Trade Licence in Kerala (D&O Licence)

Kerala state government scheme

Quick answer

Trade Licence in Kerala is the licence a grama panchayat, municipality or corporation gives for a "dangerous and offensive" trade, which is why Kerala calls it a D&O licence. The Local Self Government Department moved its citizen services from the old ILGMS Citizen Service Portal to K-SMART at ksmart.lsgkerala.gov.in from 4 April 2025, and the licence application, fee payment and yearly renewal now run there.

Benefit
A local self government trade licence (D&O licence) allowing you to run a named trade at a named premises inside a Kerala panchayat, municipality or corporation
How to apply
Online on the K-SMART portal, ksmart.lsgkerala.gov.in; the panchayat, municipality or corporation office also receives applications at its counter

What is a trade licence in Kerala?

A trade licence in Kerala is the permission a local self government institution gives to carry on a listed trade at a specific building. Kerala's own name for it is the D&O licence: short for "dangerous and offensive" trade licence, and that label surprises first-time applicants who assume it applies only to hazardous industry. In practice the schedule of dangerous and offensive trades maintained by local bodies covers ordinary businesses: hotels and restaurants, bakeries, tea shops, provision stores, timber and firewood depots, workshops, service stations, laundries, godowns and many more.

The Local Self Government Department (LSGD) owns the service. The issuing authority is the local body itself, the grama panchayat for a rural premises, or the municipality or municipal corporation for an urban one.

Kerala has consolidated its local self government citizen services onto K-SMART at ksmart.lsgkerala.gov.in. The older ILGMS Citizen Service Portal at citizen.lsgkerala.gov.in now carries an explicit notice that the Citizen Service Portal has moved to K-SMART, with services available there from 4 April 2025. Applicants who bookmarked the old portal in earlier years should switch; the old login no longer serves grama panchayat and related applications.

Alongside K-SMART, the Sanchaya system at sanchaya.lsgkerala.gov.in remains the Information Kerala Mission's revenue and licence module for local self government institutions, handling property tax and licence records and online payments. Sanchaya is the record backbone; K-SMART is where the citizen now applies.

Who can and cannot apply for a Kerala D&O licence?

Any person aged 18 or above who carries on a listed trade from a fixed, numbered building inside a Kerala local self government institution can apply. Sole proprietors, partnership firms, LLPs, companies, societies and co-operatives are all eligible applicants where they lawfully occupy the building.

You cannot apply, or the local body will not grant the licence, where:

  • The building has no building number or has not been assessed for property tax. Kerala ties a D&O licence to a numbered, assessed building, so an unassessed structure has to be regularised first.
  • Property tax on the building is in arrear. Local bodies check the tax ledger before licensing the trade.
  • You have no lawful right over the premises; no ownership document, no valid rent agreement, and no owner's NOC.
  • The building's approved use does not permit the trade, or the trade conflicts with local zoning or with the coastal and wetland restrictions that apply in parts of Kerala.
  • The trade is regulated and you do not hold the prior approval — a food business without FSSAI registration, a pharmacy without a drug licence, or a polluting unit without Kerala State Pollution Control Board consent.
  • The activity is mobile street vending, which is dealt with under separate street-vendor provisions rather than as a building-linked trade licence.

How to apply for a Kerala trade licence on K-SMART

  1. Open K-SMART and register. Go to ksmart.lsgkerala.gov.in and create a citizen account with your mobile number and email, completing the OTP verification. If you previously used the ILGMS Citizen Service Portal, note that those services moved here on 4 April 2025.
  2. Select your local self government institution. Choose the grama panchayat, municipality or corporation in whose limits the building stands. This decides which office receives, prices and decides your application.
  3. Choose the licence service and the trade category. Pick the D&O or trade licence service, then the specific trade from the local body's list. The category you choose fixes the fee and the conditions attached to the licence, so pick what you will actually do at the premises.
  4. Enter the building and business details. Give the building number, the ward and door details, the floor area used, the constitution of the business, the number of workers, and the proprietor or partner details.
  5. Upload the documents. Identity proof, premises proof, the latest property tax receipt for the building, the owner's NOC if you are a tenant, constitution documents for a firm or company, and any sector approval your trade needs. Keep each scan legible and within the size limit shown.
  6. Pay the fee K-SMART displays. The portal computes the licence fee from the trade category and details entered, and shows it before payment. Pay online and download the receipt.
  7. Track and download the licence. Keep the application number from the acknowledgement. Once the local body's health or licence section completes scrutiny and any site inspection, the licence is issued and can be downloaded from the same login.

How to apply at the panchayat or municipality office

An over-the-counter route still exists at every local body office, and remains common in smaller panchayats.

  1. Visit the front office or health section of the grama panchayat, municipality or corporation covering the building.
  2. Collect and fill the D&O licence application form.
  3. Attach self-attested copies of the identity proof, premises document, latest property tax receipt for the building, owner's NOC where you are a tenant, and the trade-specific approvals.
  4. Submit at the counter and take a dated acknowledgement with the file number.
  5. Pay the fee at the cash counter and keep the printed receipt.
  6. Be at the premises for the health inspector's visit, Kerala local bodies commonly inspect food and waste-generating trades before licensing them.
  7. Collect the licence from the same office once issued.

How do I check my Kerala trade licence application status?

