Swasraya Scheme for Parents and Guardians of Persons with Disabilities
Kerala state government scheme
Swasraya is a Kerala Social Justice Department scheme that pays a one-time self-employment grant of Rs 35,000 to a parent, guardian or immediate relative who gives full-time care to a person with 50 percent or more disability, and to persons with disability who cannot earn a livelihood. Applicants must be from a BPL family and apply online on the Suneethi portal.
What is the Swasraya scheme in Kerala?
Swasraya is a self-employment assistance scheme of the Department of Social Justice, Government of Kerala. Swasraya pays Rs 35,000 as a one-time grant to a person who has taken on full-time care of a family member with severe physical disability or intellectual disability, and to a person with disability who cannot earn a living.
According to the Social Justice Department scheme page, the reasoning behind Swasraya is simple. A person with severe physical disability or intellectual disability cannot manage daily activities without another person's help. In a Below Poverty Line household, the family member who provides that help: most often the mother: cannot leave home for a regular job. The household therefore loses one earning member exactly when its medical and caregiving costs are highest.
Swasraya answers that by funding work the carer can do from or near home. The grant is meant to be spent on a small trade or micro-enterprise: a tailoring unit, a small provisions shop, a food or pickle-making unit, goat or poultry rearing, an umbrella or paper bag making unit, or similar. The scheme name is usually written in Malayalam transliteration as Swasraya, meaning self-reliance, and the department lists it as "Swasraya scheme for parents/guardians of PH/MR persons".
Key features of Swasraya
- One-time assistance of Rs 35,000, not a recurring allowance.
- Restricted to Below Poverty Line families.
- Paid directly to the beneficiary's bank account.
- Applications are filed online through the Suneethi portal.
- Administered district-wise through District Social Justice Officers.
Who is eligible for the Swasraya scheme?
You can apply if:
- Your family is a Below Poverty Line (BPL) family.
- You are the mother, father, guardian or immediate relative who provides support to a person with disability who needs full-time assistance from a care provider, and that person has 50 percent or more disability.
- Your family has more than one person with disability and at least one of them has 40 percent or more disability. In that situation the mother, father or immediate relative is eligible.
- You are the mother of a person with disability and your husband cannot earn a livelihood because of his own physical or mental constraints.
- You are a person with disability who cannot earn a livelihood because of that disability.
- You are a resident of Kerala.
You cannot apply: or are not eligible, if:
- Your family is above the poverty line and does not hold a BPL ration card or an equivalent income certificate accepted by the District Social Justice Officer.
- The disability percentage on the medical board certificate is below 50 percent and yours is not a multi-disability household with a member at 40 percent or more.
- The person with disability does not need full-time care β Swasraya is built around the loss of earning capacity caused by full-time caregiving, not around disability alone.
- Another member of your family has already received Swasraya. The grant is one time per family.
- You are not a resident of Kerala.
- You cannot show any plan for the self-employment activity the grant is meant to fund.
Priority within the eligible pool goes, in practice, to women carers: single mothers, widows, women separated or abandoned by their husbands, legally divorced women, and to mothers of bed-ridden persons with severe disability. District Social Justice Officers apply this priority when applications exceed the district's sanctioned numbers for the year.

How to apply for Swasraya offline
- Visit your District Social Justice Office. Every district in Kerala has one, headed by the District Social Justice Officer.
- Ask for the Swasraya application form, or download it from the scheme page on sjd.kerala.gov.in and print it.
- Fill it in and attach the disability certificate, BPL ration card, bank passbook copy and the project report for the self-employment activity.
- Submit it at the District Social Justice Office and take a dated acknowledgement.
An Akshaya centre can also file the Suneethi application on your behalf if you do not have a computer or smartphone. Akshaya centres charge their notified service rate for the assisted filing; the scheme itself charges nothing.
How is the Swasraya grant paid?
