What is the Seed Capital Financial Assistance Scheme in Kerala?

Seed Capital Financial Assistance Scheme is the seed capital component of the Pradhan Mantri Formalisation of Micro Food Processing Enterprises scheme, known as PM FME, as it is delivered in Kerala. The Government of Kerala launched the state-level rollout on 18 October 2021, with Kudumbashree acting as the State Nodal Agency and the Industries Department associated with implementation.

The scheme answers a narrow but real problem. Thousands of Kerala women run small food processing activities; pickles, banana chips, jackfruit products, curry powders, coconut oil, rice products, bakery items; through Kudumbashree Neighbourhood Groups and Self Help Groups. These units almost never fail for lack of skill. They stall for lack of a few tens of thousands of rupees of working capital to buy raw material in bulk, or a sealing machine, or a proper weighing scale.

According to the PM FME Kerala portal, the seed capital component provides Rs 40,000 per member of an SHG for working capital and purchase of small tools, subject to a total of up to Rs 4 lakh per SHG. The money is provided as a grant to the SHG Federation, which channels it to members. Because the ceiling per group is Rs 4 lakh and the per-member figure is Rs 40,000, a group can cover up to ten members at the full rate.

Key features

  • Rs 40,000 per SHG member; Rs 4 lakh maximum per SHG.
  • Delivered as a grant, routed through the SHG Federation.
  • Purpose is restricted to working capital and small tools.
  • Kudumbashree is the State Nodal Agency in Kerala.
  • Priority to members processing the district's One District One Product.

Who is eligible for seed capital assistance?

You can receive seed capital if:

  • You are a member of a Self Help Group — in Kerala, in practice a Kudumbashree Neighbourhood Group affiliated to an Area Development Society and Community Development Society.
  • You are engaged in a food processing activity, existing or being started. The scheme is specific to food processing and does not extend to tailoring, retail trade or other micro-enterprise activity.
  • Your SHG is functioning, keeps accounts and can pass a resolution recommending you.
  • Your group's total claim stays within the Rs 4 lakh ceiling.

You are not eligible if:

  • You are an individual entrepreneur outside any SHG. Individuals are covered by the separate PM FME credit-linked subsidy, not by seed capital.
  • Your activity is not food processing.
  • Your SHG has already drawn the full Rs 4 lakh ceiling in favour of other members.
  • You are seeking money for land purchase or building construction, which is outside the stated purpose of working capital and small tools.
  • You have already received seed capital under this component for the same activity.

Members belonging to Scheduled Castes, Scheduled Tribes and other priority groups, and members processing the district's ODOP product, receive preference in selection where district allocations are limited.

How much money is given and how is it paid?

Component Amount Who receives it
Seed capital per SHG member Rs 40,000 SHG member, routed via federation
Seed capital ceiling per SHG Rs 4 lakh SHG Federation
Credit-linked capital subsidy 35% of eligible project cost, max Rs 10 lakh Individual or group micro food processing unit
Common infrastructure subsidy 35% credit-linked, max Rs 3 crore FPOs, cooperatives, SHG federations, government agencies
Marketing and branding support 50% grant Groups such as FPOs, SHGs and cooperatives

The seed capital is released to the SHG Federation as a grant rather than paid directly into an individual member's account by the ministry. The federation then disburses to the member and keeps a record of utilisation. This structure is deliberate: it puts the group's own accountability behind the money, which is the mechanism Kudumbashree has used successfully for thrift and credit for three decades.

How to apply for seed capital assistance in Kerala

  1. Confirm your SHG membership is active with your Kudumbashree Neighbourhood Group and that the group's accounts are current. A group with lapsed records will hold up every member's claim.
  2. Raise the request in the group meeting and get a minuted resolution recommending you, stating the activity and the amount sought.
  3. Prepare the activity note: what you process, where, how much you currently produce or plan to produce, and exactly what the Rs 40,000 will buy. Be specific about tools and raw material rather than writing "business needs".
  4. Submit the application with documents to your Community Development Society through the Area Development Society. Attach Aadhaar, bank passbook, residence proof and the SHG resolution.
  5. Register on the PM FME portal at pmfme.mofpi.gov.in if asked to do so by the Kudumbashree office, which maintains the state-level record for the scheme.
  6. Attend verification by the District Resource Person or Kudumbashree official, who inspects the activity site and confirms the requirement.
  7. Receive the grant through the SHG Federation once the district sanction is issued, and keep bills for everything you buy with it.

