What is the Entrepreneur Support Scheme special category assistance?

Entrepreneur Support Scheme (ESS) is Kerala's flagship capital investment subsidy for manufacturing MSMEs, run by the Directorate of Industries and Commerce. The scheme pays assistance proportional to the fixed capital a promoter invests in a manufacturing unit in the state, and the special category track raises that assistance for four groups the government wants to draw into manufacturing.

According to the Directorate of Industries and Commerce, for young entrepreneurs aged 18 to 45, women, SC/ST and Non-Resident Keralite (NRK) entrepreneurs, the assistance is 25 per cent limited to Rs 40 lakh. A general category promoter receives 15 per cent limited to Rs 30 lakh, so the special category is worth ten additional percentage points and Rs 10 lakh of extra headroom on the same investment.

ESS is not a loan and not a grant for working capital. It reimburses a share of investment in fixed assets, land, building, plant and machinery, electrification and equipment: after the money has actually been spent and the unit is producing.

Three stages of assistance

  • Start-up support, available before commercial production begins. A bank term loan is required, and the assistance at this stage is limited to 50 per cent of the total eligible support subject to Rs 3 lakh. The balance is claimed once production starts.
  • Investment support, claimed after commercial production commences. A bank loan is not mandatory at this stage. It covers new units as well as expansion, diversification and modernisation.
  • Technology support, claimed after acquiring new technology from an authorised institution, covering the technology and the related machinery.

Who is eligible for special category assistance?

You can apply if:

  • Your enterprise is engaged in manufacturing and is located in Kerala.
  • You have filed Udyam registration as a micro, small or medium enterprise.
  • You fall into one of the four special categories: young (18 to 45), woman, SC or ST, or Non-Resident Keralite promoter.
  • You have invested in fixed assets and can document that investment with invoices, payment proof and audited accounts.
  • You are willing to keep the unit in operation for five years from the commencement of commercial production.

The scheme reserves 30 per cent of assistance for micro enterprises, so the smallest units are not squeezed out by larger claims.

You cannot apply, or are not eligible, if:

  • Your enterprise is a service business rather than a manufacturer. Service enterprises are on the negative list.
  • Your activity is on the negative list, which includes photo studios, tailoring units that are not readymade garment manufacturers, breweries and distilleries, sawmills, asbestos processing, metal crushers, granite units, steel re-rolling mills, calcium carbide, most cement manufacturing and power-intensive units.
  • You have missed the deadline; more than one year has passed since commercial production began, or more than six months since the new technology was installed.
  • You cannot evidence the fixed capital investment. Assistance is computed on documented investment, not on projections.
  • You are seeking help with working capital, raw material or salaries, which ESS does not cover.

What documents are required?

Document Mandatory Notes
Udyam Registration certificate Yes Must show a manufacturing activity
Special category proof Yes Age proof, caste certificate, or NRK documentation
Audited accounts and fixed asset statement Yes Basis for computing eligible investment
Commencement of production certificate Yes Starts the one-year clock
Land and building documents Yes Ownership or registered lease, with building permits

Bank term loan sanction No Mandatory for start-up support only
Pollution Control Board consent No Where the line of manufacture requires it

How to apply for the Entrepreneur Support Scheme

  1. Complete Udyam registration for the manufacturing enterprise, if you have not already, since ESS requires it.
  2. Visit the District Industries Centre in your district. The DIC provides support and guidance on the scheme and holds the checklist of documents for your category and stage.
  3. Create an account on the ESS portal at ess.industry.kerala.gov.in and choose the stage you are claiming; start-up support, investment support or technology support.
  4. Fill the application with the enterprise details, promoter details, the special category being claimed, and the itemised fixed capital investment.
  5. Upload the documents listed in the checklist, including the audited accounts, machinery invoices, land and building papers and the special category proof.
  6. Pay the application fee of Rs 1,100 and submit within the applicable window โ€” one year from commencement of production for investment support.
  7. Attend the site inspection. The DIC verifies the plant, the machinery and the actual investment against the claim.
  8. Await the decision. Start-up support is decided by the General Manager of the District Industries Centre; investment support is decided by a District Level Committee chaired by the District Collector. The sanctioned amount is released to the enterprise's bank account.

How much benefit does the scheme provide?

Category Rate Ceiling
General 15 per cent Rs 30 lakh
Young (18-45), women, SC/ST, NRK 25 per cent Rs 40 lakh
Priority sector add-on +10 per cent +Rs 10 lakh
Backward district add-on (Idukki, Wayanad, Kasargode, Pathanamthitta) +10 per cent +Rs 10 lakh
New technology from approved institution +10 per cent +Rs 10 lakh
Overall maximum payable : Rs 40 lakh

The add-ons stack on the base rate, but the Rs 40 lakh overall ceiling is absolute. A woman entrepreneur setting up a food processing unit in Wayanad qualifies for the special category rate plus the priority sector add-on plus the backward district add-on, yet still cannot receive more than Rs 40 lakh in total.

