Mangalya Scheme for Widow Remarriage
Kerala state government scheme
Mangalya is a Kerala Women and Child Development scheme that pays a one-time grant of Rs 25,000 to widows and legally divorced women in the 18 to 50 age group from BPL or priority-category families when they remarry. Applications go to the District Women and Child Development Officer through the Child Development Project Officer, after the remarriage is registered.
What is the Mangalya scheme?
Mangalya is a Kerala state government scheme, run by the Department of Women and Child Development, that pays a one-time grant of Rs 25,000 to a widow or a legally divorced woman when she remarries. Mangalya was designed to remove the immediate financial obstacle to remarriage and, with it, some of the social pressure that keeps widowed and divorced women isolated.
The Kerala government's own reasoning behind Mangalya is demographic. According to the Social Justice Department's description of the scheme, widowed women make up roughly 11.56 per cent of the relevant population against about 3.5 per cent widowers, a large imbalance that leaves a substantial number of women without family or community support in later life. Mangalya, which is the Malayalam word for the marriage token, is the department's response to that gap.
What Mangalya provides
- A single payment of Rs 25,000 to the remarrying woman.
- Paid directly into the applicant's own bank account, not to the husband or to a family member.
- Released after the remarriage is registered, on production of the marriage certificate.
- Available once. Mangalya is not a recurring allowance and is not paid twice to the same applicant.
Mangalya is administered at district level by the District Women and Child Development Officer, with the Child Development Project Officer (CDPO) as the point where an applicant actually hands in the file. Within the WCD Directorate at Poojappura, Thiruvananthapuram, the scheme sits with the Women Empowerment Cell.
Who is eligible for the Mangalya scheme?
A woman can apply if:
- She is between 18 and 50 years of age.
- She is a widow or a legally divorced woman.
- Her family belongs to the BPL or priority category, evidenced by a priority-category ration card or an income certificate from the Village Officer.
- She is a resident of Kerala.
- She has remarried and registered the marriage, and can produce the remarriage certificate from the registrar.
A woman is not eligible if:
- She is below 18 or above 50 years of age.
- She is separated but not legally divorced, and cannot produce a Village Officer certificate showing that the husband deserted her for more than seven years. That desertion certificate is the only route into the scheme for a woman without a divorce decree.
- Her family is outside the BPL or priority category.
- The remarriage has not been registered. An unregistered marriage, however genuine, cannot be paid against, because the marriage certificate is the document the department releases the money on.
- She has already drawn Mangalya assistance for an earlier remarriage.
What documents are required for Mangalya?
| Document | Mandatory | Notes |
|---|---|---|
| Remarriage certificate | Yes | From the registrar of marriages, for the new marriage |
| Death certificate of the first husband | Yes for widows | Divorced applicants submit the divorce decree instead |
| Divorce decree | Yes for divorcees | Court order establishing the legal divorce |
| Proof of the first marriage | Yes | Marriage certificate or equivalent record |
| BPL or priority-category ration card | Yes | Or a Village Officer income certificate |
| Age proof | Yes | School certificate or a competent authority's certificate |
| Bank passbook copy | Yes | Account must be in the applicant's own name |
| Desertion certificate | Only if applicable | Village Officer certificate showing desertion over seven years |
Carry originals for verification along with the attested copies. The CDPO office returns originals after checking.
How to apply for the Mangalya scheme
- Register the remarriage with the local registrar of marriages and obtain the marriage certificate. Nothing moves in this scheme before this step.
- Collect the Mangalya application form from the Child Development Project Officer's office, the District Women and Child Development Office, or the WCD Kerala website, where the form is published as a download.
- Fill in the form with your personal details, details of the first marriage and its ending, details of the remarriage, and your bank account particulars.
- Attach the supporting documents: remarriage certificate, death certificate or divorce decree, proof of the first marriage, BPL or priority-category ration card, age proof and bank passbook copy. Add the Village Officer's desertion certificate if you are applying on that ground.
- Submit the file to the Child Development Project Officer in your ICDS project area. The CDPO scrutinises the papers and forwards the application to the District Women and Child Development Officer.
- Note the acknowledgement and the date of submission. This is what you quote when following up.
- Wait for sanction and credit. Once sanctioned at district level, the Rs 25,000 is transferred to the bank account named in the application.
How do I check my Mangalya application status?
Mangalya has no online tracking facility. Status is checked in person or by telephone:
- With the Child Development Project Officer who received the file, for whether it has been forwarded to the district.
- With the District Women and Child Development Officer, for whether the application has been sanctioned and sent for payment.
- Through the Women Empowerment Cell at the Directorate of Women and Child Development, Poojappura P.O., Thiruvananthapuram 695012, for cases stuck beyond the district level.
Quote the date of submission and the CDPO project area when you follow up — the district office files applications by project, not by applicant name.
Why do Mangalya applications get rejected?
- Remarriage not registered. By far the most common reason. Applications submitted on the strength of a wedding photograph or a religious ceremony record alone are returned.
- Age outside the 18 to 50 band on the date of application.
- No legal divorce and no desertion certificate. A woman living separately needs one of the two.
- Ration card not in the priority or BPL category, or an income certificate that is out of date. Get a fresh certificate from the Village Officer rather than reusing an old one.
- Bank account not in the applicant's own name. A joint account with the new husband, or the husband's account, is not accepted.
- Missing death certificate for the first husband where the applicant is a widow.
Most of these are document problems rather than eligibility problems, and the CDPO will normally tell you what is missing when you submit rather than after a rejection. Ask for that check across the counter.
What are the key dates for Mangalya?
Mangalya has no application window and no last date. Applications are accepted through the year, since the trigger is a remarriage rather than a budget calendar. In practice, sanction depends on the district's allotment for the financial year, so applications submitted late in the year may be sanctioned in the following year's allotment. Applying soon after the marriage is registered is the practical way to avoid that wait.
