Marriage Registration Certificate in Kerala (Common Marriage Registration)

Kerala state government scheme

Quick answer

Kerala registers every marriage, whatever the religion of the couple, with the Registrar of Marriages (Common) at the local grama panchayat, municipality or corporation under the Kerala Registration of Marriages (Common) Rules, 2008. The application is filed within 45 days of the wedding through the Sevana civil registration portal at cr.lsgkerala.gov.in or at an Akshaya Centre, and late filing attracts a fine.

Benefit
A common marriage certificate issued by a Kerala local self government institution, accepted for passports, spouse visas, NRI sponsorship, bank nominations and name change
How to apply
Both — e-filing on cr.lsgkerala.gov.in or through an Akshaya Centre, with the couple appearing before the Registrar at the local body office

Kerala does marriage registration differently from most of India, and the difference matters. Under the Kerala Registration of Marriages (Common) Rules, 2008, every marriage solemnised in the state must be registered regardless of the religion of the parties, with the Registrar of Marriages (Common) of the grama panchayat, municipality or corporation for the area. That officer is the Secretary of the local body, and the record is created on the Sevana civil registration system run by the Local Self Government Department through Information Kerala Mission. The citizen-facing portal is cr.lsgkerala.gov.in, described by Information Kerala Mission as carrying "Marriage Registration and e-filing".

That single common register is why a Hindu wedding in Thrissur, a Nikah in Malappuram and a church wedding in Kottayam all end up producing the same Kerala-issued certificate from the same office.

Which route applies to your marriage in Kerala?

Common registration (Kerala Rules, 2008), for a marriage already solemnised by any religious or customary ceremony. The couple file a memorandum of marriage with the local body Registrar. This is the route the overwhelming majority of Kerala couples use, and the certificate it produces is what passport offices, banks and foreign missions accept.

Special Marriage Act, 1954, for a civil marriage, typically an inter-faith couple who do not want a religious ceremony. This is not a local body service; it runs through the Marriage Officer under the Registration Department, requires a notice of intended marriage published for 30 days, and ends with the marriage being solemnised before the Marriage Officer and three witnesses. Only after that does the certificate issue.

Hindu Marriage Act, 1955 registration; available for Hindu, Buddhist, Jain and Sikh marriages before the designated registrar. Many Kerala couples take this in addition to common registration when an authority specifically asks for a Hindu Marriage Act certificate.

The practical rule: if the wedding has already happened, go to your local body for common registration. If the wedding has not happened and you want a civil marriage, go to the Marriage Officer and start the 30-day clock.

Who can and cannot register in Kerala?

You can apply if:

  • The groom had completed 21 years and the bride 18 years on the date of the marriage.
  • The marriage was solemnised within Kerala, or either party resides in the panchayat, municipality or corporation where you are applying.
  • You can produce evidence that the ceremony took place, the invitation card, photographs, or the certificate from the church, temple or mahal committee that conducted it.
  • Two witnesses who attended the marriage are willing to sign the memorandum before the Registrar.
  • Either party was married earlier and that marriage has legally ended, with the decree or the death certificate on record.

You cannot apply if:

  • Either party was under the legal age on the wedding date.
  • Either party has a living spouse from a subsisting marriage.
  • You are applying to a local body that has nothing to do with the marriage: neither the place of solemnisation nor the residence of either party.
  • The marriage was solemnised outside India and never brought within Kerala's jurisdiction; those cases go through the Indian mission and the Foreign Marriage Act instead.
  • You want the certificate for a marriage that has not yet taken place. Kerala registers marriages, it does not pre-register intentions except through the Special Marriage Act notice.

What does marriage registration cost in Kerala?

The Kerala Registration of Marriages (Common) Rules, 2008 keep the fee deliberately nominal, this is one of the cheapest civic registrations in the state. What the Rules do prescribe clearly is the late fee structure:

  • Application filed within 45 days of the marriage. The normal registration fee only.
  • Application filed after 45 days but within one year. A fine of Rs 100 along with the application.
  • Application filed after one year, a fine of Rs 250.

Concessional rates apply to SC, ST and BPL applicants, who should carry the caste certificate or the BPL ration card to the counter. Ask the local body for the current fee slip: the figure is small, it is printed, and it is receipted. An Akshaya Centre filing on your behalf adds its own published service charge, which is also a printed figure of a few tens of rupees, not hundreds.

If anyone quotes you a thousand-rupee "registration package" for a Kerala common marriage registration, you are being charged an agent's margin, not a government fee.

