Matru Jyothi — Financial Assistance for Mothers with Disabilities
Kerala state government scheme
Matru Jyothi is a Kerala Social Justice Department scheme that pays Rs 2,000 a month to a mother with a disability until her child turns 2 years old. Mothers with 60% disability, or 50% for conditions such as autism and muscular dystrophy, and annual family income up to Rs 1 lakh, apply online on suneethi.sjd.kerala.gov.in within 6 months of delivery.
What is the Matru Jyothi scheme?
Matru Jyothi is a monthly financial assistance scheme of the Department of Social Justice, Government of Kerala, for mothers with disabilities. Matru Jyothi pays Rs 2,000 a month until the child turns 2 years old, which works out to as much as Rs 48,000 per child over the full period.
The scheme is framed around the Rights of Persons with Disabilities Act, 2016. Its premise is specific: a woman with a significant disability who has just given birth faces costs that a standard maternity benefit does not cover. She may need paid help to lift and carry the infant, adapted equipment, more frequent transport to a health centre, or simply the ability to stay out of work longer than a non-disabled mother would. Rs 2,000 a month for two years is the state's answer to that recurring gap.
Matru Jyothi belongs to the department's disability block, which also includes Niramaya health insurance, assistive devices, Vidyakiranam for children of disabled parents, Vidyajyothi for study material, Swasraya for parents and guardians, Pariraksha, Athijeevanam for mainstreaming, and the Sahajeevanam help-desks at block level. Several of these interlock. A Matru Jyothi beneficiary's child later becomes eligible for Vidyakiranam, the education scheme for children of disabled parents.
Key features
- Rs 2,000 per month, paid until the child's second birthday.
- 60% disability required, or 50% for specified conditions.
- Annual family income up to Rs 1 lakh.
- Application within 6 months of delivery.
- Maximum two benefits per mother.
- Filed online on the Suneethi portal, with no fee.
Who is eligible for Matru Jyothi?
You can claim Matru Jyothi if:
- You are a mother with a disability and a resident of Kerala.
- Your Medical Board disability certificate shows at least 60% disability, or at least 50% where the condition is one of the specified ones such as muscular dystrophy or autism spectrum disorder.
- Your disability is among the 21 disabilities recognised under the RPwD Act, 2016. The list covers blindness, low vision, leprosy cured persons, hearing impairment, speech and language disability, locomotor disability, dwarfism, intellectual disability, mental illness, autism spectrum disorder, cerebral palsy, muscular dystrophy, chronic neurological conditions, specific learning disabilities, multiple sclerosis, thalassaemia, haemophilia, sickle cell disease, multiple disabilities including deafblindness, acid attack victims and Parkinson's disease.
- Your annual family income does not exceed Rs 1 lakh.
- You apply within 6 months of the delivery.
- You have not already received the benefit twice.
- You hold a bank account in your own name.
You cannot apply if:
- Your certified disability is below 60%, or below 50% where the reduced threshold applies. A 40% certificate, which is enough for many other disability concessions, is not eligible for Matru Jyothi.
- Your annual family income is above Rs 1 lakh.
- More than six months have passed since the delivery. This is the most common disqualification and there is no discretionary extension published.
- The child has already turned 2 years old.
- You have already drawn the benefit for two children.
- You do not hold a valid Medical Board certificate. A treating doctor's letter or a hospital disability note is not accepted in its place.
- You are not resident in Kerala.
How much is paid, and how does the payment run?
Matru Jyothi pays Rs 2,000 every month from sanction until the child turns two. This is a recurring benefit, not a lump sum, and that changes what matters most after sanction. The bank account has to stay active for the whole period, and the monthly credit stops automatically on the child's second birthday, that is the scheme working as designed, not a payment failure.
Because the application window is six months and the benefit ends at 24 months, a mother who applies in month five will receive fewer months of payment than one who applies in month one. Applying early is worth real money here; roughly Rs 8,000 to Rs 10,000 of difference between applying immediately after discharge and applying at the edge of the window.
What documents does Matru Jyothi need?
According to the department's scheme note, applications must carry:
- Medical Board disability certificate under the RPwD Act, 2016, showing the disability percentage.
- Hospital discharge certificate proving the delivery and its date.
- Income certificate from the Village Officer; BPL applicants may submit the ration card instead.
- Bank passbook copy showing account number and IFSC.
- Care provider certificate, where a care provider is involved.
- Aadhaar card of the mother.
- Birth certificate of the child, which fixes the end date of the benefit.
Scan each document clearly before starting the online form. Suneethi applies file-size limits, and an unreadable disability certificate is the commonest reason a file is sent back for clarification — which costs weeks against a six-month clock.
How to apply for the Matru Jyothi scheme
- Check the disability certificate the week the baby is born. If it has expired or shows a percentage below the threshold, apply to the District Medical Board for revalidation or reassessment immediately. This is the step most likely to consume the six-month window.