How to check the status of your application

Status for this scheme is tracked locally rather than through a public online dashboard. Follow this order:

  1. Ask your SHG animator or secretary, who holds the group's submission record.
  2. Escalate to the Community Development Society office in your panchayat or municipality, which forwards applications to the district.
  3. Contact the District Mission Coordinator at the Kudumbashree district office if the CDS cannot say where the file has reached.
  4. Call the PM FME helpline on 97470 22883 or email support-pmfme@mofpi.gov.in for scheme-level questions.

Why seed capital applications get rejected

  • The activity is not food processing. Kudumbashree supports many trades, but this particular grant is confined to food processing.
  • SHG ceiling already exhausted, the group has drawn its Rs 4 lakh.
  • Inactive or defaulting SHG, with irregular meetings or unreconciled accounts.
  • Vague purpose. Applications that do not name the tools or the raw material are commonly returned for clarification and lose a cycle.
  • Duplicate claim by a member who already received seed capital.
  • Bank account not Aadhaar-seeded, which stalls the transfer even after sanction.

Most rejections are curable. A returned application usually needs a sharper activity note and updated group records rather than a fresh eligibility case.

Key dates and current position

The Seed Capital Financial Assistance Scheme was inaugurated at state level on 18 October 2021 by the Minister for Industries. PM FME itself is a centrally sponsored scheme of the Ministry of Food Processing Industries implemented through state nodal agencies, and the seed capital component has continued to operate through Kudumbashree since then. No fixed annual last date is published; applications are taken on a rolling basis against district allocations, so applying early in the financial year is materially better than applying late.

All 14 Kerala districts have a notified ODOP product, covering tapioca, jackfruit, coconut, spices, rice, pineapple, banana and milk products.

Frequently asked questions

How much seed capital does an SHG member get in Kerala?

Each Self Help Group member engaged in food processing receives Rs 40,000 as seed capital, subject to a ceiling of Rs 4 lakh for the whole SHG. The money is meant for working capital and for buying small tools, and it is released as a grant to the SHG federation, not as a loan to the member.

Who runs the Seed Capital Financial Assistance Scheme in Kerala?

Kudumbashree acts as the State Nodal Agency for the PM Formalisation of Micro Food Processing Enterprises scheme in Kerala, and the seed capital component reaches members through Kudumbashree Community Development Societies and SHG federations, in coordination with the Industries Department.

Do I have to repay the Rs 40,000 seed capital?

No. The seed capital is structured as a grant to the SHG federation, which then makes it available to the member for working capital and small tools. It is not a bank loan and carries no interest, though the federation maintains its own accounting of how each member used the money.

Can an individual who is not in an SHG get this seed capital?

No. The seed capital component is specific to Self Help Group members. Individual entrepreneurs should instead apply for the PM FME credit-linked subsidy, which pays 35 per cent of eligible project cost up to a maximum of Rs 10 lakh per unit.

What can the seed capital money be spent on?

Working capital and the purchase of small tools for a food processing activity — raw material, packaging material, small grinders, sealers, dryers, weighing scales and similar equipment. It is not intended for land, building construction or large plant.

Is there a separate PM FME subsidy besides the seed capital?

Yes. PM FME in Kerala also offers a 35 per cent credit-linked capital subsidy capped at Rs 10 lakh per unit for individuals, proprietorships, partnerships, FPOs, NGOs, cooperatives and SHGs, plus up to Rs 3 crore for common infrastructure and a 50 per cent grant for marketing and branding by groups.

Is there any last date to apply for seed capital?

No fixed annual last date is published. Applications move through the Kudumbashree Community Development Society on a rolling basis subject to the funds allocated to the district for the year, so applying early in the financial year improves the chance of sanction.

What is ODOP and does it affect my chances?

ODOP stands for One District One Product, and every one of Kerala's 14 districts has a notified product such as tapioca, jackfruit, coconut, spices, rice, pineapple, banana or milk products. Applicants processing the ODOP product of their district receive priority, but non-ODOP applicants are not excluded.
