Parinayam — Marriage Assistance to Differently Abled Women and Daughters of Differently Abled Parents
Kerala state government scheme
Parinayam is a Kerala Social Justice Department scheme that pays one-time marriage assistance of Rs 30,000 to a differently abled woman aged 18 or above, or to the daughter of differently abled parents, where annual family income is Rs 1 lakh or less. Up to 2 daughters per family are covered, with a 3-year gap between claims.
What is the Parinayam scheme?
Parinayam is a marriage assistance scheme of the Department of Social Justice, Government of Kerala. Parinayam pays one-time assistance of Rs 30,000 to a bride in one of two situations: she is herself a differently abled woman aged 18 or above, or she is the daughter of differently abled parents. The department lists the scheme as "Marriage Assistance to differently abled women and daughters of differently abled parents", and it is commonly referred to in two arms; Parinayam I for daughters of disabled parents and Parinayam II for disabled women themselves.
The logic behind the two arms is different in each case. For a woman with a disability, marriage costs sit on top of a household that has already been carrying medical and accessibility expenses. For the daughter of a parent with a disability, the family's earning capacity has usually been reduced for years before the wedding. In both cases the state's judgement is that a fixed transfer at the point of marriage is more useful than a general welfare payment.
Parinayam sits within the department's large block of disability schemes, which also includes Niramaya health insurance, assistive devices, the Vidyakiranam and Vidyajyothi education schemes, Swasraya for parents and guardians of persons with disabilities, Pariraksha, Athijeevanam and the Sahajeevanam help-desks.
Key features
- Rs 30,000, paid once per eligible bride.
- Two arms, bride with a disability, or bride whose parent has a disability.
- Annual family income ceiling of Rs 1,00,000.
- Maximum two daughters per family, with a three-year gap between claims.
- Bride must be 18 or above.
- No application fee.
Who is eligible for Parinayam marriage assistance?
You can claim Parinayam if:
- You are a differently abled woman aged 18 or above holding a Disability Identity Card or a Medical Board disability certificate; or
- You are the daughter of a differently abled parent, aged 18 or above, and the parent holds a valid disability certificate.
- Your combined annual family income does not exceed Rs 1,00,000, certified by the Village Officer.
- You are a resident of Kerala, evidenced by the ration card.
- Fewer than two daughters in your family have already drawn this assistance, and if one has, at least three years have passed since.
- You hold or can open a bank account for the transfer.
You cannot apply if:
- Neither the bride nor a parent holds a disability certificate. The scheme is disability-linked, and a general low-income marriage is not eligible here, it has to be taken to a different scheme.
- Annual family income exceeds Rs 1,00,000. The ceiling is applied to the whole household.
- The bride is under 18. Below that age the marriage is not legal and the application cannot be entertained.
- Two daughters in the family have already received the assistance.
- A second claim in the family is being made within three years of the first.
- You are not resident in Kerala.
- The disability certificate has lapsed or was issued by an authority other than the District Medical Board.
How much is paid and how does the money reach the bride?
Parinayam pays Rs 30,000 as a single, one-time grant. There is no instalment structure, no annual component and no top-up for larger families. The department states that assistance is provided to up to two daughters in a family with a three-year interval, so the practical ceiling for a household is Rs 60,000 spread across two weddings at least three years apart.
The amount is credited to the bank account submitted with the application. Give an active account, ideally in the bride's own name, with the IFSC copied exactly from the passbook. Where the account is in a parent's name, expect the district office to ask why.
What documents does Parinayam need?
The department's published document list is short and each item is checked:
- Attested copy of the ration card, which establishes the family and its residence.
- Disability Identity Card: of the bride under Parinayam II, or of the parent under Parinayam I.
- Birth certificate proving the daughter relationship and the bride's age.
- Family income certificate from the Village Officer, showing annual income of Rs 1,00,000 or less.
- Aadhaar card of the bride.
- Bank passbook copy.
- Proof of the marriage, the wedding invitation, notice of intended marriage, or the registered marriage certificate, depending on what the district office asks for at the stage you apply.
- The completed application form.
Carry originals for verification. Where an attested copy is asked for, attestation by a gazetted officer or the issuing authority is the accepted form.
How to apply for the Parinayam scheme
- Check the disability certificate first. Under Parinayam II the bride's own certificate is needed; under Parinayam I the parent's. If it has expired, revalidate it at the District Medical Board before anything else, because this is the slowest step.
- Obtain the family income certificate from the Village Officer of your revenue village, and make sure it states the annual family income figure explicitly against the Rs 1,00,000 ceiling.
- Collect the ration card copy and birth certificate, and get the ration card copy attested.
- Get the application form from the District Social Justice Office, or download it from the Downloads section of sjd.kerala.gov.in where the department publishes forms and Government Orders.
