What is the Young Investigator's Programme in Biotechnology?

Young Investigator's Programme in Biotechnology (YIPB) is a research funding scheme of the Kerala Biotechnology Commission, which operates under the Kerala State Council for Science, Technology and Environment (KSCSTE), Government of Kerala. According to the KSCSTE portal, YIPB supports early-career researchers who want to pursue innovative work in emerging areas of biotechnology.

YIPB is not a fellowship for students and not an award for past work. It is a project grant: a young scientist writes a research proposal, an expert committee reviews it, and if approved, the money is sanctioned to a host institution in Kerala where the investigator will run the project for up to three years.

The areas KSCSTE lists for YIPB span medical, agricultural, veterinary, environmental, marine, industrial and bioresource applications of biotechnology. The breadth is intentional, the council wants proposals in emerging areas rather than repetitions of established work.

How much does YIPB pay?

Component Amount
Project grant Up to Rs 30 lakh over three years
Institutional overhead 10% of the grant, capped at Rs 1 lakh
Fellowship for investigators without a salary Rs 45,000 per month plus 10% HRA
Project duration Up to 3 years

Two points are easy to misread. First, the Rs 30 lakh ceiling excludes the overhead, the 10% overhead, capped at Rs 1 lakh, goes to the host institution and is not deducted from the project budget. Second, the Rs 45,000 monthly fellowship is conditional: it applies only to a scientist who does not already hold a salary or another fellowship. An investigator already on an institutional salary cannot draw it, though such an investigator may ask for supporting project staff in the budget instead.

Who is eligible for YIPB?

You can apply if:

  • You hold a PhD in life sciences.
  • You have a minimum of three years of post-doctoral experience in biotechnology.
  • You are below 40 years of age. KSCSTE relaxes this by five years for SC, ST and OBC candidates, women candidates and physically handicapped candidates.
  • You have a host institution willing to accommodate the project and administer the grant.

You cannot apply if:

  • You are a research scholar still pursuing a PhD. A completed doctorate is the entry condition.
  • You have less than three years of post-doctoral experience.
  • You are 40 or above and do not qualify for any of the listed relaxations.
  • You have no host institution to run the project in. YIPB money is sanctioned through an institution, not to an individual bank account.
  • You are a company or a commercial entity looking for product development funding. YIPB funds academic and R&D research; industry-linked commercial projects belong to the Industry-linked Biotechnology Research Scheme.
  • You are a student team with a business idea, that is the Biotechnology Young Entrepreneur Award, a different programme of the same commission.

What documents are required for YIPB?

Document Mandatory Notes
Project proposal in the prescribed format Yes Objectives, methodology, work plan, year-wise budget
PhD certificate Yes Doctorate in life sciences
Post-doctoral experience proof Yes At least three years in biotechnology
Date of birth proof Yes Establishes the below-40 condition
Host institution endorsement Yes Institution agrees to host and administer
Category or disability certificate No Only if claiming the five-year age relaxation

How to apply for YIPB

  1. Watch the Biotechnology Development section of kscste.kerala.gov.in for the YIPB advertisement. Calls are periodic, not on a fixed annual date.
  2. Download the YIPB application format, guidelines and terms and conditions from the official YIPB page.
  3. Confirm you meet all four eligibility conditions β€” PhD, three years of post-doctoral work, age below 40 with relaxation if applicable, and a host institution.
  4. Write the project proposal: objectives, review of existing work, methodology, three-year work plan, expected outcome and a year-wise budget within the Rs 30 lakh ceiling.
  5. Obtain the endorsement of the host institution, which must confirm space, facilities and willingness to administer the grant.
  6. Attach the supporting documents, PhD certificate, experience certificates, proof of date of birth, and a category certificate if you are claiming age relaxation.
  7. Send the complete application to the Scientist-in-Charge, Kerala Biotechnology Commission, KSCSTE, Sasthra Bhavan, Pattom, Thiruvananthapuram 695 004, by the last date in the advertisement.
  8. Respond to any clarification sought during peer review, then await the decision of the expert committee.

How is a YIPB proposal evaluated?

KSCSTE runs a two-layer process. Proposals first go for peer review by subject specialists, who comment on the scientific quality, novelty and feasibility of the work. The reviewed proposals then go to an expert committee, which takes the funding decision and may revise the budget or the duration.

Applicants should expect the committee to look hard at three things: whether the area is genuinely emerging rather than routine, whether the three-year work plan is realistic for a single investigator with the requested budget, and whether the host institution has the facilities the methodology assumes.

How do you check the status of a YIPB application?

YIPB has no public online tracking dashboard. The Kerala Biotechnology Commission communicates outcomes directly to the applicant and to the host institution. For a status query, email kbc.kscste@kerala.gov.in or biotechkerala@gmail.com, or call 0471-2548406 or 0471-2548254, quoting the project title and the advertisement under which the proposal was submitted.

Why do YIPB applications get rejected?

  • Age or experience shortfall, below the three-year post-doctoral bar, or at or above 40 without an applicable relaxation.
  • No host institution endorsement, or an endorsement that does not commit facilities.
  • Budget above the Rs 30 lakh ceiling, or a budget that treats the 10% overhead as part of the project cost.
  • Work plan not achievable in three years with the staff and equipment requested.
  • Area not emerging, a proposal that repeats work already well established elsewhere.
  • Application not in the prescribed format, or received after the advertisement's closing date.

Where to get help or raise a grievance

There is no application fee for YIPB, and no consultant can secure a sanction. Every proposal is decided on peer review and expert committee evaluation.

Frequently asked questions

How much funding does YIPB provide?

YIPB provides up to Rs 30 lakh over three years. That figure excludes the institutional overhead of 10%, which is capped at Rs 1 lakh and paid to the host institution separately.

What is the age limit for the Young Investigator's Programme in Biotechnology?

An applicant must be below 40 years of age. KSCSTE relaxes the limit by five years for SC, ST and OBC candidates, women candidates and physically handicapped candidates.

Do YIPB investigators get a salary?

Scientists who do not already hold a salary or fellowship receive Rs 45,000 per month plus 10% house rent allowance under YIPB. Researchers already drawing a salary do not get this component, but may request supporting staff in the project budget.

Can a PhD student apply for YIPB?

No. YIPB requires a completed PhD in life sciences plus a minimum of three years of post-doctoral experience in biotechnology, so research scholars still working towards a doctorate are not eligible.

How long does a YIPB project run?

A YIPB project runs for up to three years. The budget of Rs 30 lakh is spread across that period against the work plan approved by the expert committee.

When can I apply for YIPB?

KSCSTE calls for YIPB applications through periodic advertisements rather than on a fixed annual date, so the Biotechnology Development section of kscste.kerala.gov.in is the place to watch.

How are YIPB proposals selected?

Every proposal goes through peer review followed by evaluation by an expert committee constituted by KSCSTE. Selection is on scientific merit, feasibility of the work plan and the relevance of the area to Kerala.
