EWS (Economically Weaker Section) Certificate in Kerala
Kerala state government scheme
EWS Certificate in Kerala is the Income and Asset Certificate issued by the Department of Land Revenue for families in the forward communities with income below Rs 8 lakh a year. Applications are filed on the Kerala e-District portal at edistrict.kerala.gov.in or at an Akshaya centre, and the Village Officer or Tahsildar signs it after a local enquiry.
What is the EWS certificate in Kerala?
The EWS certificate in Kerala is the Income and Asset Certificate for Economically Weaker Sections, the revenue document that proves a family qualifies for the 10% reservation created by the 103rd Constitutional Amendment. Kerala's Department of Land Revenue owns the certificate services, and applications are filed through the state's e-District portal at edistrict.kerala.gov.in or through an Akshaya centre.
Kerala's revenue certificate system is built around two offices. The Village Officer handles most citizen certificates at village level, the Department of Land Revenue lists the income certificate, nativity certificate, caste certificate, possession certificate and valuation certificate among services issued by village officers: while the Tahsildar issues certificates at taluk level, including the dependency certificate and domicile certificate, and higher-value valuation certificates. Which of the two signs your EWS Income and Asset Certificate depends on the purpose you need it for, so read the recruitment or admission notice before you apply: many central recruitment advertisements insist on a certificate issued by a revenue officer not below the rank of Tahsildar.
EWS is not a community category. It is an income-and-asset test, applied only to people who fall outside every existing reservation; in Kerala's vocabulary, applicants from the forward communities.
Who can and who cannot apply?
You can apply for a Kerala EWS certificate if you are a permanent resident of Kerala, belong to a forward community outside the SC, ST and OBC reservations, and your family's gross annual income for the financial year preceding the application was below Rs 8 lakh from all sources together.
You cannot apply, and are not eligible, if your community is covered by the SC, ST or OBC reservation; including OBC applicants who hold a non-creamy-layer certificate. EWS and the community reservations are mutually exclusive by design.
Regardless of income, a family is also excluded from EWS if it owns or possesses:
- 5 acres of agricultural land or more;
- a residential flat of 1,000 sq ft or more;
- a residential plot of 100 sq yards or more in a notified municipality;
- a residential plot of 200 sq yards or more outside notified municipalities.
Property held by the family in different locations or different towns is clubbed together before this test is applied. In Kerala, where families commonly hold a small ancestral parcel in one district and a house plot in another, this clubbing rule decides more applications than the income figure does.
"Family" here means the person claiming the benefit, their parents, their siblings below 18 years, and their spouse and children below 18 years. An adult married sibling's income and land stay outside the test.
What documents are required?
The Department of Land Revenue's own description of the income certificate names the core set an applicant submits: the ration card, deeds of land under possession, a salary certificate, and proof of other income. An EWS Income and Asset Certificate application in Kerala is built on the same set, with the asset side made explicit:
- Aadhaar card, Kerala e-District registration itself needs a mobile number linked to Aadhaar, so keep that link working before you start.
- Ration card, which establishes who is in the family whose income is being assessed.
- Deeds of land under possession, and the property tax receipt where available, which settle the landholding and plot area against the EWS asset limits.
- Salary certificate for every salaried member of the family, and the income tax return where there is business or professional income.
- Proof of agricultural or other income where the family has any.
- A self-declaration of the family's gross annual income for the preceding financial year and of its land and property holdings.
The Village Officer conducts a local enquiry before signing. That enquiry is real, not a formality, and it is why an application with land deeds attached moves faster than one without.
How to apply for an EWS certificate in Kerala online
- Open edistrict.kerala.gov.in and click "New Portal User? Create Account". Register with a mobile number linked to your Aadhaar and complete your basic profile data. This is a one-time step covering every Kerala e-District service.
- Log in and choose the Revenue Department certificate service for the Income and Asset Certificate. Kerala keeps this distinct from the ordinary income certificate service, so check the service name.
- Fill the application form — applicant's name, family details, village, taluk and district, the family's income from all sources for the financial year preceding the application, and the family's land and property details with area.
- Upload the documents, Aadhaar, ration card, land deeds, salary certificate and other income proofs, and the signed self-declaration, in the format and size the upload screen specifies.
- Submit and note the application number. Kerala's e-District portal sends an SMS to your registered mobile number at different stages of processing, so keep that number active.
- Collect or download the certificate once the Village Officer or Tahsildar has signed it. Applicants are notified to collect the certificate from the office when it is ready.
How to apply through an Akshaya centre or the Village Office
- Visit the nearest Akshaya centre with your Aadhaar, ration card, land deeds, salary certificate and other income proof, plus photocopies.
- Ask the operator to file the Income and Asset Certificate application on Kerala e-District in your name. The file goes to the same Village Office as an application you file yourself.
- Pay only the notified Akshaya service charge for filling and uploading, and collect the printed acknowledgement carrying your application number.
