Cancer Suraksha Scheme
Kerala state government scheme
Cancer Suraksha is a Kerala Social Security Mission scheme launched on 1 November 2008 that gives completely free cancer treatment to children below 18 years from poor families, with an initial ceiling of Rs 50,000 per child that a committee can raise. Treatment is cashless at 10 designated government hospitals; families register through the hospital counsellor.
What is the Cancer Suraksha Scheme?
Cancer Suraksha is a Kerala state government health-protection scheme launched on 1 November 2008 and implemented by the Kerala Social Security Mission under the Social Justice Department. Cancer Suraksha exists for one narrow but serious purpose: to make sure that no child in Kerala below the age of 18 goes without cancer treatment because the family cannot pay for it.
According to the Social Justice Department scheme page, the entire cost of treatment, including the cost of investigations, is borne under the scheme by the designated hospitals rather than by the family. The scheme carries an initial expenditure ceiling of Rs 50,000 per child, and where the treatment plan costs more, the additional amount can be sanctioned with the approval of a committee constituted for the purpose. That committee route matters in practice, because paediatric oncology protocols: chemotherapy cycles, imaging, blood products, surgery; routinely cross Rs 50,000.
Key features of Cancer Suraksha
- Fully cashless treatment. The hospital treats the child and settles with the Kerala Social Security Mission; the family does not pay and then claim.
- Covers investigations as well as treatment, so diagnostic scans and laboratory work are not billed separately to the family.
- Delivered through 10 designated government hospitals across Kerala, including regional cancer centres and government medical colleges.
- Administered at hospital level by counsellors who assess eligibility and also provide support services to the patient and family.
- A Patient Card is issued on registration and is used at every subsequent visit.
Cancer Suraksha sits alongside Kerala's other cancer-support measures, such as the Karunya Benevolent Fund and the state health insurance scheme, but it is the only one built specifically around children and around zero payment at the counter.
Who is eligible for Cancer Suraksha?
A child can be enrolled if:
- The child is below 18 years of age at the time of registration.
- The child has a confirmed diagnosis of cancer made or accepted by the treating government hospital.
- The family belongs to the Below Poverty Line category or is otherwise unable to meet the cost of treatment, evidenced by a BPL ration card or a Village Officer's income certificate.
- The family is resident in Kerala.
- Treatment is taken at one of the designated government hospitals under the scheme.
A patient is not eligible if:
- The patient has completed 18 years at the time of registration. The one concession is that a patient who was under 18 when treatment began and still needs treatment is allowed the benefit for one more year.
- The patient uses pay-ward facilities at the hospital rather than the general ward route the scheme is built around.
- The patient holds medical insurance covering the illness, or is eligible for medical reimbursement from another source such as an employer or a central government health scheme. Cancer Suraksha is a last-resort fund, not a top-up on an existing cover.
- Treatment is taken at a private hospital outside the designated list.
Families who fall outside these limits. An adult patient, or a family already covered by insurance, should ask the same hospital counsellor about the other state routes rather than assuming there is no help available.
What documents are required for Cancer Suraksha?
| Document | Mandatory | Notes |
|---|---|---|
| Cancer diagnosis and medical records | Yes | The qualifying document; issued by the treating government hospital |
| Age proof of the child | Yes | Birth certificate or school certificate showing age below 18 |
| BPL ration card or income certificate | Yes | Village Officer's certificate is accepted where there is no BPL card |
| Kerala residence proof | Yes | Aadhaar, ration card or Village Officer certificate |
| Aadhaar of child and parent or guardian | No | Used for identification and record linking |
| Declaration on insurance / reimbursement | Yes | Confirming no insurance cover or reimbursement entitlement exists |
Keep the originals with you at the hospital. The counsellor will take photocopies, and the diagnosis papers are needed again at each treatment cycle.
How to apply for Cancer Suraksha
Cancer Suraksha has no separate online application. Registration happens inside the hospital, which is deliberate — the scheme is designed to be entered at the moment of diagnosis rather than after a paperwork queue.
- Take the child to a designated government hospital. The designated list includes the Regional Cancer Centre at Thiruvananthapuram, the Malabar Cancer Centre, and the Government Medical College hospitals at Thiruvananthapuram, Kottayam, Thrissur, Kozhikode and Kannur, among the 10 institutions covered.
- Get the diagnosis confirmed by the treating oncology unit. A written, confirmed diagnosis is what opens the scheme.
- Meet the Cancer Suraksha counsellor at that hospital. Every designated hospital has a counsellor attached to the Kerala Social Security Mission programme who handles enrolment.
