Sevana Pension (Kerala Social Security Welfare Pension System)
Kerala state government scheme
Sevana Pension is the Kerala Local Self Government Department system that sanctions and pays the state's social security welfare pensions, currently Rs 2,000 a month with effect from 1 November 2025, across five categories including old age, widow, disability, agricultural labour and unmarried women above 50. Applications are filed at the local body.
What is Sevana Pension?
Sevana Pension is the state-wide system through which the Local Self Government Department, Government of Kerala, receives, sanctions, records and pays the social security welfare pensions of Kerala. Sevana is not itself a separate cash benefit. It is the common platform that every Grama Panchayat, Municipality and Corporation in Kerala uses to run the pension categories, which is why the phrase Sevana pension (Malayalam: സേവന പെൻഷൻ) has become the everyday name for the welfare pension itself.
Sevana Pension was developed by Information Kerala Mission, the agency that builds software for Kerala's local governments, and the citizen-facing portal is welfarepension.lsgkerala.gov.in. The portal's public dashboard reports the programme at very large scale: over 51 lakh beneficiary records in total, with around 19 lakh under the women's security head, which makes it one of the biggest state-funded social pension systems in India.
According to the Sevana Pension portal, the current welfare pension rate is Rs 2,000 per month, effective from 1 November 2025, and it applies uniformly across the categories rather than varying by pension type.
Which pensions does Sevana cover?
Sevana Pension handles five social security pension categories:
- Indira Gandhi National Old Age Pension Scheme, for applicants aged 60 years and above who are destitute, with at least three years of continuous residence in Kerala.
- Indira Gandhi National Widow Pension Scheme, for widows, and for women whose husbands have been missing for more than seven years, with at least two years of permanent residence in Kerala.
- Indira Gandhi National Disability Pension Scheme, for persons with disability, supported by a medical disability certificate. The portal records no age limit for this category.
- Agricultural Labour Pension, for agricultural labourers who meet the common income and asset tests.
- Pension to Unmarried Women above 50 Years — for unmarried women aged 50 and above, including unmarried mothers.
Kerala separately operates welfare fund board pensions for organised occupational groups. Those are administered by their own boards and are not part of the five Sevana categories, though they do count when the state checks whether a person is already drawing a pension.
Who is eligible under the Sevana welfare pensions?
The five categories share a common set of conditions, on top of the category-specific test of age, widowhood, disability, occupation or marital status.
You can be sanctioned a Sevana pension if:
- Your annual family income does not exceed Rs 1 lakh.
- You are a destitute person as the scheme uses the term, and not dependent on another person for support.
- You permanently reside in Kerala, and you apply through the local body where you actually live. The old age category requires three years of continuous residence in the state; the widow category requires two.
- Your family owns not more than two acres of land. Scheduled Tribe applicants are exempted from this ceiling.
- The building owned by you or your family is not more than 2,000 sq ft.
- You meet the specific test for your category to 60 years for old age, 50 years and unmarried status for the unmarried women pension, a medical certificate for disability, and so on.
You are not eligible, and cannot apply, if:
- You are an income tax payer.
- You are a service pensioner or a family pensioner, with ex-gratia family pension up to Rs 4,000 treated as the exception.
- You draw a salary or pension from the Central or State Government, or you retired from a Central or State public sector undertaking.
- You are already drawing another social welfare pension. Kerala permits a maximum of two pensions counting EPF pension in limited situations, and treats disability pension as the exception to the bar.
- You or your family own a non-taxi four-or-more-wheeled vehicle above 1,000 cc, with Ambassador cars excluded from the test.
- You are admitted to a poorhouse, or you resort to habitual begging.
- You have applied in or are on the rolls of two different local bodies.

How to apply for a Sevana welfare pension
- Identify the correct category, old age, widow, disability, agricultural labour or unmarried women above 50. You may be sanctioned only one, so choose the category whose conditions you clearly satisfy.
- Collect the prescribed form for that category from your Grama Panchayat, Municipality or Corporation office, or download it from the Downloads section of welfarepension.lsgkerala.gov.in. There is no fee for the form.
- Fill in the form using your name exactly as printed on Aadhaar, and enter your date of birth, address, annual family income, land and building details, bank account number and IFSC code.
- Attach the documents listed above, including the category-specific proof.
- Submit the application to the Secretary of the local body of your permanent residence, and take a dated acknowledgement.
