Character Certificate (Police) in Kerala — NIO Certificate and PCC
Kerala state government scheme
Character Certificate in Kerala is issued by Kerala Police as a Non-Involvement in Offences (NIO) certificate under Section 59 of the Kerala Police Act, 2011, or as a Police Clearance Certificate for foreign use. Kerala Police guidelines put the fee at Rs 700 as per government orders and say the District Police Chief or Station House Officer issues it within 7 days in normal cases. Apply on thuna.keralapolice.gov.in.
What is a character certificate in Kerala?
A character certificate in Kerala is Kerala Police's written statement that its records show no offence involving the named applicant. Kerala Police issues it in two forms. For domestic purposes. A job inside India, a course, a licence. The document is officially the Non-Involvement in Offences (NIO) certificate, issued under Section 59 of the Kerala Police Act, 2011. Where the document has to travel abroad for a visa or foreign employment, Kerala Police issues it as a Police Clearance Certificate (PCC).
Kerala Police delivers both through THUNA, the force's citizen portal at thuna.keralapolice.gov.in, and through the Pol-App mobile application. Kerala Police describes THUNA on its own home screen as a police–public friendly portal, and the PCC guidelines page on keralapolice.gov.in is the authoritative statement of the fee, the documents and the timeline.
This is a police document, not a revenue one. Kerala's village offices and taluk offices issue income, caste, possession and nativity certificates, but no village officer or tahsildar can issue an NIO certificate: only the police hold the criminal records the certificate speaks to. Applicants regularly waste a week at the wrong counter for this reason.
Who can and who cannot apply?
You can apply for a Kerala NIO or police clearance certificate if you reside in Kerala and can state the address whose police station will verify you. There is no income ceiling, no caste condition and no age bar, this is a records check, not a welfare benefit, so none of the eligibility tests that govern Kerala's income or community certificates apply here.
You cannot apply to Kerala Police for verification of an address outside Kerala. That address belongs to another state's police, and Kerala Police will report only on the period and the area inside its own jurisdiction. You are also not eligible for a clean certificate while a case or an FIR is pending against you: Kerala Police records what its register shows, and a pending case appears on the document rather than being left out.
Applicants who have lived at more than one Kerala address remain eligible, but more than one station then has to report, so the seven-day norm stretches.
What documents are required for a Kerala character certificate?
Kerala Police's PCC guidelines list four things plus the fee:
- A photograph of the applicant, printed on the certificate itself alongside a QR code.
- Address proof: any one of ration card, voter ID, SSLC book, Aadhaar or passport.
- Identity proof — any one of a government-issued ID card, Aadhaar, voter ID, driving licence or passport.
- A supporting letter showing why the certificate is necessary, such as a job offer or an institution's request.
- Proof of the fee, paid online on THUNA or Pol-App, or by treasury receipt / TR 5 form for the offline route.
Keep the originals at home even after uploading. The verifying officer from the local station asks to see something physical that ties you to the declared address, and producing it on the first visit is the single strongest way to keep the file inside seven days.
How to apply for a character certificate in Kerala online
- Open thuna.keralapolice.gov.in or install the Kerala Police Pol-App, and register with the mobile number you actually hold, every update on the application goes to that number.
- Choose the certificate service and state the purpose accurately: a domestic job or course leads to the NIO certificate, while a visa or foreign employment leads to a PCC. Choosing the wrong purpose is the commonest reason an applicant has to file again.
- Fill the application with your name exactly as it reads on your identity document, your date of birth, and the complete residential address including the district, so the correct station receives the file.
- Upload the documents, photograph, address proof, identity proof and the letter showing necessity, in the formats the upload screen states.
- Pay the fee online. Kerala Police guidelines put it at Rs 700 as per government orders; check the amount your own payment screen displays, since the guidelines themselves note the figure can be revised. Save the receipt and the application number.
- Stay available for verification. The application goes to the police station covering your address, and the District Police Chief or Station House Officer issues the certificate within 7 days in normal circumstances.
