What is the Vayomadhuram scheme?

Vayomadhuram is a scheme of the Social Justice Department, Government of Kerala, listed on the department's scheme directory at sjd.kerala.gov.in as "Vayomadhuram scheme for providing glucometer to Senior Citizens". The name combines vayo, referring to the aged, with madhuram, sweetness. The Malayalam idiom for diabetes.

The department's stated rationale for the scheme is the very high prevalence of diabetes among Kerala's elderly. The Vayomadhuram scheme page states that 80 percent of the old-age population in Kerala suffers from diabetes. Kerala also has the oldest population profile of any Indian state, so the two facts compound.

Vayomadhuram addresses one specific, practical gap in that picture. Diabetes management depends on regular blood glucose readings, and for an elderly person in a BPL household, repeated trips to a hospital or a laboratory for a routine test cost money and mobility they may not have. A glucometer at home turns a half-day journey into a thirty-second test. The department therefore supplies the device free of cost rather than reimbursing a test.

What Vayomadhuram is, in short

  • A one-time, in-kind benefit. A glucometer, not money.
  • Run by the Social Justice Department through District Social Justice Offices.
  • Targeted at BPL senior citizens aged 60 and above who are certified diabetic.
  • Rationed by district allotment, with each district covering roughly 1,000 beneficiaries.

Who is eligible for Vayomadhuram?

A senior citizen qualifies when all three conditions are met:

  • Age 60 years or above. Where the number of applications exceeds the district's allotment, the department gives priority to older applicants, so age functions both as a threshold and as a tie-breaker.
  • Certified diabetic, by a Government doctor or an NRHM doctor. The certificate is the medical evidence on which the application rests.
  • BPL category, established through a self-attested copy of the BPL ration card, a BPL certificate issued by the Panchayat, Municipality or Corporation, or a BPL income certificate from the Village Office.

Who cannot apply:

  • Anyone below 60 years of age is not eligible, however severe the diabetes.
  • APL households cannot apply. The BPL condition is absolute and one of the three BPL proofs must be produced.
  • A senior citizen who is not diabetic is not eligible; there is no preventive or screening category under this scheme.
  • Applicants who can produce only a private hospital certificate will be asked to obtain certification from a Government or NRHM doctor before the application is processed.
  • A beneficiary who has already received a glucometer under Vayomadhuram is not eligible for a second device.

What documents are required for Vayomadhuram?

Document Mandatory Notes
Copy of Aadhaar card Yes Serves as proof of age (60 years and above)
Diabetes certificate from a Government or NRHM doctor Yes The scheme page names these two sources specifically
BPL proof Yes Self-attested BPL ration card, or BPL certificate from Panchayat / Municipality / Corporation, or BPL income certificate from the Village Office

Only one of the three BPL proofs is needed, not all of them. Applicants often attach the ration card and nothing else, which is sufficient if the card itself shows BPL status; where it does not, the local body certificate or the Village Office income certificate is the route.

How to apply for Vayomadhuram

  1. Get the diabetes certificate. Visit a Government hospital, a Primary Health Centre, a Community Health Centre or an NRHM doctor and ask for a certificate stating that you are diabetic. Carry your existing prescriptions and test reports so the doctor can certify quickly.
  2. Arrange the BPL proof. Take a photocopy of your BPL ration card and self-attest it, or obtain a BPL certificate from your Panchayat, Municipality or Corporation, or a BPL income certificate from your Village Office.
  3. Take a copy of your Aadhaar card as proof of age.
  4. Write the application to the District Social Justice Officer. Application formats for Social Justice Department schemes are available in the Downloads section of sjd.kerala.gov.in and at the District Social Justice Office counter.
  5. Submit the application with all three documents at the District Social Justice Office in your district and ask for an acknowledgement with a date and a file number.
  6. Follow up at the district office after a few weeks. Because the benefit is handed over in kind, the office will call or write to you when devices are distributed.