- Cooperate with the field enquiry. An officer verifies income, residence, assets and the category test. Kerala's published practice is to complete the enquiry within about 45 days of submission.
- Collect the sanction order. On sanction, the local body enters the case in Sevana Pension and a pensioner ID is generated. Note this ID down, every later status check, mustering record and payment enquiry runs on it.
Kerala does not run a citizen self-registration counter for these pensions. Any website or agent offering to "register" you online for a fee is not the official route; the application must be filed at the local body.
How is the money paid?
Sevana pensions are paid by Direct Benefit Transfer into the beneficiary's bank account. The Local Self Government Department operates a dedicated DBT Cell for the programme, and the portal carries a DBT pension search where a beneficiary can look up disbursal details against a pensioner ID. Kerala Social Security Pension Limited, a state government company, is used to mobilise and route funds when instalments are released.
Payment is monthly in principle. In practice Kerala has often released two or more months of pension together once funds are consolidated, so a credit larger than Rs 2,000 usually means arrears rather than an error. For bedridden and immobile pensioners, Kerala uses a doorstep delivery arrangement through cooperative sector staff instead of requiring a bank visit.
How to check your Sevana pension status
- Open welfarepension.lsgkerala.gov.in.
- Choose quick search to look up a pensioner record, or DBT pension search to see disbursal details.
- Enter your pensioner ID and submit.
- If the pension has not yet been sanctioned, ask the local body office that accepted your application to show the file's current stage in Sevana.
The portal also publishes government orders, circulars, mustering dashboards and social audit reports. The reliable place to confirm a rate revision instead of relying on a forwarded message.
Why Sevana pensions get stopped or rejected
- Missed mustering. Kerala periodically requires pensioners to appear with Aadhaar for biometric life verification. Payment is put on hold, not cancelled, for those who do not appear, and can be restored through the local body.
- Bank account failures. A dormant account, a closed account, an account not seeded with Aadhaar, or a name mismatch between Aadhaar and bank records.
- Income above Rs 1 lakh recorded on a fresh income certificate.
- A second pension detected during de-duplication, including a welfare board or EPF pension.
- Asset ceiling exceeded, more than two acres of land, a building above 2,000 sq ft, or a family vehicle above 1,000 cc.
- Duplicate enrolment in two local bodies, usually after shifting residence.
- Death of the beneficiary, after which the family must inform the local body; amounts drawn after death are recoverable.

Frequently asked questions
What is Sevana Pension?
Sevana Pension is the software and administrative system through which the Kerala Local Self Government Department sanctions, records and pays the state's social security welfare pensions in every Grama Panchayat, Municipality and Corporation. Sevana was developed by Information Kerala Mission and is used state-wide.
How much is the Kerala welfare pension per month?
Rs 2,000 per month, a rate the Sevana Pension portal records as effective from 1 November 2025 across the old age, widow, disability, agricultural labour and unmarried women categories. The amount is credited to the beneficiary's bank account by Direct Benefit Transfer.
Which pensions does Sevana cover?
Sevana covers five social security pensions — Indira Gandhi National Old Age Pension, Indira Gandhi National Widow Pension, Indira Gandhi National Disability Pension, Agricultural Labour Pension and Pension to Unmarried Women above 50 Years. Kerala also runs separate welfare board pensions outside this set.
What is the income limit for Kerala welfare pension?
Annual family income must not exceed Rs 1 lakh. The ceiling is common to all five Sevana pension categories, and it is verified from an income certificate issued by the village officer at the time of enquiry.
Can I receive two Kerala welfare pensions at the same time?
Generally no. The portal states that a person receiving another social welfare pension is not eligible, allows a maximum of two pensions counting EPF pension in limited situations, and treats disability pension as the stated exception.
How do I apply for a Sevana welfare pension?
Submit the prescribed form with documents to the Secretary of your Grama Panchayat, Municipality or Corporation. Kerala does not accept a citizen-side self-registration for these pensions; the local body enters your application into Sevana and conducts the enquiry.
How do I check my Sevana pension status or payment?
Use the quick search and DBT pension search facilities on welfarepension.lsgkerala.gov.in with your pensioner ID. The same portal publishes mustering information, government orders and social audit reports for the pension programme.
Why has my Sevana pension stopped?
The most common causes are a missed mustering (Aadhaar-based life verification), a bank account that is inactive or not Aadhaar-seeded, a name mismatch between Aadhaar and bank records, or a change in eligibility such as a new service pension or income above Rs 1 lakh.
