Vidyajyothi Scheme
Kerala state government scheme
Vidyajyothi is a Kerala Social Justice Department scheme that pays students with 40 percent or more disability Rs 1,000 to Rs 3,000 for study materials and Rs 1,500 for uniforms, depending on the course. Annual family income must not exceed Rs 1 lakh, and applications are submitted online through the Suneethi portal.
What is the Vidyajyothi scheme?
Vidyajyothi is an educational assistance scheme of the Social Justice Department, Government of Kerala, that pays students with disabilities a fixed grant towards uniforms and study materials. The scheme's full official description on the department portal is "Vidyajyothi scheme, Financial aid for uniforms and study materials to PwD students".
Vidyajyothi came out of a piece of measurement rather than a general intention. According to the Social Justice Department, the department, working with the Kerala Social Security Mission, conducted a state-wide disability survey which identified 7,79,793 differently abled persons in Kerala, of whom 1,30,799 were below the age of 18. Vidyajyothi was introduced as a new scheme for the educational upliftment of that school-age and student population.
The design point worth understanding is that Vidyajyothi does not pay fees. Fee concessions and scholarships for students with disabilities run through other channels. Vidyajyothi targets the recurring out-of-pocket costs that stop attendance. The uniform a growing child needs replaced, the notebooks, the textbooks and reference material, the drawing and lab material, the specialised learning aids. These are the costs a low-income family postpones first, and postponing them is what quietly ends a disabled student's schooling.
Key features of Vidyajyothi
- Run by the Directorate of Social Justice, Kerala, with the Kerala Social Security Mission.
- Two separate components, study materials and uniforms, with different amounts and different district quotas.
- Restricted to students with 40 percent or more disability.
- Household income ceiling of Rs 1 lakh a year.
- Applications are made online through the Suneethi portal.
- Priority to BPL category students where applications exceed the quota.
How much does Vidyajyothi pay?
The Social Justice Department publishes the rates and the district-wise numbers together, and both matter. This is a quota scheme, not an open entitlement.
| Course / Class | Assistance for study materials | Assistance for uniform |
|---|---|---|
| 9th to 10th Standard | Rs 1,000 each, 50 children from each district | Rs 1,500, 30 children from each district |
| Plus One, Plus Two, ITI, Polytechnic, VHSC | Rs 2,000 each, 50 children from each district | Rs 1,500 each, 30 children from each district |
| Degree, Diploma, Professional Courses | Rs 3,000 each, 25 children from each district | Nil |
| Post Graduation | Rs 3,000 each, 20 children from each district | Nil |
Three things follow from this table that applicants regularly miss.
The uniform component stops after Plus Two. Degree, diploma, professional course and post graduate students receive the study materials grant only. That is a deliberate design choice, not an omission.
The quotas are per district, not per school. Kerala has 14 districts, so at the Class 9 to 10 level the study materials component covers about 50 students in each district. A large district with many eligible students is therefore competitive, and this is where the priority to BPL students does the real work of deciding who gets selected.
The two components are counted separately. At Class 9 to 10 and at the Plus One or Plus Two level, 50 students per district get study materials but only 30 per district get the uniform grant. Receiving one does not guarantee the other. A Plus One student who receives both draws Rs 3,500 in total, which is the largest combined amount available under the scheme.
Who is eligible for the Vidyajyothi scheme?
You can get Vidyajyothi if:
- You are a student with 40 percent or more disability, proved by an attested copy of a certificate issued by the Medical Board.
- You are studying in a Government, Autonomous or Non-Government (aided or unaided) educational institution.
- Your annual family income does not exceed Rs 1 lakh.
- You are enrolled in a covered course: Class 9 or 10, Plus One, Plus Two, ITI, Polytechnic or VHSC, a degree, diploma or professional course, or post graduation.
- Your Head of Institution attests the duly filled application form.
- You are a resident of Kerala studying in Kerala.
You are not eligible and cannot apply if:
- Your certified disability is below 40 percent. The floor is absolute and the certificate must come from the Medical Board.
- Your annual family income exceeds Rs 1 lakh. This is the single most common disqualifier and there is no relaxation published for it.
