Ration Card in Kerala
Kerala state government scheme
A ration card in Kerala is issued by the Department of Civil Supplies & Consumer Affairs through the citizen login at ecitizen.civilsupplieskerala.gov.in or an Akshaya centre, using a four-stage online flow of submit, print, upload the signed application and final submit. Kerala has 66.03 lakh ration cards, 10,015 ration shops and toll-free helplines 1967, 14404 and 1800-425-1550.
What is a ration card in Kerala and who issues it?
A ration card in Kerala is issued by the Department of Civil Supplies & Consumer Affairs, Government of Kerala. The Pothuvitharana Upabhokthrukarya Vakuppu. The department runs 10,015 ration shops in the state and maintains 66,03,149 ration cards covering 2,44,73,674 beneficiaries, with more than 30,18,923 citizen e-service accounts already opened on its portal.
Kerala's card is a working digital record, not just a printed booklet. The department publishes the Ente Ration Card app on both Android and iOS, and runs a citizen e-services portal where the cardholder can change bank details, LPG details, address, name spelling, ration shop (ARD) and residence status without visiting an office.
Ration shops in Kerala operate on a published timing: 9:00 am to 12:00 noon and 4:00 pm to 7:00 pm.
Which ration card categories does Kerala use?
Kerala runs five card types, which is more than most states:
| Category | Meaning | Cards statewide |
|---|---|---|
| AAY | Antyodaya Anna Yojana, the poorest households | 3,68,073 |
| PHH | Priority Household under NFSA | 27,29,760 |
| NPS | Non-Priority with state subsidy | 13,50,295 |
| NPNS | Non-Priority, non-subsidised | 21,32,063 |
| NPI | Non-Priority Institution, for public institutions | 22,958 |
The district spread is heavily uneven. Malappuram has 9,68,657 cards and Ernakulam 9,26,563, while Pathanamthitta has 3,03,746 and Idukki 2,59,622. Thiruvananthapuram alone accounts for 8,47,912 cards covering 27,75,819 beneficiaries.
Note that the category is assigned by the department, not chosen by the applicant. AAY and PHH follow the National Food Security Act 2013 criteria; NPS and NPNS cover households outside NFSA, with and without state subsidy respectively.
Who is eligible for a ration card in Kerala?
You can apply if:
- You are a resident household in Kerala with no ration card anywhere in India.
- Your family is splitting from an existing card, for example after marriage or after setting up a separate household — in which case Kerala routes you through the split flow from the source card rather than a plain new application.
- You have moved into Kerala from another state and hold a surrender certificate from the earlier card.
- You are an institution eligible for an NPI card.
You cannot apply if:
- Your household already holds a live Kerala ration card.
- The members you want on a new card are already listed on another card and have not been separated from it. Kerala's own FAQ is explicit that when members are being taken out of an existing card, the request must originate from that card through the owner-from-splitting route; an unconnected new application will not work.
- You are not ordinarily resident in Kerala.
Is a BPL certificate still needed in Kerala?
No. The card category itself is the entitlement proof in Kerala. An AAY or PHH card establishes priority status; NPS and NPNS establish non-priority status. The old BPL and APL card labels were retired when the National Food Security Act 2013 was implemented, and no office in Kerala issues a separate BPL certificate on the strength of a ration card.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar of every family member | Yes | Kerala's e-services are Aadhaar-keyed |
| Residence proof in Kerala | Yes | Fixes the Taluk Supply Office and the ration shop |
| Signed printout of the online application | Yes | Uploaded before FINAL SUBMIT |
| Proof of the dwelling / residence certificate | Yes | Supports address and residence status |
| Surrender or deletion certificate | If applicable | For members moving off an existing card |
| Income certificate | If asked | Relevant to the subsidy category assigned |
How to apply for a ration card in Kerala online
The Department of Civil Supplies & Consumer Affairs sets out the route in its own ration card FAQ published on civilsupplieskerala.gov.in.
- Apply through an Akshaya centre, or create a user account under Citizen Login on www.civilsupplieskerala.gov.in and apply yourself. The citizen portal is at ecitizen.civilsupplieskerala.gov.in.
- Log in with the user ID and password you created and open the E-SERVICES menu. Kerala lists each service separately here; New Ration Card, Issue of Duplicate Ration Card, Transfer of Cards, Add Transferred Cards, Change of Ownership, Surrender of Cards, General Details, Change ARD, Address Change, Transfer of Member, Addition of Member, Reduction of Member, Profession Change, Name Correction, Change Residence Status, LPG Details and Bank Details.
- Select "New Ration Card" and fill in the household details, every member's name, relationship, date of birth and Aadhaar number, and the full Kerala address with taluk and ration shop area.
- Upload the supporting documents and click SUBMIT.
- PRINT the application, sign it, and upload the signed application back into the portal. This step is what converts a draft into a real application.
