What is the Kerala Stressed MSMEs Revival and Rehabilitation Scheme?

Kerala Stressed MSMEs Revival and Rehabilitation Scheme, abbreviated KSMSMERRS, is a state-funded rescue package run by the Directorate of Industries and Commerce, Government of Kerala. According to the directorate's scheme page, the purpose is to give financial and hands-on support to micro, small and medium enterprises that have stopped performing, so that a non-performing asset can be converted back into a productive one. Total assistance is capped at Rs 5 lakh per unit.

Kerala has a very large base of small manufacturing and service units, and a recurring problem is that a unit does not fail because the business idea was wrong. It fails because a single shock. A flood, a lost anchor customer, a machine breakdown, a promoter's illness, drains the working capital and the account slips into default. Once the account turns bad, the bank will not lend, and without money the unit cannot restart. KSMSMERRS is designed to break that loop. The scheme puts public money into the specific gaps that block a restart: the margin the bank now insists on, the interest burden of the first year after restructuring, the cost of repairing or replacing equipment, and the arrears owed to government agencies that keep the electricity meter disconnected.

What makes this scheme different from a normal subsidy

  • KSMSMERRS is aimed at units that are already in trouble, not at new units. Most Kerala industrial incentives, including the Entrepreneur Support Scheme and the Margin Money Grant to Nano Units, reward setting up. This one rewards recovery.
  • Assistance is a grant, not a loan from the department. It does not have to be repaid to the Industries Department.
  • The package is modular. A unit that only needs its electricity arrears cleared can claim just that component; a unit needing a full restart can stack components up to the Rs 5 lakh ceiling.

What assistance does KSMSMERRS provide?

The Directorate of Industries and Commerce lists the following components.

1. Margin money grant on restructured credit. Where a bank or financial institution restructures the unit's account and insists on a margin for the additional working capital loan and the term loan, KSMSMERRS pays 50 percent of that margin as a grant, limited to Rs 2 lakh. This is usually the largest single component and the one that actually unlocks the bank's money.

2. Interest subvention. The scheme pays 6 percent per annum interest subvention for the first year on the restructured loan, subject to a maximum of Rs 1 lakh. The relief is deliberately front-loaded to the first twelve months, which is when a restarting unit has costs but little revenue.

3. Restart expenses; machinery. KSMSMERRS meets 50 percent of the cost of buying equipment, up to Rs 1.50 lakh. This covers replacing a machine that has seized, is obsolete, or was sold off during the distress period.

4. Restart expenses; repairs. Repair and maintenance of the building and facilities is supported up to Rs 1.00 lakh. Units that were shut for a monsoon or two often need roof, wiring and drainage work before production can resume.

5. Clearance of statutory dues. The scheme pays 50 percent of outstanding dues, capped at Rs 40,000, to agencies such as the Kerala State Electricity Board, the water authority, GST and excise. Clearing these is often the precondition for getting a power connection restored.

6. Revival Project Report cost. Preparation of the Revival Project Report is reimbursed at 100 percent, up to Rs 10,000. This removes the classic chicken-and-egg problem where a stressed promoter cannot afford the consultant needed to document why the unit deserves help.

All six components together are subject to the overall Rs 5 lakh per unit cap.

Who is eligible for KSMSMERRS in Kerala?

You can apply if:

  • Your enterprise is a micro, small or medium enterprise as defined under the MSMED Act and holds a valid Udyam Registration.
  • The unit is located in Kerala and registered with the Industries Department.
  • The unit is financially stressed: typically an account classified as a non-performing asset, an account under restructuring, or a unit that has stopped or substantially reduced production because of financial distress.
  • There is a realistic revival plan, set out in a Revival Project Report, showing what the unit will do differently after restart.
  • For the loan-linked components, a bank or financial institution has agreed to restructure the account and has issued a sanction letter.

