Kudumbashree Micro Enterprise Capital Subsidy
Kerala state government scheme
Kudumbashree Micro Enterprise Capital Subsidy gives a group enterprise of 5 to 10 women Rs 10,000 per member or 50 per cent of project cost, whichever is less, and an individual enterprise Rs 7,500 or 30 per cent of project cost, whichever is less. Apply through your Neighbourhood Group and the Community Development Society.
What is the Kudumbashree Micro Enterprise Capital Subsidy?
Kudumbashree Micro Enterprise Capital Subsidy is the capital grant given to women who start a small business through Kudumbashree, the Government of Kerala's State Poverty Eradication Mission. The subsidy reduces the amount an entrepreneur must borrow or contribute to set up her unit, and it is delivered through the same three-tier community structure that carries every other Kudumbashree programme.
Kudumbashree's structure matters because it determines how the application travels. At the base is the Neighbourhood Group (NHG), a group of women from neighbouring households who meet weekly and save. NHGs in a ward federate into an Area Development Society (ADS), and the ADSs in a local body federate into a Community Development Society (CDS). A micro enterprise proposal starts in the NHG, is recommended upwards through the ADS and CDS, and is appraised with support from the Block and District Missions.
The subsidy figures published by Kudumbashree are specific:
| Enterprise type | Subsidy |
|---|---|
| Group enterprise (5 to 10 women members) | Rs 10,000 per member or 50 per cent of total project cost, whichever is less |
| Individual enterprise | Rs 7,500 per member or 30 per cent of total project cost, whichever is less |
The Rural Micro Enterprises (RME) scheme supports both individual and group enterprises started by women, with group enterprises having 5 to 10 members. The Yuvashree component targets individuals aged 18 to 45 of both genders, with subsidy levels the same as the RME scheme.
The "whichever is less" clause matters more than the headline figure. A ten-member group with a project cost of Rs 1.2 lakh does not get Rs 1 lakh; it gets 50 per cent, that is Rs 60,000, because the percentage limit bites first. The flat per-member figure only becomes the operative number on larger projects.
Who is eligible for the Kudumbashree micro enterprise subsidy?
You can apply if:
- You are an enrolled member of a Kudumbashree Neighbourhood Group in good standing, meaning your savings and meeting attendance are regular.
- You are proposing a viable micro enterprise, whether in food processing, catering, tailoring, retail, services, farming-linked activity or manufacturing.
- You are willing to complete the training Kudumbashree prescribes for the activity.
- For a group unit, you have 5 to 10 women members willing to work in and share the enterprise.
- Under Yuvashree, you are aged 18 to 45, of either gender.
You cannot apply, or will not be sanctioned, if:
- You are not a member of an NHG and are not willing to join one. The subsidy is delivered through the community network, so a person outside it is not eligible under this route.
- You are a man applying under the women's group route. The RME group component is reserved for women; men should apply under Yuvashree.
- Your proposal has no market or no realistic revenue plan. The CDS and Block Mission appraise viability, and a project report that cannot show how the unit will earn is returned.
- You have already drawn the capital subsidy for another enterprise and are seeking a second grant without the first having performed.
- Your proposed group has fewer than five or more than ten members for the group component.
- The activity requires a licence you cannot obtain, for example a food processing unit with no premises that can pass an FSSAI inspection.

How to apply for the Kudumbashree micro enterprise subsidy
- Join or confirm your NHG membership. If you are not already a member, join the Neighbourhood Group covering your household and maintain regular weekly savings and attendance.
- Raise the enterprise idea in the NHG meeting and have it minuted. The NHG resolution is the first formal step and is what carries the proposal upward.
- Meet the Microenterprise Consultant attached to your Block Mission. The MEC helps assess whether the activity is viable locally and helps prepare the project report.
- Complete the prescribed training. Kudumbashree provides General Orientation Training, Skill Training, Performance Improvement Training and Accounting and Bookkeeping Training for potential entrepreneurs.
- Submit the project report through the ADS to the CDS, with the NHG resolution, the member list, Aadhaar copies and the proposed budget split between machinery, equipment and working capital.
- Open the enterprise bank account, a joint account for a group unit, and arrange any bank linkage loan needed for the balance of the project cost.
