Mandahasam Scheme
Kerala state government scheme
Mandahasam is a Kerala Social Justice Department scheme that provides a free artificial denture set to senior citizens aged 60 and above from Below Poverty Line families who have lost all their teeth. Treatment is delivered through empanelled government dental colleges and dental centres, and applications go to the District Social Justice Officer.
What is the Mandahasam scheme?
Mandahasam is a welfare scheme of the Social Justice Department, Government of Kerala, that provides a free set of artificial dentures to senior citizens from Below Poverty Line families. The name, sometimes written in English as "Mandahasam" and meaning a smile in Malayalam, points at what the scheme is actually for, restoring the ability to eat, speak and smile after total tooth loss.
According to the Social Justice Department scheme page, Mandahasam was introduced as a new initiative "for giving free tooth set for the senior citizens", and the stated aim is to reduce the nutritional, physical and mental problems faced by elderly people after losing their teeth. That framing matters, because it explains the design of the scheme. Tooth loss in old age is not treated by the department as a cosmetic issue. An elderly person who cannot chew shifts to a soft, starchy, low-protein diet, loses weight and strength, and frequently withdraws from eating with the family and from social life altogether. Mandahasam is a health and dignity intervention delivered through the social welfare system rather than through a hospital budget.
The department does two things under the scheme. First, it prepares a list of dental colleges and dental treatment centres from which beneficiaries can avail treatment. Second, it sets standards and norms to ensure the quality of the artificial tooth and of the treatment itself. The beneficiary therefore does not shop for a dentist. They are treated at an empanelled centre, and the department carries the cost.
Key features of Mandahasam
- Run by the Directorate of Social Justice, Kerala, at Vikas Bhavan, Thiruvananthapuram, and implemented district-wise.
- Benefit is a service in kind. A fitted denture, not a cash transfer to the applicant's bank account.
- Restricted to senior citizens in the BPL category.
- Treatment is delivered only at dental colleges and dental centres empanelled by the department.
- Requires a certificate from a Government Dentist in a prescribed format.
Who is eligible for the Mandahasam scheme?
You can get Mandahasam if:
- You are a senior citizen, in Kerala's social welfare schemes this means age 60 years and above, and a resident of Kerala.
- Your family falls in the Below Poverty Line (BPL) category, proved by a ration card, a BPL certificate, or an income certificate from your Village Officer.
- You have completely lost your teeth, or you have partially lost your teeth and the remaining teeth are unusable and in a position to be extracted.
- A Government Dentist is willing to certify your dental condition in the prescribed format.
You are not eligible and cannot apply if:
- You are below 60 years of age. Mandahasam is a senior citizens' scheme and a younger person with total tooth loss must look at other dental or health assistance routes.
- Your household is above the poverty line. APL families are outside the published eligibility of this scheme.
- You have lost only a few teeth and your remaining teeth are sound and usable. A partial denture for an otherwise healthy set of teeth is not what the scheme funds, the Government Dentist's certificate has to say that the remaining teeth are unusable and fit for extraction.
- You are not a resident of Kerala. Mandahasam is a state scheme funded from the Kerala budget.
- You have already been fitted with a denture under Mandahasam. The scheme is intended as a one-time fitting, not a recurring replacement entitlement.
There is one point applicants misread often. Being 60 and being poor is not by itself enough. The dental condition test is independent, and it is assessed by a government dentist, not by the social welfare officer. Equally, having a severe dental problem is not enough without BPL proof.
What documents are required for the Mandahasam scheme?
| Document | Mandatory | Notes |
|---|---|---|
| Ration card / BPL certificate / income certificate from the Village Officer | Yes | Any one of the three. This is what establishes BPL status |
| Aadhaar card / Election ID / certificate from a Medical Officer | Yes | Any one of the three, to establish identity and age |
| Certificate from a Government Dentist in the prescribed format | Yes | Must certify complete tooth loss, or unusable teeth fit for extraction |
| Passport-size photograph | No | Usually attached to the application form at the district office |
| Mobile number | No | Used to call you for fitting appointments |
Carry originals plus one photocopy set to the district office. The Government Dentist's certificate must be in the department's prescribed format. A plain letter from a dentist saying "patient needs dentures" is routinely returned.
How to apply for the Mandahasam scheme
- Confirm you meet all three tests: age 60 or above, BPL status, and total or effectively total tooth loss. If you are unsure about the third, that is what step 2 settles.
- Visit a Government Dentist at your Government Hospital, Taluk Hospital, Community Health Centre or Government Dental College. Ask specifically for the Mandahasam certificate in the prescribed format and tell the dentist the certificate is for the Social Justice Department scheme, so it is issued on the correct form rather than as an ordinary prescription.
- Obtain your BPL proof, take your ration card, or apply to your Village Officer for a BPL certificate or income certificate if the ration card alone does not establish the category.
- Collect the Mandahasam application form from your District Social Justice Office, or download it from the Application Forms section of the scheme page on sjd.kerala.gov.in.
- Fill in the form with your name, age, address, ration card number and contact number, and attach the Government Dentist's certificate, the BPL or income proof, the identity proof and a photograph.
- Submit the completed application to the District Social Justice Officer and ask for an acknowledgement with a date and file reference. Keep that reference — every follow-up you make later will need it.
- Wait for verification and sanction. The District Social Justice Office verifies the documents and, on approval, directs you to an empanelled dental college or dental treatment centre.
- Attend the dental appointments. Denture work normally takes more than one visit: examination and any extractions, impressions, a trial fitting, and the final fitting.
If moving between offices is hard at your age, an Anganwadi worker, your ward member, the panchayat or municipal office, or a registered old age home can submit the application on your behalf. Kerala's Social Justice Department routinely accepts applications routed this way for its senior citizens' programmes.
