What is the Milk Shed Development Programme?

Milk Shed Development Programme (MSDP) is the principal plan scheme of the Dairy Development Department, Government of Kerala, and the route through which most dairy subsidy in the state reaches farmers. The programme's purpose, as the department's own project document puts it, is to assist dairy farmers of Kerala to take up dairy farming as their main livelihood and to increase milk production in the state.

Kerala's dairy problem is one of supply. The state's milk demand runs well ahead of domestic production, its productivity per animal lags the major dairy states, and the milch cow population has been in decline. MSDP responds by putting money into the two things that fix that over time: adding animals to the herd and improving the conditions in which they are kept.

The scale is set out plainly in the 2024-25 annual plan:

Head Allocation (Rs lakh)
MSDP Revenue Head (2404-00-109-93) 3,380.00
MSDP Capital Head (4404-00-109-96) 500.00
Total MSDP 2024-25 3,880.00

Within the capital head, Rs 184.93 lakh was earmarked for construction of cattle sheds, Rs 90.07 lakh for assistance to purchase milking machines, and Rs 20.89 lakh for infrastructure development and automation of commercial dairy farms.

The department's stated expectation for the 2024-25 programme was that 8,643 good quality milch animals would be added to the state's herd strength, with heifer parks ensuring a further 1,500 good quality high-producing animals.

Broad objectives of MSDP

  • Encourage farmers to take up dairying as a primary occupation.
  • Encourage adoption of scientific management practices in cattle farming.
  • Provide self-employment and livelihood for rural youth and women.
  • Build a within-state buffer stock of milch animals through heifer parks.

Who is eligible for MSDP assistance?

You can apply if:

  • You are a dairy farmer in Kerala with, or intending to acquire, milch animals.
  • You have adequate land and can construct or already have a cattle shed. The project document indicates roughly 50 cents of land for a 10-cow unit and one acre for a 20-cow unit, with scientific shed construction.
  • You are a young entrepreneur wanting to set up a Smart Dairy Farm under the Ksheera Yuva component.
  • You are a JLG, SHG, FPO or other registered group proposing a 5-cow or 10-cow herd induction unit.
  • You are in a targeted area for one of the special packages; plantation areas under Ksheera Layam, coir development areas under Ksheera Theeram, or Idukki district under the Idukki Special Dairy Package.

Beneficiaries with an existing cattle shed are given priority in selection for several components, and a cattle shed is a prerequisite for most units except where the shed itself is part of the 10-cow and 20-cow packages.

You cannot apply, or will not be selected, if:

  • You have no land and no shed and no plan to build one. A dairy unit sanction without a place to keep the animals is not eligible.
  • You are applying for a component outside your category, for example an individual applying under a JLG or SHG line, or a farmer outside Idukki applying under the Idukki Special Dairy Package.
  • You already hold a sanctioned MSDP unit of the same type and are seeking a duplicate.
  • You buy the animals before selection and sanction. Verification of the animals purchased against the sanction is part of the process.
  • You cannot meet the beneficiary share. Every component is part-subsidy, and the balance must come from your own funds or a bank loan.

How to apply for the Milk Shed Development Programme

  1. Visit the Dairy Extension Office covering your block. This is the Dairy Development Department's field office and the one that receives MSDP applications and holds the district's targets.
  2. Ask which components are open in the current financial year. MSDP's component list changes annually, and a component funded last year may carry no target this year.
  3. Register on the Ksheerasree portal, the department's online system, where dairy farmers and societies are recorded.
  4. Prepare a project report if you are applying for a commercial farm, a heifer park or a Smart Dairy Farm, showing the shed plan, animal numbers, fodder arrangement, water source and expected milk yield.
  5. Submit the application with your Aadhaar copy, bank passbook copy, land record, cooperative membership certificate where applicable and the project report.
  6. Allow the field verification. The Dairy Extension Officer inspects the land, the shed and the fodder and water arrangements before the beneficiary is selected.
  7. Await the sanction order, which states the component, the approved unit cost and the subsidy amount.
  8. Purchase the animals or execute the work as sanctioned, and present them for verification. The subsidy is released to your Aadhaar-seeded bank account after that verification.