- Alternatively, submit the application directly at the Village Office of the village where you ordinarily reside; the office enters it into the same workflow and the Village Officer conducts the enquiry.
How do you check the application status?
Log in to edistrict.kerala.gov.in and use the application status option with your application number. The portal states that SMS messages go to the registered mobile number at different stages of processing, so the first sign of movement usually arrives by text.
If the file has not moved, take the application number to the Village Office first. The Village Officer's enquiry report is the usual bottleneck. If the Village Office has completed its part and the file is still pending, escalate to the Tahsildar of your taluk, who supervises the village offices in the taluk.
What does it cost, and what about agents?
Kerala's Income and Asset Certificate is a government service filed on the government's own portal, at whatever fee the e-District portal itself displays at the payment step, plus the notified Akshaya service charge if you file through an Akshaya centre. That is the entire lawful cost.
No Village Assistant, Village Officer, Taluk Office clerk, agent or "consultant" is entitled to anything more. Someone offering an EWS certificate "quickly" for a few hundred or a few thousand rupees is charging you for an online form and a Village Officer enquiry that would happen anyway. Keep every receipt the portal or the Akshaya centre issues, and report a demand for extra money to the Tahsildar or on the Department of Land Revenue's toll-free number 1800-425-5255.
Why are Kerala EWS applications rejected?
- The applicant belongs to an SC, ST or OBC community and so cannot hold EWS status at all.
- Family income for the preceding financial year reaches Rs 8 lakh once every earning member and every source is added together.
- Land deeds show 5 acres or more of agricultural land, or a plot or flat above the EWS limits, once holdings in different villages and districts are clubbed.
- Salary certificates are missing for one or more earning members of the family, so the income declaration cannot be verified.
- The ration card does not match the family composition declared in the form.
- The applicant is not ordinarily resident in the village where the application was filed.
- The certificate is obtained from the Village Officer when the recruitment notice required one from an officer not below the rank of Tahsildar, a rejection that happens at the document-check stage rather than at the Village Office, and is entirely avoidable by reading the notice first.
Where do you complain?
For problems with the portal itself; registration failures, uploads that will not attach, a certificate that will not download, contact the Kerala e-District helpdesk on 0471 2525444 or by email at the address published on edistrict.kerala.gov.in.
For problems with the handling of the file, go to the Tahsildar of your taluk with the application number, and then to the District Collector's office, which supervises the taluk revenue administration. The Department of Land Revenue also publishes a toll-free number, 1800-425-5255, for revenue service queries.
Keep the application number and every receipt until the signed certificate is in your hand. Every escalation, from the Village Office upwards, begins with that number.

Frequently asked questions
What is the EWS certificate called in Kerala?
Kerala issues the EWS certificate as the Income and Asset Certificate for Economically Weaker Sections, under the Department of Land Revenue. It is a different document from the ordinary income certificate and from the non-creamy-layer certificate that OBC applicants need.
Who issues the EWS certificate in Kerala?
The Village Officer and the Tahsildar are the revenue officers who issue certificates of this kind in Kerala under the Department of Land Revenue. Read the recruitment or admission notice carefully — many central recruitment notices require the certificate from a revenue officer not below the rank of Tahsildar.
Who cannot get an EWS certificate in Kerala?
Anyone covered by the existing reservation for SC, ST or OBC cannot get an EWS certificate, because EWS is meant only for people outside every existing reservation scheme. Families with a gross annual income of Rs 8 lakh or more, or holding 5 acres or more of agricultural land, are also excluded.
How do I apply for a Kerala EWS certificate online?
Register on edistrict.kerala.gov.in using a mobile number linked to your Aadhaar, log in, choose the Revenue Department certificate service and submit the form with your income and asset documents. An Akshaya centre can file the same application for you if you cannot scan documents yourself.
What is the asset limit for EWS in Kerala?
A family is excluded from EWS, whatever its income, if it owns 5 acres or more of agricultural land, a residential flat of 1,000 sq ft or more, a residential plot of 100 sq yards or more in a notified municipality, or a residential plot of 200 sq yards or more elsewhere. Property in different places is clubbed before the test is applied.
How long is a Kerala EWS certificate valid?
The Income and Asset Certificate is issued on the family's income for the financial year preceding the application, so it is normally treated as valid for the financial year in which it is issued. Read the recruitment notice, which usually names the financial year for which the certificate must have been issued.
What is the income limit for a Kerala EWS certificate?
A family's gross annual income from all sources must be below Rs 8 lakh for the financial year preceding the year of application. Salary, agriculture, business, profession, rent and every other source are added together, for the applicant, their parents, siblings below 18 and spouse and children below 18.
Whom do I contact if my Kerala EWS certificate is delayed?
Contact the Kerala e-District helpdesk on 0471 2525444 for portal problems, and the Department of Land Revenue's toll-free number 1800-425-5255 for problems with the Village Office or Taluk Office handling of the file. Take your application number to the Tahsildar of your taluk if the Village Office has not moved the file.
