What is the Thalolam scheme?

Thalolam is a scheme of the Kerala Social Security Mission (KSSM), a charitable society sponsored by the Social Justice Department, Government of Kerala. Thalolam funds free treatment for children below the age of 18 who suffer from chronic diseases and whose families cannot afford the cost of that treatment.

Thalolam was launched on 1 January 2010. The transliterated Malayalam name Thalolam, an affectionate word used when cradling a child; is how families and hospital counters in Kerala refer to the scheme.

The Kerala Social Security Mission continues to carry Thalolam in the frequently asked questions on its official website, where the Mission answers the question "How to Apply for Thalolam" with a single instruction: contact the scheme counsellor or superintendent appointed at the selected hospital to get more details, and email socialsecuritymission@gmail.com for further information.

A note on verification. Thalolam does not currently have a dedicated scheme page on the Kerala Social Security Mission's website, which lists Snehapoorvam, Vayomithram, Karunya Deposit, Snehasanthwanam, Samaswasam, Snehasparsham and the Mittayi Project. What survives on the official site is the FAQ entry describing the application route. The benefit amount and the list of covered diseases set out below therefore come from published accounts of the scheme rather than from a current KSSM publication, and are presented as such. Any family relying on Thalolam should confirm the position at the treating hospital or with KSSM directly before making financial decisions.

Who is eligible for Thalolam?

A child can be covered under Thalolam if:

  • The child is below 18 years of age.
  • The child is a resident of Kerala.
  • The child belongs to a below poverty line family, or to a family that cannot afford the treatment expenses.
  • The child is under treatment for one of the chronic conditions the scheme covers at a hospital where a Thalolam scheme counsellor or superintendent has been appointed.

A child is not eligible if:

  • The child has turned 18. Thalolam is confined to children, and an adult patient with the same condition cannot apply under this scheme.
  • The family is not resident in Kerala.
  • The family is able to meet the treatment cost, the scheme is targeted at BPL families and families for whom the cost is genuinely out of reach.
  • The child is being treated at a hospital that is not a selected Thalolam centre, in which case the case cannot be raised through a scheme counsellor.

Which conditions does Thalolam cover?

Published descriptions of Thalolam list the following chronic conditions in children:

  • Chronic kidney disease
  • Cardiovascular diseases
  • Cerebral palsy
  • Brittle bone disease (osteogenesis imperfecta)
  • Haemophilia
  • Thalassaemia
  • Sickle cell anaemia
  • Orthopaedic deformities
  • Congenital anomalies
  • Neurodevelopmental disabilities
  • Accident cases requiring surgery

The common thread is cost over time rather than a single emergency. Every one of these conditions involves repeated hospital visits, long courses of medicine, or recurring procedures: dialysis, clotting factor, transfusion, corrective surgery, that steadily exhaust a poor family's resources. That is the gap Thalolam was designed for.

How much does Thalolam pay?

Published accounts of Thalolam describe an initial assistance of Rs 50,000 per eligible child, delivered as free treatment in selected government hospitals rather than as money paid to the family. Reporting on the scheme has also noted a budget allocation of around Rs 2 crore as of 2019.

Because the Kerala Social Security Mission does not currently publish a Thalolam rate on its website, treat Rs 50,000 as an indicative figure to be confirmed at the hospital rather than a guaranteed entitlement. The scheme counsellor at the treating hospital is the person who can state the current ceiling and what it covers for a particular condition.

What documents are needed for Thalolam?

Document Mandatory Notes
Medical records and diagnosis certificate Yes From the treating doctor, establishing the chronic condition
Age proof of the child Yes Birth certificate or Aadhaar showing age below 18
BPL ration card or income proof Yes Establishes inability to meet treatment cost
Proof of residence in Kerala Yes The child must be a Kerala resident
Aadhaar of child and guardian No Usually asked for at the hospital counter

How to apply for Thalolam

  1. Get the child's diagnosis and treatment plan recorded by the treating doctor at the government hospital, since the medical record is what the scheme is built around.
  2. Ask at the hospital for the Thalolam scheme counsellor, or for the superintendent, and confirm that the hospital is a selected Thalolam centre. This is the route the Kerala Social Security Mission itself specifies.
  3. Submit the supporting documents — medical records and diagnosis certificate, the child's age proof, the BPL ration card or income proof, and proof of residence in Kerala, to that counsellor.
  4. Let the counsellor raise the case with the Kerala Social Security Mission. The family does not file with KSSM directly; the hospital does.
  5. Follow up with the counsellor on sanction and on what the assistance covers for the child's specific treatment, and email socialsecuritymission@gmail.com or call 0471-2341200 if the hospital cannot give an answer.