- Click FINAL SUBMIT. The department's FAQ states the sequence plainly: SUBMIT → PRINT → Upload Signed Application → FINAL SUBMIT. Stopping after the first submit leaves the application sitting with you, not with the office.
- Track approval through your citizen login. The application goes to the Taluk Supply Office for verification and approval, after which the card becomes available.
How to apply through an Akshaya centre
- Visit any Akshaya centre, Kerala's state-wide assisted e-service network, with Aadhaar copies for every family member and your residence proof.
- Ask the operator for the New Ration Card service. Akshaya logins carry the same E-Services menu as the citizen login.
- Sign the printed application the operator generates, so it can be scanned and uploaded before final submission.
- Collect the acknowledgement with the application reference before you leave.
How do I check my ration card status in Kerala?
- Log in to ecitizen.civilsupplieskerala.gov.in and open the application status view.
- Use the application status and ration card details links published on civilsupplieskerala.gov.in.
- Use the Ente Ration Card app on Android or iOS.
- Ask at the Taluk Supply Office that is processing the case.
- Call 1967, 14404 or 1800-425-1550.
What can I change on a Kerala card later?
Kerala keeps almost every post-issue change online through the same E-Services menu, which reduces the number of trips to the Taluk Supply Office:
- Addition of Member for a newborn or a member joining the household, and Reduction of Member to remove one.
- Transfer of Member and Transfer of Cards, with Add Transferred Cards used at the receiving end after a transfer.
- Change of Ownership, used when the head of the family changes, for example after a death.
- Change ARD to shift the card to a different ration shop, and Address Change.
- Name Correction, Profession Change and Change Residence Status, the last being how NRK and NRI status is recorded.
- LPG Details and Bank Details updates.
- Issue of Duplicate Ration Card when the card is lost, damaged or defaced.
Why Kerala ration card applications get rejected or stall
- The application was never final-submitted after the signed printout was uploaded, so it never reached the Taluk Supply Office. This is the commonest avoidable failure in Kerala's flow.
- Members are still live on another card, and no split or reduction was done at the source card first.
- Aadhaar name or date of birth mismatch with the details entered.
- Address proof does not match the address, so field verification fails.
- Documents uploaded are illegible, particularly scanned signatures.
- A duplicate card already exists for the household.
What does it cost, and what to watch out for
Kerala's ration card e-services are published as citizen self-service on civilsupplieskerala.gov.in, and the department's FAQ describes the New Ration Card route as either a self-filed citizen login application or an Akshaya centre application. Akshaya centres are the state's own assisted-service network with notified service charges. They are not private middlemen.
Beyond an Akshaya centre's notified charge, nothing is payable to get a ration card approved in Kerala. Approval rests with the Taluk Supply Office on the strength of the uploaded documents. If anyone offers to have a card "passed" for a fee, report it on 1967, 14404 or 1800-425-1550, or through the grievance redressal link on the department portal.

Frequently asked questions
How do I apply for a new ration card in Kerala?
Create a user account under Citizen Login on civilsupplieskerala.gov.in and use the New Ration Card option under E-Services, or apply through an Akshaya centre. The Department of Civil Supplies & Consumer Affairs publishes this as the route in its official ration card FAQ.
What is the submit, print, upload, final submit flow in Kerala?
Kerala's online application is completed in four stages — SUBMIT the filled form, PRINT the application, upload the signed printout, and then FINAL SUBMIT. An application that is submitted but never final-submitted after uploading the signed copy does not reach the office for approval.
What ration card categories does Kerala have?
Kerala runs five categories — AAY (Antyodaya Anna Yojana), PHH (Priority Household), NPS (Non-Priority Subsidy), NPNS (Non-Priority Non-Subsidy) and NPI (Non-Priority Institution). Statewide there are 3,68,073 AAY cards and 27,29,760 PHH cards out of 66,03,149 total cards.
How many ration cards and ration shops does Kerala have?
Kerala has 66,03,149 ration cards covering 2,44,73,674 beneficiaries, served by 10,015 ration shops, as published by the Department of Civil Supplies & Consumer Affairs. More than 30 lakh citizens hold e-service accounts on the department portal.
Can I split my family from an existing Kerala ration card?
Yes — Kerala's e-services include a dedicated route for splitting members off an existing card, which is used instead of a plain new card application when the members are already listed somewhere. The department's FAQ warns that splitting is done from the source card, not by filing an unrelated new application.
Is there an app for the Kerala ration card?
Yes — the department publishes the "Ente Ration Card" app for Android on Google Play and for iOS on the App Store, alongside the web e-services.
Do I still need a BPL certificate in Kerala?
No — the household's entitlement level is the card category itself, printed on the ration card, so the card is the proof. Kerala's AAY, PHH, NPS and NPNS categories replaced the older BPL and APL card labels.
What are the Kerala ration card helpline numbers?
The Department of Civil Supplies & Consumer Affairs publishes three toll-free numbers — 1967, 14404 and 1800-425-1550. Grievances can also be filed through the grievance redressal link on civilsupplieskerala.gov.in.
