What is the Saphalam scheme?

Saphalam is a scholarship scheme of the Department of Social Justice, Government of Kerala, created for transgender students who have secured admission to professional courses at degree and diploma level. According to the Social Justice Department's scheme page, Saphalam exists because transgender persons in Kerala continue to face discrimination in education and employment, and because transgender students who do reach professional courses often drop out for purely financial reasons.

Saphalam provides a maximum of Rs 1 lakh per year as financial assistance. The department describes the amount as a ceiling, which means the sanction order in an individual case is worked out against the fee and study costs the student actually documents, up to that limit.

The scheme sits inside the wider set of transgender welfare programmes the Kerala Social Justice Department runs, which also includes gender-affirming surgery assistance, self-employment support and the transgender identity card system. The name is written in some Kerala government listings as "Sabhalam"; both spellings refer to the same scheme.

What Saphalam is designed to do

  • Keep transgender students who have earned a professional-course seat from dropping out because of fees, hostel and equipment costs.
  • Recognise transgender students who possess high technical or professional competence and give them a route into qualified professions.
  • Route money through the District Social Justice Officer, so that a student does not have to negotiate with the college for a concession.

Who is eligible for the Saphalam scheme?

You can apply if:

  • You are a transgender person and a resident of Kerala.
  • You are 18 years or older and hold a transgender identity card issued by the Kerala Social Justice Department.
  • You are below 18 and can produce a self-declaration of gender identity certified by the head of your educational institution or by a parent.
  • You have secured admission on a merit seat in a government, aided or self-financing college.
  • You are enrolled in MBBS, BVSc or BSc Agriculture in a government college, or in a government-accredited diploma level professional course.

You cannot apply if:

  • You do not hold a transgender identity card and are over 18, the card is the document the department uses to establish eligibility, and there is no substitute for applicants above that age.
  • Your seat is a management or NRI quota seat rather than a merit seat.
  • Your course is not a professional degree or diploma course. General arts and science degrees are not covered by Saphalam; the Social Justice Department runs separate education support for transgender students at other levels.
  • You are not a resident of Kerala.
  • Your application is incomplete. The department states that applications not filled in every part are rejected without further reference.

Note that Saphalam does not publish a family-income ceiling. The eligibility test is gender identity, Kerala residence and a merit seat in a professional course: not a Below Poverty Line or income certificate condition. If your district office asks for an income certificate, treat it as a local verification requirement rather than a published cut-off.

How much does Saphalam pay and when?

Saphalam pays up to Rs 1,00,000 per academic year. The Kerala Social Justice Department's own wording is that a maximum amount of Rs 1 lakh per year will be provided as financial assistance for eligible students.

Three practical points follow from that wording:

  1. It is an annual figure, not one-time. A student in a five-year MBBS programme can be considered year after year, subject to continuing to satisfy the conditions and re-applying when the department calls for applications.
  2. It is a ceiling, not a flat rate. A diploma course with a fee of Rs 30,000 will not attract Rs 1 lakh. The sanctioned amount tracks the documented cost.
  3. Payment is by bank transfer into the student's own account, which is why a passbook copy in the student's name is on the document list.

The department has not published a fixed instalment calendar for Saphalam. Disbursement in practice follows the sanction order issued by the Directorate after the District Social Justice Officer forwards the verified application.

How to apply for the Saphalam scheme

Saphalam is an offline scheme. There is no self-registration portal; the application is a paper form submitted at district level.

  1. Get or renew your transgender identity card. Apply through the Kerala Social Justice Department's transgender ID process if you do not already hold one. Applicants below 18 should instead get a self-declaration of gender identity signed and certified by the head of their institution or by a parent.
  2. Download the Saphalam application form. Go to sjd.kerala.gov.in, open the Downloads section and take the Saphalam application form and scheme guidelines. District Social Justice Offices also hand out printed copies.
  3. Get the institution part filled and signed. Your college must certify that you are admitted to a merit seat in the named professional course for the current academic year, and should attach the fee structure or fee receipt.
  4. Assemble the documents. Transgender ID card copy (or the self-declaration), admission or bonafide certificate, fee proof, Aadhaar, proof of Kerala residence, and a bank passbook copy in your own name.
  5. Fill every field of the form. The department rejects incomplete forms, so do not leave blanks: write "not applicable" rather than skipping a field.
  6. Submit to the District Social Justice Officer. Hand the complete set in at the District Social Justice Office of your district and ask for an acknowledgement with a date and file reference.

How do I check the status of a Saphalam application?