You cannot apply if:

  • The enterprise is not an MSME: large industries are not eligible.
  • The unit is outside Kerala, even if the promoter is a Kerala resident.
  • The business is a healthy, performing unit with no distress; KSMSMERRS is a revival scheme, and a profitable unit is not eligible.
  • You are an individual seeking a personal loan, a salary substitute or household relief. KSMSMERRS is an enterprise-level scheme and pays into the unit's own account, so individuals cannot apply for a personal benefit.
  • The unit has already drawn the full Rs 5 lakh ceiling under this scheme.
  • No lender is willing to restructure and no revival plan exists — in that case the loan-linked components cannot be computed at all.

Enterprises in the cashew processing sector should note that Kerala also runs a separate Revival and Rehabilitation Scheme for Defunct MSMEs and Cashew Processing Units, listed alongside KSMSMERRS by the directorate. Check which of the two fits your case before filing, because the same expense cannot be claimed twice.

What documents are required for KSMSMERRS?

Document Mandatory Notes
Udyam Registration certificate Yes Establishes MSME status
Revival Project Report Yes Cost reimbursed up to Rs 10,000
Bank restructuring sanction letter Yes Shows the margin insisted and the restructured loan amount
Audited financial statements Yes Latest balance sheet and P&L showing the stress
Statutory dues demand notices No Only for the dues-clearance component
Machinery quotations or invoices No Only for the restart expenses component
Enterprise bank account details Yes Assistance is paid to the unit's current account

Keep originals ready. The District Industries Centre verifies originals even though the application is filed online.

How to apply for KSMSMERRS

  1. Confirm your Udyam Registration is live and that the unit's details on it match your current address and activity. A lapsed or mismatched Udyam record is the most common early rejection.
  2. Get your account restructured. Approach the branch that holds your loan, ask for restructuring under the applicable RBI framework for stressed MSMEs, and obtain the sanction letter stating the restructured term loan, the additional working capital limit and the margin the bank requires from you.
  3. Prepare the Revival Project Report. Document the cause of stress, the current asset position, the outstanding statutory dues, the machinery and repairs needed, and a month-by-month projection of how the unit returns to production. Keep the consultant's bill: up to Rs 10,000 of it is reimbursable.
  4. Register and apply online at schemes.industry.kerala.gov.in/public/index.php/schemes. Create a login, select the Kerala Stressed MSMEs Revival and Rehabilitation Scheme, and fill in the unit and financial details.
  5. Upload the supporting documents: Udyam certificate, revival project report, bank sanction letter, financial statements, dues notices and quotations. Save the application number shown after submission.
  6. Submit originals at the District Industries Centre for your district when the office calls for verification. The Assistant District Industries Officer at the Taluk Industries Office is the first point of contact if you need help.
  7. Attend the inspection. A departmental officer visits the premises to confirm the unit exists, the machinery position matches the claim, and the revival plan is feasible.
  8. Receive the sanction and the transfer. Approved assistance is credited to the enterprise's own bank account. Component-wise sanction is shown in the order.

How do I check my KSMSMERRS application status?

  1. Log in to schemes.industry.kerala.gov.in with the credentials used at registration.
  2. Open the application dashboard and locate your application number.
  3. The stage shown moves from submitted, to DIC verification, to inspection, to sanction, to payment.
  4. If the stage does not change for several weeks, contact the District Industries Centre that holds your file, or the Directorate of Industries and Commerce on 0471-2302722.

Why do KSMSMERRS applications get rejected?

  • No lender restructuring in place. Without a sanction letter the margin money grant and interest subvention cannot be calculated, and the file stalls.
  • Udyam Registration missing, expired or in a different name from the applicant.
  • Weak Revival Project Report that describes the past distress but not a credible restart: no order pipeline, no cost plan, no timeline.
  • Claiming above the Rs 5 lakh ceiling by stacking every component at full value.
  • Expenses already claimed under another Kerala industrial scheme. Double-dipping on the same invoice across schemes is disallowed.
  • Machinery quotations that do not match what the inspecting officer finds on the premises.
  • Unit found closed and unrevivable at inspection, with no assets and no promoter presence.