- You are studying below Class 9. The scheme starts at the 9th standard; younger children with disabilities are served by other Social Justice Department and education department programmes.
- You are not currently enrolled in an institution, or you have discontinued the course. Vidyajyothi supports students in active study, and the Head of Institution's attestation is what confirms this.
- Your Head of Institution has not attested the form. An unattested application is incomplete regardless of how strong the rest of the case is.
- You are studying outside Kerala, or you are not a resident of Kerala.
A note on priority rather than eligibility: the scheme states that priority must be given to BPL category students. A student from an APL family with income under Rs 1 lakh is still eligible to apply, but ranks below BPL applicants when the district quota is filled.
What documents are required for Vidyajyothi?
| Document | Mandatory | Notes |
|---|---|---|
| Medical Board disability certificate (attested copy) | Yes | Must show 40 percent or more disability |
| Application form attested by the Head of the Institution | Yes | Explicitly required by the scheme criteria |
| Income certificate from the Village Officer | Yes | Must show annual family income up to Rs 1 lakh |
| Bonafide or enrolment proof | Yes | Establishes the class or course, which sets the amount |
| Ration card | Yes | Family details, residence and BPL category for priority |
| Bank account passbook copy | Yes | Assistance is credited to the account |
| Aadhaar card | Yes | Identification and duplicate prevention |
| Passport-size photograph | No | Usually needed for the online upload |
Scan documents clearly before uploading. Blurred disability certificates and income certificates cropped so the issuing officer's seal is cut off are a frequent cause of an application being sent back for correction.
How to apply for the Vidyajyothi scheme
- Get or renew the disability certificate. Confirm your Medical Board certificate shows 40 percent or more and is currently valid. If it has an expiry date that has passed, get it renewed before starting, this is the step that takes longest.
- Obtain an income certificate from your Village Officer showing annual family income not exceeding Rs 1 lakh. Get it freshly issued; an old certificate may be rejected on currency grounds.
- Collect and fill the Vidyajyothi application form, available in the Application Forms section of the scheme page on sjd.kerala.gov.in.
- Get the form attested by the Head of your Institution. The Headmaster, Principal or Head of Department. This is a stated eligibility requirement, not an optional endorsement.
- Open the Suneethi portal at suneethi.sjd.kerala.gov.in. The Social Justice Department scheme page directs Vidyajyothi applicants here, stating that the application has to be submitted online via Suneethi.
- Complete the one-time registration if you are a first-time user, or choose Citizen Login if you have registered before.
- Select the Vidyajyothi scheme, fill in your personal, academic, income and bank details, and upload the attested application form, disability certificate, income certificate, enrolment proof, ration card, bank passbook copy and photograph.
- Submit the application and save the acknowledgement or application number. Every follow-up and status check will need it.
Applying from your own computer and internet connection is free. If you use an Akshaya centre or a similar assisted service, that centre may charge its own notified service fee for the assistance, but no fee is payable to the department for the application itself.
How do I check my Vidyajyothi application status?
- Log in to the Suneethi portal at suneethi.sjd.kerala.gov.in with the credentials you created, and open your application record.
- Check with the Head of your Institution: district offices routinely route verification queries and selection lists back through institutions.
- Contact the District Social Justice Office of your district with your application number if the portal status has not moved for a long period.
- Escalate to the Directorate of Social Justice on +91 471 2306040 or +91 471 2302887, or by email to swdkerala@gmail.com.
Because Vidyajyothi is quota-bound, a status of "not sanctioned" may mean the district's seats were filled rather than that anything was wrong with your papers. Ask the district office which of the two it was, since the remedy is different, correct and resubmit in one case, apply early next year in the other.
Why Vidyajyothi applications get rejected, and how to fix each one
- Disability below 40 percent, or an expired certificate โ get the Medical Board certificate reassessed or renewed and reapply.
- Income certificate above Rs 1 lakh: there is no waiver. If the certificate is factually wrong, take it up with the Village Officer and get a corrected certificate.
- Form not attested by the Head of Institution. The easiest fix, and the most common avoidable rejection. Get the attestation and resubmit.