Swasraya is paid as a single credit of Rs 35,000 to the bank account named in the application, through Direct Benefit Transfer. There is no instalment schedule and no annual renewal. Because the payment is one time, the name on the bank account must exactly match the applicant's name on the disability certificate and ration card, otherwise the transfer fails and the file is sent back for correction.
The District Social Justice Officer sanctions the grant after scrutiny, subject to the number of beneficiaries the district has been allotted for that financial year. Applications received after the district allotment is exhausted are carried to the next year's list rather than rejected outright, so it is worth asking the office where your application stands rather than filing afresh.
How do I check my Swasraya application status?
- Log in to suneethi.sjd.kerala.gov.in with the credentials you created.
- Open the application status or track application option in your dashboard.
- Enter your application number from the acknowledgement.
- If the status has not moved for several weeks, phone the District Social Justice Office with the application number, or write to swdkerala@gmail.com.
Why Swasraya applications get rejected
- No BPL proof. The most common cause. A ration card of a non-BPL colour with no supporting income certificate ends the application.
- Disability percentage below the threshold on the Medical Board certificate.
- Expired or non-Medical-Board certificate. A certificate from a private hospital is not accepted; it must be from the district Medical Board.
- Bank account name mismatch, or an account that is dormant or closed.
- No project report, or a project report that does not name a specific activity and its costs.
- Duplicate claim: another member of the same family has already drawn Swasraya.
- Benefit drawn under a similar self-employment scheme of another Kerala department for the same purpose.
Most of these are fixable. A rejection for a document defect can be met by filing a fresh application with the corrected paper in the next round rather than appealing.
Where do I complain about a Swasraya application?
- Directorate of Social Justice, Vikas Bhavan, Thiruvananthapuram 695033, open Monday to Saturday, 10 am to 5 pm.
- Phone: 0471-2306040 or 0471-2302887.
- Email: swdkerala@gmail.com.
- District Social Justice Officer of your district for anything to do with scrutiny, sanction and payment. This is the correct first stop.
- Public Grievance section on sjd.kerala.gov.in for a written complaint.
Swasraya carries no application fee at any stage. If anyone asks for money to "pass" your file, report it to the Directorate of Social Justice with your application number.

Frequently asked questions
How much money does the Swasraya scheme give?
Swasraya gives Rs 35,000 as a one-time self-employment assistance grant. The Kerala Social Justice Department pays the amount into the applicant's bank account and it is not repeated in later years, so the money is meant to start a small trade or home-based enterprise rather than to run as a monthly allowance.
Who can apply for the Swasraya scheme in Kerala?
A parent, guardian or immediate relative from a BPL family who provides full-time care to a person with 50 percent or more disability can apply. Persons who themselves cannot earn a livelihood because of their disability are also eligible, as are mothers of persons with disabilities whose husbands cannot work because of physical or mental constraints.
Is Swasraya only for single mothers?
No. The application form on the Social Justice Department site is titled for parents and single mothers, but the published eligibility list covers mother, father, guardian or immediate relative acting as the carer, and also the person with disability. Priority in practice goes to women carers, especially mothers of bed-ridden persons with disability.
How do I apply for Swasraya?
Applications are submitted online on the Suneethi portal at suneethi.sjd.kerala.gov.in after a one-time citizen registration. The Social Justice Department directs all Swasraya applicants to this portal; the District Social Justice Office assists applicants who cannot file online.
Can two people in the same family get Swasraya?
No. Swasraya is a one-time assistance given once per family. Where a family has more than one person with disability, one carer is assisted, and the rule requires at least one of those persons to have 40 percent or more disability.
What disability percentage is needed for Swasraya?
50 percent or more disability is needed for the person being cared for in the main eligibility category. Where a family has more than one person with disability, the threshold drops to 40 percent or more for any one of them.
Is there any fee to apply for Swasraya?
No. Applying on the Suneethi portal from your own phone or computer is free. Akshaya or other service centres may charge their notified service rate for assisted filing, but no officer or agent can charge a fee to get your name sanctioned.
