits at the top. Under it, the Directors of Animal Husbandry Kashmir and Jammu handle interventions through Chief Animal Husbandry Officers, who in turn work through Poultry Development Officers and Poultry Extension Officers at field level. In parallel, the Vice Chancellors of SKUAST-Kashmir and SKUAST-Jammu, through their Directors of Research and subject matter divisions, handle the R&D vertical. The Administrative Department separately constitutes a committee to monitor implementation and impact.
Why applications get rejected, and how to avoid it
- Land not owned by the applicant. The commonest failure. Complete mutation in your own name before applying.
- Unit not registered with the Animal Husbandry Department, which stops the file at the CAHO stage.
- No business plan, or a plan without the supply chain, which the guidelines specifically require.
- No IRDAI-registered insurance cover, which is a stated condition of benefit.
- Late application in the financial year. Because subsidy is first-come, first-served against available funds, a technically perfect application filed in the last quarter may simply find the head exhausted.
- Bank account not Aadhaar-seeded, which blocks the DBT release after sanction.

Frequently asked questions
Which poultry units are covered by HADP Project 25?
Six components are covered — broiler parent stock cum hatchery with in-house feed manufacturing, commercial layer farms with in-house feed manufacturing, poultry feed manufacturing plants, mother units with parent stock, hatchery and nursery rearing for producing backyard chicks, horti-poultry and free-range poultry farms, and R&D for breed development, feed formulation and health packages.
Who can avail benefits under HADP Project 25?
Any individual, group of individuals, poultry farm unit holder, SHG, poultry cooperative or Farmer Producer Organisation can avail the benefits, provided they are registered with the Animal Husbandry Department as per the provisions in vogue.
Where do I apply for the J&K poultry subsidy?
Interested beneficiaries submit their application through the respective Chief Animal Husbandry Officer, who scrutinises it and submits the case of eligible beneficiaries to the respective Directorate of Animal Husbandry.
Is the poultry subsidy first-come-first-served?
Yes. Subsidy or incentive is extended on a first-come-first-served basis subject to availability of funds, so applying early in the financial year matters more than under target-based schemes.
Do I need to own the land for a poultry unit?
Yes. For establishing the units the beneficiary must own the required land on which the farm will be established, as stated in the HADP implementation guidelines for Project 25.
Is there reservation for SC, ST and women under Project 25?
Efforts will be made to cover 20 per cent SC and ST beneficiaries and 10 per cent women beneficiaries under the poultry development project.
Who cannot apply under HADP Project 25?
A person who does not own the land for the farm is not eligible, and neither is a poultry farmer who is not registered with the Animal Husbandry Department. Applicants who cannot furnish a business plan with the site, purpose and supply chain are also not considered.
How is the subsidy paid?
Release of incentive or subsidy is only through DBT mode, directly into the beneficiary's bank account. No cash payment is made at any stage.