Log in to K-SMART with the credentials you applied under and open the application-tracking or file-status section using the application number from the acknowledgement. K-SMART shows the stage the file is at and any query raised by the local body's staff. Answer queries quickly; an unanswered query is the most frequent cause of a stalled licence file. Counter applicants take the acknowledgement back to the same office and quote the file number.

Renewal and validity of a Kerala D&O licence

A Kerala D&O licence is an annual licence tied to the financial year and must be renewed each year. Renew through the same K-SMART login before your local body's cut-off date, because each panchayat, municipality and corporation publishes its own renewal window and its own late fee for renewing after it.

Apply for an amendment, not a renewal, whenever the licensed facts change, the trade carried on, the floor area used, the constitution of the firm, or the ownership of the business. A licence describing a business you no longer run offers no protection when an inspector calls, and running an unlisted trade under a licence issued for something else is treated as running without a licence.

Why Kerala trade licence applications get rejected

  • Building not assessed or without a building number, so the licence has nothing to attach to.
  • Property tax arrear on the building.
  • Trade category mismatch, the category applied for does not match what the inspector finds on site.
  • No owner's NOC, or a rent agreement that has expired.
  • Missing FSSAI, drug or pollution-board approval for a regulated trade.
  • Waste-handling objection, particularly for hotels, bakeries and meat or fish shops, where the local body requires an acceptable arrangement for solid and liquid waste before licensing.
  • Illegible uploads, especially tax receipts where the building number cannot be read.

Grievance route and a warning about middlemen

Raise a delayed or wrongly rejected application first inside K-SMART, quoting the application number, and then in person with the secretary of the grama panchayat, municipality or corporation, the secretary is the executive head of the issuing local body. The Local Self Government Department is the escalation above the local body, and Kerala's local self government institutions also hold regular adalats and grievance sittings where a pending licence file can be raised directly.

Pay only the fee that K-SMART computes and displays at the payment step, through the portal's own payment gateway, or the fee receipted at the local body's cash counter. The Kerala trade licence process carries no other charge. No agent, consultant or "licence broker" has any power to speed up a panchayat or corporation file, and no official is entitled to money outside the receipted fee. Apply yourself on ksmart.lsgkerala.gov.in, keep every receipt, and report any demand for an unreceipted payment to the secretary of the local body.

Documents required

Identity proof of the applicant
Aadhaar, voter ID, PAN or passport of the person the licence will stand in.
Proof of the trade premises
Ownership document, or a rent or lease agreement where the building is taken on rent. The building number of the premises is what the local body indexes the licence against.
Building number and latest property tax receipt
Kerala local bodies link a D&O licence to a numbered building, so the building must be assessed and its property tax paid up to date.
Ownership certificate or occupancy certificate of the buildingoptional
Asked for where the building is newly constructed, or where the local body needs to confirm the building is approved for the intended use.
No-objection certificate from the building owneroptional
Needed where the applicant is a tenant and the rent agreement does not itself permit the trade.
Constitution documents of the businessoptional
Partnership deed, or certificate of incorporation with MOA and AOA, where the applicant is a firm or company.
Sector approvals for regulated tradesoptional
FSSAI registration or licence for any food business, drug licence for a pharmacy, and Kerala State Pollution Control Board consent for a polluting or industrial process.

Frequently asked questions

What is a D&O licence in Kerala?

A D&O licence in Kerala is the trade licence a local self government institution issues for a "dangerous and offensive" trade, which in practice covers most shops, hotels, bakeries, workshops and godowns listed in the local body's schedule of such trades. Kerala uses the term D&O licence and trade licence for the same permission.

Which portal issues a Kerala trade licence now?

K-SMART at ksmart.lsgkerala.gov.in is the current portal for Kerala local self government citizen services, including trade licence work. The older ILGMS Citizen Service Portal at citizen.lsgkerala.gov.in announced that its services moved to K-SMART with effect from 4 April 2025.

Who issues the trade licence — the panchayat or the state?

The local self government institution issues it: the grama panchayat for a rural premises, and the municipality or municipal corporation for an urban one. The Local Self Government Department is the state department that runs the system and the K-SMART platform they all work on.

How much does a Kerala trade licence cost?

The D&O licence fee in Kerala is fixed by the local self government institution according to the trade category and the scale of the business, so it varies between panchayats, municipalities and corporations. K-SMART shows the exact fee for your application before payment, and that displayed amount is the only amount to pay.

Does a Kerala trade licence need renewal every year?

Yes — a Kerala D&O licence is an annual licence and has to be renewed for each financial year rather than held indefinitely. Renew through the same K-SMART login before your local body's cut-off, because local bodies charge their own late fee after it.

What is Sanchaya and do I still need it?

Sanchaya is the Information Kerala Mission's revenue and licence system for Kerala local self government institutions, and it is where property tax and licence records have historically been maintained and paid online. Citizen applications have moved to K-SMART, but Sanchaya remains the underlying revenue and licence backbone for the local bodies.

Do I need a trade licence as well as FSSAI registration for a restaurant?

Yes — a Kerala restaurant needs both, because they answer different authorities. FSSAI registration or licence is food-safety clearance from the food authority, while the D&O licence is the local body's permission to run that trade at that building, and the local body will normally ask to see the FSSAI document before issuing it.

Can I run a shop in Kerala without a D&O licence?

No — carrying on a listed dangerous or offensive trade without the local body's licence exposes the business to closure action and penalty by the panchayat, municipality or corporation. Apply before opening rather than after, because the licence is tied to the building and its permitted use.