There is no separate online portal for Vayomadhuram at present. Several other Social Justice Department schemes have moved to the department's Suneethi portal at suneethi.sjd.kerala.gov.in, so it is worth checking there before travelling, in case this scheme has been added to the online list since.

How do you check the status of a Vayomadhuram application?

Status is tracked at the District Social Justice Office where the application was filed. Quote the file number on your acknowledgement. The office can tell you whether the district's allotment for the year is still open, whether your application has been scrutinised, and where you stand in the age-based priority order.

Distribution is usually done in batches, often at a public function or a camp organised by the district administration, rather than one device at a time. If your application is accepted, expect to be told a date and place to collect the glucometer.

Why do Vayomadhuram applications get rejected?

  • Diabetes certificate from a private hospital rather than a Government or NRHM doctor.
  • No acceptable BPL proof. A ration card that does not show BPL status, with no supporting local-body or Village Office certificate.
  • Age below 60 years on the Aadhaar record.
  • District allotment exhausted for the financial year. This is not a rejection on merit; re-apply or ask the office to carry your application into the next year's list.
  • Lower priority in the age ranking. Where demand exceeds supply, a 62-year-old applicant may be deferred in favour of an 80-year-old.
  • Incomplete application — the scheme is document-light, so a missing paper is a large share of the total.

What else can a diabetic senior citizen in Kerala use?

Vayomadhuram is a small, single-purpose scheme, and it works best alongside the rest of Kerala's elderly-care and health architecture. Free and subsidised treatment is available at Government hospitals; Karunya Arogya Suraksha Padhathi covers hospitalisation up to Rs 5 lakh a year for eligible families; and the Vayomithram project of the Kerala Social Security Mission runs mobile clinics and palliative support for senior citizens in urban areas. The Elderline helpline on 14567 answers questions from and about senior citizens across the state.

Where do you get help?

  • Directorate of Social Justice, Kerala: +91 471 2306040, +91 471 2302887.
  • Elderline (senior citizens' helpline): 14567.
  • District Social Justice Office in your district, the office that actually receives, decides and distributes under Vayomadhuram.

Vayomadhuram involves no application fee. No agent or middleman has any role in the selection, and the glucometer is handed over free of cost to the beneficiary.

Frequently asked questions

What does the Vayomadhuram scheme give?

Vayomadhuram gives a free glucometer to an eligible senior citizen. The benefit is in kind — a blood glucose monitoring device handed over by the Social Justice Department — and not a cash transfer or a treatment reimbursement.

Who is eligible for Vayomadhuram?

Senior citizens aged 60 years or above who belong to the BPL category and hold a certificate from a Government or NRHM doctor confirming that they are diabetic. Where applications exceed the district's allotment, priority goes to the older applicants.

Where do I apply for Vayomadhuram?

Apply at your District Social Justice Office, addressed to the District Social Justice Officer. The scheme page on sjd.kerala.gov.in lists the documents that must accompany the application, and there is no separate online portal for this particular scheme.

Can an APL senior citizen get a Vayomadhuram glucometer?

No. Vayomadhuram is restricted to the BPL category, and the application must carry a BPL ration card, a BPL certificate from the local body or a BPL income certificate from the Village Office. An APL applicant is not eligible.

Does a private hospital diabetes certificate work?

The scheme page specifically asks for certification from a Government or NRHM doctor. Take your private records to a Government hospital or a doctor working under the National Rural Health Mission and obtain the certificate in the form the department asks for.

How many people get the glucometer each year?

Each district receives an allotment sufficient for roughly 1,000 beneficiaries. The number is finite, which is why the district office applies an age-based priority when demand runs ahead of supply.

Does Vayomadhuram cover diabetes medicines or insulin?

No. Vayomadhuram covers the monitoring device only. Treatment costs are met through the health system — free or subsidised care at Government hospitals, and hospitalisation cover under Karunya Arogya Suraksha Padhathi for eligible families.