- Await appraisal and sanction by the CDS with Block and District Mission support, after which the capital subsidy is released against the sanctioned project.
- Start operations and keep books. Performance is monitored, and later support such as the technology fund or a second-round loan depends on the unit trading properly.
What else Kudumbashree provides an enterprise
The capital subsidy is only one instrument. Kudumbashree also provides interest subsidy, start-up fund, revolving fund and technology fund support to enterprises, alongside a training system that runs from orientation through skills to bookkeeping.
Equally important in practice is the market linkage. Kudumbashree units sell through the Mission's own channels, exhibitions, festival markets, Kudumbashree cafes and canteens, and institutional supply arrangements β which gives a new unit a route to customers it could not build alone in its first year. For many women entrepreneurs this access matters more over three years than the initial grant does.
How to check your application status
- Ask your NHG secretary whether the proposal has been forwarded by the ADS to the CDS. Most files wait at this stage.
- Contact the CDS Chairperson or Member Secretary at your panchayat or municipality for the appraisal position.
- Contact the Microenterprise Consultant or the Block Mission office, which holds the project file and the sanction correspondence.
- For unresolved delays, approach the District Mission Coordinator at the Kudumbashree District Mission office.
Why micro enterprise proposals get rejected
- Weak project report with no market assessment, no costing and no revenue projection. This is by far the commonest reason.
- Irregular NHG membership: lapsed savings or poor attendance, which disqualifies the applicant at the first check.
- Group size outside 5 to 10 members for the group component.
- Duplicate activity in the same locality, where the CDS judges that another unit of the same kind cannot be sustained.
- Missing licence for a regulated activity, particularly food processing.
- No arrangement for the balance project cost, since the subsidy covers only a share and the rest must come from the members or a bank linkage loan.
Most of these are correctable. A returned proposal reworked with the Microenterprise Consultant, with a sharper costing and a clearer market, is commonly sanctioned in the next cycle.
Key dates and timing
There is no statewide last date. Proposals move as CDS and Block Mission appraisal cycles allow, and annual targets for new enterprises are set at district level. Seasonal businesses should time their proposals so that the sanction lands before the season, a unit making Onam or Christmas products needs the machinery in place months earlier, not in the festival week.

Frequently asked questions
How much subsidy does a Kudumbashree group enterprise get?
A women's micro enterprise group receives a capital subsidy of Rs 10,000 per member or 50 per cent of the total project cost, whichever is less. With the permitted group size of 5 to 10 members, a full ten-member unit can therefore draw up to Rs 1 lakh, provided that does not exceed half the project cost.
How much does an individual entrepreneur get?
An individual enterprise is eligible for a subsidy of Rs 7,500 per member or 30 per cent of the total project cost, whichever is less. The percentage limit means a very small project attracts proportionately less than the flat figure suggests.
How many members can a group enterprise have?
A Kudumbashree micro enterprise group may have 5 to 10 members. Fewer than five is treated as an individual or partnership proposal, and more than ten does not attract additional per-member subsidy under this component.
Who can start a Kudumbashree micro enterprise?
Women members of Kudumbashree Neighbourhood Groups are the primary beneficiaries under the Rural Micro Enterprises route. The Yuvashree component extends the same subsidy levels to individuals aged 18 to 45 of both genders.
Is training compulsory before starting?
Kudumbashree provides General Orientation Training, Skill Training, Performance Improvement Training and Accounting and Bookkeeping Training to potential entrepreneurs, and Block Missions generally expect the relevant training to be completed before an enterprise is sanctioned.
Can a man apply?
Not under the women's group route, which is reserved for women members of Neighbourhood Groups. Men aged 18 to 45 can apply under the Yuvashree component, which carries the same subsidy levels as the Rural Micro Enterprises scheme.
Is the subsidy given before or after starting the business?
The capital subsidy supports the establishment of the unit and is released against the sanctioned project, so it is tied to actual expenditure on machinery, equipment and setup rather than paid in advance as free cash.
What other support does Kudumbashree give an enterprise?
Beyond the capital subsidy, Kudumbashree provides interest subsidy, start-up fund, revolving fund and technology fund support, plus training, market linkage through Kudumbashree events, and handholding by Microenterprise Consultants at block level.