- Log back in and download the certificate, which carries a QR code and your photograph.
How to apply offline at a police station
- Collect and fill the application at your district police office or local police station.
- Pay the fee at the treasury and keep the treasury fee payment receipt or TR 5 form, which Kerala Police guidelines require with an offline application.
- Submit the form with your photograph, address proof, identity proof and the letter showing necessity, and note the acknowledgement details.
- Remain reachable at the declared address for the station's verification, then collect the certificate from the issuing office.
How do you check the status of a Kerala PCC application?
Log back in to THUNA or Pol-App with the mobile number used to file, and open the application by its reference number. Because the enquiry stage sits with a station house officer rather than with software, an application that looks static for two or three days is usually with the verifying officer. If the seven-day norm has clearly passed, the District Police Chief's office for your district is the right place to ask.
Why do Kerala character certificate applications get rejected or delayed?
- The applicant could not be found at the declared address when the station's officer called.
- Name or date of birth on the form does not match the identity document uploaded.
- The supporting letter showing the necessity of the certificate was not attached.
- The address proof uploaded points to a different district from the one selected.
- A previous Kerala address was left off the form and surfaced during enquiry.
- A case or FIR is pending, which the certificate then has to record.
- The wrong certificate type was chosen, an NIO certificate where the consulate wanted a PCC.
What does it cost, and what about agents?
Kerala Police's own guidelines put the certificate fee at Rs 700 as per government orders, and that amount, paid on THUNA, Pol-App or at the treasury, is the entire legitimate cost. Nobody at the police station is entitled to a rupee beyond it. Pay only on the official portal or at the treasury counter and keep the receipt, it is your proof of exactly what the government charged.
Agents who offer a Kerala character certificate "in two days" for a few thousand rupees are selling a place in a queue that does not move for money. The file still reaches the same station house officer and the same District Police Chief. If anyone demands money on the side, the District Police Chief's office is the escalation point, and the same office is where you go when verification has not started at all.

Frequently asked questions
What is a character certificate called in Kerala?
Kerala Police issues it as a Non-Involvement in Offences (NIO) certificate under Section 59 of the Kerala Police Act, 2011, for domestic employment and similar purposes, and as a Police Clearance Certificate (PCC) where the document is needed abroad. Both come from the same THUNA application flow.
What does a Kerala police character certificate cost?
Kerala Police guidelines state the fee is Rs 700 as per government orders, subject to revision by the Government of Kerala. Confirm the amount shown on your own payment screen on THUNA before paying, because the guideline page itself flags that the figure can be updated.
How long does Kerala Police take to issue it?
Kerala Police guidelines say the District Police Chief or the Station House Officer issues the certificate within 7 days of receiving the application in normal circumstances. A pending enquiry, an address the police could not verify, or a mismatch in your documents extends that period.
Can I apply for a Kerala character certificate online?
Yes — Kerala Police accepts applications on the THUNA portal at thuna.keralapolice.gov.in and through the Pol-App mobile application, and all online payment facilities are available on both. District police offices also accept applications directly.
Can I apply offline in Kerala?
Yes — Kerala Police guidelines allow direct submission at a district police office or police station along with the treasury fee payment receipt or a TR 5 form. This is the route for applicants who cannot scan and upload documents.
How can an employer check whether my certificate is genuine?
Kerala Police prints a QR code and the applicant's photograph on every issued certificate, so an employer or consulate can scan the code to confirm the document came from Kerala Police rather than from a print shop.
Do I need a letter from my employer to apply?
Kerala Police guidelines list a supporting letter showing the necessity of the certificate — such as a job offer or an institutional request — among the documents to be submitted. Applying without one invites a query and delays the file.
Will Kerala Police verify an address outside Kerala?
Kerala Police verifies the address within its own jurisdiction, so an address in another state has to be verified by that state's police. Declare every Kerala address you have lived at rather than only the current one.