How to apply for a marriage certificate in Kerala

  1. Register within 45 days. Note the date of solemnisation and count forward. Filing inside the window avoids the Rs 100 fine entirely.
  2. Fill the memorandum of marriage in the prescribed common form, with both parties' names as printed on their identity documents, dates of birth, addresses, the date and place of the marriage, and the particulars of two witnesses who were present.
  3. Open https://cr.lsgkerala.gov.in/ and use the marriage registration and e-filing service to submit the memorandum online, selecting the grama panchayat, municipality or corporation in whose area the marriage was solemnised or where a party resides. Or walk into an Akshaya Centre with the same papers and have the operator e-file it for you.
  4. Upload or hand over the documents — age proof, identity proof, residence proof, evidence of the ceremony and the photographs, and pay the registration fee, plus the late fine if you are past 45 days.
  5. Appear before the Registrar of Marriages (Common) at the local body office on the date given, with both parties, the two witnesses and every original. The parties and witnesses sign the register in the Registrar's presence.
  6. Collect the common marriage certificate issued by the local body, or download it from the civil registration portal once the entry is approved. Check the spellings and the date of marriage on the spot; corrections are far easier before you leave the counter.

For a Special Marriage Act wedding, the sequence is different: file the notice of intended marriage with the Marriage Officer, let it stay published for 30 days for objections, then attend the solemnisation with three witnesses and receive the certificate under that Act.

How do I check status or get a copy in Kerala?

Kerala's civil registration portal cr.lsgkerala.gov.in holds the state's marriage register alongside births and deaths, and supports search and download of certificates entered on the system. If you filed through an Akshaya Centre, the acknowledgement slip carries the same application number and the centre can pull the status for you.

If the file is stuck, the escalation is short and local: the Secretary of the grama panchayat, municipality or corporation is the Registrar, and above the Registrar sit the Deputy Director of Panchayats or the corresponding urban administration office at district level. Information Kerala Mission, which builds and runs the Sevana system, can be reached at mail.ikm@kerala.gov.in or +91 471 2773100 for a technical failure on the portal itself.

How long is a Kerala marriage certificate valid?

The certificate never expires. It records the fact of the marriage, and the entry in the local body's register is permanent. In practice, some foreign missions and visa authorities insist on a certified copy issued within the last six months; that is a recency rule of theirs, not an expiry, and the local body will print a fresh certified copy against your registration number for the usual small fee.

Why do Kerala marriage registrations get delayed?

  • Filed after 45 days without the fine, so the application is returned for the late fee.
  • Name spelt differently on the SSLC book, Aadhaar and the memorandum. Kerala Registrars check this closely because the certificate is later used for passports.
  • Wrong local body chosen; neither the place of the marriage nor the residence of either party.
  • No documentary evidence of the ceremony, especially for marriages registered years later.
  • Witnesses not produced before the Registrar, or witnesses who did not actually attend the marriage.
  • Earlier marriage not disclosed, with no divorce decree or death certificate.
  • Age proof missing for a party who never completed school and has no birth certificate, this needs a non-availability certificate and secondary proof.

Where do I complain in Kerala?

Start at the local body office with the Registrar of Marriages (Common). Take it next to the Secretary in writing, then to the district-level Local Self Government Department office. For a portal failure. A payment that did not go through, a certificate that will not download, contact Information Kerala Mission on +91 471 2773100 or mail.ikm@kerala.gov.in.

Kerala's common marriage registration is a nominal, printed, receipted government fee, with a Rs 100 fine after 45 days and Rs 250 after a year, and concessions for SC, ST and BPL families. Pay it at the counter or on cr.lsgkerala.gov.in, take the receipt, and treat any larger demand, from an agent, a broker or a centre operator, as an overcharge. No Registrar and no Akshaya operator needs an OTP from your phone to release your certificate.

Frequently asked questions

Where is a marriage registered in Kerala?

Every marriage solemnised in Kerala is registered with the Registrar of Marriages (Common) of the grama panchayat, municipality or corporation for the area, under the Kerala Registration of Marriages (Common) Rules, 2008. The Registrar is the Secretary of that local body, and the record lives on the Local Self Government Department's Sevana civil registration system.

What is the deadline for registering a marriage in Kerala?

Kerala's Common Rules require the memorandum to be filed within 45 days of the date of solemnisation. An application after 45 days but within one year is accepted with a fine, and an application after one year attracts a higher fine, so file early.

Does the Kerala common registration apply to every religion?

Yes. The Kerala Registration of Marriages (Common) Rules, 2008 require every marriage solemnised in the state to be registered irrespective of the religion of the parties, which is why the certificate is called a common marriage certificate.

Do I still need to register under the Hindu Marriage Act or the Special Marriage Act?

Common registration under the 2008 Rules does not replace registration under a personal law statute. A couple marrying civilly still uses the Special Marriage Act, 1954 before the Marriage Officer under the Registration Department, and that route requires a 30-day public notice before the marriage.

Can I apply through an Akshaya Centre?

Yes. Akshaya Centres across Kerala file civil registration applications on behalf of citizens, which is why most Kerala families experience the process as a visit to Akshaya rather than as using a portal. The centre charges its published service fee on top of the government fee.

How do I get a copy of a Kerala marriage certificate later?

Kerala's civil registration portal at cr.lsgkerala.gov.in holds the record and allows search and download of certificates registered through it, and the local body that registered the marriage issues certified copies on request against the registration number.

Does a Kerala marriage certificate expire?

No. A Kerala marriage certificate has no expiry, though some consulates and visa authorities ask for a certified copy issued within the last six months, which the local body can print again.