How much benefit does MSDP provide?

The 2024-25 programme published unit costs and subsidy per unit component by component. The headline figures are:

Component Unit cost (Rs) Subsidy per unit (Rs)
One Cow Dairy Unit, Special Dairy Package (extreme poverty alleviation) 1,06,000 95,400
Commercial farm, 10-cow unit, individuals 11,52,000 3,80,000
Commercial farm, 20-cow unit, individuals 23,10,000 7,60,000
Smart Dairy Farm, 10-cow unit, Ksheera Yuva (young entrepreneurs) 11,60,000 4,64,000
Herd induction for JLGs, SHGs and registered groups, 5-cow unit 5,62,500 1,83,000
Herd induction for JLGs, SHGs and registered groups, 10-cow unit 11,52,000 3,80,000
Heifer park, Phase II assistance (40 per cent, maximum Rs 6 lakh) 38,86,875 6,00,000
New heifer park: individuals, JLGs, SHGs, FPOs, registered groups 38,86,875 9,00,000
Ksheera Layam: dairy rehabilitation for plantation areas 13,80,000 11,00,000
Ksheera Theeram β€” dairy rehabilitation for coir development areas 2,16,000 1,29,000
Herd Quarantine cum Cattle Trading Centre 10,80,000 7,50,000

Two further items are worth noting. Support to the Woman Cattle Care programme paid Rs 8,000 a month for ten months plus a festival allowance of Rs 1,000 per worker, covering 162 women cattle care workers in 2024-25. And a project-based interest subvention provision supported dairy farm establishment and farm automation across three annual cohorts.

The mix of unit cost and subsidy tells you where the state is putting its money. The One Cow Dairy Unit under the extreme poverty alleviation package carries a subsidy of 90 per cent of unit cost, it is welfare. The commercial 10-cow and 20-cow units carry roughly a third. They are investment support for farmers who can raise the balance.

Where the milking machine and cattle shed money sits

Cattle sheds and milking machines are funded under the capital head, not the revenue head, which is why they are applied for as separate components rather than bundled into a herd induction sanction. In 2024-25 the department's own target list for milking machines included a double-bucket milking machine at Rs 95,000, giving a sense of the equipment cost the assistance is set against.

An elevated and community cattle shed component for the flood-prone areas of Kuttanad taluk in Alappuzha district was funded at Rs 150 lakh in 2024-25, a response to repeated flooding in which farmers lost animals for want of raised shelter.

How to check your application status

  1. Note the file number issued by the Dairy Extension Office.
  2. Log into the Ksheerasree portal with your registered credentials to see your beneficiary record.
  3. Follow up with the Dairy Extension Officer after the field verification, which is the stage that determines selection.
  4. After purchase, confirm the animal verification report has been recorded, as the subsidy release depends on it.
  5. Escalate to the Deputy Director of Dairy Development at district level for delays.

Why MSDP applications get rejected

  • District target already committed. MSDP components carry fixed unit numbers per year: five 20-cow units statewide in 2024-25, for instance, so competition for the larger components is severe.
  • Insufficient land for the component applied for.
  • No cattle shed and no credible plan to build one, where the component requires it.
  • Animals purchased before sanction, leaving nothing to verify against the approved unit.
  • Beneficiary share not arranged, so the unit cannot actually be completed.
  • Applying under the wrong category, particularly individuals applying under group components or farmers outside a special package's target area.

Key dates and timing

MSDP runs on the financial year, April to March, and unit targets are fixed at the start of it. Because several components have very small statewide numbers, applying in the first quarter is not merely advisable but decisive. Farmers should also time the purchase of animals to the sanction, not to the market: buying in advance of the sanction order forfeits the subsidy.

Help and grievance redressal

  • Dairy Extension Office for your block, the office that holds your file.
  • Deputy Director of Dairy Development at the district office for escalation.
  • Directorate of Dairy Development, Pattom, Thiruvananthapuram. Phone 0471 2447735. Portal dairydevelopment.kerala.gov.in.