- Submit the documents; age proof, BPL ration card or income certificate, residence proof and the declaration that the child holds no insurance cover and is not entitled to reimbursement elsewhere.
- Collect the Patient Card issued after the counsellor verifies eligibility. This card identifies the child under the scheme.
- Attend every subsequent visit with the Patient Card. Treatment and investigations are then billed to the scheme and not to the family.
If the treatment plan is going to cost more than the Rs 50,000 initial ceiling, the counsellor and treating unit raise the case for committee approval. The family does not have to file that request separately, but it is worth asking the counsellor to confirm the case has been sent up before the ceiling is reached.
How do I check the status of a Cancer Suraksha case?
The scheme has no public status-tracking website. Status is checked the same way enrolment happens; through the hospital counsellor, who holds the file and the correspondence with the Kerala Social Security Mission. Ask the counsellor for:
- Whether the Patient Card has been issued and the case entered in the Mission's records.
- How much of the Rs 50,000 ceiling has been drawn against the child.
- Whether a committee approval request has been raised for costs above the ceiling, and where it stands.
Keeping a note of the Patient Card number and the counsellor's desk contact saves considerable time on later visits.
Why do Cancer Suraksha applications get rejected?
- Age above 18 at registration. This is the hardest limit in the scheme and the most common reason a family is turned away.
- Insurance cover or reimbursement entitlement. If the child is covered by a medical insurance policy, or a parent's employer will reimburse the treatment, the case falls outside the scheme.
- Pay-ward admission. Choosing the pay ward removes the patient from the scheme's coverage.
- Income documents missing or out of date. A BPL ration card that has lapsed, or an income certificate from a previous year, is a frequent hold-up. Get a fresh certificate from the Village Officer.
- Treatment taken at a hospital outside the designated list. Costs incurred at a non-designated institution are not covered retrospectively.
Most rejections are fixable on the spot. A missing income certificate can be obtained from the Village Office within a few days, and the counsellor will usually hold the file rather than close it.
What are the key dates for Cancer Suraksha?
Cancer Suraksha was launched on 1 November 2008 and has run continuously since. There is no application window and no last date, a child is enrolled whenever the diagnosis is made, which is the only sensible design for an illness that does not wait for a scheme calendar. Renewal is not an annual paperwork exercise either; the case continues while treatment continues, subject to the age rule and the one-year extension for patients who cross 18 mid-treatment.
How to raise a grievance about Cancer Suraksha
Start with the hospital counsellor, who can usually resolve document and ceiling questions directly. If that does not work, escalate to the Kerala Social Security Mission through the Social Justice Department:
- Social Justice Department, Government of Kerala: 0471-2306040 / 0471-2302887
- Email: swdkerala@gmail.com
- District Social Justice Officer in your district, for written complaints
Cancer Suraksha enrolment is free. No agent, middleman or hospital staff member is entitled to charge a fee for registering a child under the scheme, and any demand for payment should be reported to the District Social Justice Officer.

Frequently asked questions
Who is eligible for the Cancer Suraksha Scheme in Kerala?
Children below 18 years of age who have a confirmed cancer diagnosis and belong to Below Poverty Line or economically weak families resident in Kerala are eligible. The Kerala Social Security Mission runs the scheme and treatment is given free at designated government hospitals.
How much treatment cost does Cancer Suraksha cover?
Cancer Suraksha carries an initial expenditure ceiling of Rs 50,000 per child, and the Social Justice Department portal states that costs above this can be sanctioned with the approval of a committee. Investigations and treatment are both covered.
Does the family have to pay the hospital and claim it back later?
No. Cancer Suraksha is a cashless scheme — the designated government hospital treats the child and settles the cost with the Kerala Social Security Mission. There is no reimbursement claim for the family to file.
What happens when the child turns 18 during treatment?
Patients who have not yet completed 18 years when treatment starts and who still need treatment are allowed the benefit for one further year, so a course of therapy is not cut off mid-way by a birthday.
Who is not eligible for Cancer Suraksha?
Patients who use pay-ward facilities, who hold medical insurance, or who are eligible for medical reimbursement from another source cannot apply. Adults aged 18 and above at the time of registration are also outside the scheme.
Where do I apply for Cancer Suraksha?
Apply at the counsellor's desk of any of the 10 designated government hospitals, which include the Regional Cancer Centre Thiruvananthapuram, Malabar Cancer Centre and the Government Medical Colleges at Thiruvananthapuram, Kottayam, Thrissur, Kozhikode and Kannur.
Is there an online application form for Cancer Suraksha?
No separate online form is published. Registration is done in person at the treating hospital, where the counsellor verifies the diagnosis, age and income documents and issues a Patient Card.