Most of these are fixable. A rejection for an incomplete document is usually re-submittable once the gap is closed, so ask the DIC for the recorded reason rather than starting a fresh application.

What are the key dates for KSMSMERRS?

The Directorate of Industries and Commerce does not publish a fixed annual last date for KSMSMERRS. Applications are accepted through the online portal on a rolling basis, and sanctions are made against the budget available in the financial year. In practice this means two things worth knowing. First, applying early in the financial year, April to September: improves the chance that funds are still unallocated when your file reaches sanction stage. Second, because sanction is budget-linked, a complete file always beats an early but incomplete one, since incomplete files get returned and re-enter the queue at the back.

Where do I raise a grievance about KSMSMERRS?

  • District Industries Centre of your district, the first and usually fastest route, since your file physically sits there.
  • Directorate of Industries and Commerce, Vikas Bhavan, Thiruvananthapuram, Kerala 695033. Phone 0471-2302722, email industriesdirectorate@gmail.com.
  • Taluk Industries Office through the Assistant District Industries Officer for application-filling help and document queries.

There is no fee to apply for KSMSMERRS. No consultant or agent can guarantee sanction, and no official will ask for a payment to move your file. The only legitimate cost is the Revival Project Report, and the scheme itself reimburses up to Rs 10,000 of that.

Frequently asked questions

How much money does the Kerala Stressed MSMEs Revival and Rehabilitation Scheme give?

The scheme gives a maximum of Rs 5 lakh in total per unit, built from several components — a margin money grant of up to Rs 2 lakh, interest subvention of up to Rs 1 lakh, restart expenses of up to Rs 1.5 lakh for equipment and up to Rs 1 lakh for repairs, statutory dues clearance up to Rs 40,000, and Rs 10,000 for the revival project report. No single unit can draw more than the Rs 5 lakh ceiling however the components are mixed.

Who can apply for KSMSMERRS in Kerala?

A micro, small or medium enterprise located and registered in Kerala that has become financially stressed or has been classified as a non-performing asset by its lender can apply. The Directorate of Industries and Commerce designed the scheme specifically to convert non-performing assets back into working productive units, so a healthy, profitable unit is not the target group.

Is a bank restructuring letter compulsory for KSMSMERRS?

Yes for the two loan-linked components. The margin money grant is calculated as 50 percent of the margin the bank insists on for the additional working capital loan and term loan, and the 6 percent interest subvention applies to the restructured loan, so neither can be computed without the lender's sanction letter.

How is the interest subvention under KSMSMERRS calculated?

Interest subvention is 6 percent per year on the restructured loan for the first year only, capped at Rs 1 lakh. It is not a permanent interest reduction — the relief is designed to carry the unit through the first twelve months after restructuring, when cash flow is weakest.

Can I apply for KSMSMERRS offline at the District Industries Centre?

The application itself is filed online at schemes.industry.kerala.gov.in. The District Industries Centre and the Taluk Industries Office remain the places where original documents are verified and where you get help filling the form, but the case is processed through the online system.

Does KSMSMERRS cover electricity and GST arrears?

Yes, partly. The statutory dues clearance component pays 50 percent of outstanding dues to agencies such as the Kerala State Electricity Board, the water authority, GST and excise, subject to a ceiling of Rs 40,000. The remaining half must be cleared by the enterprise.

Is the assistance a grant or a loan?

The assistance is a grant and is not repayable to the Industries Department. The restructured bank loan behind it, however, remains a loan and must be repaid to the lender on the restructured terms.

Who runs KSMSMERRS?

The Directorate of Industries and Commerce, Government of Kerala, at Vikas Bhavan, Thiruvananthapuram, runs the scheme through the District Industries Centres. The directorate can be reached on 0471-2302722.