Saphalam has no online status tracker. Use the acknowledgement you received at submission and follow up in this order:

  • District Social Justice Office. The file stays here through verification and this is where you will learn whether documents are missing.
  • Directorate of Social Justice, Thiruvananthapuram: on 0471-2306040 or 0471-2302887, or by email to swdkerala@gmail.com, once the district office confirms the file has been forwarded.
  • Your college office — the institution is often informed when a sanction order is issued, particularly where the assistance is adjusted against fees.

If the district office is unresponsive, an application under the Right to Information Act to the Public Information Officer of the District Social Justice Office is the standard route to establish where a file has reached.

Why do Saphalam applications get rejected, and how do I fix it?

Reason for rejection What to do
Application form not filled completely Re-submit with every field filled; write "NA" where a field does not apply
No transgender identity card attached and applicant is over 18 Complete the Kerala transgender ID registration first, then re-apply
Self-declaration not certified for an under-18 applicant Get it signed by the head of the institution or by a parent as the guidelines require
Seat is management or NRI quota Not curable; Saphalam is restricted to merit seats
Course is not a professional degree or diploma Check the other Social Justice Department education schemes for transgender students
Bank account in a parent's name Open an account in the student's own name and submit a fresh passbook copy
Institution certificate unsigned or undated Return to the college office for a fresh, signed and dated certificate

What are the key dates for Saphalam?

The Kerala Social Justice Department has not published a fixed annual last date for Saphalam. Applications are called when the department issues a notification for the academic year, and the practical trigger is your own admission. The file must reach the District Social Justice Officer in the same academic year as the admission it relates to.

Because there is no announced fixed deadline, the safe approach is to submit within a few weeks of taking admission rather than waiting for a public notice, and to check the Notifications and Downloads sections of sjd.kerala.gov.in for the current year's circular.

Where do I complain if Saphalam is delayed or denied?

Kerala's grievance route for Social Justice Department schemes runs in three steps:

  1. District Social Justice Officer: first level. Ask for the reason for delay or rejection in writing.
  2. Director, Department of Social Justice, Thiruvananthapuram: on 0471-2306040 or 0471-2302887, or by email to swdkerala@gmail.com. Attach your submission acknowledgement and the district office's reply.
  3. Chief Minister's Public Grievance Redressal Cell at cmo.kerala.gov.in, which accepts online petitions against any state department and forwards them with a tracking number.

For issues that involve discrimination rather than paperwork, Kerala also runs a Transgender Cell within the Social Justice Department and district-level Transgender Justice Boards, which can take up a case with the institution directly.

Is Saphalam the only Kerala support for transgender students?

No. Saphalam is the professional-course scholarship, but the Kerala Social Justice Department runs a linked set of transgender welfare measures, the transgender identity card, assistance for gender-affirming surgery, self-employment support, scholarships for students who resume interrupted education, and shelter and counselling services. A student who does not fit Saphalam's professional-course condition should ask the District Social Justice Officer which of these applies, rather than assuming no support exists.

Frequently asked questions

How much money does the Saphalam scheme give?

Saphalam provides a maximum of Rs 1 lakh per year as financial assistance to an eligible transgender student. The Kerala Social Justice Department states the figure as a ceiling, so the sanctioned amount depends on the actual course fee and other expenses claimed in the application.

Who is eligible for the Saphalam scheme in Kerala?

Transgender students of Kerala who have secured admission in a merit seat in a degree or diploma level professional course are eligible. The department specifically names MBBS, BVSc and BSc Agriculture in government colleges, along with government-accredited diploma level professional courses in government, aided and self-financing institutions.

Do I need a transgender ID card to apply for Saphalam?

Yes, if you have completed 18 years of age a copy of the transgender identity card must be attached. Applicants below 18 may instead submit a self-declaration of gender identity certified by the head of the institution or by a parent.

Can Saphalam be applied for online?

No. Saphalam is an offline scheme — the duly filled application with all supporting documents has to be submitted to the District Social Justice Officer of your district. The scheme is listed on the Kerala e-Services dashboard, but the submission itself is at the district office.

Why do Saphalam applications get rejected?

Incomplete applications are the single largest reason. The Social Justice Department states plainly that applications not filled in full will be rejected. Missing transgender ID proof, a management-quota seat instead of a merit seat, and an unsigned institution certificate are the other common causes.

Is Saphalam only for medical and agriculture courses?

No. Saphalam covers degree and diploma level professional courses generally. MBBS, BVSc and BSc Agriculture in government colleges are named explicitly, and government-accredited diploma level professional courses also qualify.

Who do I contact about a Saphalam application?

Contact the District Social Justice Officer of your district, or the Directorate of Social Justice in Thiruvananthapuram on 0471-2306040 or 0471-2302887, or by email at swdkerala@gmail.com.
