What is the Maharshi Valmiki Scheduled Tribes Development Corporation?

Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation Limited is a Government of Karnataka company under the Social Welfare Department, created to finance the economic development of Scheduled Tribe families in the state. It is the Scheduled Tribe counterpart of Karnataka's other welfare corporations; Dr B R Ambedkar Development Corporation for Scheduled Castes, the D Devaraj Urs Backward Classes Development Corporation, and the Karnataka Minorities Development Corporation. The corporation is named after Maharshi Valmiki, and its Kannada name is often transliterated as Maharshi Valmiki Parishishta Pangadagala Abhivruddhi Nigama.

The corporation does not lend under a single "ST loan scheme". According to its own website, it runs four main scheme streams:

  • Land Purchase Scheme. The corporation buys agricultural land and settles it on a landless Scheduled Tribe agricultural labour family, so that the family moves from wage labour to cultivating its own holding.
  • Self Employment Programme: finance for a trade, small enterprise, service activity or vehicle chosen by the applicant.
  • Prerana (Micro Credit Finance) Scheme; small-ticket credit for petty trade, artisan work and household economic activity, aimed at applicants who cannot service a large loan.
  • Comprehensive Ganga Kalyana Scheme: borewells or open wells, pump sets and electrification for the land of small and marginal Scheduled Tribe farmers, delivered in kind rather than as cash.

The corporation also publishes district-wise beneficiary lists, an annual report, a Ganga Kalyana dashboard and the contact details of its District Managers and Taluk Development Officers on its portal, along with a DBT application link.

How the money is structured. Each stream carries a unit cost, a subsidy share borne by the corporation and a loan share repayable by the beneficiary. Karnataka's welfare corporations have long lent to individual beneficiaries at a concessional rate of interest, commonly notified at around 4% per annum for direct loans: far below any commercial rate. The precise unit cost, subsidy, loan and interest rate for your stream come from the current financial year's government order, which is the only figure worth planning around.

Who is eligible for a Maharshi Valmiki Corporation loan?

You can be considered if:

  • You belong to a Scheduled Tribe notified in Karnataka, with a caste certificate issued by the tahsildar through Nadakacheri.
  • You are a permanent resident of Karnataka.
  • Your family income is within the ceiling fixed for the stream. Rural and urban ceilings differ and are revised periodically.
  • You are within the age band notified for the stream.
  • You hold a savings bank account in your own name, Aadhaar-seeded, because the subsidy and loan move by direct benefit transfer.
  • For Comprehensive Ganga Kalyana, you own agricultural land in your own name on the RTC, meeting the minimum extent, and the site is technically feasible for a borewell.
  • For the Land Purchase Scheme, you are a landless agricultural labour family. This stream exists precisely for households with no land.

You cannot apply, or you will not be selected, if:

  • You do not belong to a Scheduled Tribe notified in Karnataka. A Scheduled Tribe certificate from another state does not qualify you.
  • Your family income exceeds the ceiling in the current order. The single largest cause of rejection across all Karnataka welfare corporations.
  • Your family has already received a loan or subsidy from this corporation or another Karnataka welfare corporation, under the one-benefit-per-family rule.
  • You are a defaulter on an earlier corporation or bank loan.
  • For Ganga Kalyana, the land is not in your own name, is below the minimum extent, or lies in a zone where a borewell is not technically sanctionable.
  • For the Land Purchase Scheme, you already own agricultural land, since the stream is meant for landless families.
  • You apply after the annual window closes. Late applications are not carried forward.

What documents are required?

Document Mandatory Notes
Caste certificate (Scheduled Tribe, Karnataka) Yes From the tahsildar via Nadakacheri; keep the RD number
Income certificate Yes Current-year Nadakacheri certificate within the stream's ceiling
Aadhaar card Yes Identity, deduplication and DBT seeding
Bank passbook Yes Savings account in the applicant's own name, Aadhaar-seeded
Residence proof Yes Permanent residence in Karnataka
Age proof Yes SSLC marks card, birth certificate or Aadhaar
RTC No For Comprehensive Ganga Kalyana, land in the applicant's own name
Project report or quotation No For Self Employment and Prerana micro credit
Land documents / sale agreement No For the Land Purchase Scheme
Driving licence No Where the activity is a passenger or goods vehicle
Passport photograph No For the application and the loan file

The online form validates the RD numbers of your caste and income certificates against Nadakacheri. An expired certificate or a mistyped RD number stops the application at the first screen, so get both certificates issued before the window opens.

How to apply for the Maharshi Valmiki Corporation loan scheme

  1. Track the annual notification. The corporation announces the opening of its online window on kmvstdcl.karnataka.gov.in. The site currently records that online applications for the 2025-26 schemes are closed, so the next window will be published there.
  2. Get your certificates in advance. Apply at Nadakacheri for a current Scheduled Tribe caste certificate and an income certificate, and note the RD number of each. Certificates take days to issue and windows close in weeks.
  3. Register on the corporation's online application system and select the stream, Land Purchase, Self Employment, Prerana Micro Credit or Comprehensive Ganga Kalyana. The corporation routes applications through its online application platform and DBT portal, both linked from the homepage.
  4. Fill the form and upload documents. Enter Aadhaar, caste and income RD numbers, bank account details, and the stream-specific details; survey number and extent for Ganga Kalyana, the proposed activity and quotation for Self Employment and Prerana, the land and seller details for Land Purchase.
  5. Submit and save the acknowledgement carrying your application number. Nothing is payable to submit an application.
  6. Attend verification at the district or taluk office when called, with every original. The District Manager or Taluk Development Officer checks the certificates, the RTC and the feasibility of the proposed activity.
  7. Wait for the selection list. Applications are placed before the selection committee against the district's physical and financial target for each stream, and selected names are published district-wise on the portal.
  8. Complete the loan formalities: agreement, surety or security where required, and confirmation of the DBT account. For Ganga Kalyana the corporation pays the drilling and pump agency directly; the beneficiary does not receive cash.

