Pokkuvaravu (Property Mutation) in Kerala
Kerala state government scheme
Pokkuvaravu is Kerala's name for property mutation, applied for online through Revenue eServices at revenue.kerala.gov.in, the ReLIS platform of the Department of Revenue. The Village Officer transfers the land into your thandaper account so land tax is billed in your name, and the same login also handles land tax payment, thandaper copies and resurvey correction.
Pokkuvaravu is what Kerala calls property mutation. When you buy, inherit or receive land in Kerala, the registered document proves the transfer, but the Village Office record, the basic tax register, or thandaper: still stands in the previous owner's name until pokkuvaravu is done. The Department of Revenue now delivers this online: the Revenue eServices application at revenue.kerala.gov.in describes itself as a web application designed to enable payment of land tax, online mutation and resurvey correction, and the department's own citizen list of ReLIS services expressly includes "online pokkuvaravu application".
What is pokkuvaravu and which office does it in Kerala?
Pokkuvaravu in Kerala is done by the Village Officer of the village in which the land lies, under the Department of Revenue, with the Tahsildar of the taluk above and the District Collector above that. Kerala's land record is organised by district, taluk, village, survey number and subdivision, and the ownership layer is the thandaper, a numbered account in the village's basic tax register that holds all the land a person owns in that village. Pokkuvaravu moves a survey subdivision out of the transferor's thandaper and into the transferee's, and the immediate visible effect is that the land tax demand and receipt come in your name.
Kerala keeps these under one digital roof. ReLIS, the Revenue Land Information System, is the platform, and the citizen entry point is Revenue eServices at revenue.kerala.gov.in. The department lists the services available in that login as online tharammattam, add missing land, online pokkuvaravu application, online thandaper copy / location map / FMB / EBTR, and online payment and tax receipt. The department also notes that installing the Sandes app and registering with the mobile number given in ReLIS delivers OTPs, status updates and approved receipts and documents; including tax receipts, thandaper copies and BTR copies: as messages.
Who can apply for pokkuvaravu in Kerala, and who cannot?
Any person who has acquired land in Kerala under a registered document. A sale deed, gift deed, settlement deed, partition deed or exchange, can apply for pokkuvaravu of that land. Legal heirs of a deceased land owner can apply on the strength of the death certificate and the legal heirship certificate, and where several heirs take defined shares, each share is moved into the respective heir's thandaper. A person who already holds a thandaper in the village adds the new land to it; a first-time owner in that village gets a new thandaper opened.
You cannot apply for pokkuvaravu on an unregistered agreement to sell, on a power of attorney by itself, or on possession without a document. You cannot get pokkuvaravu of government land, puramboke land or land that is not in private registry. Land under the Kerala Land Reforms Act ceiling provisions, and paddy land and wetland whose conversion is regulated under the Kerala Conservation of Paddy Land and Wetland Act, cannot have their character changed through pokkuvaravu; pokkuvaravu changes who holds the land, not what the land is, and the separate tharammattam (land type change) service exists for the latter. Land under a court injunction or a pending title suit is left as it is until the court decides.
How to apply for pokkuvaravu (property mutation) in Kerala online
- Open revenue.kerala.gov.in and use "Citizen registration for eServices" to create an account, giving a mobile number and email that you control. Existing users go straight to "Citizen Login for eServices"; Kerala also supports Janparichay login.
- Log in and choose the online pokkuvaravu application from the list of ReLIS services.
- Select the district, taluk and village of the property, then enter the survey number and subdivision exactly as they appear in your registered document and in the seller's thandaper.
- Enter the transferor's thandaper number and the details of the registered document — document number, year and the Sub Registrar Office where it was registered.
- Fill in your own details as transferee: name, address, Aadhaar, mobile number and, where you already hold one, your thandaper number in that village.
- Upload the scanned registered document, the latest land tax receipt, your identity proof, and, for an inheritance case. The death certificate and the legal heirship certificate.
- Submit the application, pay any fee shown inside the portal, and save the acknowledgement with its application number.
- Follow the status in the same login. The Village Officer verifies the document and the record, issues notice where required, and passes the pokkuvaravu order.
- After the order, download the fresh thandaper copy from the portal and check the survey number, subdivision and extent against your deed, then pay the next land tax online to confirm the demand has moved to your name.
How do I apply for pokkuvaravu offline at the Village Office?
- Go to the Village Office of the village where the land lies and give a written application to the Village Officer asking for pokkuvaravu in your favour, describing the property, the survey number and subdivision, the transferor's thandaper number and your own details.
- Attach the registered document copy, the latest land tax receipt, identity proof and, in inheritance cases, the death certificate and legal heirship certificate.
- Pay the fee at the Village Office and take the receipt.
- Follow up on the subdivision if the deed conveys part of a survey number, since that is where offline files most often sit.