- Fill the form and attach all documents, including the bank passbook copy and proof of the marriage.
- Submit the file at the District Social Justice Office and take a dated acknowledgement with a file number.
- Check the Suneethi portal at suneethi.sjd.kerala.gov.in as an alternative. The department has moved 31 services online, of which 14 are disability schemes including marriage assistance. One-time citizen registration followed by an online submission replaces the paper file where the service is live, and the portal carries video tutorials.
How do you check the status of a Parinayam application?
For a paper file, quote the acknowledgement number at the District Social Justice Office. The office can say whether the file is at verification, at recommendation, or with the sanctioning authority.
For an application filed on Suneethi, log in with your registration credentials and read the citizen dashboard, which shows the stage each application has reached. Keep the registered mobile number active — clarifications and sanction alerts both go by SMS.
If the file shows as sanctioned but the money has not arrived, the problem is usually the bank record. Ask the office to read out the account number on the sanction order and compare it against the passbook.
Why are Parinayam applications rejected, and how do you fix them?
- Income certificate above Rs 1 lakh. Families often assume the ceiling applies to the bride alone. Get the certificate before you commit to the application, not after.
- Disability certificate expired. Revalidate at the District Medical Board. A hospital letter is not a substitute.
- Bride under 18, or a birth certificate that does not match the age claimed.
- Third claim in the family, or a second claim inside the three-year gap. Both are hard limits.
- Ration card copy not attested, which is a routine reason for a file being returned unread.
- Bank name mismatch between the passbook and Aadhaar, which stops the transfer even after sanction.
- Wrong scheme. Low-income families with no disability in the household sometimes file on the Parinayam form. The department has other marriage assistance schemes, for inter-caste married couples, for daughters of prisoners, and the separate transgender couples grant, and the file has to be redirected.
Most defects are curable. Fix the document and resubmit rather than waiting for the next year.
What are the key dates and where do you complain?
Parinayam does not run on a single annual last date. Applications are received through the year at district offices, subject to budget availability in the financial year. Applying well before the wedding rather than months afterwards gives the district office time to verify and sanction, and reduces the risk of the file slipping into the next year's allocation. Where the district office specifies a cut-off for the current financial year, that local notification governs.
For grievances, escalate in this order:
- District Social Justice Officer. The sanctioning authority and the right first stop for delays or document objections.
- Sahajeevanam help-desk for persons with disabilities, run by the department at block level, which assists PwD applicants with scheme access.
- Directorate of Social Justice, Thiruvananthapuram to 0471-2306040 or 0471-2302887, email swdkerala@gmail.com.
- The state public grievance redressal system, if the departmental route does not move.
Families applying under Parinayam should also look at the department's other disability schemes on the same Suneethi login: Niramaya health insurance, assistive devices, Swasraya for parents and guardians, and Pariraksha. One registration covers several applications, and the same income and disability certificates are reused across them.

Frequently asked questions
How much does Parinayam pay?
Parinayam pays a one-time marriage assistance of Rs 30,000. According to the Kerala Social Justice Department, the amount is released once per eligible beneficiary and is not paid in instalments.
Who can get Parinayam marriage assistance?
A differently abled woman aged 18 or above, or the daughter of a differently abled parent, can get the assistance where annual family income does not exceed Rs 1,00,000. The department describes these as the two arms of the scheme, commonly referred to as Parinayam I for daughters of disabled parents and Parinayam II for disabled women.
What is the income limit for Parinayam?
Combined annual family income must not exceed Rs 1,00,000. The figure is certified by the Village Officer and is checked against the whole household, not only the bride's own income.
How many daughters in one family can receive the assistance?
Up to two daughters per family, with a gap of three years between the two claims. The department applies this limit to prevent repeat claims within the same household in quick succession.
What is the minimum age for the bride?
The bride must be at least 18 years old. This matches the legal minimum age of marriage for women in India, and the birth certificate is the document used to verify it.
Is Parinayam a marriage assistance scheme for all BPL families?
No. Parinayam is specifically for disability-linked cases — either the bride herself is differently abled, or her parent is. General marriage assistance for other categories in Kerala is handled through different schemes, such as the assistance for inter-caste married couples and the marriage assistance to daughters of prisoners.
Where do I submit the Parinayam application?
Submit the form and documents to the District Social Justice Office of your district. The Social Justice Department has also been moving disability schemes onto the Suneethi portal at suneethi.sjd.kerala.gov.in, where marriage assistance is listed among the services for persons with disabilities, so check there first.
Is there a fee for applying?
No. There is no application fee, and the Suneethi portal states that applying online from a personal device carries no charge. Only the cost of obtaining certificates such as the income certificate applies.
