What is the Agriculture Labour Pension in Kerala?

Agriculture Labour Pension is one of the social security pensions run by the Local Self Government Department, Government of Kerala. It provides a monthly cash pension to agricultural labourers; people whose livelihood has come from working on other people's land rather than from owning it, and who therefore reach old age with neither a landholding nor an employer's pension behind them.

Kerala runs its social security pensions as a single administrative system rather than as separate silos. Applications are received and sanctioned by the grama panchayat, municipality or corporation where the applicant lives, records are maintained in the Sevana Pension software of the Local Self Government Department, and payment is made monthly by Direct Benefit Transfer. According to the Sevana Pension portal at welfarepension.lsgkerala.gov.in, the system covers more than 51 lakh pensioners across all categories, and the cumulative amount distributed through DBT recorded on the portal runs into tens of thousands of crores of rupees.

Because Kerala pays a uniform monthly rate across its social security pension categories, and because that rate is set and revised by government order, the figure printed in old newspaper reports is often out of date. Confirm the current monthly rate at your grama panchayat or municipal office, or on the Sevana Pension portal, before you rely on it.

Who is eligible for the Agriculture Labour Pension?

You can apply if:

  • You are a resident of Kerala and your name is on the rolls of the grama panchayat, municipality or corporation where you live.
  • You have worked as an agricultural labourer, that is, as a wage worker in agricultural operations, and can produce evidence of it acceptable to the local body, such as agricultural workers' welfare fund membership, a Krishi Bhavan certificate or a certificate from the panchayat.
  • You meet the minimum age condition fixed by the government for the category. Age is proved with a birth certificate, SSLC book or election ID.
  • Your family income is within the ceiling fixed by the government for social security pensions. This is established through an income certificate from the Village Officer.
  • You have an Aadhaar number and a bank account in your own name, so that DBT can reach you.

You cannot apply, or are not eligible, if:

  • You live outside Kerala. This is a state social security pension funded from the Kerala budget and delivered through Kerala local bodies.
  • You are already drawing another state social security pension: old age, widow, disability or unmarried women's pension. Kerala pays one social security pension per person, and duplicate records are the most common cause of a pension being stopped.
  • You are drawing a service pension from the government, a public sector undertaking or a statutory welfare fund, or you are covered by another pension scheme that disqualifies you.
  • Your family income exceeds the ceiling in force. The pension is means-tested, which is precisely why the Village Officer's income certificate is a mandatory document.
  • You are an owner-cultivator rather than a labourer. This pension is for agricultural wage workers. A landholding farmer should look at the farmer welfare fund and old age pension routes instead.

How to apply for the Agriculture Labour Pension

  1. Collect the social security pension application form from your grama panchayat, municipality or corporation office. The form can also be downloaded from the downloads section of the Sevana Pension portal at welfarepension.lsgkerala.gov.in.
  2. Get the income certificate from the Village Officer of your village, and the certificate or membership record establishing that you work as an agricultural labourer.
  3. Fill the form and attach copies of your Aadhaar card, bank passbook, age proof, income certificate and labour proof. Keep the originals with you for verification at the counter.
  4. Submit it at the local body office in whose area you live, and collect the acknowledgement. Note the file or application number written on it โ€” you will need it to follow up.
  5. Cooperate with the field verification. The local body's staff verify the applicant's residence, age, income and work status before the application is placed for sanction.
  6. Wait for the sanction and the pensioner ID. Once sanctioned, the record is created in the Sevana Pension system and a pensioner ID is generated. Ask the office for that ID and keep it safe.
  7. Check that the first credit reaches your bank account, and thereafter attend mustering whenever the local body calls for it.

How to check the status of your Kerala pension

  1. Open welfarepension.lsgkerala.gov.in, the Sevana Pension portal of the Local Self Government Department.
  2. Use the quick search to look up your pensioner ID, or the DBT status report to see whether a monthly instalment has been released.
  3. If you do not know your pensioner ID, ask the front office of your grama panchayat, municipality or corporation to retrieve it from the same system.
  4. For a payment that has been released by the department but has not reached your account, take the DBT status printout to your bank branch.

Why a Kerala social security pension gets stopped

  • Mustering not completed. Kerala periodically requires pensioners to verify that they are alive and still eligible, usually biometrically at the local body office or an Akshaya centre. Payment is held until you muster.
  • Duplicate pension detected. Aadhaar-based de-duplication across the Sevana database catches a person drawing two social security pensions, and the second one is stopped.
  • Bank account problems. An account that is dormant, closed, or not seeded with Aadhaar, or a name mismatch between the Aadhaar record and the bank record, causes the DBT to fail and bounce back.
  • Income position changed. Where verification shows family income above the ceiling, the pension is discontinued.
  • Death of the pensioner not reported, which triggers recovery of amounts paid after the date of death.

The fix in almost every case runs through the same door: the grama panchayat, municipality or corporation office that sanctioned the pension. Take your pensioner ID and the bank passbook, and ask the office to re-run the DBT and correct the record in Sevana.

Where to get help

Documents required

Application form for social security pension
Obtained from the grama panchayat, municipality or corporation office, or downloaded from the Sevana Pension portal. It must be submitted to the local body in whose area you reside.
Aadhaar card
Used to identify the pensioner uniquely across the Sevana Pension database and to prevent one person drawing two social security pensions. It also seeds the bank account for DBT.
Bank account passbook
The pension is paid by Direct Benefit Transfer. The account should be Aadhaar-seeded, and the account holder's name must match the Aadhaar name.
Age proof
A birth certificate, SSLC book, election ID or any document accepted by the local body that establishes date of birth, since the pension carries a minimum age condition.
Income certificate from the Village Officer
Kerala's social security pensions are means-tested. The Village Officer's income certificate is what the local body uses to test the family income against the ceiling in force.
Proof of work as an agricultural labourer
This is the distinguishing document for this pension. Local bodies accept evidence such as membership of the agricultural workers' welfare fund, a certificate from the Krishi Bhavan or a certificate from the grama panchayat that the applicant works as an agricultural labourer.
Ration cardoptional
Commonly asked for as proof of residence and of family composition, and to corroborate the income position.