Priority sectors under the scheme include rubber-based industries, agro-based and food processing, readymade garments, non-conventional energy equipment, biotechnology, export-oriented units, biodegradable plastics, plastic recycling, biofertilisers, and pharmaceutical and healthcare products manufacturing.

How to check your application status

  1. Log into the ESS portal with the credentials used at submission; the dashboard shows the current stage of the file.
  2. Contact the District Industries Centre for the status of the site inspection, which is usually the longest stage.
  3. For investment support, ask when the District Level Committee chaired by the District Collector next meets, since sanctions are issued in those meetings.
  4. If the claim is rejected or reduced, an appeal lies to the State Level Committee chaired by the Director of Industries and Commerce.

Why ESS claims get rejected or reduced

  • Application filed late: after one year from commencement of production, or after six months from technology installation. This is not curable.
  • Activity falls on the negative list, most often a service business mistaken for manufacturing.
  • Investment not evidenced. Cash purchases without invoices, or machinery bought in a name other than the enterprise, are disallowed.
  • Special category proof missing or weak, particularly for NRK claims where overseas employment documentation is incomplete.
  • Second-hand machinery claimed at new-machine value, or assets already supported under another state or central subsidy.
  • Unit not functioning at the time of inspection, since ESS assistance is contingent on actual production.

Reductions are more common than outright rejections. The District Level Committee frequently allows a lower figure than claimed because part of the investment does not qualify as eligible fixed capital.

Key dates and conditions to remember

  • One year from the date of commencement of commercial production is the outer limit for an investment support claim.
  • Six months from installation is the limit for a technology support claim.
  • Five years of continuous operation from commencement of production is a condition of the assistance; closing earlier or diverting the assets can lead to recovery.
  • The Rs 1,100 application fee is payable at submission on the portal.

Help and grievance redressal

  • District Industries Centre in your district, the working contact for application help, document checklists and inspection scheduling.
  • Directorate of Industries and Commerce, Vikas Bhavan, Thiruvananthapuram
  1. Phone 0471 2302722, email industriesdirectorate@gmail.com.
  • ESS portal at ess.industry.kerala.gov.in for submission and status.
  • State Level Committee chaired by the Director of Industries and Commerce hears appeals against District Level Committee decisions.

Assistance under ESS is paid only against documented, verified investment. No consultant can guarantee a sanction, and the District Industries Centre provides the same guidance free of charge.

Frequently asked questions

How much does the Entrepreneur Support Scheme pay under special category?

Special category promoters receive 25 per cent of eligible fixed capital investment, limited to Rs 40 lakh. The general category rate is 15 per cent limited to Rs 30 lakh, so the special category adds ten percentage points and Rs 10 lakh of headroom.

Who counts as a special category entrepreneur in Kerala?

Young entrepreneurs aged 18 to 45, women entrepreneurs, Scheduled Caste and Scheduled Tribe entrepreneurs, and Non-Resident Keralites are the four special categories recognised under ESS. Proof of the category must be filed with the application.

Can a service business apply for ESS?

No. The Entrepreneur Support Scheme assists micro, small and medium enterprises engaged in manufacturing. Service enterprises appear in the scheme's negative list along with photo studios, tailoring units that are not readymade garment manufacturers, sawmills and several other activities, and are not eligible.

By when must I apply?

Investment support must be claimed within one year from the date of commencement of commercial production. Technology support must be claimed within six months of installing the new technology. Start-up support is claimed before commercial production begins and requires a bank term loan.

What is the maximum total assistance possible?

The overall ceiling under the Entrepreneur Support Scheme is Rs 40 lakh. Add-ons of 10 per cent and Rs 10 lakh each are available for priority sectors, for the four backward districts and for approved new technology, but the combined payout cannot exceed the Rs 40 lakh cap.

Which districts get the backward district bonus?

Idukki, Wayanad, Kasargode and Pathanamthitta are treated as backward districts under the scheme, and units located there qualify for an additional 10 per cent limited to Rs 10 lakh, subject to the overall Rs 40 lakh ceiling.

Is there an application fee?

Yes, Rs 1,100 is payable when submitting the application on the ESS portal. The District Industries Centre provides free guidance on completing the application and assembling the document checklist.

Must the unit stay in operation after receiving the subsidy?

Yes. The enterprise must continue operations for five years from the commencement of commercial production. Closing or diverting the assets before that exposes the promoter to recovery of the assistance.