- Course not covered, a student below Class 9 does not qualify.
- Unclear uploads; rescan the disability and income certificates so the seal, signature and percentage figure are all legible.
- District quota exhausted: apply as early in the academic year as the portal opens, and make sure BPL status is documented, since BPL applicants get priority.
- Duplicate application; one student receives one sanction per component per year. A second application in the same year for the same component will be flagged.
When should I apply for Vidyajyothi?
Vidyajyothi runs on the academic year, and the Social Justice Department does not publish a fixed statewide last date on the scheme page. Because the scheme is capped at a set number of students per district and per level, timing is a real part of the application strategy: apply as soon as you have your admission confirmed and your income certificate in hand, rather than waiting until the uniform or the books have already been bought. Check the Suneethi portal and your District Social Justice Office for the current year's window before you assume it is open.
Where do I complain about Vidyajyothi?
- District Social Justice Officer: first authority for rejection, delay or non-payment.
- Directorate of Social Justice, Vikas Bhavan, Thiruvananthapuram, +91 471 2306040, +91 471 2302887, swdkerala@gmail.com.
- Public Grievance Cell of the Social Justice Department, through the Grievance section of sjd.kerala.gov.in.
- Chief Minister's public grievance portal at cmo.kerala.gov.in, if the departmental route produces no result.
No agent or middleman can charge you for "getting your name added" to the Vidyajyothi list, and no departmental officer will ask you for a payment or for your Suneethi password.

Frequently asked questions
How much money does the Vidyajyothi scheme give?
Vidyajyothi pays Rs 1,000 for study materials to Class 9 and 10 students, Rs 2,000 to Plus One, Plus Two, ITI, Polytechnic and VHSC students, and Rs 3,000 to degree, diploma, professional course and post graduate students. A separate uniform component of Rs 1,500 is paid to school and Plus One or Plus Two level students. Degree and post graduate students receive no uniform component.
Who is eligible for the Vidyajyothi scheme in Kerala?
Students with 40 percent or more disability certified by a Medical Board, studying in a Government, Autonomous or Non-Government aided or unaided educational institution in Kerala, whose annual family income does not exceed Rs 1 lakh. Priority is given to students in the BPL category.
How many students get Vidyajyothi assistance each year?
The scheme is capped by district quotas rather than being open-ended. For study materials, 50 students per district at Class 9 to 10 level, 50 per district at Plus One, Plus Two, ITI, Polytechnic and VHSC level, 25 per district for degree, diploma and professional courses, and 20 per district for post graduation. The uniform component covers 30 students per district at each of the two school levels.
How do I apply for the Vidyajyothi scheme?
Apply online through the Suneethi portal at suneethi.sjd.kerala.gov.in. Complete the one-time registration, log in as a citizen, select the Vidyajyothi scheme, fill the form, upload the disability certificate, income certificate and enrolment proof, and submit. The Social Justice Department scheme page directs applicants to Suneethi for this scheme.
Is there an income limit for Vidyajyothi?
Yes. Annual family income must not exceed Rs 1 lakh, as stated in the eligibility criteria published by the Social Justice Department. You prove this with an income certificate from your Village Officer. An income certificate showing more than Rs 1 lakh makes the application ineligible.
Can a student with less than 40 percent disability apply for Vidyajyothi?
No. The scheme sets a 40 percent floor and requires an attested copy of a Medical Board certificate proving it. A student with a certified disability below 40 percent is not eligible for Vidyajyothi, though other Social Justice Department and Scholarship schemes may apply.
Does a student studying in an unaided private school qualify for Vidyajyothi?
Yes. The eligibility criteria cover students in Government, Autonomous and Non-Government institutions, and the Non-Government category is stated to include both aided and unaided institutions. What matters is that the Head of the Institution attests the application form.
Why do Vidyajyothi applications get rejected?
The four common causes are a disability certificate below 40 percent or expired, an income certificate above Rs 1 lakh, an application form not attested by the Head of the Institution, and the district quota being exhausted before the application was ranked. The first three are fixable and can be resubmitted through the Suneethi portal.