How do I check the status of a Mandahasam application?
Mandahasam does not have a public online tracking screen of its own, because the sanction is issued at district level and the benefit is delivered as treatment rather than as a bank transfer. Check status in this order:
- Call or visit the District Social Justice Office with your acknowledgement reference and ask for the current stage of the file.
- Ask the empanelled dental centre whether a referral has reached them in your name, once the district office says the application is sanctioned.
- Escalate to the Directorate of Social Justice on +91 471 2306040 or +91 471 2302887, or by email to swdkerala@gmail.com, if the district office cannot tell you the stage.
Senior citizens who need help making these calls, or who are being obstructed, can use Elderline 14567, the toll-free senior citizens' helpline run under the Kerala Social Justice Department, available 8:00 am to 8:00 pm, all seven days.
Why Mandahasam applications get rejected, and how to fix each one
- Dentist's certificate not in the prescribed format, the most frequent cause. Go back to the Government Dentist with the department's form and get it reissued on that form.
- Dental condition does not amount to full loss; if your remaining teeth are usable, the scheme does not cover you. Ask the dentist to record the exact clinical position; if teeth are unusable and extractable, that must be written in those terms.
- No acceptable BPL proof. A ration card of the wrong category will fail. Apply to the Village Officer for an income certificate and resubmit.
- Age not established, where the ID has no date of birth, get the Medical Officer's age certificate, which the department accepts explicitly.
- Certificate issued by a private dentist. The scheme requires a Government Dentist. A private clinic certificate will not be accepted.
- Incomplete form or missing photograph, collect the file, complete it and resubmit at the same office. A rejection on completeness grounds does not bar a fresh application.
When can I apply for Mandahasam?
Mandahasam is administered as a continuing scheme rather than as a one-window annual call, and the Social Justice Department does not publish a fixed last date on the scheme page. In practice, sanction depends on the budget provision for the financial year and on the number of beneficiaries a district has already cleared, so applications made early in the financial year, that is, soon after 1 April; face less risk of being carried into the next year. Ask your District Social Justice Office whether the current year's allocation is still open before you spend a day travelling for the dentist's certificate.
Where do I complain if Mandahasam is denied or delayed?
- District Social Justice Officer, the first authority for any question of sanction, delay or rejection.
- Directorate of Social Justice, Vikas Bhavan, Thiruvananthapuram; +91 471 2306040, +91 471 2302887, swdkerala@gmail.com.
- Public Grievance Cell of the Social Justice Department, reachable through the Grievance section of sjd.kerala.gov.in.
- Elderline 14567, the toll-free helpline for senior citizens, 8:00 am to 8:00 pm, all seven days. Elderline call officers provide information and guidance and can route a case to field response officers.
- Chief Minister's public grievance portal at cmo.kerala.gov.in, if the departmental route produces no result.
No fee is payable to apply for Mandahasam, and no agent can charge you to "get your name added" to the beneficiary list. The Government Dentist's certificate at a government facility, the district office application and the denture itself are all provided without charge to the eligible senior citizen.

Frequently asked questions
What does the Mandahasam scheme give a senior citizen?
Mandahasam gives a free artificial tooth set — a complete denture — to an eligible senior citizen, fitted at a dental college or dental treatment centre empanelled by the Kerala Social Justice Department. The department pays the treatment cost directly to the empanelled centre. No cash is handed to the applicant, and the department also sets quality standards for both the denture and the treatment.
Who is eligible for the Mandahasam scheme in Kerala?
Senior citizens who fall in the Below Poverty Line category are eligible. According to the Social Justice Department scheme page, the applicant must either have completely lost their teeth, or have partially lost their teeth with the remaining ones unusable and in a condition to be extracted. Applicants must be residents of Kerala.
Does Mandahasam cover a partial denture or a single tooth?
No. Mandahasam is designed around full replacement of teeth. A senior citizen who has lost only a few teeth and whose remaining teeth are sound and usable does not qualify. The Government Dentist's certificate is what decides this — it must state that the teeth are fully lost, or that the remaining ones are unusable and fit for extraction.
Is there an income limit for the Mandahasam scheme?
The eligibility test published by the Social Justice Department is BPL status rather than a stated rupee income ceiling. Applicants prove this with a ration card, a BPL certificate, or an income certificate from the Village Officer. Because the accepted income ceiling used by Village Officers can be revised, confirm the current figure with your District Social Justice Office before applying.
Where do I apply for the Mandahasam scheme?
Apply at the District Social Justice Office of your district. Collect the Mandahasam application form there or download it from the scheme page on sjd.kerala.gov.in, attach the Government Dentist's certificate and your BPL proof, and submit it. Anganwadi workers, ward members and the panchayat or municipal office can help you reach the right officer.
How long does it take to get the dentures under Mandahasam?
Timelines are not published as a fixed service standard on the scheme page, because the process depends on verification by the District Social Justice Office and then on appointment slots at the empanelled dental centre. Denture fitting itself is not a single visit — impressions, trial and final fitting normally need several appointments over some weeks.
Can I get the denture done at a private dental clinic and claim the money back?
No. Mandahasam works by treating the beneficiary at a dental college or dental treatment centre on the list prepared by the Social Justice Department. It is not a reimbursement scheme, so a bill from a private clinic of your own choosing will not be repaid. Ask the District Social Justice Office which centres in your district are empanelled.
Why do Mandahasam applications get rejected?
The commonest reasons are a missing or incorrectly filled Government Dentist certificate, no valid BPL proof, and a dental condition that does not amount to full loss of teeth. Age proof problems are the fourth common cause. Each of these can be fixed and the application resubmitted through the same District Social Justice Office.