If you cannot apply online, go to the District Manager, Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation, at your district headquarters, or to the Taluk Development Officer, whose contact lists are published on the corporation's site. Karnataka One, Bangalore One and Common Service Centres can also assist with the online submission for a small notified fee.

What does each stream actually deliver?

  • Land Purchase Scheme, delivered as land, not money. The corporation identifies and purchases agricultural land, and the beneficiary family receives the holding, with a part of the cost recovered as a loan over time.
  • Comprehensive Ganga Kalyana — delivered as infrastructure. The corporation arranges the borewell or open well, pump set, pipeline and electricity connection for the beneficiary's land. Feasibility of the site and availability of a power connection decide whether the case can be sanctioned at all.
  • Self Employment Programme. A mix of subsidy and loan against a specific activity, released against quotations and bills rather than as free cash.
  • Prerana Micro Credit Finance. The smallest ticket size, aimed at petty trade and household enterprise, with lighter documentation and quicker turnaround than the big streams.

Because the unit costs are revised annually, do not rely on figures quoted by aggregator sites. Ask the District Manager for the current year's unit cost table for your stream, in writing, before you plan a purchase.

How to check your application status

  1. Open kmvstdcl.karnataka.gov.in and use the online application or beneficiary-list link for the relevant year.
  2. Enter your application number or Aadhaar number as prompted.
  3. Check the Ganga Kalyana dashboard if you applied under that stream. It tracks sanctioned and completed works.
  4. Look at the district-wise beneficiary lists the corporation publishes after the selection committee meets.
  5. If nothing shows, write to the District Manager quoting your application number and date, and escalate through Janaspandana on 1902 or at ipgrs.karnataka.gov.in.

Common reasons applications fail

  • Income above the ceiling: get a fresh, accurate Nadakacheri income certificate before the window opens; this cannot be corrected afterwards.
  • Caste certificate expired, or from another state: only a Karnataka-issued Scheduled Tribe certificate qualifies.
  • Name mismatch between Aadhaar, caste certificate and bank passbook, fix Aadhaar first, then the rest.
  • Bank account not Aadhaar-seeded: ask the branch for NPCI mapping, not just Aadhaar linking, or the DBT release will fail.
  • Land not in the applicant's own name for Ganga Kalyana, get the mutation done, or apply under Self Employment or Prerana instead.
  • Already-benefited family; one benefit per family. Produce separate ration cards and separate land records at verification if you are wrongly clubbed with a sibling's household.
  • Target exhausted. A clean application can still lose out because the district target is smaller than the number of applicants. That is not a bar on reapplying in the next window.

Help and grievance redressal

  • District Manager and Taluk Development Officer of the corporation, whose contact lists are published on kmvstdcl.karnataka.gov.in, the first point of contact for applications, verification and disbursement.
  • 1902 to Janaspandana, Karnataka's Integrated Public Grievance Redressal System, which covers the Social Welfare Department. Grievances can be filed by phone or online at ipgrs.karnataka.gov.in and tracked to disposal.
  • Seva Sindhu at sevasindhu.karnataka.gov.in for related Karnataka citizen services.

Applications are free at every stage. No agent can get a name added to a beneficiary list, and any officer or intermediary asking for money to release a subsidy should be reported.

Frequently asked questions

What schemes does the Maharshi Valmiki Scheduled Tribes Development Corporation run?

The corporation runs the Land Purchase Scheme, the Self Employment Programme, Prerana Micro Credit Finance and the Comprehensive Ganga Kalyana scheme, all listed on kmvstdcl.karnataka.gov.in. Each has its own unit cost, subsidy share and loan share fixed by government order.

Who can apply to the Maharshi Valmiki Corporation?

Applicants must belong to a Scheduled Tribe notified in Karnataka, be permanent residents of the state, and fall within the family income ceiling and age band set for the stream in the current year's order.

How do I apply for a Valmiki Corporation loan?

Apply online at kmvstdcl.karnataka.gov.in when the corporation opens its annual window, then take your originals to the district or taluk corporation office for verification when you are called.

Is the corporation's application window open now?

The corporation's own site notified that online applications for its 2025-26 schemes are closed. The next window is announced on kmvstdcl.karnataka.gov.in, so track that page from the start of the financial year.

Does the corporation give a grant or a loan?

Most streams are a mix — a subsidy component that need not be repaid and a loan component repayable at a concessional rate of interest. The split is fixed for each stream in the annual government order, so read it before you commit.

Is there any fee to apply?

No. Applying is free at every stage, online and at the district office. No agent or middleman can place your name in a beneficiary list, and any demand for money should be reported on 1902.

Why do Ganga Kalyana applications get rejected?

The commonest reason is that the RTC shows the land in a father's or brother's name rather than the applicant's own, or the holding is below the minimum extent, or the site is in a hard-rock zone where the borewell cannot be sanctioned.

Can two people from the same family apply?

No. Corporation schemes follow a one-benefit-per-family rule and applications are deduplicated using Aadhaar and household records. Duplicate applications from one family are usually both rejected.