Kerala's own position is that the office visit should be the exception. The department states that citizens can avail the department's services online and there is no need to visit the department for availing the service unless warranted by the officer concerned for clarifications over an application which cannot be resolved online.
What does pokkuvaravu cost in Kerala?
Pay only what the Revenue eServices portal shows in the application, or what the Village Office issues a receipt for. Kerala's pokkuvaravu fee is a small statutory amount that varies with the extent of land being transferred, so the payable figure depends on your own holding and is displayed against your application, treat that displayed figure, and the receipt that follows it, as the authoritative amount. Land tax arrears are a separate liability and must be cleared; the same login lets you pay land tax online and download the receipt.
Because the government charge is small and is paid inside the portal against a receipt, an agent's lump-sum quote is a private charge with no official standing. If any officer asks for money outside a receipt, escalate to the Tahsildar and the District Collector rather than paying.
How do I check the status of my Kerala pokkuvaravu?
Log in to Revenue eServices at revenue.kerala.gov.in and open the application to see its stage. Kerala also pushes status messages through the Sandes app to the mobile number registered in ReLIS, along with approved receipts and documents. The State IT Cell of the Revenue Department, based at the Public Office Buildings in Thiruvananthapuram, publishes the phone number 8547610009 and the email itcelclr.revenue@kerala.gov.in for eServices support.
Once the order is passed, verify the result rather than assuming it. Download the thandaper copy, confirm that the survey number, subdivision and extent match your document, and confirm that the transferor's thandaper no longer carries that extent. A part-completed pokkuvaravu, where the land leaves the seller's account but the extent recorded in yours is wrong; is a common and easily fixed problem in the first weeks and a difficult one years later.
Why do pokkuvaravu applications get rejected in Kerala?
Kerala pokkuvaravu applications most often stall or fail because the deed conveys part of a survey number for which no subdivision exists, because the extent in the document does not match the extent in the thandaper, because land tax is in arrears, or because the transferor is not the person recorded in the thandaper: usually because an earlier sale or an earlier inheritance was never mutated, leaving a gap in the chain. Inheritance cases fail where the legal heirship certificate does not cover all the heirs. Applications are also refused where the land is puramboke or government land, where a court injunction is in force, and where the document itself is defective or unregistered.
Where do I complain if my pokkuvaravu is stuck?
Escalation in Kerala runs from the Village Officer to the Tahsildar of the taluk, then to the Revenue Divisional Officer and the District Collector, with the Department of Revenue above them. For problems with the online system itself. A login that will not work, a payment that debited without a receipt, a document that will not upload, contact the State IT Cell of the Revenue Department on 8547610009 or at itcelclr.revenue@kerala.gov.in, quoting your application number. Kerala's Right to Service framework and the Chief Minister's public grievance redressal system are the further routes for delay. Where the dispute is really about who owns the land, the forum is a civil court: the Village Officer maintains the revenue record and does not decide title.

Frequently asked questions
What is pokkuvaravu in Kerala?
Pokkuvaravu is Kerala's term for property mutation — the transfer of land from the previous owner's thandaper account to the new owner's account in the Village Office records. Once pokkuvaravu is complete, the land tax demand and receipt for that survey subdivision stand in your name.
Which portal is used for online pokkuvaravu?
Revenue eServices at revenue.kerala.gov.in is the portal, and it is the citizen face of ReLIS, the Revenue Land Information System. The department's own application description states that the web application is designed to enable payment of land tax, online mutation and resurvey correction.
Does registering my sale deed automatically change the Village Office record?
No. Registration at the Sub Registrar Office and pokkuvaravu at the Village Office are separate steps under separate departments. Until pokkuvaravu is done, land tax continues to be assessed on the seller's thandaper and the revenue record does not show you.
What services can I do in the same Revenue eServices login?
The Revenue Department lists online tharammattam (land type change), add missing land, online pokkuvaravu application, online thandaper copy, location map, FMB and EBTR, and online payment and tax receipt. All of them run under one citizen registration.
Do I have to visit the Village Office at all?
Usually no. The department states that citizens can avail the department services online and there is no need to visit the department unless warranted by the officer concerned for clarifications over an application which cannot be resolved online.
What is a thandaper number and where do I find mine?
The thandaper number is your account number in the village's basic tax register, and it groups all the land you hold in that village. You can obtain a thandaper copy online through the Revenue eServices login, and your land tax receipt also carries it.
Why is my pokkuvaravu pending for subdivision?
Pokkuvaravu stalls at subdivision when the deed conveys only part of a survey number that has not yet been split in the records. The Village Officer has to get the subdivision created, sometimes with a survey measurement, before the new extent can be moved into your thandaper.
Should I pay a broker to get pokkuvaravu done?
No. The pokkuvaravu application is filed by the citizen directly on revenue.kerala.gov.in and any government fee is paid inside the portal against a receipt. Pay only the amount the portal or the Village Office receipt shows, and treat a lump-sum quote from an agent as a private charge with no official standing.