There is no online application, no last date and no fee. Any person asking a family for money to "get Thalolam sanctioned" is not acting for the government.

Why do Thalolam cases fail to go through?

  • Treatment at a hospital that is not a selected Thalolam centre, so no counsellor exists to raise the case.
  • Child aged 18 or above at the time of the claim.
  • Condition outside the covered list, which is why the disease should be checked with the counsellor at the start rather than after treatment begins.
  • Income or BPL proof missing, or an income certificate that has expired.
  • Incomplete medical records, particularly where the diagnosis certificate does not name the chronic condition clearly.

What should a family check before relying on Thalolam?

Thalolam is a hospital-routed scheme with a thin published record, so the useful checks are practical ones, made before treatment costs start accumulating:

  • Confirm the hospital is a selected Thalolam centre. The scheme works only where a scheme counsellor or superintendent has been appointed, which is the single condition the Kerala Social Security Mission's FAQ turns on.
  • Get the diagnosis named precisely in writing. Cover depends on the child's condition falling within the scheme's list, and a certificate that records symptoms rather than a named diagnosis is hard to process.
  • Ask the counsellor what the current sanction ceiling is for the child's condition, rather than assuming the Rs 50,000 figure from published accounts still applies unchanged.
  • Ask what the assistance actually pays for: medicines, procedures, consumables, or all three. Because Thalolam is a free-treatment scheme rather than a cash transfer, what it covers matters more than the headline number.
  • Ask whether the child also qualifies elsewhere, since Kerala's health cover for children runs across several programmes and a family should not stop at the first one it hears about.

Where do you get help with Thalolam?

  • Kerala Social Security Mission, Poojappura, Thiruvananthapuram, Kerala 695012 to 0471-2341200 (fax 0471-2346016)
  • Email: socialsecuritymission@gmail.com, which the Mission's FAQ page names as the contact for more details on Thalolam
  • The scheme counsellor or superintendent at the hospital treating the child, who is the first and most important point of contact
  • Directorate of Social Justice, Kerala; +91 471 2306040 or +91 471 2302887, swdkerala@gmail.com

Families should also check whether the child qualifies under Kerala's broader health cover, since a child with a chronic condition may be eligible under more than one programme. The Kerala Social Security Mission runs related schemes including Samaswasam for dialysis patients and the Mittayi Project for children affected by juvenile diabetes, and the hospital scheme counsellor is positioned to advise which of these fits a particular child's diagnosis.

Frequently asked questions

How do I apply for Thalolam?

Contact the scheme counsellor or the superintendent appointed at the selected hospital — this is the application route the Kerala Social Security Mission itself gives in its FAQ. There is no online form and no separate office to visit; the case is raised where the child is being treated. KSSM also asks families to email socialsecuritymission@gmail.com for more details.

Who is eligible for Thalolam?

Children below 18 years who are residents of Kerala and belong to a below poverty line family, or to a family that cannot meet the cost of treatment, are the beneficiaries of Thalolam. The child must be under treatment for one of the chronic conditions the scheme covers.

Which diseases does Thalolam cover?

Published accounts of Thalolam list chronic kidney disease, cardiovascular disease, cerebral palsy, brittle bone disease, haemophilia, thalassaemia, sickle cell anaemia, orthopaedic deformities, congenital anomalies, neurodevelopmental disabilities, and accident cases needing surgery. Confirm whether a specific condition is currently covered with the hospital scheme counsellor.

How much assistance does Thalolam give?

Published accounts of the scheme describe an initial assistance of Rs 50,000 per eligible child, delivered as free treatment at selected government hospitals rather than as a cash transfer to the family. The Kerala Social Security Mission does not currently publish a rate on its website, so the figure should be confirmed at the hospital.

Can a child being treated at a private hospital get Thalolam?

Thalolam operates through selected hospitals where a scheme counsellor or superintendent has been appointed, and the scheme is described as providing free treatment in selected government hospitals. A family whose child is in a private hospital should ask whether that hospital is a selected Thalolam centre before assuming cover.

Is Thalolam still running?

Thalolam still appears in the Kerala Social Security Mission's own FAQ with a live application route through hospital scheme counsellors, but it no longer has a dedicated scheme page on the Mission's current website. Confirm current status with KSSM on 0471-2341200 or at the treating hospital before relying on it.

Does Thalolam pay money to the family?

No. Thalolam is described as a free-treatment scheme rather than a cash transfer — the assistance is applied against the cost of the child's treatment at the hospital. Families needing cash support for a child who has lost a parent should look at Snehapoorvam instead.
