What is the Kerala Biotechnology Re-entry Fellowship?

Kerala Biotechnology Re-entry Fellowship, abbreviated K-BiREF, is a programme of the Kerala Biotechnology Commission, which functions under the Kerala State Council for Science, Technology and Environment (KSCSTE) at Sasthra Bhavan, Pattom, Thiruvananthapuram.

The objective is explicit and unusually narrow for a state scheme. According to the Kerala Biotechnology Commission, K-BiREF aims to recruit highly skilled Indian researchers currently employed abroad in biotechnology and related fields back to Kerala's research and academic institutions, so they can carry out advanced research and development in the state.

The reasoning behind it is the pay gap. A senior post-doctoral researcher in a good American or European laboratory earns a multiple of what an Indian institution can offer at entry, and the equipment and consumables budget difference is even larger. K-BiREF closes part of that gap deliberately, with a package that is far above normal Indian post-doctoral rates.

Fellowship package

Component Amount
Monthly fellowship Rs 1,00,000
Housing allowance Rs 18,500 per month
Research / contingency grant, years 1–2 Rs 7.5 lakh per year
Research / contingency grant, years 3–5 Rs 5 lakh per year

Host institutions may provide additional medical benefits, transport allowance and other perquisites as per their own norms. Over a full five-year term the fellowship and housing components alone come to roughly Rs 71 lakh, with a further Rs 30 lakh of research grant.

Who is eligible for K-BiREF?

You can apply if:

  • You hold a PhD, MD or equivalent qualification.
  • You have a minimum of 3 years of post-doctoral research experience in premier international laboratories.
  • You have an outstanding track record of research in biotechnology-related areas, as reflected in your publications.
  • You are an Indian national.
  • You are working overseas at the time of application.
  • You are below 45 years of age, with relaxation of 3 years for OBC candidates and 5 years for SC, ST and physically handicapped candidates.
  • A Kerala research or academic institution has agreed to host you and will issue a host institution certificate.

You are not eligible if:

  • You are already working in India. Current overseas employment is the defining condition of a re-entry fellowship, and applicants who have already returned cannot apply.
  • Your post-doctoral experience is under 3 years, or was not at a premier international laboratory.
  • You are 45 or older and do not qualify for a relaxation.
  • You are not an Indian national.
  • Your work is outside biotechnology and related fields.
  • You have no host institution in Kerala willing to take you.

A common misreading is worth correcting directly. K-BiREF is not a career-break re-entry scheme. Researchers; particularly women scientists, who stepped away from research for family reasons and want to resume should apply instead to the KSCSTE Back-To-Lab Post-Doctoral Fellowship, which is designed for exactly that situation and has entirely different eligibility.

What other Kerala Biotechnology Commission schemes exist?

The Kerala Biotechnology Commission runs several programmes alongside K-BiREF, and applicants who do not fit the re-entry criteria may fit one of these:

  • Young Investigator's Programme in Biotechnology (YIPB), supports early-career scientists starting independent research.
  • Industry-linked Biotechnology Research Scheme (IBRS); strengthens academia-industry partnerships aimed at commercialisation.
  • Biotechnology Young Entrepreneur (BYE) Award; supports biotech founders converting ideas into ventures.
  • Biotechnology Innovations for Rural Development (BIRD) — grassroots innovations for rural biotechnology solutions.
  • Biotechnology Post-Doctoral Fellowship (BPDF), advanced research training.
  • Biotechnology Training and Workshop (BTW) and the Biotechnology Education Programme, training, workshops and student awareness.

How to apply for the Kerala Biotechnology Re-entry Fellowship

  1. Watch for the advertisement. K-BiREF applications are invited against a formal call published on the KSCSTE website, not on a rolling basis. The most recently notified cycle closed on 27 November 2025.
  2. Download the guidelines, terms and conditions, host institution certificate, utilisation certificate and undertaking forms from the K-BiREF page on kscste.kerala.gov.in.
  3. Secure a Kerala host institution. Approach a university department or an R&D institution in the state, agree the research scope, and obtain the signed host institution certificate. This normally takes the longest and should be started well before the deadline.
  4. Prepare the research proposal, setting out the scientific problem, methodology, facilities required from the host, expected outputs and a budget mapped to the Rs 7.5 lakh annual research grant.
  5. Register and apply online on the KSCSTE proposal submission portal at submit.kscste.kerala.gov.in, completing the K-BiREF form.
  6. Upload all documents: doctoral certificate, overseas experience proof, proof of current overseas employment, publication list, passport, host certificate, proposal and the signed undertaking.
  7. Submit before the closing date and time and retain the acknowledgement.
  8. Attend the interview if shortlisted by the expert screening committee.

How the selection works

Applications go first to an expert committee for screening, which assesses the strength of the publication record, the standing of the international laboratories where the applicant trained, and the scientific merit and feasibility of the proposed work in the Kerala host institution. Shortlisted candidates are then interviewed. Because the fellowship value is high and the number of awards small, the effective bar is set by the quality of the overseas record rather than by the minimum stated eligibility.

Successful candidates receive a sanction routed through the host institution, which administers the grant and furnishes utilisation certificates to the Kerala Biotechnology Commission.

Why applications fail

  • Applicant has already returned to India and so falls outside the re-entry definition.
  • Post-doctoral experience below the 3-year minimum, or spread across short appointments that do not add up.
  • No host institution certificate. An application naming a Kerala institution without its written agreement is incomplete.
  • Age above the limit with no admissible relaxation and no caste certificate attached to support the relaxation claimed.
  • Proposal not matched to host facilities, a plan requiring instrumentation the host does not have and cannot access.
  • Publication record not competitive against the field in that cycle, even where the formal minimum is met.

Frequently asked questions

How much does the K-BiREF fellowship pay?

K-BiREF pays a monthly fellowship of Rs 1,00,000 plus a housing allowance of Rs 18,500 a month. The research and contingency grant is Rs 7.5 lakh a year for the first two years and Rs 5 lakh a year from the third to the fifth year.

Who is eligible for the Kerala Biotechnology Re-entry Fellowship?

Indian nationals holding a PhD, MD or equivalent qualification, with at least 3 years of post-doctoral research experience in premier international laboratories, who are working overseas at the time of application and are below 45 years of age.

Is K-BiREF for scientists returning after a career break?

No. K-BiREF specifically targets Indian researchers currently employed abroad and seeks to bring them back to Kerala institutions. Women scientists resuming research after a career break should instead look at the KSCSTE Back-To-Lab Post-Doctoral Fellowship.

What is the age limit and are there relaxations?

The age limit is below 45 years, relaxable by 3 years for OBC candidates and by 5 years for SC, ST and physically handicapped candidates.

How long does the fellowship last?

The grant structure runs across five years — Rs 7.5 lakh a year of research grant in years one and two, and Rs 5 lakh a year in years three to five — indicating a fellowship period of up to 5 years subject to review.

Where can I carry out the research?

At a research or academic institution in Kerala that agrees to host you. The host institution must furnish a certificate, and it may additionally offer medical benefits, transport allowance and other perks as per its own norms.

How is the selection made?

Applications are screened by an expert committee, and shortlisted candidates are called for interview. Selection weighs the strength of the publication record, the quality of the overseas training and the research proposal.

When can I apply for K-BiREF?

Applications are invited against a formal advertisement rather than being open all year. The most recently notified cycle closed on 27 November 2025, so watch the K-BiREF page on kscste.kerala.gov.in for the next call.