- Collect the hospital discharge certificate and the child's birth certificate. Register the birth with the local body promptly; the birth certificate is needed for the application and takes time in some panchayats.
- Obtain the income certificate from the Village Officer, or keep the BPL ration card ready if your family is below the poverty line.
- Register once on the Suneethi portal at suneethi.sjd.kerala.gov.in. The Social Justice Department launched Suneethi as its single citizen window with 31 services, 14 of them for persons with disabilities. Registration is one-time and applying from your own device carries no fee.
- Log in as a citizen, open the Matru Jyothi application, fill in the personal, disability, delivery and bank details, and upload the scanned documents. The portal homepage carries video tutorials on the submission process.
- Submit and save the acknowledgement number. Print or screenshot the confirmation page.
- Respond quickly to any clarification raised by the District Social Justice Office. Verification is done at district level and a delayed reply eats into the months you would otherwise be paid for.
If you cannot use the portal, contact the District Social Justice Officer of your district, or use an Akshaya centre, which assists with online government submissions across Kerala. The Sahajeevanam help-desks the department runs at block level also assist persons with disabilities in accessing schemes.
How do you check the status and why do payments stop?
Track the application on your Suneethi citizen dashboard using the login you created at registration. The dashboard shows whether the file is submitted, under district verification, recommended, or sanctioned. Keep the registered mobile number active, since queries and sanction alerts arrive by SMS.
Once sanctioned, the money should arrive monthly. Where it stops, the usual causes are:
- The child has turned 2. The benefit ends by design.
- Bank account dormant or KYC lapsed. A dormant account rejects the credit. Transact occasionally to keep it live.
- Name mismatch between Aadhaar, the passbook and the sanction order.
- Account closed or IFSC changed after a bank merger, which is common in Kerala's cooperative and merged public sector banks.
- Verification query pending at the district office, which suspends the release until answered.
Why are Matru Jyothi applications rejected?
- Filed after 6 months. The most frequent rejection, and the hardest to cure.
- Disability percentage below the threshold. A certificate at 40% or 55% falls short unless the condition qualifies for the 50% concession.
- Income above Rs 1 lakh, tested on family income rather than the mother's own earnings.
- Third claim. The two-benefit cap is applied per applicant.
- Expired or non-Medical-Board certificate.
- Missing discharge certificate or birth certificate, without which the delivery date and the child's age cannot be fixed.
Where the defect is documentary and the six-month window is still open, correct it and resubmit at once.
Where do you raise a grievance?
- District Social Justice Officer. The office that verifies and recommends Matru Jyothi files.
- Sahajeevanam help-desk for persons with disabilities at block level.
- Directorate of Social Justice, Thiruvananthapuram to 0471-2306040 or 0471-2302887, email swdkerala@gmail.com.
- The state public grievance redressal system, if the departmental route stalls.
Mothers applying for Matru Jyothi should also check the department's related schemes on the same Suneethi login: Niramaya health insurance, the assistive devices scheme, Swasraya for parents and guardians of persons with disabilities, and later Vidyakiranam, the educational assistance scheme for children of disabled parents that the same child becomes eligible for once schooling begins. The same disability and income certificates are reused across these applications, so keeping certified copies of both saves repeated trips to the Village Office and the Medical Board.

Frequently asked questions
How much does Matru Jyothi pay and for how long?
Matru Jyothi pays Rs 2,000 per month until the child turns 2 years old. Over a full two years that is up to Rs 48,000 for one child, credited directly to the mother's bank account.
What level of disability is required for Matru Jyothi?
A minimum of 60% disability is required, reduced to 50% for specific conditions including muscular dystrophy and autism spectrum disorder. The percentage must be certified by the District Medical Board under the Rights of Persons with Disabilities Act, 2016.
What is the income limit for Matru Jyothi?
Annual family income must not exceed Rs 1 lakh. Applicants below the poverty line may submit a BPL ration card instead of a separate income certificate.
By when must the application be filed?
The application must be filed within 6 months of the delivery. This is the single most important deadline in the scheme, and a late application is rejected on timing even where every other condition is met.
How many times can a mother receive Matru Jyothi?
A maximum of two benefits per applicant. A mother with a disability can therefore claim the monthly assistance for two children, but not for a third.
Which disabilities are covered?

Is Matru Jyothi for destitute mothers generally?
No. Matru Jyothi is specifically for mothers with disabilities, and the Kerala Social Justice Department lists it as financial assistance for PwD mothers. Maternity support for other categories of mothers in Kerala runs through separate schemes of the Health and Women and Child Development departments.
How do I apply for Matru Jyothi?
Apply online on the Suneethi portal at suneethi.sjd.kerala.gov.in after one-time citizen registration. The Social Justice Department has moved its disability schemes to this single window and there is no fee for applying from your own device.
